Texas’s Entertainment District...

New Cowboys Headquarters Shinesas Star of City’s $5 Billion Mile ProjectFRISCO, Texas (AP) Construction

started in July on the entertainment dis-trict that will serve as the gateway tothe Dallas Cowboys’s new trainingfacility in Frisco.Much of the work this past year at

the site known as The Star in Frisco hasfocused on the public portion of theproject — an indoor stadium, an under-ground parking garage and two out-door practice fields — along with theteam’s new headquarters building. The Dallas Morning News reported

the private development piece is justgetting started as part of this joint effortamong the Cowboys, the city of Friscoand Frisco Independent SchoolDistrict.Despite some setbacks from the

rainy weather, crews are putting inextra hours to meet the June 2016opening date for the main attraction.Frisco Assistant City Manager Ron

Patterson said safety is the Number 1goal for the more than 575 people onsite each day. But a close second isstaying on schedule.“We are going to have the doors

open on time,” he said.Costs are capped at $90 million for

the city and school district to contributeto the publicly owned portion of theproject. The remaining costs comefrom the Cowboys. The Frisco CityCouncil has so far approved 14 workauthorizations with expenditures total-ing more than $220 million.“And it’s still going in an upward

direction,” Patterson said. That’s most-ly because of additions and upgradesmade by the team.Patterson said work doesn’t proceed

until the money is in the bank from theCowboys. But that hasn’t been a prob-lem for the team’s owners, who are upto date on their share, Patterson said.Initial estimates put the guaranteed

maximum price for the public amenityat more than $252.5 million. Pattersonsaid that figure, like the work authori-zations, includes pay and performancebonds from contractors. Those willeventually go away once the project isdone. He said he believes actual construc-

tion costs will end up being about $219million.A major milestone came as crews set

the first of what will eventually be

about a dozen trusses to support theroof of the indoor stadium. The 395-to-420-ft.-long steel trusses require a spe-cial crane to do the heavy lifting.“It’s quite a process to install the

roof,” said Shannon Jones, seniorsuperintendent of ManhattanConstruction, the project’s general con-tractor.Once the roof is done, the bulk of the

indoor work on the 557,000-sq. ft. sta-dium can begin.

The 12,000-seat stadium will servenot only as a training ground for theCowboys but also as a hub for highschool football games and other youthevents. The stadium and a convention center

planned inside the adjacent OmniFrisco Hotel also are attracting outsideinterest. Marla Roe, executive directorof the Frisco Convention and VisitorsBureau, said her office is already nego-tiating with a handful of groups lookingto book events there in 2017.And now that the public portion is

well under way, construction on the restof the site is getting started. Concretefor the streets is being poured. And dirtis being moved to make space for thetwo parking garages south of the stadi-um.Those will get wrapped with retail

and restaurants that play prominentlyalong The Star Boulevard.Construction on that entertainment dis-trict starts this month, Patterson said. The entire 91-acre site sits along the

Dallas North Tollway just north ofWarren Parkway. Early estimates pegthe project as a $1 billion development,

but that figure could go up as planscontinue to fall into place. It’s one of four projects touted in the

city’s $5 Billion Mile, which alsoincludes Frisco Station, The Gate andWade Park. The developers for the var-ious projects are talking with each otheras well as properties to the north andsouth to improve connectivity. The ideais to make it easy for folks to travelfrom one project to the next, whetherby road or by trail.

Construction, meanwhile, continueswith the Cowboys’s headquarters, which consists of two six-story towers.A good chunk of space will be taken upby the team’s operations. But officialsare also looking for private companiesinterested in leasing space there.Conventions, Sports & Leisure

International, a sports facility planningand advisory firm based in Plano, isstudying offerings for an exclusivemembers-only Cowboys Club adjacentto the headquarters. As described in an online survey, the

club could include a 12,000-sq. ft.restaurant and lounge. Members wouldhave views of the teams’ outdoor prac-tice fields and be eligible for invitationsto watch team practices. They mightalso have access to Cowboys FIT, ahealth club with workout equipment, arooftop pool and spa services. The clubalso would have space for members toconduct business, host meetings, andnetwork with other professionals.

