Preface The Department of Transportation’s (DOT) Road Licensing and Safety Division (RL&S) is responsible for coordinating and leading the regulation and licensing of drivers and motor vehicles in the Northwest Territories (NWT). RL&S plays an important role in ensuring DOT stays up to date on current and emerging road safety issues while maintaining legislative responsibilities, motor vehicle programs, and various driver and motor vehicle related services. RL&S is currently responsible for five Acts and 27 regulations. RL&S is continually monitoring best practices and road safety issues across Canada to ensure laws relating to drivers and vehicles are up to date and effective. The Motor Vehicles Act (MVA) was amended to address the problem of distracted driving in the NWT. Now distracted drivers can have their driver’s licence suspended for up to 30 days in addition to high monetary fines. The MVA was also amended so that fines for speeding are now given based on the exact kilometer you are traveling over the speed limit. Speeding fines have also increased with the intent of getting drivers to respect posted speed limits. Work has commenced to update the Large Vehicle Control Regulations to harmonize the regulation with other jurisdictions in accordance with the National Memorandum of Understanding on Vehicle Weights and Dimensions. The Driver's Licence Demerit Point Regulations are being amended to bring demerit point offences in line with other provinces and territories. The Demerit Point Program is also undergoing changes to clarify how demerit point related suspensions are administered and to make the program more efficient. Work is underway to develop regulations to address abandoned and worthless vehicles and work on amendments to the Seat Belt Assembly and Child Restraint System Regulations are underway with the intent of introducing booster seat legislation in the NWT in 2017. The NWT is taking a progressive lead in Canada by expanding online services for commercial and non-commercial clients. 2016 saw the expansion of online services related to commercial tolling, commercial permitting, and driver’s licensing and general identification card renewals. The Department has continually been improving online services since their introduction in November 2013. For the further benefit of commercial clients, RL&S is introducing the Partners in Compliance program, a motor carrier safety initiative that rewards motor carriers with exemplary safety records by allowing them to bypass weigh scales. In 2016, RL&S initiated a review and update of all driver education materials, including the Basic Licence Driver’s Handbook, Air Brake Manual Training and Reference Guide, Motorcycle Operators Manual, and the Professional Operators Manual. Additionally, all policies related to driver and vehicle licensing are currently being updated to ensure the Department is providing optimal service to clients. The Department is planning to sign two national agreements that will help Canadian jurisdictions harmonize the administration of driver’s licences and motor vehicles services, and support the concept of one driver/one record. RL&S also entered into an agreement with the Department of National Defense to allow current and retired military members to exchange their military driver’s licence for an equivalent class of NWT driver’s licence without additional training or testing. RL&S will continue to provide the highest level of service to clients across the NWT and ensure the NWT’s practices and procedures are modernized and consistent with the rest of Canada. RL&S will continue to address emerging road safety issues and trends to support DOT in providing safe roads for all residents and visitors to the NWT.

1.0 Introduction

This report presents a statistical summary of the vehicle and driver population in the Northwest Territories and presents a summary of revenue, driver testing activity, convictions and suspensions. This information can be used by Program Managers, Regional Superintendents and Senior Managers to assess Road Licensing and Safety activities and monitor trends. The information in this report is derived from data maintained on the Road Licensing and Safety Motor Vehicle Information System (MVIS). A series of reports are used to extract the statistical information from MVIS. The information is checked for reasonableness and accuracy by comparing with reports available on MVIS and the System for Accountability and Management (SAM) as well as Northwest Territories population figures. Road Licensing and Safety Headquarters and Regional staff also have an opportunity to review the charts and tables for accuracy. Despite these measures, errors may exist due to data coding and entry, therefore, the information should be viewed with caution. 2.0 Executive Summary Section 3.0 shows the number of registered vehicles by type and region. The table includes all vehicles with a valid registration as of December 31, 2015 and registered to an individual or company with a Northwest Territories address. Duplicate registrations are excluded by counting unique vehicle identification numbers. As of December 31, 2015, there were 38,393 registered vehicles, a 0.5 percent increase from 2014. The breakdown of registered vehicles by type is an approximation based on variables including; vehicle make, vehicle model, vehicle type, style, license plate type, and gross vehicle weight. Light-duty vehicles, including passenger cars, passenger vans, sport utility vehicles and pickup trucks, comprised 73 percent of the vehicle population in 2015. Section 4.0 presents the characteristics of licensed drivers. The tables include all Northwest Territories residents with a valid driver’s license as of December 31, 2015. On this date, there were 26,094 licensed drivers, a 4.6 percent increase from 2014. The population of the Northwest Territories increased by 1.1 percent during the same period. Persons aged 65 and over comprised 8.2 percent of the driver population. Although not shown in the tables, the proportion of drivers aged 65 continues to increase. Section 5.0 presents revenue data from all Driver and Vehicle Licensing Offices and on-line services operated by the Department of Transportation and by private contractors. The revenue is summarized by category, region and Issuing Office for all transactions taking place between April 1, 2015 and March 31, 2016. For the 2015/2016 Fiscal Year, revenue from the various categories is as follows:

• Vehicle registrations: $4,797,358.00 • Driver testing: $199,172.00 • Driver licensing: $645,958.00 • Products and services: $1,238,300.00 • Total: $6,880,788.00


Section 6.0 shows the total number of driver tests conducted in the Northwest Territories between April 1, 2015 and March 31, 2016 by test type (written vs. road), class and region and shows the corresponding passing rates. In the 2015/2016 Fiscal Year 8,122 written tests and 1,712 road tests were conducted. The corresponding passing rates were 62.4 percent and 75.0 percent, respectively. Section 7.0 presents information on driver convictions, suspensions and demerit points of Northwest Territories drivers. The tables showing convictions under the Criminal Code, Motor Vehicles Act and Regulations, All Terrain Vehicles Act and municipal bylaws include convictions arising from traffic offences committed in the Northwest Territories between April 1, 2015 and March 31, 2016. The tables exclude convictions arising from offences committed outside of the Northwest Territories. During the 2015/2016 Fiscal Year, there were 223 convictions under the Criminal Code, a 5.9 percent decrease from the previous Fiscal Year. There were 2,982 convictions under the Motor Vehicles Act. This is a 4.9 percent decrease from 2014/2015. Section 8.0 shows the number of permits issued by type and issuing location, number of Commercial Vehicle Safety Alliance (CVSA) inspections conducted and number of commercial transport-related convictions under the Motor Vehicles Act and Transportation of Dangerous Goods Act for the 2015/2016 Fiscal Year. This section also includes the number of Deh Cho Bridge toll permits issued by toll class and associated revenue. During 2015/2016

• 19,888 permits were issued; • 721 CVSA inspections were conducted; • There were 102 commercial transport-related convictions under the Transportation

of Dangerous Goods Act and Regulations as well as under commercial transport-related regulations pursuant to the Motor Vehicles Act; and

• $4,048,165.00 in Deh Cho Bridge toll revenue was collected between April 1, 2015 and March 31, 2016.

Section 9.0 presents a summary of reportable collisions in the Northwest Territories for the 2014 and 2015 calendar years. A reportable collision is an incident involving one or more motor vehicles resulting in death, personal injury or a minimum of $2,000 in property damage in the absence of deaths or injuries. Details on traffic collisions are presented in the publication entitled “2015 NWT Traffic Collision Facts” and include collisions occurring on the NWT Highway system. This publication contains useful information on issues that affect collisions and their severities, such as drinking and driving; unsafe speed; young and old drivers; and use of occupant restraints.
