10.8 CONSTITUTION OF THE STUDENT REPRESENTATIVE COUNCIL

1. PREAMBLE

All the members of the SRC concur that:- To be elected, as a member of the student representative

council is an honour, therefore every member of the SRC shall strive to conduct him/herself honourably at all times.

- To be chosen to represent the students of the college confers responsibility upon every member; therefore SRC members shall strive to lead by example, to be of service to the college and to promote the mission and vision of the college in all activities and undertakings.

- To be elected is a privilege and every member shall undertake to advance the social, cultural, sport and academic endeavours of the college in a transparent and organised manner and in full co-operation with the college council, college management and all other stakeholders at the college.

2. ELECTION

2.1. Every class shall vote for the class representative according to the procedures set out in the relevant policy document. This group will form a class representative committee.

2.2. The class representative committee shall form the electoral body from which members will be chosen to serve on the SRC.

2.2.1. All members from the class representative committee, who have completed six months at the college successfully, are eligible for election.

2.2.2. The SRC members shall be nominated and elected by the class representative committee.

2.2.3. Voting shall take place by means of closed ballot.2.2.4. The ballot shall contain the names of all the class

representatives who qualify for election.2.2.5. Each member of the electoral body will be allowed to vote

for ten (10) of the candidates whose names appear on the ballot paper.

2.2.6. The chief electorate officer will oversee the election process.

3. TERM OF OFFICE

3.1. SRC members are elected for the term of one (1) year. The term of office will be from February.

4. THE FILLING OF VACANCIES

4.1. Should the position of the chairperson become vacant, the vice-chairperson shall fill it.

4.2. Should the vice-chairperson be unable to fill this position, the vacant position will be filled by electing a replacement from amongst serving SRC members.

4.3. Other vacancies will be filled by co-opting the available next person with the highest votes onto the SRC.

5. ELEGIBILITY FOR ELECTION

5.1. The student must have completed six months at the college successfully.

5.2. Only full time students are eligible for election.5.3. The student must be a class representative.5.4. Proof of a good academic record - no subjects failed.5.5. Good record of class attendance – at least 80%.5.6. Good record of conduct – no record of any transgressions of

the disciplinary code.5.7. A student who is willing and able to attend meetings,

functions and excursions and accompany students on sport, cultural or any college outing.

5.8. A student who is willing and able to attend the class representative and SRC training programme.

6. TERMINATION OF MEMBERSHIP

The membership of any SRC member shall be terminated when:

6.1. The term of office, for which the member was elected, comes to an end.

6.2. A member terminates his/her studies at the college.6.3. A written resignation is submitted.6.4. The member has not successfully completed a semester at the

college.6.5. He/she does not attend classes regularly and does not submit

proof of valid reason for his/her absence.6.6. He/she is found guilty of any offence by any disciplinary

body of the college.6.7. The college council, the principal, college management or

the SRC find the member unfit to serve on the college council.

6.8. A member has broken the code of honour.6.9. He/she is absent from three class representative committee

or student representative council meetings without written apology.

6.10. The member’s behaviour harms the name of the college.

7. CODE OF CONDUCT

7.1 Members of the SRC shall attend all SRC and class representative committee meetings, workshops and training sessions. In case of unavoidable absence, a written apology will be submitted to the chairperson, vice-chairperson or secretary of the SRC.

7.2 No member shall bring the SRC or the college into disrepute through his/her public conduct.

7.3 No member shall act in such a way as to create disunity and division in the SRC.

7.4 No member shall distort SRC policy and misrepresent the SRC for personal gain.

7.5 No member shall imply to represent the SRC without a proper mandate.

7.6 No member shall involve his/herself in confrontations that will diminish the integrity and reputation of the SRC.

7.7 No member shall use the name of the SRC for personal gain and abuse the SRC or college property for his/her own benefit.

7.8 No member shall divulge information deemed to be confidential by the SRC.

7.9 No member shall neglect the performance of duties, which are assigned to him/her by the SRC constitution or the college.

7.10 All members of the SRC are bound to honour the code of conduct and the rules of the college.

8. DISCIPLINARY PROCEDURES

8.1 As full time students of the college, all SRC members are subject to the rules and code of conduct of the college. Should the behaviour of any SRC member necessitate disciplinary action, the procedures as set out in the disciplinary policy of the college, will be followed.

9. GENERAL AIMS, DUTIES AND RESPONSIBILITIES

9.1 The SRC is accountable to the council, management, staff and students of the college.

9.2 The SRC recognizes the college council as the highest decision making body of the college and agrees to accept its decisions.

9.3 The SRC will carry out all duties assigned to them by the principal.

9.4 All student affairs on the campus will be organized in co-operation with the student liaison officers appointed to the SRC and with the approval of the principal.

