Secretary’s Minutes – Key Points From 2008 – Dick Rankin

• Budget surplus for year ending 4/30/08 -- $3,750

• Presentation for fish management plan as developed by the DNR which included recommendations for enhanced fish habitat

• Membership votes:

– To improve fish habitat 42 for to work with forest service to prepare

– To implement tree drop project -- large majority [cost est. $3,270 -$5,295]

– To stock walleye 28 for/10 against [cost est. $ 1,600]

• To continue to investigate rebuilding the walleye spawning reef all in favor [cost est. $5,000]

• flyer displaying locations of flowering rush to be sent in July with instructions on how to remove this plant

3. Plowing the lake to clear paths and make ice thicker

• Lake was plowed several times during the winter

• Attempt to clear a path through the swamp on the NW end of lake failed due to swamp not being totally frozen.

• Ice reached 24 inches by February

• Thanks to Troy Hoffman for his expert plowing!Some days are better than others!

• Steel Cable with duckbill anchors installed on ice

This was the largest tree drop project ever accomplished by the Laona Office of the U.S. Forest Service!

54 drop sites and approximately 115 trees

Thank You Everyone! This is an excellent example of what can be accomplished when people work together for the good of our lake!

Treasurer’s Report – Dues Increase Error / Apology –Dick Rankin

Dues Error – Without referencing the constitution, we mistakenly raised the dues without membership approval. We truly apologize!

Here was our logic for raising the dues.

– General operating costs continue to rise

– Acting on APMP actions will most likely create more expense

– We have one of the lowest dues among local lakes

Ecosystem Project – Fish Stocking - Tim Counihan

2 Fish Stocking in Winter of 2008

• 316, 5-9” walleyes have been released in the 2 lake lobes at a cost of $565 ($1,675 Approved at annual meeting)

• ~ 500 Spotted Musky were released between the two lakes. This project was totally approved, coordinated, and funded by the Wisconsin DNR as part of an overall musky restoration effort in Wisconsin.

• Project coordinated primarily by Greg Kornely – WDNR fish technician with 30 years of experience on our lake, operates out of Pestigo office

• Grant assistance for $5,000 provided by U.S. Fish and Wildlife Service -- grant facilitators: Gary Van Vreede and Stuwart Cogswell

Ecosystem Project – Rock Reef – Dick Rankin

• Reef is largest built by Pestigo WDNR office -- 470' by 20' with 273 tons of rock

• Rocks hauled by Oconto Highway Dept., Suring Office, completed in about 8 hours

• Dec / Jan 2008 / 2009 Membership vote – 98 yes, 3 no, 3 abstained

• Total Lake Association Cost for this project was $2,340. (Budgeted -$5,000)

Note: We will be doing a crib stuffing pilot this summer but otherwise we will not be doing Christmas tree drops or ½ logs.

Aquatic Plant Management Plan (APMP) – Betsy NockTeam: Steve Fleming, Cathy Lindeman, Matt Marty, Besty Nock, Kevin Springob

What is it –• APMP is a comprehensive plan that first of all identifies the Aquatic Plants

in the lake and then draft a plan to address1. Serious non-native invasive (ie: Eurasian Milfoil)2. Other less serious non-native and native plants (Flowering rush fits here)

• The APMP starts with a detailed Aquatic Plant Survey of the lake by plant biologists

• This includes a lake map with plant types, quantities, and locations• The company doing the survey will give us their recommendations when

the survey is complete.

• After the lake survey is complete, volunteer association members will draft the detailed aquatic plant management plan. Details for this plan creation are later in these slides.

• The Board and the APM Committee feel that getting ALA members input and approval is essential.

Aquatic Plant Management Plan (APMP) – Betsy Nock

History –• August of 2008 – Several board members started investigating the possibility of

chemically treating the flowering rush. There are potential benefits and risks

• November 2008 - At a board meeting, expressed concern that we were moving to fast and it was decided to rethink the approach

• December 2008 – Our DNR representative, Jim Reyburn, suggested we do a comprehensive Aquatic Plant Management Plan for the lake. Details can be found on DNR Websites. The goals of the Aquatic Plant Management Plan are:

• Determine all the aquatic plants in the lake, including numbers and location

• The beginning step of the APMP is to have a detailed plant survey by trained biologists.