The Kenco barrier lift will lift everything fromcurbing to large jersey wall. It also can be used toalign barriers that have already been placed. Liftingcapacities are available from 1,500 to 40,000 lbs.(680 to 18,143 kg).The barrier lift hooks up with a sling and shack-

le to any type or model of machine with liftingcapabilities. There is no need for additionalhydraulics and handles on both sides allow groundpersonnel to safely guide the lifter into position. The lifter grabs automatically as it is lowered

onto the wall; it won’t release until the wall hasbeen set firmly into position, according to the man-

ufacturer. Six-inch (15 cm) wide pads provide anenhanced grip and performance even in wet weath-er.All models are available with optional self-align-

ing guides. The guides extend down from one set ofthe pads to allow the lifter to align itself with thebarrier wall whenever the lifter is lowered into posi-tion.For more information, call 800/653-6069 or visit

HammerHead R600 Completes Line of Roughneck Rock Drills HammerHead Trenchless Equipment has

introduced the HammerHead RoughneckR600, the largest of its pneumatic percussiondrilling systems for use in horizontal direc-tional drilling applications. Designed fordrilling solid rock with bit diameters of 7.25to 8 in. (18 to 20 cm), the R600 gives HDDcontractors the ability to complete largerdiameter bores in fewer passes as well asaccess to a wider range of single-pass boringapplications.Josh Hood, HammerHead HDD product

manager, said the R600 opens up new possi-bilities for the horizontal driller. “A typical large-diameter bore might take

several passes to open to the final diameter.A larger pilot can help save time and moneyby eliminating some intermediary passes.” The larger bits driven by an R600 also

increase the range of single-passapplications the drillerhas access to, Hood

said, such as in communications and or otherservice installations. The R600 completes the range of existing

HammerHead Roughneck rock drills avail-able to HDD customers. It joins the R400designed for 5.25-in. (13 cm) straight andoffset bits and the Roughneck R500 forstraight and offset bits to 6.25 in. (15.8 cm)in diameter. All three Roughneck hammers turn any

horizontal directional drill in the construc-tion industry into a high-production rockdrilling machine. Capable of penetrationrates of 150 ft. (45.7 m) or more an hour, therock hammers feature heavy-duty, high-flowhousing; pullback kit; control station/oiler;and drill conversion kit. Their heavy-duty housing permitsd i r e c t i ona l

drilling in varying rock conditions withoutchanging out the housing. The larger borediameter of the Roughneck housings allowsthe hammer to send more air to the internalpiston for maximum efficiency, resulting infaster and harder blows. Standard API threadmakes housing connections easy. And apinned-on lid design and isolation packagesecures and protects electronic investment, according to the manufacturer. The offset rock bit design increases steer-

ing precision, allowing the operator to navi-gate a wide variety of ground conditions.Integrated face-cleaning exhaust ports of thehammer ensure reliable performance, andthe check valve located within the bit elimi-

nates ingestion of debris.

The control station utilizes the drill’sexisting mud pump to efficiently deliver air,oil and fluids down hole, reducing footprintsize and weight. Integrated electronics facil-itate the drilling operation and provide theoperator with control and increased produc-tivity without leaving the drill operator’s sta-tion. All Roughneck control stations can be

installed with a tee and a ball valve on thehigh pressure side of the mud pump, whichdirects airflow to the drilling fluid supplyline. As with all HammerHead products, ease-

of-maintenance is built in. The roughnecksystem is equipped with spanner wrench

holes in the front and rear of the hammer, reducing the number of breakouttongs required to change out thebit or service the tool. For more information, call

Minnich Manufacturing’s series ofmachine-mounted drills are now availablewith a number of features engineered toincrease safety and productivity in dowel-pin drilling applications, and are available inboth hydraulic and pneumatic options.

Primarily used for full-depth repair, or“patchwork,” Minnich Manufacturing offersexcavator/backhoe/skid steer-mounted unitsthat are ideal for horizontal patchwork jobswith a relatively long distance between theareas to be drilled. Apart from increasedportability, the dowel pin drills also are a safealternative for operators, eliminating fatigueby utilizing the carrier to transport the drill.

Minnich’s pneumatic machine-mounteddrills are powered by a compressor, mount-ed to the counter-weight of the carrier or inthe bucket of a backhoe, offering a self-con-tained solution for patchwork jobs. Manypatchwork jobs require the work to be donein high-traffic areas, which make it of theutmost importance to utilize a highly mobilecarrier and drill combination.

Available in either hydraulic or pneumat-ic versions, Minnich offers a number of dif-ferent sizes of machine-mounted units to

accommodate any application:• A-2: pneumatic, two-drill unit, 1,250 lb.

