Westchester County Youth Bureau Mission Statement
The mission of the Westchester County Youth Bureau is to fund, monitor and support
Westchester County non-profit agencies and institutions that provide programs and services to
youth, in order to promote positive youth development and encourage healthy lifestyles.
Westchester County Invest in Kids
In 1993, the Westchester County Invest in Kids initiative was established (under the
Westchester County Youth Bureau Charter) as a mechanism for provision of local tax levy
funding for expanded use of the positive youth development model in addressing the needs of
at-risk youth under the age of 21 in eleven urban communities: Elmsford, Greenburgh, Mount
Vernon, New Rochelle, Ossining, Peekskill, Port Chester, Sleepy Hollow, Tarrytown, White Plains
and Yonkers. Since the inception of this funding stream, small grants have also been made
available to community programs serving at-risk, income eligible youth based upon United
States Department of Housing and Urban Development Community Development Block Grant
Criteria.
The positive youth development model focuses on provision of opportunities for youth to
actively acquire the skills and abilities needed to grow up to be competent, caring and healthy
adults. Key elements of this model include:
1. Involvement of youth in leadership and service program planning activities, program
implementation and program evaluation
2. Inclusion of parents, religious organizations, and the wildest possible diversity of
community groups and informal systems in the planning and implementation of youth
services
3. Provision of a range of structured activities for youth with diverse interest and needs
4. Provision of opportunities where young people feel supported and safe
5. Community and program focus on asset building by helping young people to acquire:
● Positive values
● Social competencies
● Positive identity
● Educational commitment

This program serves 40 youths ages 10-14. The Junior Youth Council is a voluntary youth advocacy program. The program is youth led, and is dedicated to helping members develop leadership, public speaking, and organizational skills. Members will raise awareness and advocate for youth issues in interactions with peers, local government, community, family and schools. This program serves 115 at-risk youth ages 5-20 to get them on track to school success. The program is designed to provide education advocacy services to the families of youth facing significant school problems such as broad academic failure, dropping out, ongoing disciplinary problems or failure to enroll. The goal of the program is help youth gain educational support that fosters positive development, prevents dropping out, and promotes educational success so that they will leave school prepared to live, learn, and work.

This program serves 100 youth ages 5-20 facing suspension, and technical assistance and support to school districts that are working to revise their disciplinary policies. The vast majority of school suspensions are for non-violent offenses. In many cases, there may be an underlying problem causing the negative behavior, such as a learning disability or mental health issue. The program reviews the students’ situations and helps secure school resources and/ or community support services.

The goal of the program is to foster a parent/child bond that gives the child the intellectual and emotional support necessary to develop pre-literacy and ongoing literacy skills. The program also aims to support parents as their child’s first and most important teacher, and to help develop language and other pre-literacy skills in pre-school children that ensure they enter school ready to learn.
This program serves 75 youth ages 5-9. This program utilizes the skills, life knowledge, and volunteer services of older adults in the community to provide the social and academic support needed by students in the public schools across Westchester County. The program provides positive adult role models for students and the opportunity for older adults to productively engage in their community.

This program serves 60 youth ages 14-20. Mt. Kisco College Quest is designed to create a “college-bound” culture at the Boys and Girls Club of Northern Westchester. The program provides career exploration, college research/planning and admissions preparation, work readiness skills, resume assistance, essay writing workshops, job training, internships, financial aid seminars and more. The goal of the program is to help participants succeed in high school, explore a multitude of career options, develop career goals, prepare for the college admissions process, and transition from school to career.

This program serves 216 youth ages 5-18. The Mt. Kisco Educational Enrichment/Literacy Improvement Program provides unique academic enrichment, support and services, including basic literacy support for youth who are at risk of academic failure or are not learning sufficient basic academic skills during the school day. The goal of the program is to engage young people in the process of positive, collaborative learning, encouraging them to succeed in school and embrace life-long learning so that they can grow to be independent, community minded adults.

