WELCOME TO HERITAGE LAKEThe development of Heritage Lake began in 1972 and the six

subdivisions were developed over the next few years.The developer (American Central) envisioned a quiet and scenicplace for weekend cabins and a place for people to vacation. Thisheld true for the first 12, or 14, years then between 1984 and 1998,the number of homes rose from just under 300 to over 750. We nowhave over 1,300 homes. With these dramatic changes in numbers,so changed the whole concept of a weekend destination place, overhalf of the homes are year-round residences. Heritage Lakecontains 316 acres and has 10 miles of shoreline, is approximately2.5 miles long and has an average depth of 18 feet.

This publication will give you a lot of basic information regardingthe Heritage Lake community. On the following pages, you will find adescription of the various groups and organizations that meetregularly. Joining one of these organizations is an easy way tobecome involved in the community and to meet many new neighbors.If you are interested, please feel free to call any of the officers listedin the Heritage Lake Telephone Directory, and they will be glad togive you more details about their organization.

Please read carefully the Restrictive Covenants, By-Laws, Policiesand Rules. They are a contract that goes with the land and legallybind all property owners. These are available for review online atwww.heritagelakepoa.com/Documents.

HERITAGE LAKE PROPERTY OWNERS ASSOCIATIONAs property owners you are automatically members of the

Heritage Lake Property Owner’s Association (POA). As a member ingood standing you are entitled to one (1) vote for each lot you own inthe development on any proposal put before the membership.A Board of Directors comprised of nine owner/members is whooversee the management affairs and policies of the administration.Three members are elected every year to serve three-year terms.

The POA is funded by an annual assessment levied on each lot,which in 2015 was $238 per lot owned ($213 assessment plus $25siltation fee). Yearly adjustments will be made in this amount inproportion to increases or decreases in the Consumer Price Index.These assessments are due April 1 of each year. The membershipcan also vote to increase the assessment. The annual maintenanceassessments are used to maintain all the common areas and facilitiesowned by the POA. An Activity fee (which in 2015 is the sameamount as the assessment) is optional for secondary owners onmultiple owner properties if they elect to use the lake facilities.

MEMBERSHIP CARDSOnce your assessment is paid a membership card is issued.The card's may either be picked up in person at the HLPOA Office,sent to the Marina for personal pickup, or sent to you by return mail inyour self addressed, stamped envelope.This card must be carried at all times and presented upon request,when on HLPOA common properties.

HERITAGE LAKE PROPERTY OWNERS ASSOCIATIONBOARD OF DIRECTORS

Meetings are held on the 2nd Monday of each month at 7:00 p.m.at the Clubhouse.

The POA Board of Directors are responsible for conducting thebusiness of the association. The nine member Board receives itsauthority from the association’s Articles of Incorporation, RestrictiveCovenants, and Bylaws. Property owners (in good standing) areeligible to run for the Board and encouraged to attend Boardmeetings.

Minutes of the Board meetings can be found in the monthlypublication of the Heritage Highlights Newsletter.

HERITAGE LAKE AMENITITES

COMMON AREASThere are common areas located throughout the development foryour use. Some are marked as Wildlife Preserves. The three mostpopular areas are the Clubhouse, Marina/Boat Launch and LincolnPark. These three areas are each equipped with playgroundequipment, restroom facilities, picnic tables, grills, shelter houses andbeaches. The clubhouse grounds are equipped with swimming pool,tennis, basketball, volleyball and pickle ball courts.

CLUBHOUSE COMPLEXThe Clubhouse houses the POA Office. The office hours are:from the first Saturday in March through the last Saturday inApril: Monday, Tuesday, Thursday & Friday 8:00 a.m. to 5:00 p.m.Wednesday and Saturday - 8:00 a.m. to noon.For the remainder of the year the office hours are: Monday, Tuesday,Wednesday, & Thursday - 8:00 a.m. to 5:30 p.m. Friday – 8:00 a.m.to noon.The lower level and kitchen are available to members for privatefunctions by reservation, paying a usage fee, attendant’s hourly wageand a damage/cleaning deposit. The Clubhouse will not be availableon Easter Sunday, Thanksgiving, Christmas Eve, Christmas Day,New Year’s Eve or New Year’s Day. Reservation forms are availablethrough the POA Office. Please call well in advance.

ACTIVITIES CENTERThe Activities Center is open limited hours beginning Memorial DayWeekend through Labor Day; contact the POA office for the hours.Various programs are planned for all ages along with pool and pingpong tables. Also a large screen TV, DVD, movies andWII games are available.

SWIMMING POOL COMPLEXThe swimming pool complex opened in 2012. The complex has a75’ X 25’ pool, 15’ baby pool and a 9 feature splash area.Concessions are available from the Concession Stand.