Stumpiranha NowReplaces SlowGrinding Process

The “Stumpiranha” from Leading Edge Attachments Inc.is a stump removal tool that replaces the slow process ofstump grinding and allows for complete removal withoutleaving grindings or stump remains that can cause sinkholeslater. The Stumpiranha, originally offered for backhoes andexcavators, is now available for skid steer loaders.Stump grinders are expensive, slow and tap into the

hydraulics of a machine which can introduce contaminantsin the excavator’s complex hydraulic system, according tothe manufacturer. The Stumpiranha attaches to a skid steer loader using the

conventional connection method, and allows the stump to becut and ripped under the stump from the roots. The staggeredsharp pointed blades cut the roots under the stump one point-ed blade at a time, thus allowing the maximum cutting forceto be achieved. The vertical arms of the tool straddle thestump while the blades rip the roots below, thus allowing thestump to be removed completely, only leaving the ends of theroots. The stump can then be scooped up and loaded into atruck, without leaving grindings at the site. The Stumpiranha is manufactured in the United States

using high strength T1 alloy steel for long wear and abusiveconditions. The price is currently $2,490.For more information, visit www.stumpiranha.com.(This story also can be found on Construction Equipment

‘Five Days to Victory’ Puts Participantson Fast Track to ALI Certification

Participants in the Automotive LiftInstitute (ALI) Lift InspectorCertification Program can fast-tracktheir certification by attending the“Five Days to Victory” training, testingand practical inspection event spon-sored by ALI member manufacturers atthe College of Southern Nevada in LasVegas, Nov. 1 to 5, 2015.Five Days to Victory helps candidate

inspectors who have passed the pro-gram’s pre-course exam complete allother certification requirements.During the five-day event, each candi-date will have the opportunity to attendan orientation workshop, take part in astudy session prior to sitting for thecourse exam and perform all 12 vehiclelift inspections required to complete thepractical portion of the program. “Five Days to Victory condenses

what can be a yearlong certificationprocess into just one week,” said R.W.“Bob” O’Gorman, ALI president. “Itsaccelerated timeline provides a hugeopportunity for program participants, since they can satisfy their certificationrequirements in one place and quicklyjoin the ranks of ALI certified inspec-tors working in the field. The demandfor professional lift inspections isgrowing, and Five Days to Victoryhelps us efficiently fill the need forinspectors.”The ALI Lift Inspector Certification

Program was created to provide third-party qualification of vehicle lift

inspectors and to certify those whodemonstrate that they are capable ofproperly inspecting any type of liftfrom any manufacturer in accordancewith the ANSI standard governingvehicle lift inspection and in support ofcompliance with OSHA’s GeneralDuty Clause, as well as provincialrequirements in Canada. The programis open to inspection companies withemployees having a minimum of 12months experience.Five Days to Victory kicks off on

Nov. 1 with an orientation session thatoutlines administrative aspects of theLift Inspector Certification Program, introduces expectations and answerscandidate questions. The second day isdedicated to a group study session ledby ALI factory designated trainers andcertified inspectors, where participantscan prep for the course exam. After the group study day, candi-

dates can take the course exam on Nov.3. Those who have already taken theexam at a testing facility or previousALI event may start conducting theirpractical lift inspections. The practicalinspection portion runs throughThursday and provides participantswith the opportunity to conduct theirrequired inspections on 12 differentlight-duty and heavy-duty lifts set up atthe College of Southern Nevada.“Lift Inspector Certification

Program exams are available at testingcenters across the globe, and we host

orientations regularly throughout theyear, but Five Days to Victory is theonly event that offers the unique oppor-tunity to conduct 12 inspections on avariety of lifts in one place,” saidO’Gorman. “The first Five Days toVictory event held in 2014 helped 91inspector candidates move through thecertification process, and we expect todraw even more participants this year.”Registration for Five Days to

Victory is $60 per participant andincludes an ALI branded shirt, safetyglasses and a clipboard. A meet-and-greet cookout dinner at the College ofSouthern Nevada on Nov. 2 is open toall registered attendees. At the conclu-sion of the program’s activities, ALIwill draw winners for a $1,000 VisaGift card, $500 Visa Gift card, iPadmini 3, Xbox One and various otherprizes from those participants whocompleted certain inspection require-ments at the event. To sign up for Five Days to Victory,

call ALI at 607/756-7775. Registrationis limited to those who are enrolled inthe Lift Inspector CertificationProgram. Participants must pass thepre-course exam prior to the Las Vegasevent. For more information, visit

Wacker Neuson Trowels Score Bigon Sacramento Kings Arena ProjectAfter working together for years to

build a new arena, the city ofSacramento, Calif., and its professionalbasketball team, the Sacramento Kings, will soon have a 17,000 seat, multi-usefacility in the heart of downtown. Oneof the many local contractors on theSacramento Entertainment & SportsCenter (ESC) project, Urata & SonsConcrete Inc. of Rancho Cordova,Calif., is handling the majority of theconcrete work. The scope of concrete work for this

major urban project includes floorslabs, interstitial stone fill and super-structure concrete walls. To alleviate

congestion while working in the busycenter of Sacramento, all of Urata’smajor concrete pours and base rockinstallation takes places at night.According to Ricky Ruiz, place and

