Job Creation and Skills Development

Many of the contracts we are involved in are directly or indirectly the result of private and public sector initiatives to create jobs and uplift communities. Our strength lies in our ability to integrate staff provision, training and skills development and all aspects of human resources administration and management to deliver an end-to-end solution. We play an important role in youth development and job creation, particularly at grass roots level, where first time job seekers use temporary assignments as an entry into the job market and improve their employability as a result of on-the-job training and skills development provided.

INDUSTRY CAPABILITY& CUTTING-EDGE TECHNOLOGY

With the unique combination of a highly developed national infrastructure and a range of solutions to meet the evolving labour law compliance, Workforce is a company's endpoint to all their human resources management.

We are open to all businesses in all sectors and there are no restrictions in the form or extent of human resources solutions we can offer.

SOUND COMPLIANCE POLICIESFailure to comply with labour legislation could result in non-compliance and have a negative impact on the growth and sustainability of companies in SA. Compliance is therefore essential to protect the future of business.

Further regulation of the labour laws requires expertise and knowledge to drive compliance and protect business from risk. This is our area of expertise. Thus, understandably so, our clients rely on us to provide the systems and processes that are aligned with any new legislation.

Our team of five attorneys, two SA advocates and five IR specialists ensure Workforce's regulation to a multitude of laws and regulations with which we and our clients need to comply; and ongoing monitoring and adjustment of our systems, processes and contracts is essential. Furthermore, we are active participants in the various forums in place to influence change through our membership and active involvement therein.

INFRASTRUCTURE AND SERVICE CAPABILITYWorkforce serves all economic sectors and operates in South Africa and Africa. We boast an extensive national branch infrastructure that extends to all provinces of the country.

By nature of our business, this branch infrastructure is continually expanding as it provides the platform from which service delivery takes place. Our operations are structured into various operating regions, headed by strong decentralised management teams. This management structure is a major strength as it underpins the operational flexibility required to enable management decisions to be made at the point of contact and to tailor service offerings to suit client needs. The nature of our business requires quick response times and having local branches and a local database, facilitates this. When a contract requires it, we open a fully networked satellite branch, thereby facilitating quick response times and enabling exceptional service levels right on your doorstep.

09

Page 12: Workforce Staffing_Company Profile_Oct 2014

STANDARDS MONITORING THROUGH OUR QUALITY MANAGEMENT SYSTEMWe can provide a high level of assurance that once an agreement has been contractually concluded, the contract outcome is according to pre-determined standards, within pre-determined time-frames and at pre-determined costs.

A dedicated contract manager and on-site supervisors are assigned where required. These individuals are fully trained and inducted to ensure complete understanding of your business, culture, procedures and operating style; and are on hand to not only monitor our outsourced staff but also to initiate immediate corrective action where necessary.

CUTTING-EDGE TECHNOLOGYOne of Workforce's major strengths is its leading edge information technology (IT) skills and architecture. All our branches and on-site support are supported by a centralised IT department and benefit from access to the latest systems development.

All our business processes and systems are integrated and have purposely been designed to automate various administrative processes to improve our administrative capability while simultaneously eliminating inefficiencies, errors and the possibility of fraud. Should it be required, our systems can provide statistics per cost centre or activity point, to enable contract analysis and management reporting.

Our integrated software product suite includes the following:

CONTRACTOR ZONE – a contractor-specific web-based application that stores critical information, including personal details, resumés and a record of current and previous client assignments.

TIME ZONE – captures and links standard clocking or biometrics terminal data and integrates with Paymatic or a client's wage system.

PAW AND PAYMATIC – a flexible payroll and invoicing system, for temporary and permanent staff, that caters for all wage and salary requirements, including multiple sets of rules applicable to various bargaining councils and clients. Our systems supports our 3 400 plus clients and their specific rules; AND manages the weekly, bi-weekly and monthly payroll for our 33 500 plus assignees and 900 plus permanent staff.

WORKTRAC ZONE – a self-service centre for our clients. This on-line self-service centre puts our clients into the driving seat of their outsourced temporary or contract workforce, giving them access to view, track and approve employee records, timesheets, scheduling, and also provides access to productivity tracking, wage information and so much more.t

Staff Outsourcing & Recruitment

Staff Outsourcing (Temporary Employment Services – TES)

Workforce enables employers to drive out unnecessary labour costs by leveraging the economic benefits associated with staff outsourcing, while simultaneously achieving operational efficiencies and the ability to focus on core competencies.

Scope of our ServiceWhether you need a flexible labour force, a tailored staff outsourcing solution or access to a wide range of temporary, contract or permanent staff, Workforce is the company to turn to for results.

