The Seoul Metropolitan Government set the direction of municipal administration as following in order to lead substantial changes in every corner of civic life to make the ideal of a “Citizens’ Metropolitan City” come true; to realize a “Safe City” by concentrating the capabilities of the municipal administration on the safety of citizens, to build a “Warm City”

through outreach welfare services focusing on field activities, to realize a “Dreaming City” by promising business discovery and urban regeneration, to build a “Breathing City” through the restoration of a healthy urban environment and ecosystem, and to realize an “Open City” through communication and innovation, changing citizens’ lives for the better.

Seoul was designated as the number 1 city in the “e-Governments of World Cities Index” 6 times in a row beginning in 2003. It founded the World e-Governments Organization of Cities and Local Governments (WeGO) and has led the globalization of e-governments as the president city of WeGO.

Seoul is making all efforts to further develop its achievements as the top global e-government, to comply with the changes towards a citizen-centered policy environment, to gain a competitive edge in the digital leadership in a new hyper-connected digital society, and to apply digital technologies to the overall civic administrative areas to make a city where all citizens are happy.

Due to the various potential hazards in the city and the deterioration of city facilities, Seoul faces the need to introduce a systematic maintenance management of the step-by-step procedures of construction projects based on the in-depth analysis and take preventative measures to address issues in each type of construction. At the same time, Seoul needs to take care of the characteristic issues of big cities, such as the increasing demand for knowledge of city affairs by citizens, the need for the establishment of a fair and transparent contract culture, and the duty to protect social minorities.

In this context, Seoul has introduced information services and tried to harmoniously integrate the directions of the municipal administration with Information and Communication Technologies (ICT) in order to make Seoul citizens happy.

The digital model of the Seoul Metropolitan Government provides all services based on open application service platforms and powerful information structures that can accommodate state-of-the-art technologies, with the digital governance applied focusing on civil initiatives and performance management.

Of the digital governance models of Seoul, the Clean Construction System of the Seoul Metropolitan Government was introduced to provide citizens with transparent governance (openness), enhanced efficiency of construction project management (innovation), and transparent work processes and money flow (integrity).

The construction project management system (One-PMIS) and the construction Allimi (meaning “Informer”) are platforms that provide transparent and safe construction project management and related information sharing. Their main objectives are to provide information services in convergence of construction safety and IT services, to activate their utilization by deregulation and system improvement, to expand continuous release of construction information to meet the pursuit of transparent governance, to reflect the strategy driving the spread of information system domestically and internationally, and to implement a safe and transparent construction culture based on communication and participation.

The Seoul Government’s automated subcontract payment management system (sPMS) was introduced to implement a fair contract culture and to protect social minorities. The system monitors the whole process of labor expense payment in detail and provides customized information for efficient operation. The system functions were improved to address citizen complaints and frequent inquiries with the goal of providing more convenience to citizens. The system improvement was made to secure efficiency by reducing the burdens of fees and commissions and adjusting the applied targets. The system came to have more outstanding features through the discussion, validation, and supplementation in cooperation with diverse entities and has protected sustainability through measures corresponding to changes in the information environment.

2. Preparation for Information Infrastructure of Stable and Seamless Service

1) All equipment and systems are installed in the Seoul Internet Data Center (SIDC) and monitored in real-time 24 hours a day, 365 days a year.

2) The networks for Inside Network (internal, for officers) service and Outside Network (external, for the public) service are divided to have more strengthened security.

3) Redundancy structure using two L4 switches for load balancing are applied for two independent WEB servers.

4) WEB server, WAS server, DB server, and storage and backup libraries are respectively configured to secure stability.

5) Managerial, technical, and physical protection measures are taken in accordance with the Act on the Protection of Personal Information.

1) Text information is displayed on the map to maximize the visual effect.2) With the click of a mouse, users can access construction information such as

construction period, process, persons in charge, etc.3) The service supports easy browsing on the digital map for the construction projects

and provides a function to search the residential areas within the radius of 0.5~5km of a construction site in order to help the users find desired construction information.

4) Better services can be provided by interworking with the API of the map services in private sectors.

2) Taking open government and transparent construction processes as the core values to strengthen the public benefit, the service was opened to the public so that anyone can see the general construction information without subscription procedures.

3) The service promotes citizens’ right-to-know and leads development of a society with the environment that citizens can monitor the society transparently.

4) To attract citizens’ cooperative participation based on an open government paradigm, information sharing and distribution became available via social network services, which take the role of communication windows with citizens.

5) In the newly established monitoring system, citizens can play the role of third supervisor by taking construction site tours.

6) The transparency of construction contracts, project implementation, and money flow were improved. The status of labor expense payment can be viewed at any time.

7) Enhanced counseling service for system users by improvement of the call center and more convenience for users achieved by training on the regular and necessary issues

6. Establishment of Ordinary Safety Management System by Adopting the Latest IT Technologies

1) Web-camera Service to Monitor the Safety of Construction Sits in Real-time

- The Seoul Metropolitan Infrastructure Headquarters manages the right to access web-cameras, and only one ONE-PMIS account is generated with access to the camera.

- IP filtering is applied to allow only one IP address of the Seoul Metropolitan Infrastructure Headquarters to access the camera. (The web-camera transmits the image information to One-PMIS, not to the users.)

- Streaming server, firewall, etc. are configured in the network.

- Information is encrypted by applying encryption technology for the relevant communication segments (VPN or SSL).

2) Promotion of a Project for Construction Workers’ Location Information Validation to Support Quick Lifesaving Activities When Serious Accidents Occur

3. Opportunity for Value Creation

1) The investment budget of the construction industry has reached billions of USD. Accordingly, there have been continuous social requirements for the ensured transparency and safety, as well as the prevention of waste and the improvement of inefficiencies. The Seoul Metropolitan Government, with the responsibility to supervise the public construction, started providing standardized construction information, contract systems, and information public services that meet the needs of citizens in order to create enhanced economic values by harmonizing the interests of construction-related personnel and ensuring citizens’ access to information.

2) In addition, social minorities, including the underprivileged and the poor, gained improved access to construction information, with which the social benefits are also expected to increase several times over.

3) The Seoul Metropolitan Government has played various roles in introducing its administration system for anti-corruption construction to the many countries of the world has shared the system with developing countries. The strategic business cooperation in the public level has created opportunities for private enterprises to enter overseas markets and the cooperation among governments has helped partnership growth with regional cities.

4) The timely and accurate information acquisition and usage will reduce social costs usually associated with the time required to request and provide the construction information and increase citizen convenience. Accordingly, the social benefits are expected to increase greatly because of the system.