finishing superintendent of Urata &Sons, during the course of the ESCproject, the contractor will overseeapproximately 70 concrete pours.Working at night for long hours is tiringand contractors need equipment thatnot only performs reliably to get the jobdone, but is designed and built to keepthe operator comfortable during longperiods of operation. Knowing that operator comfort as

well as performance is important, PaulHanson, territory manager of RGWEquipment Sales in Livermore, Calif.,recommended to Ruiz that they use aWacker Neuson CRT 48-35V ride-on

trowel. “We thought this 48-inch gasoline

powered trowel would be a great fit forthe Kings Arena project and Urata’sneeds,” said Hanson. “The unit islighter weight for easy placement onthe elevated decks, plus it is built forcomfortable operation,” he added. With each deck pour, roughly

15,000 to 30,000 sq. ft. (1,394 to 2,787m) of concrete needs to be finished, according to Ruiz. “We have used theWacker Neuson unit for all aspects ofthe surface finishing process; panning, combo and finishing blades. We arerunning the trowel on and off at least 10hours for each pour and we haven’t hadany problems. It’s been very reliable,”Ruiz said. The CRT 48-35V is an 8-ft. (2.4 m),

ride-on trowel powered by a 35-hp air-

cooled Briggs & Stratton Vanguardengine. The mechanical steer unit has atorsion assist steering system making iteasy to operate and reduces operatorfatigue. A rigid heavy-duty frame leadsto more responsive steering and excel-lent feedback from the concrete condi-tions, according to the manufacturer. These features did not go unnoticed

by Ruiz and his team. “The mechanical steer is easy to oper-

ate,” said Ruiz. “It runs smoother and thecontrols are easy to handle. It’s more con-trollable compared to the big hydraulicunits and that makes it easier to maneuveraround obstacles,” Ruiz added. Ruiz also likes the open design of the

unit. He said it makes it easier to clean, change the blades and transport themachine. He added, “We will be usingthis unit on all the pours, which shouldbe through the end of the year andwe’re very happy with it.” Construction began on the ESC in

October 2014 and is scheduled forcompletion in October 2016. While thearena will be used mainly forSacramento Kings basketball games, itcan be expanded to 19,000 seats forother sports and music events.

Safe T Plus Steering Prevents Loss of Control of VehicleMany motorists, including pleasure drivers and profes-

sionals, are not aware of the physical and mechanical eventsthat are triggered by a front tire blow out.If a driver has both hands on the steering wheel at the time

of the blow-out it may be possible to reduce the impact, butmost often the driver has little chance of controlling the vehi-cle.As one heavy truck driver reported he was taken by sur-

prise when the front tire blow-out occurred and he had bothhands on the steering wheel with a good grip. He wasshocked to find himself twisted out of his seat by the suddenrotation of the steering wheel. Looking down at the interiorof the cab from his new position up near the roof of the cabhe realized that the blow-out shock load in the steering sys-tem could not be controlled using the steering wheel. He wasfortunately unhurt.Typically, when a front tire blow-out occurs, the vehicle

swerves to the side of the blow-out in an instant. Considerthat the wheel is about 6 in. (15 cm) or more above the pave-ment depending on the size and type of the tire. Differentthan a slow leak a blow-out drops the wheel that 6 in. in afraction of a second. Think about the wheel continuing torotate and at first the rubber of the tire continues to rotatewith the wheel. Now the rotating wheel is down on the pavement and the

bottom of the tire is flat under the wheel. Because the tirerubber cannot pass under the wheel between the weight ofvehicle and the pavement the shock load build up in the tierod in that instant can equal as much as 1,000 lb. and it isseeking the path of least resistance. The driver has not yet feltthe surge of energy through the steering wheel. The sound ofthe blow-out has not yet registered in his consciousness. The obstruction of the tire rubber in front of the wheel

now directs the inertia of the forward direc-tion of the vehicle into the path ofleast resistance. The frontwheels are forced to theright when a right fronttire blows and to the leftif a left front tire blows. The steering system isjammed to full right orfull left instantly.Consider the path of

the shock load in reach-ing the end of all of theclearances built into thesteering system. The kingpins and bushings at thewheels hold the wheels in the correctalignment to allow easy steering butthose clearances also allow unexpected

movement. Beginning at the king pin and bushing of thewheel the shock load continues along the steering systemencountering next a tie rod end. Clearances here again. Theremay also be draglinks in the system requiring additional tierod ends meaning more clearances to allow easy steering. Then the shock load reaches the steering gear box. Internallythe gears in the gear box convert the straight movement ofthe tie rod into a circular motion so that the driver at the steer-ing wheel can choose the direction of the vehicle. Normallythe steering gear box multiplies the strength of the driver.More clearances here are needed to again allow easy steer-ing.Think about a freight train as the locomotive begins to