9.5 It is the duty of the student representative council to:- Represent the interest of the students, both as individuals

and as part of the student community.- Build a spirit of unity, loyalty, enthusiasm and pride among

students.- Promote academic standards and contribute to the creation of

an environment that is conductive to study.- Promote constructive extra-mural activities to assist the

student community in self-development.

- Improve communication and facilitate understanding between students and management/staff.

- Pro-actively assist in the resolution of conflict and problems.

- Ensure the maintenance of order in the student community- Safeguard and enhance the image, honour and interest of the

college and its students- Strive towards co-operation among SRC members and class

representatives.- Attend such functions of the college as is expected of them.- To act as hosts at college functions should the need arise.- To act as ambassadors of the college in the community.- To lead by example in the appearance, behaviour and attitude.

10. AUTHORITY OF THE SRC

10.1 The SRC has the right to raise funds to contribute towards an SRC budget.

10.2 The SRC members appointed to the portfolios sport, education, culture and media has the right to organize, arrange and control relevant extramural student activities in liaison with the student liaison officers.

10.3 SRC members have the right to institute disciplinary steps against students who transgress the code of conduct of the college during college hours or while representing the college.

11. COMPOSITION OF THE SRC

IT & CS CENTREA maximum of (10) ten members, voted for from the class representatives, by the class representatives, shall serve on the student representative council.

ENGINEERING & SKILLS CENTRE

A maximum of (10) seven members, voted for from the class representatives, by the class representatives, shall serve on the student representative council.

CENTRAL SRC

The three campus chairpersons shall serve on the Central SRC as well as three additional members, one from each centre.

THE CENTRAL SRC shall comprise the following six positions:

11.1 Student liaison officers will be co-opted from the staff and will be appointed by the principal to assist the SRC members.

12. MEETINGS

12.1. All meetings shall be held after official college hours end or before official college hours commences.

12.2. The SRC shall meet not more than once a week and not less than once every fortnight.

12.3. After every SRC meeting a meeting will be held with the class representative committee to inform them of any matters of interest to the students.

12.4. The chairperson in consultation with the vice-chairperson may convene a special meeting.

12.5. The chairperson or, in his/her absence, the vice chairperson, will preside at all SRC meetings.

12.6. Decisions of the SRC will be based on a majority vote.12.7. Voting shall be by secret ballot.

12.8. The chairperson of the SRC has a casting vote.12.9. Decision can only be taken if a quorum is present. A quorum

consists of two thirds (six) of the members. Decisions are binding.

12.10. Notice of meetings will be given at least three days prior to a meeting. The notice will be written and will indicate the day, date, time and venue of the meeting.

12.11. Apologies will only be accepted if they are received in writing by the chairperson, vice-chairperson or the secretary prior to the meeting.

12.12. The secretary or in his/her absence, an SRC member appointed by the chairperson, shall take responsibility for taking minutes at the meeting.

12.13. The chairperson and secretary shall sign the minutes of the previous meeting in the presence of the meeting after the minutes have been approved.

12.14. The signed minutes and agenda of every meeting, together with a register, will be filed in the LSO’s office.

12.15. All meetings will be conducted according to acceptable meeting procedure.

13. FINANCIAL MATTERS

13.1. All financial matters shall be dealt with according to the financial policy of the college. This includes the producing of quotations, invoices or other source documents, an income and expenditure according for each activity, a report on each activity and any other documents or report as required by the college council.

13.2. All requests for money will be considered by the college council and is subject to budget allocations.

13.3. All monies collected for student activities will be paid into the college account and all accounts in connection with student activities will be paid through the college account.

14. TASKS OF SRC PORTFOLIOS

14.1. Chairperson- Chairs SRC meetings- Sets meeting dates and ensure that notices are sent out in

time- Ensures the orderly, constructive meetings take place- Responsible for discipline of SRC body and individual

members- Represent the college by invitation at the official

functions and meetings or nominates substitute from the SRC to go on his stead.

- Responsible for the smooth functioning of the SRC- Liases with staff members appointed by the principal- Reports to students, staff and college council about

visits, meetings and events attended- Assists members in requesting funds from the college

council by ensuring that a written report is submitted- Ensures that decisions taken by the SRC are carried out

14.2. Vice-chairperson- Assists the chairperson- Stands in for the chairperson when he/she is unable to

fulfil duties- Liases with staff member appointed by principal- Ensures that all SRC members are involved in college

functions where the assistance of the SRC is required

14.3. Secretary- Informs SRC members of meeting s by means of written

notice at least three days prior to meeting- Request permission for the use of a meeting venue and

prepares venue- Keeps the register at meetings- Keeps and files minutes of the meetings- Receive and respond to all correspondence intended for

the SRC. Copies to be filed.- Ensures that all correspondence, minutes, reports,

notices etc. issued by the SRC is without any errors in order to contribute to the positive, professional image of the SRC

- The secretary can be requested to assist with the sending out of invitations to guests at official college functions.