We offer employers a legally compliant, fully managed solution covering all categories and levels of staff and labour, with the bottom-line benefits of improved productivity levels, without any staff administrative or legislative burdens.

Quick Response TimesWe lead the market when it comes to delivering exceptional service and response times, particularly in respect to blue-collar staff. As a result of the size and nature of our organisation, and the broad base of active contracts we have with our 3 400 clients, recruitment and sourcing of staff is continuous, which results in a constantly growing database of skills from which staff can be sourced at short notice. Workforce's operations run 24 hours per day, throughout the year on a national basis.

Availability of Staff and Labour Skills shortages are a global phenomenon and the search for good calibre staff is ongoing. Workforce Staffing has developed one of the largest databases in the staffing industry, made up of skills required by the various industries we serve; ultimately saving time, money and frustration when needing to source, recruit and deploy staff.

Strict verification procedures, reference checks and thorough evaluation are never compromised in our recruitment and selection process. In addition to skills, experience and character referencing, we also do criminal and credit bureau checks if required. We prefer, where possible, to recruit from the local community.

CLIENT-DRIVEN SOLUTIONS that PROTECT your businessHow TES integrates into the workplace to protect compliance and mitigate risk

In line with the Labour Relations Amendments (LRA), Workforce has developed the following client-driven solutions:

1. A multi contract structure controlled by the Workforce Intelligence System™. This will determine the type of contracts used and the periods of placements on various contracts in compliance with the “deeming provision” of the LRA as well as business needs.

2. Integrated categorisation and remuneration structures to provide cost effective structures which will address “equal pay for work of equal value” .

3. Integrated software-based performance management system to provide proactive and progressive performance management that will assist with increased productivity requirements.

4. Cost effective employee benefits, such as a funeral plan, provident fund and medical aid products .5. Specialised industrial relations services to safeguard against the provisions of the proposed deeming

provisions in the LRA in respect of terminations; and to address any union related issues arising from the proposed provisions in the LRA in respect of union access.

6. Specialist CCMA representation to assist in labour disputes.7. Strike policies to address any possible industrial action arising from the proposed ballot and picketing

provisions in the LRA.8. Specialised systems and representation to address any possible compliance orders and labour

inspections.

The Workforce Strike Rescue Plan™ mitigates the risk and loss of production caused due to strikes or other go-slows, by providing:

§ Assistance with contingency planning

§ Recruitment of all categories of staff

§ Industrial Relations knowledge and specialisation

Don't become part of the statistics! Protect your business with THE WORKFORCE STRIKE RESCUE PLAN™

2 Good reasons to use us

1. Contingency Staffing SolutionWe are able to recruit various categories of staff at short notice and provide transportation to your site for the duration of the strike. In situations where high levels of intimidation take place, we can counter this by bringing in staff from other areas.

All outsourced staff placed on your premises during a strike are screened and reference checked as this is one of our standard operating procedures for staff deployment, whether for a strike or not.

We also have the necessary resources to arrange, at a short notice, that the contingency staff deployed are fully kitted out in terms of personal protective equipment (PPE).

2. Contingency planningWe are able to assist you with your strike policies, as well as your contingency planning. If you do not have a picketing policy, then you should look at putting an effective picketing policy in place; and where there are union representations in the workplace, to enter into a picketing agreement with the union.

Multi-Vendor Optimisation™

Many businesses are opting to outsource their Staffing and Human Resources requirements to multi-vendors.

Overseeing a diverse assortment of multi-vendors is no easy feat and requires addressing these challenges:

§ Customer Confusion: Using different vendors may be beneficial for improved service and decreased costs, but it can also create a confusing web of vendors and service providers.

§ Inconsistent Quality: When different vendors have varying service levels and ill-defined escalation points, problems can easily fall through the cracks. In addition, there's often no mechanism to ensure service levels are met or issues are resolved.

§ Lack of Business Intelligence: With data dispersed across vendors, it's hard to get a “big picture” overview of the HR function and make standardised comparisons. Businesses often receive very different reports from each vendor, so data analysis becomes a time- and labour-intensive process.

§ Risk management: In the new Labour Legislation, compliance is key. If compliance is not consistent across the various vendors, companies will be at risk.

The key to managing the shared, multi-vendor human resources environment effectively is a centralised model.

A Proven Solution – Multi-Vendor Optimisation (MvO)

Within this service offering, MvO manages the various vendors on behalf of the client, freeing up the client to focus on his/her core business.

