Weekly Project Meeting Summary:
The project team met with Joe Hamilton and Doug Keene of Kaskaskia Engineering on Jan 22 to discuss the
finalization of the sewer replacement design and the schedule to submit plans to the City of Columbia. The site team
called-in with John Dometrorch of C.L.Richardson also present to discuss the sewer work; C.L.Richardson is likely to
be the sewer contractor. KEG is concerned that the double length culvert section necessary to eliminate the junction
structure as requested by the City will be very heavy. The junction structure is also important to CLRichardson's plans
to construct. KEG will finalize their reports and plans and submit to the City in the next week. KEG will also
communicate with the City about continuing to use the junction structure instead of the double length culvert section. C
L Richardson described their approach to construction which was consistent with our expactations. C L Richradson
provided the following estimates for project task completions: drawings 1 week; steel fabrication 2 weeks; culvert
section fabrication 2.5 weeks; installation 2 weeks. The team agreed that C L Richardson should start their efforts
ASAP after completing contract discussions with EOI; it is hoped that the sewer reconstruction can be completed
during March. It is expected that Phase I work will be completed by mid-February; the extent of Phase II excavations
will be tailored to fit the schedule of the sewer installation work and the current culvert removal. KEG agreed to
communicate with the City about our revisions and complete their package for the City in the next week. The City can
take two weeks to review, but their responses to date have been more rapid.

Excavation in the east end of the Phase I area continued. EOI used three haul trucks on Monday to transport soil to
the landfill. Based on the Monday experience and a commitment from Allied to keep the landfill available until 5PM,
EOI used 10 trucks on Tuesday Wednesday and Thursday to transport soil and managed four loads with most trucks
each day. EOI worked a shorter day on Friday but still moved soil from the excavation to the Jefferson City landfill.
Ameren, EOI, and PSC met with KEG on January 22 to review the design plans for the sewer replacement. EOI's
subcontractor for the sewer work, C.L.Richardson also participated in this meeting by conference call from the Site.
Chris Cady visited the Site on Janaury 22. Crockett Engineering collected samples of the stone aggregate backfill from
Boone Co. quarry that EOI will use during the project; samples were tested to determine maximum densities according
to both Standard and Modified Proctor.
Soil excavation will continue. Backfill with aggregate may begin.
Remediation phase real-time ambient air monitoring activities continued through Week 2 by Burns & McDonnell
Engineering Company (Burns & McDonnell) hourly with a PID, GC, and dust Monitor. No exceedances of the real-time
action levels were recorded. Real-time dust concentrations for Week 2 were below action levels at the perimeter of the
property. Average real-time concentration graphs are attached. Odors were present intermittently at the perimeter of
the site during Week 2.
In total, 5 time-averaged, 72-hour air sample events were collected, including baseline, as of January 24th from five
perimeter air stations. Time-averaged samples were shipped to Con-Test Analytical Laboratory for analysis.
PM10 time-averaged analytical data has been received for sampling events up to January 6, 2014. PAH time-
averaged analytical data has been received for sampling events up to January 6, 2014. VOC time-averaged analytical
data has been received for sampling events up to January 2, 2014. Time-averaged PM10, naphthalene and benzene
concentrations are below the acceptable concentrations of 150 µg/m3, 4.1 µg/m3 and 41.5 µg/m3, respectively.
