International Lecture Series

This past fall, the Santa Fe Council on International Relations, whose mission is to “engage our community in world affairs,” was pleased to present its Fall Lecture Series on the current crisis in the Ukraine. In light of President Yanukovich’s ouster in February and the subsequent Russian reaction in annexing the Crimea less than a month later, this fall’s lecture series delved to understand the background and possible implcations of the conflict in Ukraine.The series featured four distinguished speakers in the field of U.S. diplomacy with Russia: Ambassador Jack F. Matlock, Dr. Eugene Rumer, Dr. Paula Dobriansky, and Ambassador John Herbst. Each speaker had distinctly different insights into the crisis in Ukraine, stemming from their varied backgrounds in academia and diplomacy. Lecture topics varied in scope, beginning with the conflict’s background, shifting to possible affects on U.S. relations with Russia, and ending with a discussion of possible peaceful solutions to the political crisis in Ukraine. Santa Fe remains a popular location for current and former diplomats to vivit, and through these lectures, CIR continues to its mission to spread knowledge of important current events with Santa Fe and surrounding communities.

CIR’s Summer Internship Program Draws Record Number of Students and Recent College Graduates

Each summer, a mix of local high school students, college students, and recent college graduates descend upon CIR’s headquarters to work as interns. These interns, many of whom work at least ten hours a week, do everything from putting together IVLP iteneraries to organizing CIR’s extensive flag collection. This year, CIR had eight interns, a new record, hailing both locally from Santa Fe and as far away as Senegal. While building up their resumes, the interns did manage to have some fun, as Brent Soloway, a graduate of Grinnell College said:

One of my favorite experiences at CIR this summer was taking the long high road to Taos with delegates from Algeria’s tourism department. Their reactions to New Mexico’s most spectacular vistas was an experience itself and one member of the group swore he would move to Santa Fe once he retired. Dressed in full suits, they ran around Taos Pueblo, taking more than 1,000 photos of our day and showed more excitement than a single other tourist we passed. We spent the hours swapping stories and comparing New Mexican adobe to the construction of old North African communities. It was one of the most inspiring experiences from the summer, and I was constantly learning from CIR’s visitors, joking, and sharing experiences. I wish many of the groups we met could stay in Santa Fe longer, and I hope to take the Algerians up on their invitation to visit one day.

World Affairs Discussion Addresses Drug Traffi ckingA Talk on International Drug Traffi cking and Terrorism, especially Their Impacts on Society, Including Northern New Mexico

Drug traffi cking is the most potent and virulent form of terrorism in the world and it is controlled by sophisticated, violent, and treacherous transnational organizations that

cause untold misery and pose a national security threat to many countries around the globe. The billions of dollars they generate are used to corrupt public offi cials, fund terrorist networks, erode the rule of law and enslave our youth through drug addiction.

Michael S. Vigil is a 31-year veteran of the Drug Enforcement Administration and was a member of the Senior Executive Service. He served as the Special Agent in Charge of the DEA’s Caribbean and San Diego Divisions. He was also the Chief of International Operations responsible for all offi ces worldwide, which included Latin America, Europe, Middle East, Africa, Central Asia and Southeast Asia. Mr. Vigil was responsible for the development of several multi-national operations and global intelligence systems, which involved as many as 36 countries from Latin America and the Caribbean. After the fall of the Taliban in Afghanistan, he initiated Operation Containment, a prolifi c initiative including 25 countries that is still funded by the U.S. Congress today. He served in Mexico for 13 years and in Colombia for over 3 years.

Mr. Vigil has been featured in numerous books: Kings of Cocaine, The Last Narco, The Black Hand, La DEA en Mexico, Con Los Ojos Bendados, Plata o Plomo, Con La Muerte en los Bolsillos, A Dying Breed and many others. He is the author of the book DEAL that recounts his dangerous career as an undercover agent for the DEA.

He is one of the DEA’s most decorated agents and was the recipient of the most prestigious award in law enforcement, the National Association of Police Organizations (NAPO) “Top Cop” award. Of the many accolades he has received from foreign governments for his efforts in global counterdrug efforts, having been made an honorary General by the government of Afghanistan and presented the “key” to the city of Shanghai by the Chinese government are two he holds in highest esteem.

Mr. Vigil is a renowned international expert on drug traffi cking and terrorism. He appears on CNN, Fox News, Telemundo, Al Jazeera/America, NBC, ABC, and is featured in Associated Press, New York Times, Washington Post, Times Magazine, Global Post, The Economist, L.A. Times, The New Yorker, The Houston Chronicle and worldwide foreign newspaper articles.

