2. Policy Statement WESS will establish a Student Leadership Program. This policy outlines the purpose of the Program, the principles underpinning it, and the relevant procedures that will be followed in its implementation.
3. Policy Objective The purpose of the Student Leadership Program is to: Provide students at West End State School with the opportunity to take on the role of a leader and the responsibilities that come with it. Leadership does not come naturally, but is developed through many activities and lessons we are involved in not only at school, but in our everyday lives. The Program will satisfy the following principles:
• Equity • Transparency • Currency with school values
4. Scope The policy applies to all WESS staff and students and should be referred to by Parents and Carers of WESS children and the broader WESS community.
5. Link to WESS priorities It is essential that Student Leaders at West End State School demonstrate and reflect through their actions the School’s Values and Beliefs. These include:
• Social Justice and Inclusivity • Self Worth • Reflective and Active Citizenship • Lifelong Learning • Diversity and Difference • Productive Pedagogy (Learning) • A Sense of Community
Student Leaders will be called upon to support teachers in maintaining the high expectations of learning and behaviour at West End State School. This will involve being a role model and mentor for younger students or new students to West End State School. They will have a range of roles that will be set out later in this document.

7. Key elements Student Leadership Framework: The WESS Leadership Passport records the developments and accomplishments on the road to becoming a leader. The passport is open to all Year 5 students. Only students who successfully complete the Leadership Passport by the end of November in Year 5 will be able to nominate for formal positions such as School Captains, Arts Captains, Sports Captain, Environmental Captain and House Captains. Leadership Passports will also be used to help determine student suitability for Student Council positions. There are four sections on the Leadership passport that will need to be successfully completed. These include: • Behaviour • Leadership • Communication • Involvement in the School Community Student Development Program Year 4 Students have opportunities to engage in leadership opportunities such as, Library Monitors, Waste Warriors and Interschool Sports. Students will become familiar with the school diary and their responsibilities associated with it. Year 4 students will participate in a camp that will begin to address leadership as a concept and introduce the notions of what makes a good leader. 1.
Year 5 Parent Information Night
As part of the Year 5 Parent Information Night in Term 1, The Leadership Passport will to explained to and discussed with the parents of students in Year 5. Initially all students will be encouraged to have their diary completed each term, so that later in the year they will have the opportunity to nominate for a leadership role, if they qualify and wish to do so. At various times there will be year level meetings with all students to discuss the expectations of the Leadership Program and how they might achieve the required level of participation. During the second half of the Year 5 academic year, students will be involved in public speaking (Impromptu
Talks) to their cohort peers and engage in weekly ice-‐breakers and leadership activities. They will have the opportunity to attend the Year 5 Leadership Camp, in Term 4. 2.
Student Mentoring The Student Leadership Team in Year 6 meet regularly to discuss and organise activities, events and fundraising projects. These meetings are organised and run using a formal meeting format, with roles of Chair, Secretary, Treasurer and Vice-‐Treasurer, which are elected by the Student Leadership team. These roles will only be open to Student Council representatives.
These meetings are also an avenue for ongoing student mentoring and skill building activities as led by the supervising teacher and admin liaison.
Meetings are supervised by a current Year 6 teacher and a Deputy Principal. GRIP Leadership Conference Each March the student leaders will be offered the opportunity to attend the GRIP Leadership Conference. This conference is aimed at developing awareness and skills in student leadership. City Cluster Leadership Program The School Captains and 2 other captains will attend the City Cluster Leadership Program at the beginning of each year. Through participation in this program they will be assigned high school students as mentors. The purpose of the program is to develop and implement a leadership plan that will result in a project identified by the students and staff leaders as one which will benefit the student population. Throughout the year there will be regular meetings with the high school mentors and the student leadership team to track progress and provide advice.
8. Student Leadership Roles and Responsibilities:
School Captains (2): • Attend and participate in school carnivals and activities • Organise and lead assemblies • Active member of the student leadership team • Conduct tours of the school for special guests • Attend and represent the school at extra-‐curricular events e.g. ANZAC
ceremony, concerts, award nights.
Arts Captain (2) one Visual Arts Captain and one Performing Arts Captain: • Attend and participate in school carnivals and activities • Active member of the student leadership team • Help organise and run the Art Show • Help organise and run Music Concerts • Participate and encourage participation in art competitions • Read Art notices and news on parade
Sports Captain (1): • Attend and participate in school carnivals and activities • Active member of the student leadership team • Help organise and run the sports carnivals • Participate in Interschool sport • Provide a sport report on parade
Environmental Captain (1): • Attend and participate in school carnivals and activities • Active member of the student leadership team • Help organise and run Environment Management processes and the Waste Warrior student
group • Promote environmental messages on parades
House Captains (2 per House):
• Attend and participate in school carnivals and activities • Active member of the student leadership team • Assist with organising and running the sports carnivals • Organise and participate in House cheerleading and war cry practices • Encourage and promote participation in sports carnivals • Participate in Interschool sport
Student Council Members (1 per Year 6 class, elected Term 1 of their final primary year of schooling): • Attend and participate in school carnivals and activities • Active member of the student leadership team • Organise events and activities for students • Organise and run fundraising events during the school year • Actively seek and represent the views of students across the school