move all of the box cars. Each box car that is picked up inthe train makes a loud noise as the clearances in the hitch areeliminated. Finally those noisess top as the last box car ispicked up. The locomotive imparts inertia to each box car asit must follow the path of least resistance ... following thelocomotive.Back to the front wheel, the shock load of the blow-out at

the front wheel now collects the clearances traveling througheach joint in the steering system and gains momentum, iner-tia, culminating at the steering wheel. To the surprise of thedriver, the vehicle is already swerving on the road in thedirection of the blow-out and there is little the driver can doto prevent what is unfolding. Most recently, some have recommended pumping the

brakes or increasing the speed (“stepping on the gas”) in aneffort to gain some control. However, a more positive stepcan be taken to control the blow-out, but it must be takenbefore the incident. The Safe T Plus steering control prevents the loss of con-

trol of the vehicle in the event of a front tire blowout, hittinga curb or an object in the road or a pothole or dropping offthe side of the road and allows the driver to steer in both

directions even with a blow-out at a front tire. No drilling orwelding to install, it takes about one hour to install for mostvehicles. The Safe T Plus steering control is an after-market

hydraulic and mechanical device that controls the shock loadand allows the driver to steer in both directions even with ablow-out at a front wheel. The Safe T Plus mounts to the axlespring U-bolts or to the frame of the vehicle depending onthe vehicle design. The other end of the Safe T Plus affach-es to the tie rod.The Safe T Plus hydraulic and coil (spring) system is

designed to absorb more than 1,000 lb. of force at the tie rod.The Safe T Plus intercepts and absorbs the tire blow-outforces and normal road shocks and redirects what is left ofthem into the axle or the frame. Because the Safe T Plus isinstalled at the tie rod, shock loads from the wheels are inter-cepted there and dissipated before reaching the steering gearbox and the driver. The mechanical life of the steering sys-tem is extended. The driver is no longer subjected to constantadjusting of the steering wheel to stay in the driving lane. The front wheels are held to a “positive center-point track-ing” and are returned to center each time the steering wheelis released while rolling. Driver fatigue and wear and tear onthe steering system is reduced. Front tire life is extendedbecause steering no longer requires constant adjusting andre-adjusting to stay inlane. Tire scrub on the pavement isreduced. The Safe T Plus contributes to driver comfort by centering

the steering wheels while moving as a result of the coil(spring) action pressure to center. After turning a corner thecentering feature helps to return the wheels to straight ahead.Fingertip pressure on the steering wheel will hold the vehi-cle where the driver wants it to travel even on a rutted road.Dropping off the edge of the road (even as much as a 6 in.

drop) requires only that the driverhold the steering wheelover to climb back upwithout jerking thewheel or oversteer-ing. Wandering iscontrolled by 90 per-cent. This means thattire scrubbing on thepavement is reducedresulting in front tirelife savings. For more informa-

July marked the arrival of the NextGeneration Landoll Trailer and the introductionof the new hydraulic operating systems, nick-named H.O.S.S., and High Visibility Lightingpackage. The 400 “A” Series traveling axletrailers will be the first models with these addedstandard features.H.O.S.S. cuts the overall operational time in

half. The axle traveling forward has increasedby 36 percent and moving back by 58 percent.Tilt deck positioning has increased to nearly 63percent, while winch in and out speeds are clos-er to 66 percent. This improvement will allowfor more loads to take place, according to themanufacturer.“The speed is the most noticeable change,

but the long term value is the damage anddowntime prevention,” said Gary Dwerlkotte,Landoll Trailer sales coordinator. Removal of restrictors eliminate consider-

able back pressure, resulting in cooler opera-tional temperatures and a quieter environment.Continuous oil encasement of valves in the con-trol panel require less maintenance. Previously, oil circulated through the entire system beforereturning to the tank, allowing for only a 14gpm (53 Lpm) flow. Oil now only travelsthrough the closed center inlet and back to thetank, creating a 20 gpm (75.7 Lpm) flow.Brad Bergman, Landoll Engineering project

manager, said “there was extensive field testingwith three prototype valves in real life harshenvironments before ever going into produc-tion.” Testing occurred in the New England region,

as well as Northern Alberta and Quebecprovinces of Canada. Long term testing willcontinue to gather data for future development. The chosen closed spool valve system wasdesigned and built in Italy. Jim Ladner, Landoll Corporation’s national

trailer sales manager, explained “the Italians areworld famous for their expertise in hydraulics. We are bringing world knowledge and technol-ogy to the Landoll trailer.”“For several years we’ve needed to clean up

the system to be more user friendly,” saidDwerlkotte. The control panel is at chest height, encour-

aging ergonomic and visual improvement, ver-sus being located on the lower arm of thegooseneck. Controls are in five predeterminedhydraulic function locations, cutting out theneed for modifications to the frame. For more information, call 800/428-5655 or