Summer Picnic Brings Members Together

CIR members and friends gathered on August 10 at the Eldorado Community Center for the annual summer picnic. Longitme members and new friends came together for

this social event. Fresh foods and plesant conversation was enjoyed by all, making this year’s potluck social a success.

CIR Bids Farewell to Former Board Member Ruth PennycookThis past August, former board member and active volunteer Ruth Pennycook passed away. Ruth worked in banking and finance for many years, but travel was always a passion of hers, leading her to travel across the world to Africa, Asia, Europe, and South America. This love of travel led her to CIR, where she became an active volunteer. Ruth is best remembered for her work on the travel committee, orgnainzing a trip to Egypt in the late 1990s.

Annual CIR Benefit Dinner Once Again a Success

More than 170 people attended CIR’s annual benefit dinner at the newly- opened Drury Hotel in downtown Santa Fe. The evening began with cocktail hour on the terrace,

with the high energy continuing on into the dinner portion of the evening. Longtime volunteers Lee and Sandy Berry were presented with an award for their years of service to CIR. Ambassador Marc Grossman, who has served as the U.S. Ambassador to Turkey, Assistant Secretary of State for European Affairs, and U.S. Special Envoy to Afghanistan and Pakistan, presented a talk on the importance of transatlantic relations in this time of political uncertainty with Russia. An engaging discussion followed the talk, leaving the audience with a new understanind of U.S. relations with NATO.

CIR has been hosting the Open World Program, which brings civic and government leaders from former Soviet countries to the United States

for cultural exchange, since 2000 when the program fi rst began. Open World delegations are differnt from our International Visitor Leadership Program delegation in that after a few weeks in Washington D.C., these delegations spend an enitre week in Santa Fe before returning to their home countries. In addition, the members of Open World delegations stay with CIR members in their homes instead of hotels, to foster in-depth understandings of American life.

This year, CIR hosted two Open World delegations. One, in March, brought a group of young Russian leaders to Santa Fe to learn about local government and accountability. The second group, from Turkmenistan, came to Santa Fe to learn about the marketing of traditional handicrafts.

This year, the Santa Fe Council on International Relations hosted it’s 6th annual Fall Summit

where we bring together area students and faculty to meet and discuss important international topics. Since World War II, The United States has been in direct competition with the Soviet Union. This has become the focal point of our foreign policy where we have sought ways to advance our objectives and block those of the Soviet Union. This intense competition is called the Cold War.

The Cold War lasted from 1946 when Winston Churchill warned that an Iron Curtain was dividing Europe until 1989 when the Berlin Wall collapsed. During that long period the Cold War included both “proxy wars” and more directUS-Soviet confrontations.

The goal of this year’s seminar is to have student teams take an intensive look at one of these confrontations, and prepare a briefing on it for the larger audience. In each case, the briefing should address, at a minimum, the following questions:• When and how did the crisis

develop and which parties or issues were involved

• How did the United States and her allies respond to the crisis?

• How long did it last and how much did it cost?

• How was it finally resolved or, at least, stabilized?

This year, the students adressed the following confrontations: Soviet Expansion and Influence in Europe, The Berlin Crisis (1948-1949), Castro’s Cuba and the Missile Crisis, the Arms Race, Uprisings and Freedom Fighters, Spheres of Influence, and Proxy Wars.

Each participating school was assinged one of these confrontations, and each team gave a brief fifteen minute presenation on their topic. Afterwards, CIR members and former members of the international relations community Jim Joy, Herb Thomas, Beth Bloomfield, and John Dobson led a question and answer session with the studnets about thier presentations.

This year, the Masters’ Program hosted the event at Santa Fe Community College, where lively discussion was held between students, CIR members, and those in the international relations community. Each year, this event helped to bring students from seven different area high schools into contact with American foreign relations in ways that extend beyond the reach of the typical high school classroom.

Ambassador Marc Grossman Meets with Sante Fe Students

When planning this year’s annual benefit dinner, many people commented that it would be nice for local high school students to have the oppurtunity to meet and discuss American foreign policy with Ambassador Marc Grossman, this year’s guest of honor. Plans were then made so that students from each of Santa Fe’s high school programs were in attendance to hear the ambassador speak about the importance of the transatlantic relationship, that night’s dinner talk. The students, in return, had come with lists of questions for the ambassador, ranging from career advice to the importance of fighting ISIS from Turkey. In the end, the students left with a deeper understanding of American foreign policy, especially how the U.S. works with each of its allies.