MARINA/BOAT LAUNCHThe Marina facility is located at the boat launch. The marina sellsHLPOA boat registration stickers, gasoline, two cycle & regular oil,grease, gas line anti-freeze, gas assembly lines, ski & tow ropes,fishing poles, boat plugs, live & artificial bait, tackle, ice, coffee,snacks, sandwiches, soft drinks, ice cream, the 16” X 16” orangewarning flags and the 3” numbers and letters for lot numberidentification on boats. Additional merchandise includes life jackets,t-shirts, sweat– shirts, hats, sunglasses, sun block, floating keychains, boat batteries, etc.

BOATINGAll watercraft operated on Heritage Lake must be the personal

property of a property owner of the Heritage Lake Property Owners’Association, Inc.

HLPOA registration stickers are $250 per year for motorizedwatercraft and $30 per year for non-motorized watercraft. Thesestickers are purchased at the Marina. A current membership card,driver’s license, proof of boat ownership and proof of valid liabilityinsurance must be shown to register motorized watercraft. All powercraft must show one of the following: a certificate of title, certificate oforigin, state registration card, or current excise tax receipt in the prop-erty owner’s name. Property Owners who registered their boats atHeritage Lake last year must show a current POA membership card,driver’s license and proof of valid liability insurance. The PropertyOwner’s boat must be present, if motorized, with last year’sregistration documentation either attached to the boat or in theowner’s possession. To register non-motorized watercraft the Proper-ty Owner must show a current HLPOA membership card, and driver’slicense . All stickers must be applied to power craft at the time of reg-istration.

FISHINGOnly members and their guests are permitted to fish in the

lakes and ponds contained in the development. Fishing is notallowed in the marked swimming/beach areas and not within 50’ ofthe marked areas anytime there are swimmers present. Fishing ispermitted throughout the year with the following limitations:Bluegill/Redear/Sunfish – Daily limit in possession – 25 fish perperson or 75 per boat daily. Unlimited Sunfish. All Catfish - Dailylimit in possession - 4 fish, minimum 15 inches, maximum 25 inches.Black & White Crappie – Daily limit in possession – 10 fish,minimum size is 8 inches. Largemouth Bass – Daily limit inpossession - 4 fish, 13 inches or less. Smallmouth Bass – Catchand release only. Walleye – Daily limit in possession - 1 fish over 14inches. White Bass (Silver or Striped Bass) - Daily limit inpossession - 10 fish under 17 inches.

Lake Security is empowered to check fish in possession forcompliance with published rules. See HLPOA RULES regardinginfractions.

LINCOLN HILLS PARKLincoln Hills area offers a beach, basketball court (half), boat tie ups,playground, soccer fields, two shelter houses and large parking area.

PATRIOT’S LANDINGPatriot’s Landing Pond was renovated in 2008. Fishing is allowed.There is a lot of wide open “green space” available.

GETTYSBURG BOW-TIE AREAGettysburg is our “pocket park” that offers fishing and a great place to relaxand enjoy the lake. It is located along Heritage Drive between theGettysburg and Jefferson Valley subdivisions. A port-o-let facility is available.

SHELTERHOUSE RESERVATIONSAny shelter on POA Common Property can be reserved, with theexception of the campground. A reservation fee of $40.00 isrequired. The reserved shelter will be marked. Shelters that are notreserved are available on a first-come-first-serve basis. Contact thePOA Office 765/386-7447 extension 200 if you are interested.

CAMPGROUNDThe Campground opens the first weekend in April and closes the lastweekend in October. Permanent sites are available as well astransient and primitive areas. Anyone interested in these shouldcontact the Campground Attendant or the POA Office. Storage forboats and RV’s is also available.

RULES YOU NEED TO KNOWBUILDING RESTRICTIONS

Building is not required but is restricted to single family dwellingson permanent foundations. Minimum square footage of living spaceon the main floor is 950 sq. feet. The Restrictive Covenants do notallow the placement of trailers or any similar type structures.

Prior to any construction you must obtain the approval of theArchitectural and Environmental Control Committee (contact throughPOA Office). Application fee of $50 will be charged for a houseapplication, additions, detached structures, docks, decks, gazebos,fences, etc. This fee is to cover administrative costs.There is also a sewer fee on all new home permits due to the ClearCreek Conservancy District, plus County permit fees.

Please contact the POA Office for the proper documentationnecessary before any changes are made, whether during the initialbuilding project or later improvement to your lot or home.

DOG NOTICEProperty Owners are reminded that under Indiana State Law it is aClass C infraction for an owner to allow his dog to stray beyond hispremises, unless under the reasonable control of a responsibleperson.

You can now call the HLPOA Office telephone number 386-7447and dial extension 111 to access the voice mailbox of the HLPOA’sSecurity Officer to leave a confidential message.This mailbox can be used to leave a message that you will begoing on vacation, to report suspicious activity, or informationabout a recent incident, etc., and is only retrieved by ourHLPOA Security officer.

