WIF – Organisational Setup
Updated Mandate in 2016
• WIF is established by Director General of Norwegian Oil and Gas and provides advises the director general. WIF reports to DMF (Drilling Managers Forum).
• WIF will contribute actively to meet Norwegian Oil and Gas strategic goals within the mandate’s area of responsibility.
• WIF will follow up matters within these areas: • Well Integrity during operational phase• Well Integrity incidents
• WIF shall secure and contribute to industry objectives related to well integrity matters
• WIF is a place to discuss industry and regulatory requirements and guidelines, share experiences, identify common goals and cooperate to solve common challenges during the lifecycle of wells with main focus on the Operational phase.

Well Integrity
Definition:
WI is the “application of technical, operational and organizational solutions to reduce risk of uncontrolled release of formation fluids throughout the life cycle of a well”
i.e.: design, drilling, completion, testing, production, intervention, workover, suspension and abandonment
Two barrier philosophy.. Nature loves redundancy
Components, Well Bore Elements (WBE)
• Continuously monitored and tested regularly
• Containment - Barriers to the reservoir, gas lift, pressure source
• Shut down systems (alarms, PSD, ESD….)
• Structural integrity at surface
Big forces at play
• Total well load on surface casing Approximately the same as a 747 Jumbo jet at take off
Norsok D-010 Standard – 2 barrier philosophy
NORSOK D-010 states:
• Wells with a source of inflow shall have two independent mechanical well barriers.
• Well barrier schematics (WBS) shall be prepared for each well activity and operation.
• If a safety critical valve or seal fails, the root cause should be established and actions should be taken to repair. Continued operation is allowed subject to a risk assessment being carried out and a deviation being filed.
• Strict adherence to the 2-barrier
philosophy is considered an important
contributing factor to the good safety

• Implementation of Well Integrity
Management systems within all
operating companies
• Regulatory WI requirements wrt
testing, monitoring, acceptance
criteria etc.
• Reporting of incidents and
communication of statistics to
PSA. Internal and external audits,
LFI, WI training, internal
procedures etc.
WIF Focus Areas for 2017 onwards
• Update “Norsk Olje and Gass” Guideline 117, including WI colour categorsiation
• Establish a more risk based approach to Well Integrity wrt:• WI Testing frequency• Testing methodology• Diversified leak acceptance criteria (e.g. type of valve, subsea vs.
platform, oil producer vs. water injectors)• Acceptance of mitigating actions in wells with smaller WI issues
• Input to next Norsok D-010 Revision• Improve current WI understanding by sharing of well incident
experiences• Disseminate WI information to ensure reporting consistency between
operating companies (e.g. annual RNNP)• Organise annual workshops/seminars for the industry• Well Integrity advise to ensure Quality Abandonments in future P&A

Final Comments
• Elgin HPHT Gas Leak Incident
• We believe WIF’s work on WI is giving results, it contributes in making our wells and operations safer and prevents accidents like Macondo and Elgin Gas Leak.....• Work done by WIF over the past years has changed focus and attitude in the industry, not only in Norway, but in many other countries as well• Norway’s saftey setup and structure is leading the way: «Look to Norway and the NCS» • However, there no time for complaisency. The WI improvement journey must continue.....
