(WM), Recycle America submitted a permit renewal application on May 10, 2012. Four stormwater outfalls (001, 002, 003 and 004) were identified in Section IV of the permit application; however, WM would like to modify this information as discussed below. Due to changes in management and personnel at WM, this oversight has only recently been noted. The 8.0-acre facility receives recyclable material including glass, tin, aluminum, paper, cardboard and plastic. Most recyclable materials are stored within the recycling center; however, glass is stored in open bins on a paved area to the north of the building. Baled plastic is stored at the northmost point of the paved area and near the railcar storage area. Stormwater from these areas sheetflows across the site to the southeast as discharge to Outfall 004. Outfalls designated as 001, 002 and 003 are each located in the southern portion of the facility and drain stormwater from the paved area where the scales and public dropoff containers are stored. No industrial activity takes place in these areas. Please note on the map that each of the three above-referenced outfalls are located within the property boundary, and not at a point of discharge from the facility. WM requests that Outfalls 002 and 003 be removed from NPDES Permit ARR00B885, and Outfall 001 be moved to the southwest corner of the facility where stormwater discharges as sheetflow from the site. In addition, WM requests that Outfalls 001 and 004 be considered similar outfalls. Each collects stormwater from paved areas surrounding the facility; however, Outfall 004 collects discharge from areas where outdoor storage practices take place.
