• (Inaugural) Earth Day: Wednesday, April 22, 1970• EPA opened on December 2, 1970: www.epa.gov • Why 1970?– Rachel Carson’s Silent Spring (1962): an attack on
agricultural chemicals/pesticides– President Lyndon Johnson’s addresses to Congress in 1964
and 1965– President Nixon’s 1969 and 1970 environmental reforms– NEPA passed by Congress in 1969: EISs, Council on
Environmental Quality, etc.– 1969 Santa Barbara oil spill
Two Conservation Movements
• Utilitarian– Gifford Pinchot– Scientific management of natural resources; greatest
good for the most in the long run– USFS, TVA, Bureau of Reclamation

Key Terms• Conservation movement: A political and social movement that originated in the late 1800s/early
1900s and that aims to protect and preserve natural resources, open spaces, and plant and animal species and habitats.
• Earth Day: Day designed to enhance awareness and appreciation for Earth and the environment. The first Earth Day celebration was held on April 22, 1970.
• Ecology: The study of the relationships of living organisms to their environments. As a concept,
ecology places higher value on biology and aesthetics than on efficiency and commerce. • • Environmentalism: A political and social movement centered on a concern for protection and
improvement of the environment. • • Environmental Protection Agency (EPA): US federal agency that is responsible for administering
programs to protect human health and the environment. • • National Environmental Policy Act (NEPA): Law enacted in 1969 that requires all federal agencies
planning projects that significantly impact the environment to submit reports accounting for the likely consequences of the projects.
