Workplace Safety and Health (Approved Codes of Practice) Notification 2014The Workplace Safety and Health (Approved Codes of Practice) Notification 2014 was published in the Government Electronic Gazette on 21 November 2014. This new Notification is effective from 1 December 2014, and the Workplace Safety and Health (Approved Codes of Practice) Notification 2013 has been revoked accordingly. This brings the number of Approved Codes of Practice (ACOPs) to 66.

The Workplace Safety and Health (WSH)Council was established on 1 April 2008 to raise the workplace safety and health standards in Singapore. The Council comprises 18 leaders from the major industry sectors, the Government, unions and professionals from the legal, insurance and academic fields. The Council’s key thrusts are to build industry capabilities to better manage WSH, to promote safety and health at work, to recognise companies with good WSH records and to set acceptable WSH practices. There are seven industry committees focusing on the areas of construction and landscaping, healthcare, logistics and transport, marine works, chemical, metalworking, manufacturing and hospitality and entertainment. Three functional committees have also been formed to identify, champion and implement initiatives in the areas of engagement and outreach, workplace health and industry capability building.

Enhanced risk management can improve safety and health at your workplace

Termed ‘Risk Management 2.0’ (or RM 2.0), the revised approach focuses on three key principles – effective implementation of risk management, reducing risks at source, and consideration of all factors that can increase risks.

i Risk management should not be a paper exercisePreparing a risk management plan does not equate to implementation. What has been documented in the plan must be implemented on the ground and reviewed if there is a change in the work environment or processes.

Employers must also encourage open communication between employers and employees for effective implementation.

ii Always reduce risk at source first Eliminating risks should always be the first step in identifying, evaluating and controlling risks at the workplace. By eliminating the risk from the beginning, there will be no risk involved in the work.

However, if elimination is not possible, the next step is to substitute the hazard with a safer alternative that can minimise exposure to the risk. If neither approach is feasible, applying engineering controls or administrative measures such as training workers should be considered.

Use of personal protective equipment should only be applied last as the last line of defence against hazards.

iii Consider all factors that affect risk Employers should look beyond physical risks and hazards and take

into consideration all factors that affect risk. These may include personal health risks such as diabetes, high blood pressure or asthma, workload, working hours, work environment, etc.

These factors have an impact on the employee’s ability to work safely and healthily. Employees should also consider the impact of such risks, as the risks taken by the employees have an impact on the quality of their lives and their families.

bizSAFE – Your first step to a safer and healthier workplace

bizSAFE, a programme by the WSH Council, helps businesses to build their WSH capabilities. The five-step programme helps small- and medium-sized enterprises develop risk management capabilities and implement a risk management system.

To further provide opportunities for companies to learn more about risk management, MOM and WSH Council have organised the annual bizSAFE Convention on 5 February 2015.

This year’s bizSAFE Convention theme – “A Safer and Healthier Workplace for Everyone”, aims to encourage employers to adopt effective risk management so that all employees can go home safely and healthily at the end of each day.

In its seventh run, the bizSAFE Convention will also recognise the commitment and contributions of 23 companies and recipients of the bizSAFE Awards, who have made significant contributions to improve WSH standards through the bizSAFE programme.
