Aims

This report provides an evaluation of the proposed development a CycloPlay area at Paddington Recreation Ground. It also gives insight to general perception of Paddington Recreation Ground by identified users.

Profile of Paddington Recreation Ground Paddington Recreation Ground is situated within Maida Vale. According to the Westminster ward profiles 2018, Maida Vale is a predominately ‘residential and affluent area made up of many large Victorian and Edwardian blocks of mansion flats and wide streets’. As of 2016, Maida Vales had a population of 11,352. 21% of the population is under 18, accounting for greater than average across the borough. 69% were recorded between 18-64 years and 10% over the age of 65 In the 2011 census, the wider north network, including surrounding wards to PRG, reported ethnicity: 53% White, 11% Black/ African/ Caribbean, 16% Asian/ Asian British, 6% Mixed/ Multiple ethnic groups and 14% Other ethnic groups.

CycloPlay Public Consultation Online consultation

• The online public consultation was live for a total of 4 weeks (9am 14th June to midnight 13th July 2020). The online survey included a series of 14 core questions directly related to the CycloPlay public consultation and included demographic information. The number of questions answered was dependent on the response given.

Marketing and distribution • The CycloPlay public consultation was published through notice boards via posters containing a digital QR

code, social media (Instagram, Facebook and Twitter), email and the ActiveWestminster website including a button for readers to click through to complete the digital consultation. (see appendix for marketing and distribution analytics)

• Additional details were added to the public consultation on 18th June providing additional information and identifying location within PRG.

Completion overview • 177 responses were recorded: 82% Westminster residents, 4% working or studying in Westminster, 12%

regular visitors to the area and 1% organisation/ school/ stakeholder representative and 1% other. • Demographic information: 86% of respondents were aged 25-45, 68% were female, 29% male and 2% prefer

not to say. (see appendix for full demographics)

Findings The report identified that the proposed development of CycloPlay Area at Paddington Recreation ground is favourable with 75% of all responses identifying agreement to the proposal. It was found that the proposed CycloPlay area would provide a safe and dedicated space for cycling and developing cycling skills. 77% of all respondents reported having one or more dependent children under the age of 18. Findings reflected perceived use of specific areas of the park favourable towards children with a high proportion of respondents referring to children’s enjoyment of the area. Providing cycle hire and cycle training were are also identified to increase engagement in the facility. Accessibility and inclusivity of the proposed CycloPlay area were identified as potential barriers to engaging in the facility. Noise and interference to local residents was identified as the primary barrier by those against the CycloPlay facility. Perceived overcrowding of PRG and the proposed location of the CycloPlay facility were also identified as barriers. Limitations of PRG were also reported. 40% of all PRG user feedback reported problems with dogs in PRG. Anti-social behaviour and accessibility were also identified as cause for concern by PRG users.

Recommendations for consideration Recommendations include:

• Reviewing response suggestions to the CycloPlay design • Integrating inclusive features within the CycloPlay design • Outlining a feasibility play to incorporate e.g. identified times for use, specific areas • Providing community information on the CycloPlay project, consultation outcome, developments etc. to

continue community engagement. • Giving focus to identifying community/ barriers and addressing through marketing and promotion

PADDINGTON RECREATION GROUND (PRG)

Feedback on PRG

Respondents who identified using PRG were asked if there was anything currently in Paddington Recreation Ground that reduces their enjoyment of the space. 48% of respondents who use PRG said yes and provided written feedback:

• 40% of feedback identified dogs in PRG including (raw no.): General reference to dogs (8), dogs walked off leads (14), dog poo (10), dogs walked in the park (1), dogs in the playground (1), limited dog free area’s (1) and a need for an improved dog area (1)

• 26% of feedback identified anti-social behaviour in PRG

Including (raw no.): General reference to anti- social behaviour (6), Use of drugs and smoking within the park (7), litter (5), playing music aloud (1), noise from playing areas (1) and limited social distancing (1)

• 19% of feedback identified accessibility in PRG Including (raw no.): Accessibility to the whole park (2), feeling

unsafe (e.g. remote areas, ball games and limited lighting at Harrow road exit) (2), public access to the nature areas (2), park hours (2), maintenance of the park (4), need for more open spaces (1), limited space for quiet placed (2) and personal trainers taking space for classes (1) and inclusivity of playground (1)

Rank order for inclusion by % in favour (order dependent on all response, followed by daily use etc.). All features identified below reported the highest ‘include’ response. Additional suggestions Survey respondents were asked to provide any other suggestions for the CycloPlay area. Two key themes were identified:

Additional Features

• Bike maintenance station - specialised bike checking/repair and safety company could be based • A drinking water fountain • Appropriate fencing • Link up with cycle paths enable access, without dismounting, from all main gates of the park. • Cycling instructor/ Bikeability instructor • Explanations and instruction available for the road rules • Subsidised bicycle hire available • Lots of bike parking – including Santander docking station • Less car parking spaces to encourage active travel • Inclusion of various vehicles/sizes • Lines/road markings on the floor to know where to go • Sensory zone and a sandpit area as well as a water splash area • Maintenance of green space • Bumps and humps on the road surface • Free access • Beginner cycling space - clearly defined and protected area for early learners • Ability to book for functions – e.g. birthday parties

Age and inclusivity related suggestions

• Age restrictions in place for certain parts of the facility to allow younger children to enjoy safely • Area’s specifically for older children to use without worry of young children around • Separate areas for very small children/toddlers to learn • Adult only times – also teenager and children only times • Specific times for children with special needs, especially those with autism • Supporting all age groups to use areas – older children may intimidate younger children on the BMX track

SUMMARY The outcome of this report is twofold. Firstly, it has provided an in-depth public evaluation of the proposed CycloPlay facility. Secondly, it has provided an insight into the use of Paddington Recreation Ground. With regards to the first outcome, it is clear that the proposed CycloPlay facility is in favour with respondents. Moreover, the report has identified wider areas of development across both the current CycloPlay area and wider PRG areas. RECOMMENDATIONS Based on findings identified throughout the report it is clear that the proposed CycloPlay has been received well and has strong support. However, it is of great importance that future development of the facility looks to adopt additional features identified to support inclusivity, engagement and safety. Moreover, that marketing and publishing of the facility show clear awareness, understanding and offer solution to issues identified within the report.