9. Procedures Student Leadership Prerequisites
School Captains:
• Has successfully completed the Leadership Passport • Is an active member of the school community • Has consistently demonstrated a high standard of behaviour and effort
Visual Arts Captain: • Has successfully completed the Leadership Passport • Is an active member of the school community • Has participated in the school’s Multimedia Club • Has consistently demonstrated a high standard of behaviour and effort
Performing Arts Captain: • Has successfully completed the Leadership Passport • Is an active member of the school community • Has participated in either the Instrumental Music Program and/or Senior Choir in Year 5 • Has consistently demonstrated a high standard of behaviour and effort
Sports Captain: • Has successfully completed the Leadership Passport • Is an active member of the school community • Has participated in the Interschool Sports Program • Has consistently demonstrated a high standard of behaviour and effort
Environmental Captain: • Has successfully completed the Leadership Passport • Is an active member of the school community • Has participated in the Environmental Club as a Waste Warrior • Has consistently demonstrated a high standard of behaviour and effort
House Captain: • Has successfully completed the Leadership Passport • Is an active member of the school community • Has participated in the Interschool Sports Program • Has consistently demonstrated a high standard of behaviour and effort
Student Council Members • Has successfully completed the Leadership Passport • Is an active member of the school community • Has consistently demonstrated a high standard of behaviour and effort
Involvement in the School Community Students list extra-‐curricular activities they have been actively and responsibly involved in. Activities may include interschool sport, music programs, fund-‐raising, lunch time programs etc.
Pre–Selection and Nomination Leadership Passport The passport is open to all Year 5 students. Only students who successfully complete the Leadership Passport by the end of November in Year 5 will be able to nominate for formal positions such as School Captains, Arts Captains, Sports Captain, Environmental Captain and House Captains. There are four sections on the Leadership passport that will need to be successfully completed. These include: • Behaviour • Leadership • Communication • Involvement in the School Community
Behaviour Students will receive a colour coded mark for each term from the Teachers who deal directly with them. This includes Classroom Teacher, Music, LOTE and PE Teacher and Religion or Non-‐Religion Supervisor.