- Liases with staff member appointed by the principal.- Should the secretary wish to type anything, permission

can be requested from a staff member. No typing may be done during official class hours.

14.4. Treasurer- Keeps record of money received by and spent by the SRC.- Quarterly reports must be made to the SRC and the college

council about income and expenditure.- The treasurer is responsible for the procuring, filing

and safe-keeping of all relevant source documents.- The treasurer should assist students whom are

experiencing financial problems regarding the payment of student fees to find ways of procuring money.

- Liases with staff member appointed by the principal.

14.5. Member for Educational matters- Takes responsibility for health and safety issues.- Promote awareness of health related issues.- Procures and makes available information about health

issues by means of posters, leaflets etc. that may be displayed in an area designated for that purpose and after consultation with management.

- Liases with staff member responsible for organizing the graduation ceremony

- Takes responsibility for safety and orderly conduct of students on an outing.

- Liases with designated staff member.

14.6. Member of cultural matters- Takes responsibility for organizing extramural cultural

activities at the college in liaison with responsible staff member(s)

- Takes responsibility for organizing outings- Accompanies students on outings and ensures safety and

orderly conducts- Make students aware of nationally and internationally

accepted awareness days by means of posters, leaflets etc. that may be displayed in designated areas after consultation with management.

- Liases with the staff member responsible for organizing the graduation ceremony.

- Liases with designated staff member.

14.7. Member for sport matters- Takes responsibility for organising all extramural

sport activities at the college in liaison with designated staff member(s)

- Organises activities and accompanies students- Takes responsibility for student safety and orderly

conduct during outings- Liase with designated staff member

14.8. Member for media/marketing- This member takes responsibility for compiling and

publishing the in-house magazine together with the staff member responsible for this task.

- Assist SRC members in design and distribution of information about college activities.

- Takes responsibility for requesting permission from the governing body for placing notices, pamphlets etc on campus

- Takes responsibility for community projects launched by the SRC together with co-opted staff member(s)

- Liases with responsible staff member.

14.9. Member of the disciplinary committee- These two members will serve on the disciplinary

committee of the college.- All meetings of the disciplinary committee must be

attended- Their main task is to assist in disciplinary matters- Members of the disciplinary committee has to attend

training sessions

15. ACCEPTANCE OF THE CONSTITUTION

15.1. During the first SRC meeting of every term of office, the constitution of the SRC will be read.

15.2. After following correct procedures the constitution will be accepted as is or amendments will be forwarded to the college council.

15.3. As a sign of acceptance the chairperson of the SRC will sign a copy of the constitution in the presence of the meeting.

16. AMMENDMENT OF THE CONSTITUTION

16.1. Should the SRC wish to amend the constitution, suggestions must be formulated in writing and properly motivated.

16.2. Following the prescribed procedures, the SRC will vote on the matter.

16.3. Suggestions for amendments will be considered if it is supported by a two third majority.

16.4. The suggested amendments must be submitted to the college council in writing and properly motivated. Amendments can only be made if the college council accepts the amendments.

1. PREAMBLE

WHERE AS the student of Waterberg FET College, recognized the need to act in unity and cohesion in our quest to contribute to the transformation process of further Education and Training Sector.

UPHOLD principles of transparency, accommodation, responsiveness and broad participation of the student community.

EMBRACE the vision and mission and values of the college.

COMMITTING to continue participation in the consolidation of the merger and reconfiguration process of FET sector, which is taking place on the national scale, but impacting directly on our institution.

THIS CONSTITUTION shall therefore be a legal and legitimate document governing Student Representative Council subject to the FET Colllege Act, Act no 16 of 2006 as amended and Standard College statutes.

ACKNOWLEDGING that Education is a right that has corresponding obligations, responsibility, and it must be accessible to all.

2. DEFINITIONS

In this constitution, unless the context indicates otherwise, any word or expression has the meaning so assigned to it.

2.1. Act: means the Further Education and Training College Act, 2006(Act 16 of 2006);

2.2. Academic Board: means board of the college accountable to the council for all the teaching, learning, research and academic functions of the college as contemplated by Further Education and Training College Act;

2.3. Academic year: in respect of the student means a year commencing on the first day of January and ending on the last day of December of the same year;

2.4. Centre: Shall mean one of the delivery sites of the College i.e. Engineering and Skill Training Centre, IT and Computer Science Centre and Business Studies Centre.

