WITNESS STATEMENT
Richard Edward Cork states:
1. I am a local surveyor, operating my business from my home address in Veradilla. The
office is in a detached building behind the house. I have lived in Veradilia for six or eight
years and prior to that I lived in Ma Ma Creek Village for a simi lar period. I am a long
term local, living in the Lockyer District essentially all my life.
2. I have formal qualifications in my profession, having been awarded a Bachelor of Applied
Science (Surveying), graduating from what 's now Queensland University of Technology In
1985. I was registered as a Cadastral and Consulting Surveyor in 1989. I am a member of
SSSI, the Surveying and Spat ial Sciences Institute and QSSA, Queensland Spatial and
Surveying Association. I hung up my shingle in the Lockyer District at the end of 1991.
PREVIOUS FLOODING IN DISTRICT PRIOR TO JANUARY 2011
3. In my time living in the district I have experienced flooding events before. Specifically for
Grantham, everybody Is aware that Grantham floods, and it does so on a

regular basis. From my knowledge, most of that flooding is caused by the confluence of
Ma Ma Creek and Lockyer Creek which is only some hundreds of metres downstream of
town and the water tends to back up.
4. Sandy Creek joins almost right in the town, so at the junction of those three creeks when
there's floods on, Grantham tends to flood with water which is reasonably friendly in
terms of rates of flow from my understanding and from speaking to locals. I have not
seen that inundation before January 2011, however I have seen the results of flooding
levels because I have friends in and out of town.
FLOODING IN DISTRICT 10 JANUARY 2011
S. There had been a lot of rain around prior to 10 January 2011. I had made a quick trip up
to Bundaberg a couple of days prior, and on the way back it was teeming down and I
thought I wouldn't get back.
6. On that Monday, 10 January 2011 I spent the day in the office, which is situated on our
property at Veradilla, because there'd been that much rain and more was predicted. We
get cut off by creeks at home so the family stayed home. Surprisingly we only got 20 mls
of rain all day, and my place is about two and a half kilometres from Grantham on the
southern side as the crow flies. I know this because I have a rain gauge and I checked it. I
was aware there was heavier rain to the north, I'd been watching the weather on the
computer during the day.
7. About three o'clock my wife was in the office with me and she went to the house for
lunch and I stayed in the office. Not long after she got on the intercom and told me what
was happening in Toowoomba. (She'd seen it on the television). A while later ~~~~~~;:;-

flickered and came back on again. I kept working a bit and the lights flickered again and
went off. From memory the power went off around four o' clock.
8. Not long after my son went for a ride on his motorbike to go for a ride around the district.
He rang home around half past four or so, maybe a little bit later and as a result of that
conversation my wife and I drove to the top of the hill and I could see water and drove
down to the Lockyer Creek. I could see people on the rooves In town, and flotsam and
jetsam In the flow. The water was raging, flowing downstream. I was on the southern
side of the Lockyer Creek on Grantham Winwill Road looking out to the north across the
township across the flat, and windows left and right. The location where is marked on the
map below:

9. We stayed there for about twenty minutes and went home and sat it out for a few days.
10. In terms of the flood flow, I think it's significant to state that the southern tributaries did
not come down on the Monday. The southern tributaries of the Lockyer Creek did not
have big flows in them. By that I mean Ma Ma Creek essentially had no flow, we weren't
cut off by Ma Ma Creek. From what I'm aware, Flagstone had a fairly minor flow, so It
was the northern tributaries that came raging down.
SURVEYED HEIGHTS
11. After the flooding on 10 January 2011, it became evident to me it was important to
record the flood levels in terms of future building above Q100 flood levels. I saw no
evidence this work was being undertaken, so I took it upon myself to do this work.
12. I surveyed areas around Grantham. In doing so I did the survey with a level and staff. I
started on the corner of Nicholls Street and Gatton Helidon Road on a State Government
survey control point with a known level. I went west as far as Sorrenson Street and went
down through the township as far as where the old service station was: Marty
Warburton's service station. That was the furthest point of the level traverse.
13. Wherever I cou ld find a visible high water mark on a building, inside or outside, but
preferably internal marks because I determined they would be less subject to surge and
wash, and would probably be more representative of the true flood level. I then
recorded all the levels, along with the nature of the evidence relied upon to determine
the level, the type of building, the real property description and the address at which the
building was situated. Attachment REC-1 is a copy of a document I produced recording
the flood levels I determined in March 2011 in Grantham by field survey.

14. The document records the survey of 19 properties in the Grantham area with a high
water level range of 117.3AHD(D} and 120.83AHD(D}. The document also records earlier
flood level heights at the Service Station on Anzac Avenue as recorded by pen mark on
Internal walls. These marks referred to events from 1974 to 9 January 2011.
15. I made this information available to the Council Surveyor at the time and at public
meetings. I also offered to do free flood height determinations for some people who
were wanting approval from Council to rebuild . I prepared a report dated 2 September
2011 of high water marks at three locations at 1649 Gatton HelJdon Road, Grantham. My
survey of high water marks at three locations ranged from 126.55AHD(D} to
126.62AHD(D). The lower survey was on the inside of a fully enclosed shed and the other
two surveys were on the outside of sheds. Attachment REC-2 to my statement is a copy
of that report.
16. I conducted a survey at the property of Sean Gillespie at
Grantham and produced a report dated 28 February 2012. My survey of high water marks
at two locations ranged from 126.12AHD(D} to 126.15AHD(D}. The lower survey was on
the inside of a walled shed and the other survey was on a carport post. Attachment REC-
3 to my statement is a copy of that report.
17. I conducted a survey of property at 42 Klucks Road Carpendale and produced a report
dated 18 February 2014. In surveying the property I determined an AHD value of the
flood high water marks on the wall. The range of the survey was 128.78AHD(D} and
128.82AHD(D}. Attachment REC-4 to my statement is a copy of that report. During that
survey a series of photographs were taken. Attachment REC-S to my statement is a copy
of those images.

