Area shopkeepers charge the street sellers with littering and creating crowds that get in the way of pedestrian and vehicu- lar traffic. They also assert that the vendors don’t pay proper rent and taxes. There are also claims of price undercutting and unfair business practices. The vendors counter that they have the proper licenses and they are being targeted because they present competition to the brick- and-mortar shops. The law is unclear. There are health, sanitation and administra- tive laws that prohibit some of the vendors’ actions, but the city is- sues special licenses to veterans that give them the right to peddle products in many congested areas. the Centers of Excellence havedone a tremendous job provid-ing health care to those suffer-ing from WTC-related condi-tions, including the expandingpopulation of those sufferingfrom cancer as a result of WTC

toxic exposures. The VictimCompensation Fund has beguncompensating those who suf-fered economic losses, but only112 individuals have beenserved so far. More must bedone to increase the efficiencyand transparency of this pro-gram, and in the coming yearwe will be working with stake-holders to make the necessary

Legislation RegardingElectronic Cigarettes

Mayor Bloomberg signed Introductory Bill Number 1210-A, sponsored by CouncilMembers Gennaro, Quinn, Arroyo, Greenfield, Vacca, Koo, Koppell, Richards, andDromm. This legislation amends the Smoke Free Air Act to prohibit electronic or e-cigarettes in all areas where combustible cigarettes are currently prohibited.

The City has made great strides in limiting the use of tobacco in public areas and therebyimproving the health of all New Yorkers. The United States Food and Drug Administrationhas stated they intend to regulate e-cigarettes as tobacco products, and states including NewJersey, North Dakota and Utah have taken steps to prohibit their use in bars and restaurants.Organizations such as the American Lung Association, American Heart Association,American Cancer Society and Campaign for Tobacco-Free Kids support this legislation.

“E-cigarettes heat up a chemical solution and emit vapors to provide its user withnicotine, the same highly addictive ingredient found in combustible cigarettes. The nextgeneration of potential smokers could gravitate to getting their nicotine fix from theseproducts. This legislation will help protect the gains we have made to reduce combustiblecigarette use in New York City and will serve as an example for other municipalities tofollow. I would like to thank the Department of Health and Mental Hygiene CommissionerDr. Thomas Farley and his staff for their work on this bill, along with my Office of CityLegislative Affairs. I would also like to thank the City Council for approving thislegislation,” said Bloomberg

The Noguchi Museum screens a documentary on the Shanghai Animation Studio, which was effectively halted by theCultural Revolution in 1965.