2.5. Centre SRC: means the local SRC;

2.6. Chief electoral officer: means a person appointed by the council to be in charge of the entire SRC election process; Means the Waterberg Further Education and Training College

2.7. College council: Means highest governing structure of the college as stipulated in the further Education and Training College Act, Act 16 of 2006;

2.8. Days: Includes Saturday, Sunday and Public holidays

2.9. Electoral Commission: Shall be an independent organization appointed by the college management in consultation with the SRC;

2.10. Ex-Officio: Shall mean by virtue of his/her office and without voting rights;

2.11. Function: Include powers and duties;

2.12. Institutional SRC: Means the central SRC composed of representatives from all campus;

2.13. Registered Student: Means any person registered as a full time student at Waterberg College for further Education and Training college;

2.14. SRC: Means Student Representatives Council as contemplated in section 14 of Further Education and Training College Act;

2.15. Student body: Means student community;

2.16. Student Organisation: Shall mean any student society, clubs or association set on campus of the college;

2.17. Term of Office: SRC member are elected for the term of one year. The term of office will be from February to February;

3. ARTICLE 1

3.1. Name: The name of the structure shall be called Waterberg College SRC. The central SRC shall be called Institutional SRC whilst the local SRC shall be called Campus SRC.

3.2. Application: 3.2.1. This Constitutional applies to the SRC provided for the

college;3.2.2. The college currently consists of three campuses namely

Business Studies, IT and Computer Science and Engineering and skills Training Centre.

3.2.3. Each campus shall have its own SRC which shall be referred to as a campus SRC.

3.2.4. The college as a whole shall have an Institutional SRC.3.2.5. The ISRC and CSRC shall have the powers and functions as

set out hereunder

3.2.6. In the event of there being any conflict, contradiction, and/or uncertainty as to the powers and functions of the CSRC’s the ISRC shall assume that power and/or function.

3.3. Logo 3.3.1. The logo of the SRC shall be that of the College and

scribed with the letter “SRC”3.4. Motto 3.4.1. The motto of SRC shall be” TOGETHER ENSURING SUCCESS”

4. ARTICLE 2

4.1. AIMS AND OBJECTIVES

The aims and objectives of the SRC are to:4.1.1. To strive for a just education system that seeks to uplift

the standard of students at all levels.4.1.2. Establish consultative mechanism between the students,

management and council.4.1.3. To foster spirit of UBUNTU, humanity, dignity, equality and

moral enlistment.4.1.4. To forge links with all institutional governance structure

in pursuit of student representation in decision making process.

4.1.5. Ensure the representation of the students in platforms that affect their education and students life internally and externally.

4.1.6. To take up demands of the student community in social, economic or educational spheres.

4.1.7. Perform projects that are community empowering.4.1.8. To promote by example and leadership, a culture of

democracy and tolerance within the college community.4.1.9. To strive for the participation of students in college

activities and further advocate non racism, non sexism and democracy as enshrined in the constitution of the Republic.

4.1.10. To acts as ambassadors of the college in the community.

5. ARTICLE 3

6. ARTICLE 4

6.1. POWERS AND DUTIES OF THE CAMPUS SRC

The campus SRC shall have the power to:6.1.1. Acts as the representatives of the students in all relevant

platforms within the campus.6.1.2. Elect members to similar position as those of the

institutional SRC however; they will not elect the president but the chairperson and not the General Secretary but Secretary.

6.1.3. Organize, partake and be party to all decision taken by the institutional SRC.

6.1.4. Define the roles and responsibility of each portfolio within the SRC provided that such roles will not contradict those performed by the the institutional SRC.

6.1.5. Shall submit Programme of Action to Institutional SRC for approval and budget purpose.

6.1.6. Call student body meeting and other meeting.6.1.7. Partake in designated activities of the institution.6.1.8. Recognize and register new and old student structure in the

college as substructure of the CSRC

6.2. COMPOSITION OF THE INSTITUTIONAL SRC

7. ARTICLE 6

7.1. Shall be the highest decision making body in between annual and general meetings.

7.2. Accounting for funds provide to the CSRC by the college, by producing and adhering to an annual budget, and any complying with all college financial regulations.

7.3. Participation in recommendations to the college council of amendments to the SRC constitution and rules pertaining to the conduct of SRC members.

7.4. Form part of committees within the college in the spirit of co-operative governments and further carry out mandate with diligence and the outmost respect.

7.5. Shall have executive powers on all matters of student governance, i.e campus activities and budget.

7.6. It shall be considered the central committee of the SRC, college wide.

7.7. Shall uphold and defend policies and further establish working groups or committees to assist them with their work.

7.8. Shall mandate two SRC members preferably the president and any member as chosen by the ISRC to represent council.

7.9. Shall receive budget from college council after submission of the programme of action.

7.10. Ensure proper communication with campus SRC7.11. Shall receive inputs from campus SRC’s programme of Action and

allocate resources eguitable them amongst campuses.

8. ARTICLE 7

8.1. DUTIES OF OFFICE BEARES FOR BOTH CAMPUS SRC AND INSTITUTIONAL SRC:

The following shall constitute the terms of reference for the aforementioned portfolio:

8.1.1. President/chairperson8.1.1.1. Be the most senior and accounting official in their

respective constituency.8.1.1.2. Officially preside over meetings the SRC and of the

student body meetings in consultation with the secretariat officer.