This program serves 216 youth ages 5-18. The Mt. Kisco Health and Life Skills Program develops each participant’s capacity to engage in positive behaviors that support their own well-being both physically and psychologically. Character building programming that addresses substance abuse prevention, health education, pregnancy prevention, peer to peer communication building, nutrition/obesity prevention, and self-esteem enhancement gives participants the tools they need to develop/maintain optimal physical and emotional health.

This program serves 60 young women ages 10-17. The GEM Program is designed to equip girls with the core competencies and attributes that are required for positive maturation. The GEM Program features interactive sessions to promote school success, leadership conference planning, community service outings, and field trips. The goal of the program is to provide at-risk girls with support, and increase their overall health and wellness.

This program serves 180 elementary to middle school youth. The Safe Haven program provides
academic support in the core areas of English, Math and promotes the “cradle to college”
concept of preparing students for middle and high school. The program seeks to the existing
gaps within the city by targeting elementary schools, where academic proficiency rates are low
and/or resources are limited. The Safe Haven After-School Program is a collaborative effort of
the City of Mount Vernon Youth Bureau, Westchester County Youth Bureau and the
Westchester County Board of Legislators to provide free homework assistance and youth
development activities to the students of Rebecca Turner Elementary School, Parker
Elementary School, and Grimes Elementary School.

The Step Up Program combines the evidenced-based framework of the Search Institute’s 40 Developmental Assets and OJJDP’s Comprehensive Gang Model to reduce the risk of gang involvement and juvenile delinquency amongst male ages 10-21. Step Up addresses the needs of the city’s most at-risk African American and Hispanic male youth through mentoring, youth leadership, job readiness training and public speaking skills. The youth involved in this program are placed in after-school employment as an alternative to unsupervised time. In addition, youth are taken on educational field trips and other fun and cultural outings. This program serves 30 young male youth.

This program serves 40 youth, ages 14-21, to receive comprehensive basic job readiness and occupational skills training. Participants are provided with employment opportunities and community service projects throughout the summer. Some of the program participants reside at the Youth Shelter of Westchester, Inc., which is an alternative to incarceration program located within the city. This program has been financially supported by the Westchester County Board of Legislators.

REAL is a program that works to end violence in intimate relationships and combat the effects of domestic violence and human trafficking on adults and children throughout Westchester County. The program offers a 6-12 week intensive healthy relationships services for small groups of middle and high school age youth. The objectives of REAL are to assist youth to develop a vision and skills for healthy relationships; to explore options for youth to safely address abuse in their or loved ones’ relationships; to define and understand the dynamics of abuse; and to develop a vision of gender roles that promote respect, equality, and safety for all.

Career Launch will use a combination of facilitated sessions and reflective activities that will allow participants to determine their skills, interests and aptitudes, and link that assessment to various career clusters. Using this information, career launch incorporates guest speakers, enrichment activities, and field trips that promote in depth experiences in the careers of interest.

The purpose of the New Rochelle Youth Court is to divert youth away from court and early anti-social and delinquent behavior while at the same time offering both Youth Court members and offenders a chance to participate in, become familiar with, and gain respect for the judicial system. The goal of the program is to help reduce juvenile crime in a process that incorporates teens, victims, and the community in a new form of justice that entrusts youth to make difficult decisions about delinquent behavior of our young people.

The P.E.A.R.L. program serves 35 girls ages 13-18. It provides community based services to youth and their families to help them make smart, safe, and healthy choices such as avoiding alcohol, drugs, gang activity, violence, and academic failures. The program introduces participants to positive ways to spend their time, by encouraging educational goals and attainment and integrating youth and their families into safe community activities. It fosters a supportive and safe environment, and provides opportunities for youth to develop positive leadership qualities through career, employment, advocacy, and community action exploration. The goal of the program is to help participants develop important life and decision making skills to improve their emotional, academic, social, and vocational competencies, and thereby become empowered to take charge of their future.