Fecon Modular Power PackDesign Improves Lead Time

Fecon Inc. introduced the BHP270 modu-lar power pack featuring Fecon’s powermanagement system for maximizing per-formance and torque while minimizing fuelconsumption. The BHP270 is designed foruse on most excavators in the 20 to 30 ton(18 to 27 t) range. The modular aspect of the BHP270 over-

comes custom engineering of the powerpack and dramatically shortens lead times sothe installer can begin their work morequickly. Where industry lead times forpower packs had run 6 to 8 weeks or more, the modular design of the BHP270 allowsFecon or its dealers to have units in stock forimmediate shipment, according to the manu-facturer. The BHP270 comes with a universal

adaptor plate that also speeds up the installa-tion process. The universal adapter plate fitsa wide variety of excavator designs; thepower pack is then mounted to the adapterplate. This eliminates the need to custom

design the entire power pack per specificbrand, model, and year of excavator design.Fecon’s BHP270 comes with a Cummins

QSB 6.7 260 hp engine, 105 gpm (397 L)hydraulic flow, swing out hydraulic oil cool-er, reversing cooling fan, and an 84 gal. (318L) fuel tank to work a full 8-hr day or morebetween re-fueling. Attachments that can berun with the BHP270 power pack includeFecon’s BH200EXC-3SDV andBH80EXC-4SDV Bull Hog mulchers andthe SH360-100 Stump Hog stump grinder.Fecon machines and other machines with

Fecon attachments are used for clearing, siteprep, firebreaks, orchard clean-up andremoval, prairie and wetland restoration, agricultural preparation, land developmentand stump removal applications. For more information, call 800/528-3113

or visit www.fecon.com.(This story also can be found on

Construction Equipment Guide’s Web site at

www.constructionequipmentguide.com.)

The BHP270 is designed for use on most excavators in the 20 to 30 ton (18 to 27 t)range.

Uninterrupted Movement of Environment Key to Vitalityimprovement project from Hyak toEaston. The I-90 project willincrease capacity and improvesafety by building a new six lanehighway, replace deterioratingconcrete, reduce road closures dueto avalanches, add and replacebridges and culverts, straightensharp curves and stabilize rockslopes.

Moving People and Wildlife

The uninterrupted movement ofpeople, freight and business over I-90 Snoqualmie Pass is essential tothe economic vitality of the state.Similarly, the uninterrupted move-ment of animals in the region isessential to the region’s environ-mental vitality. One of the unique aspects of the

project is the inclusion of overpass-es and underpasses specificallydesignated for animals, reconnect-ing wildlife trying to move north-south (while improving transporta-tion moving east-west) by creatingunderpasses and building bridgesover the freeway for wildlife toallow the animals to move safely. “Twenty-eight thousand vehi-

cles per day bisect the Cascades,”

said Jen Watkins, conservationassociate with ConservationNorthwest. “We can’t block theirability to move safely.” “I-90 acts as a barrier to wildlife

trying to migrate through theCentral Cascades and is likely iso-lating wildlife populations,” saidMegan Lott, who works in com-munications for the South CentralRegion of WSDOT. “As I-90expands, it will make this barrierworse. As part of the I-90 projectwe are building bridges andinstalling culverts to correct fishpassage and reconnect habitatalong the Central Cascades andimprove motorist safety by reduc-ing dangerous collisions betweenwildlife and vehicles.”The National Forest Service

manages the land and has been

pushing for this for years. So havestate conservationists. The over-passes and underpasses will reunitewildlife populations divided by thehighway, allowing animals to moreeasily find food, homes (especiallywhen conditions change, such as aresult of wild fires) and even newmates, which will add to the genet-ic diversity. The 150-ft.- (45.7 m) wide over-

pass will be planted with nativetrees and shrubs to mimic theforests on either side so that theanimals will think they’re still inthe forest. The $6 million wildlifecrossing is the first of more than 20planned overpasses and underpass-es spanning the landscape alongWashington’s central CascadeMountains. “We are building approximately

20 wildlife crossings in areaswhere streams already cross underthe highway and where monitoringdata helped prioritize areas toinvest in enhancing connectivity,”Lott added. “The wildlife over-crossing we started construction onin late May is the first crossing tobe built over the roadway. Duringthe planning phase of the I-90 proj-ect, this location was identified as agood location for potential connec-tivity due to diverse wildlifespecies. Wildlife naturally migratethrough the Price Creek area andit’s a logical crossing for wildlifearound the east end of KeechelusLake.”Four underpasses are already

open. Game cameras have caughtvideo of animals from river ottersto deer crossing under the high-way. The underpasses providewaterways, extra width for landanimals and piles of rocks forsmall mammals to safely traversethe busy highway.Preparing for the I-90

Snoqualmie Pass East project wentwell beyond the typical environ-mental impact study. It took fiveyears of pre-construction baselinewildlife monitoring to identify dif-ferent species and provide recom-mendations to guide the projectdesign. These monitoring effortsincluded camera studies, snowtracking, movement data, publicreporting, habitat studies, geneticsample collection and inventory ofdead animals removed from theside of I-90.

