(9.7 km) of Highway 12 from two to four lanes between the Highway 12 and Highway 29 interchange in Napa County to Red Top Road near Interstate 80 in Solano County. A concrete median barrier will also be constructed along this stretch of the high- way. Highway 12 is a major link between Napa Valley, the Central Valley and the Bay Area. Association offi- cials noted that the spike in materials prices continues despite relatively weak overall demand for construction, and cautioned that current market conditions could force some firms out of business. “Price shocks for a number of key con- struction materials may have caught con- tractors by surprise in a period when over- all inflation remained very moderate,” said Ken Simonson, the association’s chief economist. “Even though the increases are generally small compared to the high levels of last March, contractors have not been able to pass along these new costs, putting firms at risk of insolvency.” Simonson cited increases in March for diesel fuel, up 3.5 percent for the month after rising 3.0 percent in February; gyp- sum products such as wallboard, up 2.2 percent after increasing 5.1 percent in February and 5.9 percent in January; and aluminum mill shapes, up 1.2 percent after a 1.9 percent rise the previous month, as particular problems. Overall, the producer price index for construction materials prices increased by 1.4 percent between February and March, following a rise of 0.9 percent from January to February. Even as materials prices spiked in March, the amount contractors are able to charge for completed projects remained relatively flat, the construction economist added. He noted, for example, that the amount contractors charge for new indus- trial building construction declined by 0.2 percent between February and March. Enbridge to Spend $3.8B on Pipeline WorkCALGARY, Alberta (AP) Pipeline builder Enbridge Inc.

is investing nearly $4 billion in a new round of constructionthat will increase the flow of Canadian oil sands crude to theU.S. Gulf Coast. Enbridge, Canada’s largest transporter of crude, said

March 27 it will expand its Flanagan South Pipeline fromFlanagan, Ill., to Cushing, Okla., to a 36-in. (91 cm) diame-ter line with a capacity of 585,000 barrels per day. The Flanagan pipeline, expected to be in service by mid-

2014, will be built along the route of Enbridge’s existingpipeline from southeast of Chicago to Oklahoma. In a separate announcement, Enbridge said it will twin the

jointly owned Seaway Pipeline from Cushing to the U.S.Gulf Coast at Houston, where crude is expected to startflowing in June. The expansion, which includes an extension of the

pipeline to Port Arthur-Beaumont, will add 450,000 barrelsof capacity to that system. Both projects will cost Enbridge$3.8 billion, including $2.8 billion for the Flanagan projectand $1 billion for the twin line and extension of Seaway,which is partly owned by Enterprise Products Partners LP. The new construction will relieve a supply glut of oil in

the U.S. Midwest and boost prices and producers’ bottomlines. Oversupply at Cushing, caused by ever-increasingdomestic supplies, has been eroding the value of NorthAmerican crude. Draining that oil to refineries along thecoast would likely act to lift prices and increase producerrevenue. The construction also gives Enbridge an edge in the race

to tap into profits from domestic oil over rival TransCanada

Corp., which is still waiting for U.S. State Departmentapproval for its controversial Keystone XL pipeline. Aside from Enbridge’s network of oil pipelines, oil sands

crude can get to the U.S. market now throughTransCanada’s base Keystone system, which currentlydelivers crude to the U.S. Midwest and Cushing. Crude from the oil sands and oil-rich states like North

Dakota and Montana currently runs into a logjam at Cushingbecause of a lack of pipeline capacity and a limited numberof rail cars that can transport the oil south to Texas refiner-ies. Oilsands producers say there’s enough pipeline capacityfrom Canada to the United States for now, but their plannedexpansion in the years ahead depends on new pipelines —the full Keystone XL or Enbridge’s Northern Gatewaypipeline across northern British Columbia to the West Coast.Some have touted rail transport as a stop-gap solution. TransCanada recently announced plans to build the most

urgently needed portion of its controversial Keystone XL oilpipeline as a $2.3 billion stand-alone project. U.S. President Barack Obama pushed for the speedy

approval for the southern leg of TransCanada’s KeystoneXL pipeline as he said oil has an important place in hisnational energy plans. The announcement came just a few weeks after Obama

rejected the entire length of Keystone XL, a pipeline thatwould transport Alberta oil sands bitumen from the northernreaches of the province through six U.S. states to Texas. The president said there wasn’t enough time to review a

new route around a crucial aquifer in Nebraska in order tomeet a deadline imposed by congressional Republicans.

years,” added NCTPA’s Paul Price. “Improving safety andreducing congestion along this stretch of the highway willimprove the quality of life for all who use Highway 12.”The project will be constructed in two segments. The