8.1.1.3. Form part of the signatories in the financial transaction of the SRC.

8.1.1.4. Be the representatives of the students on the college council together with one additional member as may be determined by the SRC.

8.1.1.5. Strive,promote protect protect and uphold the image and the dignity of the SRC and that of the college.

8.1.1.6. Present leadership reports at the Annual General Meetings.

8.1.1.7. Shall be an ex officio member of standing committees of the SRC.

8.1.1.8. Shall cast a deciding vote in an event of a tie.8.1.1.9. Shall sign all minutes of the SRC meetings.

8.1.2. Deputy President/Vise Chairperson8.1.2.1. Shall perform duties of the president/chairperson in

his/her absence.8.1.2.2. Be responsible for disciplinary matters and implement the

disciplinary code of the SRC.8.1.2.3. Convene and receive report from the SRC sub-committees,

portfolios and will in consultation with the president represent the SRC in any other committees of the college.

8.1.2.4. Responsible for internal relations together with the Deputy Secretary General/Deputy Secretary.

8.1.2.5. Keep records of all students disciplinary cases handled by various student disciplinary committees.

8.1.3. 7.3 Secretary General8.1.3.1. Be the chief administrative officer in their respective

constituency.8.1.3.2. In full consultation with the president convene student

the SRC and further assume the affairesponsibility of both the president and deputy in case they are not available.

absence.8.1.4.3. Ensure that all students and structures understand and

adhere to the constitution of the SRC.8.1.4.4. Liase with the deputy president/deputy chairperson on

8.1.5. Education And Transformation Officer8.1.5.1. Be responsible for academic affairs of the college.8.1.5.2. Be instrumental in the establishment of a unit that is

responsible for conducting class representatives elections.

8.1.5.3. Head the education desk of the SRC.8.1.5.4. Select and head the SRC transformation committee.8.1.5.5. Organize faculty committees.8.1.5.6. Sit on behalf of the SRC on the Academic Board of the

College.

8.1.6. Constitutional and Gender officer:8.1.6.1. Ensure the updating and development of the SRC

constitution.8.1.6.2. Facilitate the process that seeks to engage the college

policies for transformation purpose.8.1.6.3. Represent student at the college disciplinary committee

or may delegate this responsibility to any SRC member.8.1.6.4. Convene the SRC constitutional summit whenever and

possible.8.1.6.5. Organise policy conference.

8.1.7. Financial Officer8.1.7.1. Be the chief accounting officer in all the SRC financial

matters.8.1.7.2. Head the monthly financial 8.1.7.3. Present the financial report to the Annual General

requested by any committee within the structure.8.1.8.2. Is responsible for marketing all SRC activities and those

of the college as may by the SRC.8.1.8.3. Head the media desk that will responsible for SRC media

strategy including newsletter and other related project.

8.1.9. Projects and Campaign Officer8.1.9.1. Organise any products and resources that are of benefit

to the student.8.1.9.2. Put forward projects that raise awareness on HIV aids

pandemic and other disease affecting the student community.

8.1.9.3. Initiate outreach initiative programmes.8.1.9.4. Sit in the Estate committee to represent the SRC.

8.1.10. Sport officer and Cultural8.1.10.1. Be responsible for the co-ordination of sports activities

in the campus.8.1.10.2. Organizing, develop and promote sports events and sports

trips in consultation with the SRC.8.1.10.3. Be responsible for coordinating a league and federation

of sporting codes and cultural events calendar.8.1.10.4. Together with the student affairs the participation of

the college in national and provincial sporting federation and as the jurisdiction of participation may extend in this regard.

8.1.10.5. Organize all traditional cultural and social activities within the college.

9. ARTICLE 8

9.1. SRC ELECTIONS

9.1.1. This constitution ensures that the election of the ISRC are in compliance with the constitution.

9.1.2. The objectives of this provision are to stipulate the rules, procedures and processes for the ISRC and campus SRCs.

9.1.3. Ensure consistency in the conducting of the elections on all campuses of the college.

9.1.4. Ensure SRC elections are free and fair.

9.2. POWERS AND FUNCTIONS OF THE IEC/ELECTORAL COMMISSION

9.2.1. The Electoral Commission for ISRC and CSRC elections:

9.2.1.1. Shall conduct SRC elections in accordance with the SRC constitution, may make such further regulations as may be necessary to give effect to this constitution.

9.2.1.2. Shall submit a planning document and budget for the elections to the Deputy principal: Student Affairs at least one(1) month before the start of the electoral process.

9.2.1.3. Shall be responsible for all elections material and specifically for:

9.2.1.4. Ensuring that suffiecient ballot papers are available for the elections at least two(2) hours before the voting station opens.