attempted to actively obtain a teacher’s signature and colour coding, is consider to be a lost opportunity by the student to attain a positive outcome on their Leadership Passport.
Leadership Participants who have displayed the characteristics of an effective leader will be able to nominate for a leadership role. Criteria:
• Consistently works well with others and displays teamwork skills • Always willing to participate • Shows respect to all members of the school community • Can be trusted at all times • Upholds rules and values of the school
Nomination Pool Those successful students will receive an Application for Leadership Role Form that will need to be completed at school and handed to their classroom teacher. On this form they will:
• nominate for each specific leadership role they will be applying for and are able to fulfil the specific pre-‐requisites
• respond to the leadership questions • seek 2 Teacher signatures to endorse their candidacy. Classroom teachers, as classroom teachers,
are excluded from signing these applications unless in the role of a coach or program manager.
A review panel made up of Teachers, Administrators and Specialist Teachers will narrow the nomination pool using the pre-‐requisite criteria. Only those children who have met the Pre-‐requisite criteria will be allowed to continue. This will be confirmed in writing in each child’s diary and a certificate outlining each successful nomination will be given to each applicant. Student Leadership Election:

Successful candidates will be entered onto ballot papers for all leadership positions nominated. Each candidate if applying for more than 1 position will complete a preference form indicating their preferred positions. On Voting Day, students are expected to present a 3 minute (max) speech to their peers. Speeches are to be a reflection of what they have included in the Leadership Passport and Leadership Applications. Procedure Step 1: Preferential votes will be prepared for each Captains position by conducting a random draw. Step 2: Speeches will be delivered in order of the ballot paper. If more than one position is nominated
the student will give 1 speech for the first role nominated to cover all positions and then will remain in the line, for each position as the voting process progresses.
Step 3: All year 5 students will preference vote for each Leadership position in the above order. Step 4: Staff will be offered the opportunity to participate in the voting process. Step 5: Votes will be counted in the order of position above. If a student wins a position and it conforms
to their preference list then consequent ballots will see their votes redistributed at the beginning of the counting process.
House Captains Students from Year 4 and 5 will break into house groups to preference vote for House Captains. Each House Captain applicant will give a 3 minute speech. Step 1: Speeches will be delivered in order of the ballot paper. Step 2: All students from year 4 & 5 in the House will preference vote for the leadership positions. Elected School Captains Announcement At the final assembly of the preceding year all of the future School Captains positions will be announced by the current School Captains.
Student Council Members
At the beginning of the new school year each Year 6 class will vote for 1 class representative on the School Council. Only those students who were eligible for nomination for a Leadership position and do not have another Leadership position, are eligible for this role. For students enrolled at West End in Year 5 their Leadership passports pages from previous year will be stored and used by Year 6 teachers and Administration to help determine their suitability for Student Council. The class will follow the same voting procedure as outlined for the Captains position. Elected Student Council Announcement At the first assembly for the current year the successful Student Councillors will be announced. Student Leader Induction:
At the second assembly of the year in the presence of the children from Year 3 – Year 6, an Induction Ceremony will be conducted.
1. Invited guests will be The Principal of Brisbane State High and the School Captains, the
parents/carers of the new school leadership team and the Principal of West End State School. 2. After a welcome and speeches each new student leader will be presented with their badge, they
will sign the Pledge and their parent/carers and the Principal will countersign the pledge. 3. The Leadership Team, led by the School Captains will make their pledge verbally to their fellow
students. 4. The Pledges are photocopied and then returned to the students.
Consequences and procedures for inability to perform Leadership duties successfully Students who are at risk of being unable to perform their leadership duties in a manner that is reflected in our Values and Belief Statement, our Responsible Behaviour Plan and Leadership Pledge, will be required to meet with their parents and members of the teaching and administration team. This meeting will look to develop an individual management plan for the student that will set out clearly the requirements of the student to improve their behaviour and leadership skills. It will also set out clearly the consequences for the student in the case that they continue to fail to meet the requirements of the leadership position. This consequence will range from further meetings to the loss or suspension of their leadership role within the school.

Year 5 Leadership Skill Building Program
PURPOSE: • to give students an opportunity to interact with a variety of peers (especially across the
cohort) • build confidence to speak in front of peers • plan a short oral presentation without prior long term organisation • to gain understanding of an audience’s needs • to use graphic organiser to plan/gather thoughts and ideas • teachers will alternate between the groups to gain a view of the leadership potential of all