Napa County segment is scheduled to be completed in 2013by San Rafael-based Ghilotti Brothers.Santa Rosa-based Ghilotti Construction will build the

Holt CAT Hosts Groundbreaking for San Antonio ProTech FacilityHolt CAT held a groundbreaking ceremony for its new ProTech

facility location at the company’s San Antonio campus, Texas,3302 South W.W. White Road. This new 10,651 sq. ft. facility will be built to silver LEED

standards designated by the U.S. Green Building Council. Thebuilding will enhance ProTech Trainings’ ability to deliver hands-on technical training and will include four teaching bays and a2,100 sq. ft. engine troubleshooting lab.Holt ProTech is the technical training arm of Holt CAT and is a

Caterpillar Regional Dealer Learning Center for natural gasengine training and electric power generation training. This year, in addition to training Holt personnel, Holt ProTech

is expected to train more than 1,600 Caterpillar dealer technicians.In past years, technicians from dealerships in North Carolina,California, Ohio, Alabama, Tennessee, Colorado and Canadahave participated in ProTech programs. The average length of atechnical course is three days with a majority of the Caterpillar-certified courses lasting five days.Holt CAT expects to complete and open its new ProTech facil-

of its planned building-block approachto meet United States Final Tier IV andEuropean Union Stage IV emissionsregulations. Final Tier IV/Stage IV reg-ulations for off-highway diesel enginesbegin as early as 2013 for engines 74hp (55 kW) and below. Regulatorydates for engines 75 hp and above willbe implemented in stages starting in2014 and 2015, and require particulatematter (PM) levels established byInterim Tier IV/Stage III B regulationsto be maintained while requiring anadditional 80 percent reduction innitrogen oxides (NOx) from previousregulations.To meet Final Tier IV/Stage IV

ELFA Releases February’s Survey of Economic ActivityThe Equipment Leasing and Finance

Association’s (ELFA) Monthly Leasing andFinance Index (MLFI-25) , which reportseconomic activity for the $628 billion equip-ment finance sector, showed overall newbusiness volume for February was $5.0 bil-lion, up 22 percent from volume of $4.1 bil-lion in the same period in 2011. Volume wasdown two percent from the previous month.Year-to-date cumulative new business vol-ume is up 22 percent.Credit quality metrics were mixed.

Receivables over 30 days increased to 2.5percent in February, up from a two-year lowof 1.9 percent in January, due to higher-than-normal delinquencies reported by one of the25 companies responding to the survey.Charge-offs were unchanged from the previ-ous month at 0.5 percent. Credit approvalsrose to 79 percent in February up from 77percent in January. Finally, total headcount for equipment

finance companies in February remainedunchanged from the previous month, and wasdown 3.0 percent year over year.Supplemental data show that the constructionand trucking industries continued to lead theunderperforming sectors. Separately, the Equipment Leasing &

Finance Foundation’s Monthly ConfidenceIndex (MCI-EFI) for March is 61.7, up fromthe February index of 59.6, indicating indus-try participants are optimistic despite con-cerns that external factors, including gas

prices and the upcoming elections, may haveon the market. ELFA President and CEO William G.

Sutton said: “The data show that companiescontinue to invest in equipment, replacingobsolete and worn assets in some sectorswhile beginning to expand in others. Theroller coaster trend pattern of our credit-qual-ity metrics, aging of receivables, charge-offsand credit approvals are caused by the uniqueaspects of different sectors and their cash-flow cycles. However, we see them continu-ing to move in a positive direction overall.”Jerry Newell, executive vice president,

Bank of the West, headquartered in SanFrancisco, Calif., said, “Bank of the WestEquipment Finance has seen an increase incapital spending and equipment financeactivity across most equipment sectorsincluding technology, manufacturing, con-struction, healthcare, and agriculture. Muchof this activity is for replacement equipmentthat was deferred in the downturn, but wehave also noted capital spending for expan-sion, which is a positive sign. While a fewindustry segments remain soft, overall we arecautiously optimistic that the equipment leas-ing and finance industry will continue to seegrowth at a moderate pace this year.”

