Stephanie Molloy, Natural Resources Manager, requested an amendment to the FY 2018-19budget for an additional $30,000 to cover additional expenditures for piling and signage repairs /replacement. In response to the Committee, Dr. Molloy stated that more details regarding thelocation and number of pilings / signs being repaired or replaced would be provided.

MOTION by McEachern to RECOMMEND ADDING $30,000 to Account 546000 “REPAIR AND MAINTENANCE” for a total of $62,00 for the FY 2018-19 budget; seconded by Katz and carried 3-0 (Calce-absent, Kartsimas-absent, McEachern-yes, Spahr-yes, and Katz-yes).

Stephanie Molloy, Natural Resources Manager, reviewed the attached FY18-19 Moorings Bay Taxing District Budget, noted staff’s recommended changes for the proposed FY 19-20 budget, and responded to questions.

MOTION by McEachern to RECOMMEND ADJUSTING the budget for FY 2019-20 by adding: 1) $5,000 to Account 531010 “PROFESSIONAL SERVICES” totaling $25,000; and 2) $8,000 to Account 546000 “REPAIR AND MAINTENANCE” totaling $10,000. Motion seconded by Spahr and carried 3-0 (Calce-absent, Kartsimas-absent, McEachern-yes, Spahr-yes, and Katz-yes).

FY18-19 Moorings Bay Taxing District Budget 7) Doctors Pass/Moorings Bay Signage Update

Chair Katz requested that public comment be heard prior to Dr Molloy’s presentation. Public Comment: Cliff Holland, Vice President of Moorings Property Owners Association (MPOA), expressed concern regarding boater safety within Moorings Bay, urged that the project should be completed as soon as possible, and suggested 1) all the old and submerged pilings be replaced; and 2) install navigation and manatee zone markers throughout the bay and not only its entrance. Tom Matlock, stated that he had agreed with Mr. Holland’s previous comments, and noted a submerged piling in need of repair. In response, the Committee requested that staff inspect the submerged piling and suggested that emergency funds could be used to repair it, if needed. Member Spahr stated that she had witnessed excessive speeding around Hurricane Harbor. It is noted for the record that: 1) Member Spahr left the meeting at 9:30 a.m., and 2) the Committee no longer had a quorum to continue the meeting that day, and would continue the discussion of Items 7 and 8 at a later date. In response to Member McEachern, Dr. Molloy stated that she would inquire with staff regarding the four storm drain medallions that he had previously reported missing, and would provide him an update. During discussion, the Committee questioned why the medallions on the west side of Gulf Shore Boulevard were not replaced during the recent replacement project regarding that location, and requested more information identifying the flow of stormwater. In response to Chair Katz, Dr. Molloy subsequently provided an overview of the oyster reef restoration project in Naples Bay and agreed to email additional information to the Committee. Adjourn

Taxing District Funds Moorings Bay Taxing District (Fund 151)

Mission Statement: The mission of the Taxing Districts is to accomplish dredging and canal maintenance as established by referendum.

Fund Description The Moorings Bay Taxing District was established by referendum in 1987 to accomplish maintenance dredging in the channels and waterways within the districts and to maintain necessary aids to navigation. The district was created by Ordinance 87-5328. The Moorings Bay Special Taxing District includes all of the waterfront properties around the Moorings Bay System, from Seagate Drive south to Banyan Boulevard, including the subdivisions of Coquina Sands, the Moorings, and Park Shore. Administration of the District is handled by the Natural Resources Division in the Stormwater Fund and has an advisory board to collect public input. 2019-20 Significant Budgetary Issues Moorings Bay The budget for the Moorings Bay Taxing District is $37,250. Revenues The taxable value of the District is $2,154,194,904, a 2.1% increase over the prior year’s taxable value of $2,108,955,524. At the current tax rate of 0.0125, and assuming a collection rate of 95%, this fund is projected to collect $25,581 in property tax. In addition to the property taxes, the fund should receive approximately $18,000 in interest income. Expenditures Expenditures for the Moorings Bay District are budgeted to be $37,250. This includes $750 for state required fee and miscellaneous supplies; $25,000 for continued water quality analysis; $10,000 for navigational aids; poles, signs and storm drain medallions and $1,500 for other operating supplies.