A core main focus area is the central management of multi Temporary Employment Service (TES) at a client. Workforce MvO manages the performance and service provision of all TES vendors. Workforce providers limits the risk to clients as certain criteria are dictated to the TES providers with respect to legislation compliance, liabilities, training and rates - thus creating a model for clients to lessen their risk.

Workforce manages the risk on behalf of the client to ensure legislative compliance and improve efficiencies.

Multi-Vendor Optimisation™ (MvO) is a proven solution to supporting the multi-vendor environment. It simplifies support, ensures customer satisfaction, and provides valuable data for business intelligence and vendor management. In planning for current and future outsourcing needs, MvO can help improve operations, provide highly-responsive, single-source support, build a top notch service provider network, and make highly informed business decisions; while managing risk for business.

Business Process Outsourcing

Business process outsourcing is increasingly being used by organisations to achieve operational efficiencies and to enable them to focus on their core business. Business process outsourcing allows companies to outsource business processes that are essential components of their business. The operational activities and management become the responsibility of the service provider, together with the responsibility for delivering specified results.

We are experienced in delivering productive and functional business process outsourcing solutions, including the establishment of all the necessary statutory and legal elements, such as Health and Safety compliance.

Suitable areas to consider for process outsourcing can include any activity, such as payrolling, stock-taking, call centres and various manufacturing and packaging processes. Flexibility extends to innovative pricing structures including productivity-based costing where appropriate.

We can provide a high level of assurance that once a Process Outsourcing Agreement has been contractually concluded, the contract outcome will be according to pre-determined standards, within pre-determined time-frames and at pre-determined costs.

Productivity based pricing solutionsOur innovative productivity based pricing solutions assist clients in reducing their labour costs while improving their productivity. For instance, the unit rate paid to contract staff can be applicable per item manufactured or per case packed, and is based on a required output as per the client.

We provide all the employees required per day, in addition to our on-site supervision. Our employees, inclusive of our supervisor, are incentivised by payments of wages being solely based on the number of items manufactured or cases packed or loads delivered, etc, thus ensuring the required productivity – a 'more productivity more pay' incentivised strategy.

The model is flexible and can be tailored to suit your particular productivity needs.

Questions a business should ask when considering the feasibility of outsourcing§ How, exactly, do I begin the process? What do I do first?

§ What can I outsource given my specific business requirements and competitive environment?

§ What elements are important to consider when evaluating outsourcing options?

§ How do I build a business case?

§ How do I transition and stabilise the business and how long does it take?

23

“ The option of process outsourcing has been welcomed as a forward thinking and valuable product offering by our

many clients. This option effectively moves the emphasis from cost of labour to throughput and yield.”

25

We manage contracts to the value of approximately R120 million per annum! The success of the Business Process Outsourcing contracts we currently manage hinge on a long-term relationship between our clients and us. We become an extension of our client's business as we fully entrench ourselves in the operations and the production requirements. It is at this point of understanding that we develop solutions that are highly profitable for our clients.

Case Study OneThree years ago, we introduced the Business Process Outsourcing solution to our client who operates in the wax production industry.

On this contract, staff are paid per hour with the client invoiced on production output per week. The client's fixed staffing costs have been converted into variable costs to suit the client's production needs. The benefit of creating staffing flexibility in the production environment is the medium to long term cost savings, which our client has positively experienced.

All input requirements are based on our client's production requirements, so if the production is low in a particular month, then the input component is adjusted accordingly; and vice versa when the production is high. Headcount plays a major role in the success of this contract; therefore production targets are set weekly and are based on our client's sales forecast. Based on the targets, the shifts are planned and the client is informed on how many machines will be running a week in advance. By having this information on hand, our client is able to effectively action their sales plan.

Case Study TwoBased on our recommendation, our client in the plastic manufacturing industry implemented the productivity based pricing solution two years ago.

On this contract, staff are paid on productivity. This has proven to be highly motivational for the staff working at our client because the harder they work to produce more, the more they earn at end of the month. Initially, we noticed productivity was low, mainly due to lack of knowledge of the client's processes. This was quickly resolved with on-site training. Once staff felt more comfortable with the processes, productivity exceeded the client's expectations.

Case Study ThreeOur client in the steel manufacturing industry contracted our services over a three year period on a full business process outsourcing solution at two of their finishing and despatch centres.

On this contract, we are fully responsible for the finishing, storage and loading for despatch of various steel products that our client manufactures. Our services include all aspects of the contract management, safety, equipment, labour, efficient scheduling and reports on our performance to the client. The contract is performance based where we are paid per tonnage handled. A Service Level Agreement (SLA) dictates the monthly forecast tonnage per area of our control, based on the client's sales order book. We are responsible to achieve (& exceed where possible) these targets.