FIRE PROTECTIONThe Floyd Township Fire Department is located at the south end ofthe lake. The Bainbridge and Fillmore Volunteer Fire Departmentswill also respond. These are volunteer fire fighting organizations thatprovide year-round service at no cost. Each department has anannual fundraiser to help with the cost of equipment, etc.

HERITAGE LAKE EMERGENCY PREPAREDNESS TEAMWith the motto "Neighbors Helping Neighbors," the Heritage LakeEmergency Preparedness Team (EPT) is devoted to communityservice. The EPT sponsors an annual Family Safety Day highlightingthe emergency responders and volunteer agencies that supportHeritage Lake and providing families with information on what theycan do to assist themselves and their neighbors during emergencysituations. The EPT, working with outside groups, sponsors trainingclasses such as First Aid, CPR, safe babysitting and boating safety.Monthly meetings are held on the first Thursday of each month at theClubhouse.Check Highlights Newsletter for details.

LP gas and fuel oils are available from several sources.Check the Heritage Lake Telephone Directory “yellow pages” or

with your neighbors for possible vendors.

ELECTRICITYElectricity is provided by Hendricks Power, Danville, Indiana,

317/745-4373 or 800-876-5473

SEWERSAll six subdivisions have full sewer service installed. An EBA ischarged to each lot at the time of installation. The EBA could eitherbe paid in its entirety or over a period of years set up by theamortization schedule for each assessment, with the entire install-ment due in either May or November. The status of a particular lotshould be checked at the Putnam County Treasurer’s Office. Seweruse fees, to homes connected to the sewer, are billed bi-monthly bythe district. Service is provided by the Clear Creek ConservancyDistrict (765/246-6752).

TELEPHONE/INTERNETMost sites are served by Endeavor Communications, 800/922-6677(386 exchange). Some in Patriots Landing and Mill Springs areserved by TDS Telecom, of Clayton, 317/539-1111 (246 exchange).

TRASHTrash services are available to all Heritage Lake Residents for amonthly fee. Check the Heritage Lake Telephone Directory “yellowpages” or with your neighbors for possible vendors.

The POA’s dumpsters are for picnic and beach area use onlyand not for private or home-generated trash.

WATERAlthough empowered to, the Clear Creek Conservancy District has noplan to provide a central water system for the development.Therefore, all water is provided by private wells, the cost of which isthe responsibility of the property owner. Most of these range from 70to 160 feet deep. A water softener is suggested.

ROADSThe roads contained within the development are County owned andmaintained. Putnam County Highway Department 765-653-4714.

SCHOOLSThe elementary school is located in Bainbridge (765-522-6233).The middle school (765-522-2900) and senior high school are locatedin Roachdale (765-522-6282).The superintendent’s office (School Board Office) is (765-522-6218).School bus transportation is provided by the school district.

TAXESPutnam County and the Clear Creek Conservancy District levy taxes.Both are billed in April with installments due in May and November.They are one year in arrears.

HERITAGE LAKE POA COMMITTEESThe Property Owner’s Association (POA) Board of Directors actsupon recommendations from the various committees. Therefore,if you have a particular interest, we urge you to choose a committeeto join and offer your input and expertise. We welcome anyoneinterested in joining these Committees. All POA Committees can usemore volunteers.

HERITAGE LAKE ARCHITECTURAL& ENVIRONMENTAL (A&E) COMMITTEE

The A&E Committee verifies structures built and maintained withinthe six subdivisions of Heritage Lake meet the guidelines set forth bythe Restrictive Covenants, Required Documents and Policies.They also recommend Policies to the HLPOA Board of Directors forthe purpose of implementing their directives.

Meetings held the 3rd Thursday of each month 7 PM Clubhouse.Your plans are due by 3:00 p.m. the first Thursday of each month.

AUDIT COMMITTEEAt the discretion of the HLPOA Board of Directors, the HLPOA AuditCommittee shall monitor our operating results as well as periodicallyverify financial records. The Audit Committee assists in evaluatinginternal controls and increasing effectiveness of operations.Those with a knowledge of accounting and audit procedures arewelcome to join this committee.

CAMPGROUND COMMITTEEThe Campground Committee provides recreational opportunities forcampers through work and social activities.

CLEANUP COMMITTEEThe Heritage Lake Clean Up Committee was organized in 1997 tohelp keep the roadways on and around Heritage Lake litter free.Since then, it has expanded its goals significantly to include:Two yearly Garage Sales for the residents of Heritage Lake,Two yearly Clean Sweep Days to help residents dispose of largehousehold items, paper materials, appliances, tire, books, etc., andOne annual Tox-Away Day to dispose of toxins such as: Oils, Fuels,Antifreeze, Pesticides, Chemicals, et al. The committee also doesLitter Pick Up around the lake on an “as needed” basis. Residentsare encouraged to collect aluminum products/cans and take thembehind the maintenance building to be collected and sold by thecommittee. These monies are used to purchase items for the benefitof our residents. Each subdivision is represented by at least one resi-dent but more are always welcome.

