STUDY PURPOSESTUDY PURPOSE
To develop a comprehensive Downtown Windsor Transportation Master Plan that will:
• Identify longer-term traffic circulation, on / off-street parking infrastructure and operational requirements to accommodate new developments
• Develop a short, intermediate and long-term plan for future traffic operations associated with the potential closure of McDougall Street between Chatham Street and Pitt Street and network changes currently being reviewed as part of the Windsor-Detroit Tunnel Canadian Plaza Master Planning Study
• Follow the Municipal Class Environmental Assessment (EA) process for Schedule B Projects as part of the Implementation Process

In order to address existing and future transportation issues, there is a need to develop a comprehensive Transportation Master Plan that will facilitate the efficient movement of all modes of travel (e.g., vehicles, pedestrians, bicyclists, commercial vehicles)
The development of the Entertainment Centre adjacent to the already activity-oriented Casino requires that an effective road network system be provided to facilitate the movement of persons and vehicles between the Casino, Hotel, Entertainment Centre and Parking facilities with the potential closure of McDougall Street between Chatham Street and Pitt Street and network changes currently being reviewed as part of the Windsor-Detroit Tunnel Canadian Plaza Master Planning Study.

City Centre West CIP:• Study area: 14.2 ha• Develop 3.7 ha of vacant land for
residential, mixed use (e.g., retail) and recreational uses
• PM peak hour vehicle trips:• 130 inbound• 230 outbound
Transit Windsor:• New terminal located
west of Dougall Avenue between Pitt Street and Chatham Street
• Transit Windsor to issue new transit service routes
St. Clair College:• Classes to be held for 600
students at the Cleary International Centre
• PM peak hour vehicle trips:• 40 inbound• 90 outbound
Glengarry-Marentette CIP:• Study area: 6.4 ha• Redevelopment of entire
area to low, medium and high profile residential area with local convenience commercial uses
• PM peak hour vehicle trips:• 360 inbound• 230 outbound
Development impacts:• Overall commuter
peak hour flows will increase by approximately 6% based on documented development proposals