ATC 3210 Makes Tight, Tree-Lined Road Journey to ShoreBut the California drought threat-

ened this year’s event. The water level in Lake Tahoe is at

its lowest point since 1992, which pre-sented quite the challenge forGardnerville, Nev.’s Connolly Crane. The receding water at the boat ramp atSki Beach would require the barges tobe moved a radius of more than 100 ft.(30.5 m) from the trailers they wouldbe brought in on. Three of the fourbarges weighed more than 21,000 lbs.(9,525.44 kg) each and a fourthweighed in at 12,000 lbs. (9,525.44kg).But that wasn’t the only problem. Incline Village is known as a play-

ground and tax haven for wealthyCalifornians — some of the morefamous residents include MichaelMilken, Warren Buffet, Larry Ellison,Aaron Rogers and Mike Love, to namea few. And they don’t like noise anddisruption. Their community organiza-tion IVGID (Incline Village GeneralImprovement District) was created tokeep such activities that would causethese to a minimum. In addition, there also was the far

from crane-friendly tight, winding,tree-lined road leading to the beach, aswell as the limited timeframe requiredfor both set up and tear down. Connolly Crane has relied on its

Link-Belt RTC 8090 for the past fiveyears, but owner Kelly Connolly knewthat the crane would not handle theincreased radius caused by the droughtthis year. Luckily, Connolly had beenintroduced to the Link-Belt ATC 3210at ConExpo 2014 and had spent thepast year working with Link-Belt andits dealer, Nixon-Egli, to order and cus-tomize the model to meet his compa-ny’s specific needs. The 210-ton (190.5 t) capacity crane,

which would become the largest in hisfleet, arrived just in time for the “Red,White and Tahoe Blue” event, withmere days to spare. Connolly put the crane right to work

and he said the crane performed flaw-lessly. “This was a very tight job site,” said

Connolly. “The coordinated front backsteering was crucial or we would nothave maneuvered in there.”Less support was needed to accom-

pany the crane to a job, whichimpressed Connolly. “We got there faster, with fewer

trucks and personnel than before,” hesaid.

Connolly Cites Nixon-Egli Folks as ‘Key’ to Job’s Success“It [ATC 3210] does everything

Link-Belt said it would do,” saidOperator Travis Phillips. “We tookthe second load to 90 percent ofload chart and the crane handled itvery well.”In addition to performance,

comfort was at an all-time highwith the crane’s cab.The ATC 3210 was a pleasure to

drive the 35 miles or so of windingroad from Gardnerville to InclineVillage, Phillips said. “The crane isvery smooth. It felt good at 62 mphwith the dolly behind it.” Due to the combined perform-

ance, capacity, transportability andcomfort of Link-Belt’s ATC, inconjunction with Connolly Crane’steam, a job that could have endedup in disappointment for thousandsof fireworks viewers was complet-ed in the nick of time. During Connolly’s almost 30

years in business, crane technologyhas changed and so has his busi-ness. But Connolly’s philosophyhas not. “We continue to be solution

driven,” he said. “We are commit-ted to having the right equipmentand the right personnel for the job.” That he proved on this job. But

he also credits Nixon-Egli.“The folks at Nixon-Egli were

key to this whole thing,” he said, whose relationship with the dealer

goes back to the company’s firstpurchase, an RTC 8070. “MarkLomas, our salesman, DanaRandle, their vice president ofsales, and Vern Gunderson, thegeneral sales manager, were allgreat.” “I love Nixon-Egli … it is all

about service with them,”Connolly said. “When I call themand say ‘crane down,’ it meanssomething — they react. If it’s inthe middle of the night, they are onthe way. Their parts guy RandyDavis has bailed us out many timesin the middle of the night. He has

personally driven 100 miles atmidnight to bring us a part.”

About Connolly CraneKelly Connolly founded

Connolly Crane in 1986. Afteryears of working as a crane opera-tor, he decided to take the nextstep, purchasing a Grove TM180and venturing out on his own. Hiscompany grew steadily over thenext couple of decades and becameknown fondly around the West as“the mountain crane people.” The company grew rapidly in

the early 2000s and has quicklybecome a major player in the craneindustry in northern Nevada andadjacent California. His company employs 12 peo-

ple and has a fleet of six cranes, including a Link-Belt HTT867 andan HTT86100 along with Manitexand National cranes.