• Determine if / what non-native / native species exist. Are any of serious concern?

• Create a plan for plant management based on findings

Aquatic Plant Management Plan (APMP) - Betsy Nock

History (continued)–• December 2008 - We conducted an ALA Membership survey to determine if we

should apply for a DNR grant and if we should go forward with developing APM Plan. 95 voted yes, 5 voted no, and 4 abstained.

• January 2009 - Applied for DNR Grant. In February the grant was rejected b because there was too little impact compared to other multi-lake grants. Our grant was a multi-year grant and included two lake surveys, possible plant treatment, and funding for plan development and review. Total grant amount was for $10,902.

• March 2009 – The board, based on the ALA survey, decided to go forward with the plant survey and plan writing, even though we did not get DNR funding. Estimated cost $1,900.

• April 2009 – Started APMP Team, 2 board members, 2 non-board members. Steve Fleming, Cathy Lindeman, Matt Marty, and Betsy Nock

• May 2009 – Contracted with Lakeland Biologists to do the aquatic plant survey in June or July. Total cost $1,996.

Aquatic Plant Management Plan (APMP)

Thursday, June 24, 2009 – Lakeland biologists, with the help of ALA volunteers, completed comprehensive lake survey. Here are the PRELIMINARY results:

• Unfortunately, Eurasian Water Milfoil was found! - Approx. 15 GPS points are marked with EWM. All are on the west part of the west lake.

• Small amount leads biologists to believe it is a fairly new infestation.• Biologist recommendation “This should be taken seriously and action

should be taken ASAP to prevent further spreading”

• Next Steps: 1. Get the final report from the biologists - locations and recommendations2. With WDNR develop a plan to address Eurasian Water Milfoil3. Educate membership & review plan– modify as appropriate4. Based on ALA plan, determine if we apply for grant.

Plant Survey – Preliminary findings from Biologists

• Excellent aquatic plant diversity in the lake – helps resist invasives

• Chara is the dominate plant – helps water clarity

• Several types of pond weed present

• Much less variety / diversity in east side of lake

Overall Observations

• Excellent water clarity

• Great structure

• Very nice lake!

1. Focus on Eurasian Water Milfoil first–• What are the options – Ignore, hand dig, and chemically treat• Build a plan – get board and membership approval• Go!

2. Aquatic Plant Management Plan –• APMP Team write a draft plan• Review the draft plan with the ALA board of directors• Review the updated draft with the ALA membership • After that meeting, modify the plan incorporate the members suggestions,

ideas and concerns• Review the updated draft one more time with the membership.• Final step will be to publish the final plan to the membership and begin

putting the plan into action.

Invasive Species – What’s new since last year –Betsy Nock

• New area lakes with Eurasian Water Milfoil include Maiden Lake, Chute Pond and as of Thursday, Archibald Lake.

• About 25% of boats entering Archibald Lake have been on an infected lake prior to coming to our lake.

• State wide the number of boaters aware of the Aquatic Invasive Species Law has increased from 21% in 2004 to 90% in 2008.

• A majority of boaters have obtained their information about having clean boats from Boat Landing monitors

We really need more monitors to help communicate! It is very easy!

A number of members have suggested the Lake Association Develop a Web SiteMain value of a web site can be:• Better communication (ie: volunteers for project, boat landing sign-up, etc)• Place to record information for membership access• Ability to gather information from members• Possible source of additional revenue (advertising)• We have a member, Randy Orth, who is willing to develop it for free

Some of the issues with a web site are:• Cost, $195 / year for hosting (may be covered by advertising)• Will people use it?• We have a number of members who do not access the web at all – We still

need to make sure we communicate with them• We would need to maintain it and do updates.

Randy has built a prototype website for us to view