9.2.1.5. Ensuring that all election material is safely stored.9.2.1.6. Shall perform the duties necessary for the effective

organisation of the election, including:9.2.1.7. Opening and closing the nomination process following a

timetable approved by the Deputy n9.2.1.8. Compiling and publishing a complete list of the

independent candidates and student organisation contesting the SRC elections.

9.2.1.9. Determining the design of the ballot papers and the ballot boxes including the appropriate method of numbering and labelling of the ballot papers and boxes.

9.2.1.10. Supplying adequate stocks of ballot boxes, voters’ rolls and receipts for each campus.

9.2.1.11. Shall ensure availability of adequate and secure space for storage of ballot boxes and voting compartments for each campus.

9.2.1.12. Shall submit the results of the SRC election to the deputy principal,student affairs within one (1) day after counting of the ballot papers.

9.2.1.13. Shall declare the results of the elections for each campus at a predetermined time and place.

9.2.1.14. Shall constitute the campus SRCs and ISRC according to the procedures in this constitution.

9.2.1.15. May postponed the elections should it deem the circumstance not to be conducive to free and fair elections in circumstance with the college principal.

9.2.1.16. May call for a new election if circumstance arise which may substantially affect the outcome of the include lost, destroyed or unlawful removed ballot papers.

9.2.1.17. Shall present a report on elections,to the Deputy Principal,Student Affairs within fourteen (14) days after the constituting of the SRCs

9.2.2. The Student Support Service Units:9.2.2.1. Shall make arrangements for regularly liasing with

electoral commission.9.2.2.2. Shall make arrangements with regard to the

areas,facilities and funding for the elections.9.2.2.3. Shall present the timetable for the elections before the

beginning of the nomination process.9.2.2.4. Shall prepare and distribute elections nomination forms.9.2.2.5. Shall arrange meetings of the contestants to explain

elections processes, rules and regulations.9.2.2.6. Shall coordinate the marketing of the SRC ELECTIONS.

9.2.2.7. Shall provide contestants with reasonable assistance to promote themselves during the elections.

9.2.2.8. Shall provide an official voters roll for each campus.

9.3. THE APPOINTMENT OF THE IEC OR ELECTORAL COMMISSION

9.3.1. It shall be the duty of the council in consultation with the SRC to appoint in writing an IEC consisting of an independent service provider and internal representatives for every election period.

9.3.2. It shall do so in consultation with the outgoing SRC

9.4. COMPOSITION OF CAMPUS IEC/ELETORAL COMMISSION

9.4.1. There staff members appointed by management.9.4.2. Two students who will not be partaking in the SRC

elections.9.4.3. An independent service provider.9.4.4. Students structure recognized by the SRC shall be given

observer status in the IEC (ONE OR A MAXIMUM OF TWO MEMBERS PER STRUCTURE)

9.4.5. The following shall be considered during nominations9.4.5.1. Fulltime registered students will be eligible to vote and

be voted for9.4.5.2. Any student affiliated and/or recognized by the SRC gain

automatic entrance to submit its candidates to contest the SRC e election.

9.4.5.3. Any interested full-time registered student shall be allowed to contest the SRC election provided that such a person submit an IEC prescribed nominations form signed by a minimum of 75 full time registered students.

9.4.5.4. Any nomination received after closing date will not be considered.

9.4.5.5. Candidates who fail to present their manifestos on the date identified for such a purpose shall be automatically disqualified from further contesting the elections.

9.4.5.6. Students at exiting level shall not eligible to contest SRC ELECTIIONS; only those who will serve for the entire term of office academically will be allowed.

9.5. DISPUTES

9.5.1. Any disputes must be handed over to the IEC/ELECTORAL COMMISSION within 48 hours.

9.5.2. The Chief Electoral Officer representing the IEC/ELECTORAL COMMISSION shall have the final decision on any dispute.

9.5.3. In case the IEC found the complaint to be valid, new elections shall be held within 48 hours.

9.6. ELECTIONS PROCEDURES FOR INSTITUTIONAL SRC

9.6.1. he elections of the institutional SRC shall be held during the induction session of the Campus SRC’S

9.6.2. The campus SRC’s shall deploy 2 members from the SRC irrespective of the portfolio to contest to contest for.

9.6.3. All campuses must have executive representation in the institutional SRC.

9.6.4. The ten (10) deployees shall amongst themselves vote.9.6.5. A candidate with the highest number of votes in a

particular portfolio shall be declared to have been successful and as the officer for that portfolio.

9.6.6. The chief electoral officer shall then submit a report of the elections to the council of Waterberg college for record keeping.

10. ARTICLE 9

10.1. MEETINGS, QUORUM AND MOTIONS

10.1.1. Regular meeting will be held with the college management at various levels.

10.1.2. Regular meetings will be held at between institutional SRC and campus SRC to discuss common issues, but at least four times in the SRC term of office;

10.1.3. student body meeting will be held at least once per quarter not unless if the motion has been passed to have such a meeting and is supported by 15% of the students population.