I-90 Wildlife Crossing Remains onTarget to Make Fall 2019 Deadline

Florida, Montana and a few otherstates have built similar animal cross-ings. Canada has constructed 44 ofthem along the Trans-Canada Highway. They have proved successful. The num-ber of collisions with animals droppedby 80 percent by the time the Canadianproject was finished. Banff NationalPark in Alberta, Canada, even has videoof animals using these bridges. There will be more in Washington

too. Lott said preliminary designs ofthe remaining 8 mi. (12.9 km) of the I-90 project have incorporated one moreovercrossing at Easton Hill. “EastonHill provides a critical north-southmigration for wildlife. An overcrossingat this location would provide thegreatest opportunity for year-round useby the largest number of wildlifespecies, compared to other crossingstructures like culverts or crossingsunder the roadway.”

Project DetailsThe I-90 project runs through the

Central Cascades across SnoqualmiePass to the town of Easton inWashington State. The 15-mi. project isbroken into three different phases. Thefirst phase consists of a 5-mi. (8 km)project from Hyak to Keechelus Dam.The second phase is a 4-mi. (6.4 km)project from Keechelus Dam to the

Cabin Creek interchange. The thirdphase is 6 mi. (9.6 km) from the CabinCreek interchange to the town of Easton. The Washington State Department

of Transportation received $551 mil-lion to design and construct the first 5mi. of the I-90 project from Hyak toKeechelus Dam from the 2005 gas tax,Lott said. “Due to project savings fromthe five-mile project, WSDOT is using$107 million to build the next twomiles from Keechelus Dam to theStampede Pass interchange, whichincludes the wildlife overcrossing.”The remaining eight miles of the proj-ect are unfunded.Construction on the 2-mi. (3.2 km)

section that includes the wildlife over-crossing started May 2015 and is sched-uled to be complete in fall 2019. The 5-mi. project started in spring 2010 and isscheduled to be complete in fall 2018. “The benefit of this 2-mi. section of

I-90 will improve capacity by adding anew six-lane highway, reducing rockfalls by stabilizing rock slopes,” Lottcontinued.Atkinson Construction is the general

contractor and is in charge of buildingbridges and other structures. Sub-con-tractors include KLB for earthwork,Gary Merlino Construction for PCCPpaving, Columbia Asphalt for HMApaving, Northeast Electric and M2Industrial for the guardrail.

“All types of heavy constructionequipment are required, includingexcavators, off-road haul vehicles, con-ventional dump trucks and front endloaders,” Lott said. Cranes also will beused to set precast panels and girdersfor the wildlife crossing and bridges.Roadway excavation is anticipated

to top 662,000 cu. yds. (506,135 cu m).Materials needed to complete the proj-ect include 114,000 tons (103,419 t) ofcrushed surfacing, 561,000 cu. yds.(428,915 cu m) of embankment,41,000 cu. yds. (31,346.74 cu m) ofcement concrete pavement, 59,000tons (53,523.9 t) of hot mix asphalt and4,400 cu. yds. (3,364 cu m) of concrete.Phase 2 began in March. That work

includes expanding the roadway to sixlanes, doing highway improvementsfor 2 mi. and building the first wildlifeovercrossing. Lott said it’s very similarto overpasses for vehicles. “Thewildlife crossing is supported by foot-ings. The load from the embankmentabove is transferred to the footing bythe precast arch panels.”The project remains on target to hit

its deadline. “Crews haven’t run intoany challenges yet on this section of theproject,” Lott said.

Project Promises toCreate 1,400 Jobsin Addition to $15Mwhich may bank off the company’s newly acquired “StarWars,” Marvel and Pixar franchises. The project promises to create 1,400 jobs and bring an

additional $15 million in annual city tax revenue. The tax exemption will expire if Disney fails to meet these

requirements. However, it also could be extended if Disneycontinues to expand.Currently, no Disney parks in the world have an admis-

sions tax.“We applaud Anaheim's leaders for their continued fore-

sight in ensuring the city remains a vibrant tourism destina-tion by extending a proven policy that has created twodecades of unprecedented economic and job growth,”Michael Colglazier, president of Disneyland Resort, said ina statement after the City Council’s vote.Representatives from the Angels, business organizations,

trade unions and nonprofit groups supported the plan.Opponents included several community activists and Latinoresidents who said Anaheim’s low-income neighborhoodsdo not see the economic benefits created by Disneyland’spresence in Anaheim.
