City Manager and Directors Updates Edgewood Road and 42nd Street NE Development The preliminary plat for the proposed redevelopment of the former TransAmerica property to be reviewed by City Planning Commission on October 28 was pulled from that agenda at the developer’s request. This pause will give the developer more time to review public concerns and consider how these can be addressed by the development.

National Prescription Drug Take Back Campaign On Saturday, October 23, the CRPD participated in the Drug Enforcement Administration's National Prescription Drug Take Back Campaign. As a result, 10 pounds of drugs was collected from citizens. In the past six months, the police department has collected 461.3 pounds of unwanted prescription drugs. These drugs will be picked up by the DEA and taken to an incinerator.

Age-Friendly Action Plan In December of 2019, the City of Cedar Rapids joined the Net-work of Age-Friendly States and Communities. As a next step, we will develop an Age-Friendly Action Plan. This will entail bringing together a Steering Committee to serve as a resource and champions for the Age-Friendly Action Plan process. The Steering Committee will include representatives from tradition-al service agencies, such as Unity Point and Mercy hospitals, Horizons, United Way of East Central Iowa, as well as those providing arts and cultural, housing, and other quality of life amenities. The Steering Committee will have a kick-off meeting in mid-November. We will be providing updates at upcoming Development Committee meetings and Council Communica-tions.

Parks Updates

All tree work has been completed at Oak Hill Cemetery. Crews will complete ground rehabilitation, the final step of restoration, in upcoming weeks.

The Redmond Park playground was disassembled this week. The new playground will be installed by mid-November. Signs are in place with information about the playground replacement project.

Park crews cleared an initial section of timber in Bever Park to establish procedures and the best process for cleanup of natural areas. They will work on forested areas in Bever Park this winter. A release with information about clearing the timber areas will be sent out ahead of winter work.

Mini Pines Change in Hours Mini Pines will be open from 10:00 a.m. to dark, daily, beginning November 1. The new closing time coincides with when Twin Pines Golf Course closes each day. The miniature golf course will not operate with lights through the end of the season to reduce the need for seasonal staff. Water in the waterfall has been turned off to winterize the facility.

Community Car Checkup Urban Dreams in partnership with the Atlantic Bottling Compa-ny, City of Cedar Rapids, Cedar Rapids Police Department, Green State Credit Union, Kirkwood Community College, NA-PA, Linn County Health Department, Thompson Trucking, Veri-zon, and others will be holding the first Pre-Winter Community Car Checkup on Saturday, November 6 from 9:00 am to 12:00 pm at the Kirkwood Continuing Education and Training Center located at 101 50th Avenue SW in Cedar Rapids. This is a free event to the community providing the following complimentary services to the first 250 vehicles: windshield wiper replace-ments, battery connector tests, windshield wiper fluid fills, car light bulb replacements, visual inspections, and referrals. In ad-dition to these services, Atlantic Coca-Cola Bottling Company, Kirkwood, and Urban Dreams will provide goodie bags with food and hygiene products. The Key to Team Accountability is Collaboration

We talk about collaboration at the City of Cedar Rapids a lot. We value collaboration with our team, other depart-

ments, and our community. So what exactly is collaboration and what facilitates collaboration within a team? Ac-

cording to the dictionary, “collaboration is the action of working with someone to produce or create something.”

That seems to be what we do every day – work together to create a safer community, create better roads, and

create a more vibrant place to live and work. We can’t do any of this alone.

Below are seven tips to foster team collaboration found in the two-minute video “The 7 Keys to Creative Collabo-

ration” Link

1. Ownership – be empowered to take responsibility

2. Dependability – be reliable and persevere despite set backs

3. Trust others - provide generous intent and feedback

4. Structure – create a process that includes flexibility

5. Shared vision – communicate the shared goal

6. Fun – look for ways to enjoy your work, laugh

7. Candor – be honest about what is working and what is not

Ask yourself: Which of these seven tips is easy for you? Which tip is a challenge?

Action item: Challenge yourself to improve in one of these seven areas.

2022 Benefits Open Enrollment Starts October 25th! If you wish to make changes to your enrollment in Health, Dental, Vision, or your Flexible Spending Account, you must take action before November 12, 2021. Any changes received after 11/12/21 will NOT be accepted unless prior arrangements or extenuating circumstances exist. Review the benefit packet you received at your home address. If you did not receive a packet, email Human Resources at [email protected], call (319) 286-5000, or download a copy of the Open Enrollment Packet and Enrollment Form, in-cluding online instructions to enroll in a 2022 flexible spending account. Choose the packet that applies to your bar-gaining unit (or non-bargaining) and employment status (full-time or part-time). If you do not make any changes during open enrollment, the benefits you had in 2021 will continue into 2022, with the exception of flexible spending. Learn more by viewing the 2022 Online Benefits Enrollment Presentation! The Traditional medical plan, dental plan, and vision plan premiums are staying the same in 2022. The Choice medical plan premium is increasing 20%. View the Enroll-ment Form in your open enrollment packet for the premiums that apply to the plan you choose, and the side-by-side cover-age comparison of the Traditional and Choice medical plans in your open enrollment packet. Open enrollment is the only time you can make changes to your health benefits, outside of a qualifying life event (such as marriage, divorce, birth of a child, etc.) so review your options carefully even if you do not plan to make a change. Email [email protected] with any questions you have regarding your open enrollment packet and your individual situation, or call HR at (319) 286-5000. Thinking About Retirement in 2022? Now is the time to start planning. If you are in the higher premium Traditional health insurance plan, you may wish to consider changing plans during open enrollment, prior to the year you plan to retire. Retirement in itself is not considered a qualifying event to change medical plans, but you can change plans during open enroll-ment. It is important to the City that we are able to maintain and enhance benefits whenever possible in order to continue to re-tain and attract high quality employees. The City is pleased to offer the same great benefits going into the 2022 year. There are additional tools, resources, and discounts offered by visiting the administrator websites as well, such as Wellmark, Delta Dental and Vision Service Plan (VSP). This is also a great time to check out other voluntary benefits on the CR@Work website that can be elected at any time dur-ing the calendar year, such as Deferred Compensation. Deferred Compensation is a voluntary employee-funded retirement savings program (federal and state tax deferred) designed to supplement pension plans. If you are a new or current partici-pant, you may make deferral contribution changes up to two times in a calendar year. Consider enrolling or increasing the amount you are contributing to save for your retirement!