Kirby-SmithHolds AnnualPaving SeminarKirby-Smith Machinery Inc. held its annual

paving seminar Feb. 21 in Arlington, Texas, atthe Arlington Convention Center. Glen

Townsend, vice president and general manager ofKirby-Smith, welcomed the 471 participants attend-ing from paving and governmental agencies through-out north Texas including TXDOT engineers, streetand highway departments, major highway pavingcontractors and commercial engineering firms.“The annual paving seminars are a free event for all

the participants,” said Kirby-Smith Director ofMarketing and Sales George Denny. “Ed Kirby,owner of Kirby-Smith, has always given back to theindustry and attributes this attitude to his 29 years ofsuccess in the industry.“By providing these educational seminars to

inform the industry of new paving techniques and bestpractices Mr. Kirby feels he is providing the pavingindustry with information that can help lower theoverall costs of paving, increase productivity whileproviding a better end product.” Denny concluded.Kirby-Smith and Wirtgen America co-sponsored

the event to impart best practices paving techniques tothe industry. Representatives including Jeff Wiley andJim Holland of Wirtgen America; Richard Evans andTim Kowalski of Hamm products; L. “Nars”Narsingh and Mark Stang of Vögele; and MartinMorgan and Sean Grieve of Doppstadt US conductedthe breakout sessions. The sessions includedCompaction 101, Advanced Compaction, Paving101, Advanced Paving, Milling, Stabilization andShingle Recycling & Hot Mix Asphalt.A luncheon was served on site and more than 8 mil-

lion dollars of Kirby-Smith paving equipment was ondisplay for the participants to examine. Included in thedisplays were the Wirtgen W210 mill and W2400 soilstabilizer; a Hamm HD140+VV double drum asphaltroller, a Hamm HD14, a Hamm 3410-P pad foot rollerand a Hamm GRW 280 pneumatic roller; a Vögele5203-2 highway class rubber tired asphalt paver and aVögele Super 700 tracked asphalt street/parking lotclass paver. As a backdrop to the exhibit, Kirby-Smith dis-

played the Kleemann MC110Z, 97,000 lb. crusher. Kirby-Smith, one of the largest Komatsu and

Gradall distributors in the United States, displayed aKomatsu PC138 excavator, a Komatsu WA200-6wheel loader and a Gradall XL 3100 rubber tiredexcavator during the event The Doppstadt AK530 asphalt shingle recycler also

received a lot of attention during the seminar. An AtlasCopco XAS 185 JD7 air compressor and a BroceBroom MK-1 transfer sweeper also were exhibited.

Putzmeister Debuts Its 56Z Mounted Concrete Boom Pump

Putzmeister America Inc. will introduceits new, lightweight 56Z-meter truck-mount-ed concrete boom pump during 2012. Thenew pump’s compact design will offer areduced unit weight and a smaller footprint,while accommodating a long-reachingboom, according to the manufacturer.

“The product advances found in the new42Z-meter model have now been extendedinto the 50-meter class,” said Jim Bury,director of engineering of PutzmeisterAmerica. “From the small, but revolutionaryRFID hopper grate switch to the all newweight-to-strength optimized boom andstructural components, we have broughttogether world-class design and user valueinto a D.O.T.-friendly package.”

The 56Z-meter’s design reduces unitweight to less than 100,000 lbs. (45,000 kg),delivering a 50-meter class boom to areaspreviously unreachable due to weightrestrictions. The standard one sided support(OSS) outrigger system will allow for asmaller footprint, with 19 ft. 4 in. (5.90 m)front and 25 ft. 11 in. (7.90 m) rear spreads.Despite its smaller size, the pump will offera long-reaching boom — 181 ft. 1 in. (55.20m) vertical, 163 ft. 9 in. (49.90 m) horizon-tal. The 56Z-meter will feature commonboom elbows, interchangeability of manyparts, decreased maintenance costs and evengreater reliability.

Volvo Rents acquired Nelico Equipment Service andSupplies, a three-store outfit with construction equipmentrental showrooms in Mills and Rock Springs, and a contrac-tor supply location in Casper, Wyo.

The move comes just one month after Volvo Rentsopened its first Wyoming rental center in Cheyenne and putsthe worldwide provider of small-to-medium sized construc-tion equipment in excellent position to grab a bigger piece ofthe rental pie that is currently up for grabs in Wyoming.

“Generally, in any market where oil and gas drilling istaking place, we’re seeing an uptick in rentals,” said MikeCrouch, vice president of business development of VolvoRents, noting Wyoming’s mineral commodities, whichinclude coal, natural gas, coalbed methane, crude oil, urani-um and trona. “This obviously puts us in a very favorableposition as we continue to expand our footprint throughoutWyoming.”

In addition to Volvo Rents’ expanding line of Volvo com-pact equipment — such as backhoe and skid steer loaders,compact wheel loaders, compact excavators and com-paction equipment — the more than 7,000 sq. ft. rental cen-ter carries a comprehensive line of essential equipment andtools for the construction, commercial, industrial and home-owner markets. The focus is on daily, weekly and monthlyrentals.