10.1.4. an annual general meeting will be held once a year towards the end of the term of office;

10.1.5. meetings of the SRC shall be conducted in terms of the rules of the provided for in the SRC Administrative handbook;

10.1.6. The quorum for SRC decision making body meeting shall be 25% of full-time registered students at a particular campus;

10.1.7. There is no need for quorum in the SRC student body meeting for information sharing;

10.1.8. The quorum of SRC regular meetings be 50% + 1 of office bearers.

10.1.9. A motion of no confidence shall be passed in a properly constituted mass meeting with seconder for the motion.

10.1.10. A vote will be called provided that such a motion may only be carried if two thirds majority of the students attending the properly quorating meeting vote in favour of the motion.

10.1.11. If such a motion is passed on the SRC with the quorum being met, the SRC shall effectively be disbanded and the executive committee of the council shall appoint the IEC as per article xi of the constitution to run elections.

10.1.12. The institutional SRC may not be disbanded provided that the students submit a petition signed by 75% of full-time registered students in the college to the council, through the executive management.

11. ARTICLE 10

11.1. SPECIAL MEETINGS

11.1.1. A petition directed to the SRC with at least 15% signatories of all full-time registered students shall be the automatic ground for calling students body meeting;

11.1.2. For such a meeting, compliance with notice requirements for meeting where they are applicable may be waived.

12. ARTICLE 11

12.1. TERM OF OFFICE

12.1.1. The term of office for both campuses SRC and Institutional SRC shall be the first day of February and ending on the first day of February of the following year;

12.1.2. A person shall serve on the SRC for maximum of two terms.

13. ARTICLE 12

13.1. TERMINATION OF MEMBERSHIP

13.1.1. Membership of the SRC shall be terminated if a member13.1.1.1. Submit a written resignation letter.13.1.1.2. Leave the college.13.1.1.3. Has been absent from three consecutive meeting without a

written apology.13.1.1.4. Has been found guilty of misconduct by disciplinary

committee of the SRC/College.13.1.1.5. A motion of no confidence is passed upon him/her.13.1.1.6. Is recalled by his/her party from further participation

of the SRC.13.1.1.7. Fail to pass his/her course in order to proceed to the

next academic level.13.1.1.8. In a case of termination of membership for whatever

reason a By-Election shall be held and such position shall be filled by a full time student.

13.1.1.9. Failure without a reasonable explanation that is acceptable to the ISRC or CSRC as the case may be, to carry out such duties as may be entrusted to him/her.

14. ARTICLE 13

14.1. CO-OPTION OF A MEMBER

14.1.1. The campus SRC’s and ISRC may co-opt members of minority groups where appropriate to ensure that SRC reflects the demographics of the Student Community.

14.1.2. Any member of the student committee has the right to apply for co-option into SRC with full motivation provided that the SRC committee shall sit to evaluate the application.

14.1.3. Such an application be successful in two thirds majority of the members of the SRC in question vote in favour of the application.

14.1.4. The SRC may however, not co-opt more than five members at that campus and institutional SRC levels.

15. ARTICLE 14

15.1. RECOGNITION OF STUDENT STRUCTURES

15.1.1. Application for recognition shall be made using forms prescribed by the applicable organization to the CSRC concerned, after having obtained fifty signatures from registered students in support of the formation of the organization, and a minimum of six signatures from students willing to serve on a founding committee of the proposed organization.

15.1.2. The application should include the intended aims and objectives of the organization together.

15.1.2.1. Reason why no other existing recognized student organization on the campus in question can fulfil its aims and objectives.

15.1.2.2. An action plan and programme.15.1.2.3. A budget request.

15.1.3. The proposed student organization must also submit a copy of its draft constitution, and its vision and mission statements

15.1.4. Following the submission of the application and the required documents, the student organization applying for recognition shall be required to organize a meeting of the student organization to be attended by a member of the CSRC, and to submit a record of the proceeding of that meeting together with an attendance list.

15.1.5. The CSRC secretary general will then make a recommendation on the recognition of the student organization to an ordinary meeting of the CSRC. If recognition is granted the student organization will be notified in writing within seven working days of the meeting, and will then be free to formally recruit members in its name, and to commence activities with the support and backing of the CSRC

15.1.6. If an application by an organization is rejected, full reasons for the rejection shall be supplied (in writing) to the applicants by the CSRC, no later than seven working days after the CSRC meeting at which the application is considered

15.1.7. In the event of an application being rejected, the applicants have the right to submit an appeal, together with the written notice of rejection by the CSRC, to a recognition appeals committee.

15.1.8. The constitution of the recognition appeals (RAC) shall be the Institutional Head of Student Support Services (Students) (convener), the Secretary General of the ISRC, the Head of Student Support Services for the campus concerned. The decision of the RAC shall be final. The authority of the RAC shall be limited to the issue of recognition of the organization.