Scott Eggink: Solid Waste, Utilities

The City received a citizen call that a driver went above the call of

duty when a vehicle was unexpectedly parked in front of their

garby. The driver got out of the truck, moved the garby away

from the parked vehicle, emptied the cart, and then moved the

cart back to where it was originally placed. The customer stated

they were “floored and thought it was the greatest thing.”

On behalf of the United Way of East Central Iowa, we would like to announce the Kick Off of the 2022 Campaign for the City of Cedar Rapids. Packets with pledge cards have been distributed to the administrative assistants in your department for delivery and you should soon be receiving them. Campaign dates for the campaign are: October 25, 2021-- November 5, 2021 Giving: If you choose to enter your donation online through PeopleSoft please read the instructions listed below. If you wish to submit the paper forms please return them to the administrative staff in your department. Forms should be gathered within each department by the campaign end date and forwarded to Diana McLaughlin by Monday, November 8th. You do not have to wait for all forms, you can send them as they are received. Online Instructions: You may enter contributions made through payroll directly within “Employee self-service” in PeopleSoft. Use the link below to access your voluntary deduction page (Self-Service user ID and password required). Click on the ‘ADD Deduction’ button to enter your 2022 contribution. If you are still giving to the 2021 campaign, your contribution status will display on the page. Please do not edit your 2021 contribution in order to enter your 2022 giving. The City of Cedar Rapids 2022 United Way Campaign is underway!

The CR Care Committee has been working with the City Manager’s office and United Way to share giving opportunities during this challenging time. With social distancing and reducing contact with others critical at this time, we will not be conducting meeting or inviting agency speakers. This year we will be working with your administrative assistants to help distribute the pledge forms and information to everyone. Our campaign will start Monday, October 25th and run through Friday, November 5th. We will again have prizes for those donating $50 or more, and will share those prizes shortly in an upcoming Employee Newsletter. Please consider participating in this worthwhile campaign by filling out the pledge form you should soon be receiving, and returning it to either Joy

Huber-Fleet Services or Stacy Mason-Central Fire.

The United Way Campaign is an easy way to support a large number of community efforts and organizations that are important to us and to our

friends and families. By giving through United Way, we are strengthening our neighborhoods and community where we can make a difference.

Thank you for your generosity and support. Below are a few FAQ for this years United Way Campaign:

Q: When will the United Way campaign be held here at the City?

A: The campaign will run from October 25th through November 5th.

Q: Will we have meetings about United Way like we have in the past?

A: No, due to the rise in COVID cases this year we will not be holding any meetings, but making available the materials and video for this year’s

campaign.

Q: How will I get my pledge form?

A: The pledge forms will be distributed by your administrative assistant.

Q: Can I sign up using payroll deduction through PeopleSoft again?

A: Yes, the payroll deduction instructions using PeopleSoft will be communicated in the Employee Newsletter.

Q: Will there be prizes again this year?

A: Yes, we will have drawings for gift cards for those that donate $50 or more.

Q: Will there be a drawing for the parking spaces at City Hall and the CSC?

A: Yes, we will have two parking spaces near City Hall for the month of January and February, 2022, and two parking spaces at CSC, one on the

north side of the lot and one in the middle for the year.

Q: Can I still Donor Designate my contribution?

A: Yes, you can still Donor Designate, the minimum amount to designate is $100. There is a form that is required to be completed, you may con-

tact anyone on the CR Care Committee for a form.

Q: How much did the City donate to United Way last year?

A: The employees at the City donated $26,982 last year.

Q: When do the forms need to be turned in?

A: The forms should be sent to either Joy Huber in Fleet Services or Stacy Mason at Central by Monday, November 8th.

Q: When will the prizes be drawn?

A: The prizes will be drawn and employees informed late December/early January.

Community Climate Action Plan The Community Climate Action Plan (CCAP) was approved by City Council on September 28, 2021. The CCAP centers equity and public input; builds on community strengths and existing investments; includes ambitious goals and action timelines; and consists of two goal areas (1. Carbon-Free, 2. Resilient & Accessible), with 24 total ac-tion items. The Action items provide the path toward achieving the important objectives the Climate Resolution provided. Among the 24 Ac-tions, it’s easy to see that there’s something in climate action for everyone. Below are Action 1-6 in Goal #2, Resilient & Accessible, along with their 2030 Vision, the objective they fulfill, and the 2050 Vision. 2050 VISION: All residents of Cedar Rapids have access to high-quality green space, healthy food, clean air and water, and good, green jobs. Resi-dents and neighborhoods are cohesive and familiar, helping each other out and getting connected to our rich community resources. Each action in the CCAP has a full-page detailing its impacts, local precedence, national leaders, community stakeholders, and time-line for action.

The goal of Toys for Tots is to make a difference and provide a tangible sign of hope to economically disadvantaged children at Christmas. Last year the program distributed over 15,235 toys, books and stocking stuffers to 5,850 children locally!
