Executive Summary The City o f Carmel-By-The-Sea was a founding member o f the Mark Worley Fire Training Joint Powers Authority, established in 1980 . Due to agency consolidations and the deterioration of the training props owned by the JP A , the JP A has outlived its usefulness. The JPA may be terminated at any time by withdrawal, in writing , by greater than 50% o f the member agencies . Training JPA. As such  in August 1980 the Council likely voted to

approve membership in the JP A and allocated funds t cover the cost o

joining. Over the years the annual budget for the Fire Department likelywould have included the annual maintenance and operations fee charge to

all member agencies.

RESOLUTION 2014

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

CARMEL BY THE SEA WITHDRAWING FROM THE MARK WORLEY FIRE

TRAINING JPA AND APPROPRIATING FUNDS RECEIVED FROM THE JPA TOTHE GENERAL FUND.

WHEREAS, the City of Carmel-By-The-Sea was a founding member of the Mark

Worley Fire Training Joint Powers Authority, established in 1980; and,

WHEREAS, due to agency consolidations and the deterioration of the training props

owned by the JPA, the JPA has outlived its usefulness; and,

WHEREAS, the JP A may be terminated at any time by withdrawal, in writing, by greater

than 50 ofthe member agencies; and,

WHEREAS, upon dissolution of the JPA, the City will receive a pro rata share of the

assets owned by the JPANOW, THEREFORE, BE IT RESOLVED TH T THE CITY COUNCIL OF THE CITY

OF CARMEL-BY-THE-SEA does hereby:

1 Elect to withdraw from the Mark Worley Fire Training Joint Powers Authority, and

2 Authorize the City Administrator, or his or her designee, to execute necessary

documents to withdraw from the JPA, and

3 Deposit all funds received from the JPA to the General Fund.