16. ARTICLE 15

16.1. DISSOLUTION

16.1.1. If an application by an organization is rejected, full reasons for the rejection shall be supplied (in writing) to the applicants by the CSRC, no later than seven working days after the CSRC meeting at which the application is considered. The student community shall be entitled to decide on dissolution of the SRC provided such a move is supported by the majority.

16.1.2. The campus SRC may be dissolved by two thirds majority votes of student body at the meeting called for the purposes. The notice calling such a meeting shall state that the purpose of the meeting would be to dissolve the SRC and further be subjected to a referendum.

16.1.3. When dissolution has taken place within such extraordinary circumstances the Executive Committee of the Council shall appoint the IEC as per the provision of the Constitution.

17. ARTICLE 16

17.1. SRC PRIVILEGES

17.1.1. The privileges of members of the ISRC and CSRC’s as the case may be are as determined by Council on an annual basis.

17.1.2. Privileges shall be as per the applicable policy dealing with SRC privileges.

18. ARTICLE 17

18.1. AMENDMENTS

18.1.1. Any amendments to this constitution shall be affected only if two thirds of majority of the four campus SRC’s and Institutional SRC property mandated by the majority of students in respective campuses vote in favour of such an amendment.

18.1.2. Amendments of the SRC Constitution shall be affected at Constitution Review Summit comprising of 15 delegates from the FOUR campuses the number of includes the institutional SRC member, along with representatives from different student structures faculty representatives

18.1.3. Any Amendments shall be reduced into writing and signed by the council Chairperson, president of the Institutional SRC and College principal and be sent to the College Council for ratification.

POLICY ON SRC BENEFITS

This policy and its rules, guidelines and procedures shall replace all previous policy and/ or circulars pertaining to SRC benefits.

1. POLICY STATEMENTIt is the policy of the College to regulate the determination of SRC benefits.

2. DEFINITIONS2.1. Official SRC Business - means any official event, activity,

invitation according to a resolution of an official meeting of the SRC, and which includes such activities, events and invitations as approved by the applicable Students Support Service office.

2.2. SRC Benefits - means the benefits determined in this policy.

3. RULES3.1. The determining and approval of this policy shall be dependent

on a resolution by Council.3.2. The office of the Vice Principal or any office delegated by

the Principal may impeach any of the SRC benefits, based on the following:

3.2.1. If it is proved that an SRC member(s) is negligent, unwilling or incapable of fulfilling his/ her duties as a member of the SRC. If there is sufficient proof that such benefits are being abused by the SRC member(s) concerned

3.2.2. The Student Support Services office responsible for the SRC shall have the following duties, namely to ensure-

3.2.2.1. That members of the SRC receive the benefits determined by policy

3.2.2.2. That all beneficiaries are members in good standing, as contemplated in the SRC Constitution

3.2.2.3. That those benefits are applied for official SRC activities and

3.2.2.4. That abuse of such benefits be dealt with in terms of the rules and regulations of WATERBERG COLLEGE

3.2.3. Only elected SRC members that meet the constitutional requirements of membership of the SRC benefits.

4. BENEFITS OF THE SRC MEMBERS OF WATERBERG FET COLLEGE

4.1. Corporate Clothing: 4.1.1. All SRC members shall be provided with a tie, shirt,

blouse, official blazer, sweater, tracksuits and trouser/ skirt as the official uniform of the College.

4.1.2. Any other clothing to mark a specific event for marketing purposes shall be budgeted for in the events/ projects budget plan and shall be deemed not to the official SRC corporate clothing of Waterberg FET College.

4.2. Academic Support/Financial Aid

4.2.1. SRC members who are not beneficiaries of any bursary or financial aid scheme, shall be entitled to an internal College Financial aid.

4.2.2. SRC member who paid their tuition fees during their term of office, shall qualify for reimbursement upon successful completion of their academic term.

4.3. Residential Support 4.3.1. All ISRC and CSRC member shall qualify for a 100%

discount on the College’s accommodation fees, in those campuses where there are residences

4.4. Communication Devices

4.4.1. SRC member shall use the available office telephone land lines and shall each receive a R100 voucher per month. The system to be used will use a code appropriated to each SRC member.

4.5. Transport

4.5.1. Transport will be allocated to SRC members for official business according to the College’s transport policy for students, as contemplated under in student’s rules and regulations of WATERBERG COLLEGE administrative policy. There shall be a dedicated SRC vehicles reserved for use by the SRC over and above the common vehicles used by all. It is envisaged that the vehicle in question will be a tata and a designated driver will be identified

4.6. Stipend Incentive

4.6.1. An annual-based incentive at the end of the term of office shall be paid to all SRC members based on the approved tariffs for SRC benefits. The amount to be paid shall range from R2,000 (CSRS) R3,000 (ISRC) per term of office.

All approved SRC benefits shall be budgeted for in the operational budget of the College.