ELECTION COMMITTEEThe Election Committee is appointed by the Board of Directors. Theysolicit candidates for the office of Director, which will be needed to fillthe vacancies that will exist after the next annual meeting.They assist the Board in the conduct of the Association elections,including the dissemination of information regarding candidates forDirector, preparing ballots, sending out ballots, counting ballots,announcing the results, and other related matters.

GOVERNMENT COMMITTEEEstablished in 1995 this Committee attends County Council andCommissioners meetings to establish and maintain relationships withour locally elected officials. They keep abreast of issues that affectour community and bring about positive benefits as a result.

HERITAGE LAKE “LAKE” COMMITTEEThe Lake Committee is to preserve, promote, develop and assist inlake usage and lake activities. Subjects commonly discussed at themeetings include: skiing, boating, lake rules, lake safety, marinaoperations, weed treatment, buoys, fishing and fish habitat. Meetingsare held the fourth Wednesday of each month, 7:00 p.m. at theclubhouse (March—October).

PLANNING COMMITTEEThe purpose of the Planning Committee is to study the Heritage Lakecommon properties, facilities and their usage in order to determinethe future needs of the Heritage Lake Community.

SILTATION COMMITTEEThe Siltation Committee reviews issues regarding maintenance,prevention and siltation removal. These recommendations are givento the Board of Directors. Meet monthly on the 4th Thursday at 7:PM.

HERITAGE LAKE ORGANIZATIONS AND CLUBS

HERITAGE LAKE COMMUNITY SERVICES, INC.This is a nonprofit organization not affiliated with the Heritage LakeProperty Owners Association.Their purpose is to publish the Heritage Lake Telephone Book anda monthly newsletter called the Heritage Lake HIGHLIGHTS.The Heritage Lake Telephone Book is updated and published oncea year. This contains the names, addresses, emergency service streetnumbers and telephone numbers of Heritage Lake residents.The HIGHLIGHTS contains upcoming events in the community,a summarized report of Board meetings, personal achievements, schoolactivities, want ads, and stories about life at the lake.These publications are financed by those businesses or professionalswho advertise in the yellow pages of the telephone directory and/or theHeritage Lake HIGHLIGHTS.

GARDEN CLUBThe members meet monthly for a business meeting and enjoy a

speaker who shares some type of gardening knowledge with the group.Objectives are to beautify Heritage Lake; promote interest in all types ofgardening and to stimulate interest in design, ecology, and conserva-tion. Side trips are also planned to areas of special interest.The Garden Club has planted the beautiful flowers and shrubs aroundthe directional signs on Heritage Drive, the Clubhouse and ActivitiesCenter. Their meetings are held on the second Thursday, each month,at 9:30 a.m., (except in January and February) in the upper level of theclubhouse.

HERITAGE LAKE NEIGHBORHOOD ACTIVITIES COMMITTEEThe HLNAC Committee promotes activities to all children

and adults at Heritage Lake. Meetings are held the third Tuesday ofeach month at 7:00 p.m., at the Clubhouse.

Volunteers are always needed to help at these events whichinclude Easter Bunny Party (children); Halloween Party (children);Christmas Holiday Activities & Pictures with Santa & a Boat Poker RunFamily Day in the Summer.

CARD GROUPSThere are several card groups (bridge and euchre) that play inmembers’ homes or at the clubhouse.The times and dates are announced in the HIGHLIGHTS.

EXTENSION HOMEMAKER CLUBHERITAGE HEARTLAND HOMEMAKERS

This group of women have organized so they can participate in anationwide program of continuing adult education through extension pro-grams in home economics. These programs include consumer infor-mation, workshops in sewing and cooking projects, moneymanagement, nutrition, cultural arts, traffic and personal safety, andleadership skills. They also offer a chance to socialize and have fun.This group is a member of the Purdue University ExtensionHomemaker Club in Putnam County:

Meetings are held the third Tuesday of each month at 11:00 a.m. in theClubhouse. A moneymaking project of interest to the Heritage Lakecommunity is planned each year. Past projects have been chicken &noodle dinners, noodle & bake sales, style shows, etc.

BIBLE STUDYThe Bible Study group meets every Wednesday, 9:30 a.m. at the

HERITAGE LAKE NEIGHORHOOD WATCHThere is a Neighborhood Watch set up in conjunction with the

Putnam County Sheriff’s Office. Please check the HIGHLIGHTS or theoffice for more information on joining this very important group.