18. I conducted a survey at John Gallagher's property at There
were no visible high water marks, John had recorded levels by placing tape on the interior
and exterior on a window. I introduced a level datum and recorded his markings of the
flood level. From those markings I determined the height of the tape on the exterior of
the window at Rl124.95AHD(D) and on the Interior at Rl124.84AHD(D). I prepared a
report dated 21 February 2014. Attachment REC-6 to my statement is a copy of that
report.
19. I conducted a survey at a property situated at 1615 Gatton Helidon Road Grantham which
was an abandoned dwelling. I determined various marks on internal walls and on the
Internal face of windows In the building varying from Rl125.18 to Rl125.38AHD(D). On
high water marks on the outside of glass surfaces of a door and window I determined a
flood height level of Rl125.30AHD(D). I prepared a report dated 21 February 2014.

20. I conducted a survey of the height of an old fence post on the Grantham quarry site. The
approach was to excavate around the fence post to a level 1200mm from the top of the post .
That point also coincided with a point about 300mm below the bottom wire.
21. I also took a level up on the top of a bit of a bund that sat higher, where there is an access track
around the bund at the top of the quarry.
22. I also took a level value at the top of the broken-off power pole which was on the bund, between
the quarry face and the access track.
23. As a result of that survey, I prepared a report dated 23 April 2015 where I determined the levels
at three points on the land described as Lot 103 on CH31s0s, being part of a disused quarry to
the west of the township of Grantham. Attachment REC-8 to my statement Is a copy of that
report.
24. Attachment REC· 9 to my statement is a copy of an image of the fence post and power
pole I have referred to.
25. The level on the track adjacent to a broken off power pole on the bund wall surround ing the old
quarry site was determined at RLl23.012 AHD(O). The level at the base of the old fence post
adjacent to the aforementioned area was determined to be RL121.188 AHO(O). The level value at
the top of the broken off power po le was determined to be approximately RLl28.07 AHD(O) .
26. In determining these heights I used a benchmark that I had previously installed at John Sippel's
house from a known level point. I transferred the level from that bench mark to the quarry area
with a total station, rather than by dumpy level and staff and undertook the levels. A similar
method was used for the levels at John Gallagher's house. The known level is a permanent survey
mark that forms part of the State Government network of survey control points. There is broken
ground and difficult lines of sight between the Sippel's house and the point In the quarry and
that's why I did a level traverse using a total station and used a method of checking ~~~~~~~~

there was no error. It's not quite as accurate as spirit levelling, but with today's instrumentation
it is certainlv close - the forward and reverse levelling techniques adopted would have ensured
sub 5 centimetre accuracies.

Anywhere Surveys is unable to verify the accuracy of these marks in lemlS of how well they represent the adunl Oood levels, but having detenllined veml nood levels from the sollle nood cvent, both upstream and downstream of thi site, the levels ppenr realistic. This being the case, I believe thai O,e RL of 124.95 represents an aecumte sscssmelll of the likely peak January nood level on lhe property.
111erefore perhaps a minimum noor height of RL 125.JO, which represents a level in excess of30001l11 above the heights as observed. would be appropriate for any new building proposed for Ihe site.

11le dwell ing on the prollCl'ly is abandoned since the Ooods and the high walcr mark representing the peak flood Icvel is sti ll clearly visible throughout the lenglh of the building - most notably on intemal wall surfaces. These Oood levels were then evoluoted with results as follows:
I) Flood heighlS detennined from the various marks on the internal walls and on the internal face of windows in Ihe building lYere eva luated at levels varying from R1.12S.18 to Rl..1 25.38AHD (0).
2) Flood heighl determined from high IVater marks found on Ole outside of glass surfaces of a door and window was delermined at 8 level of Rl.12S.30AHD (0).
11lis dwelling has sustained major damage and Ihree years .fler the evenl, one call still envisage the boiling cauldron of fast moving Oood waters that enveloped the building and hence resulted in Ihe large variation in levels orthe water marks. It appears that the fllrther in a downstream direction the evidence was found, the lower was the Rl. ofthe evidence. 11lis being Ihe case, I believe that the RI.. of 125.38 represenls an accurate assessment of the likely peak January Oood level on the property - but il is possible Ihat without the "damming" effect of the brick residence. Iho nood leve l may hayc been somewhat lower on a vacant allOlment.
Therefore perhaps a minimum noor height of Rl. 125.70, which represents a level in excess of 300mm above the heights as observed, wou ld be approprial. for any new building proposed for the site.

Level at three points on the land, were then observed as follow:
I) Level 00 the track adjacenl to 8 broken off power pole 011 the bund wall surrounding the old quail')' site was delermined 81 RLI23.012 AUO(O).
2) Levelallhe base ofao old fellee POSI adjaccnllo Ihe above was also detemtined. The buildup of flood sill accumulaled al Ihe posl was excavated to expose what appears to be natural surface level al 120cI11 below Ihe lOp of Ihe post and 300m below Ihe drilled wir hole of the 101\' t of 4 wires that have evidenlly been passed through Ihe post. This apparent natuml surface level was determined 10 be RI, 121 . 18S MIO(O).
3) The level value at the top of the broken off power pole was detemlined at npproximately RL128.01 AHO(O).
