THE YES TRUST

The Youth Engagement Schools (YES) Trust had successfully won a bid to establish a specialist day, co-educational, special school – The Axis Academy – on the former Lodgefields Primary School site in Crewe. It will admit 48 Students with EHC Plans, in the 4 to 16 age range, whose primary needs are Social, Emotional, & Mental Health (SEMH) related. Given the typical challenges and difficulties these children and young people face, and in response to the East Cheshire LA specification. We aim to achieve far better outcomes with our specific cohort than is possible for local schools by improving each learner’s life chances allowing them to thrive in modern Britain.

The Wider Vision of the Trust: Fundamentally, the YES Trust’s ambition is to help as many young people requiring specialist support within education as possible. The Trust is relentless in driving the development of successful, resilient, lifelong learners. We strive to make sure that all learners under our care experience an exceptional education, underpinning our unwavering view that every student can succeed.

The Axis Academy will be the latest addition to join the Youth Engagement Schools Trust following the success of our founding school, The Fermain Academy who received an Outstanding grading during their 2018 inspection. The Fermain Academy has exciting plans to expand into a Multi Academy Trust and spread its already demonstrated high-quality practice and whole-child approach to learning (academic, personal, social, emotional) into new provisions and expansion. Recruitment of passionate staff, further developed in our own training programme, means we grow our staff, drive each school’s ethos, support core principles, and drive the highest expectations of progress. In this environment, students not only re-engage with learning, but also enjoy, achieve, and leave as successful, informed individuals.

THE AXIS ACADEMY – Our vision and ethos

The Axis Academy will work constantly to provide excellence for every student. With a highly-trained, specialised team, we will support the entire cohort’s needs, particularly focusing on those students with mental-health issues, needing a safe, but aspirational, environment to recapture an often lost passion for learning and creativity.

‘Axis’ represents far more than just a name for a school. It neatly summarises our vision for the Academy, and expresses the ethos for education we strive to provide; an ethos focused on positive achievement and success at every stage.

Axis – Centre: Student-centred education. Axis – Turning Point: Specialist curriculum; engages, inspires and achieves. Axis – Support: Individual support plans engendering emotional resilience. Axis – Direction: Successful learning; leads to positive destinations at post-16

Axis – Centre: Each student is the centre of their education, making the experience as personally tailored as possible and providing the right environment for all to succeed.

Throughout the Academy we employ ‘Quality First teaching’, building upon the effective planning of learning and skilful design of learning activities, and the efficient and effective tracking of student progress. We continue to develop and extend our approaches to the curriculum and our learning offer, through a personalised approach to learning. We closely match learning with students’ aptitudes. A common theme is the focus on ‘Stage’ not ‘Age’, whereby knowledge, skills and understanding are considered using an overview of ability stages.

Axis - Turning Point: We are intending to provide a much-needed, specialist provision with effective curriculum to students who have previously struggled to find any success.

Emotional Well-being and Resilience curriculum: In order to create a highly focussed provision, every detail of the Academy’s education plan has been developed in collaboration with students, parents, and experienced professionals. It draws on the experience of existing research, known successful strategies, and recognised qualifications to create an inspiring educational experience for every learner. We will be pioneering in our approach to whole-school emotional intelligence coaching and support, working closely in tune with current developments within Cheshire East – eg, the new CAMHS self-harm pathway, and the Emotionally Healthy Schools initiative. In addition, close connections with medical needs teams and the NHS will help all students get the best-available therapeutic and mental health support needed to become effective and resilient communicators.

Axis – Support: ALL students get the support needed to become emotionally healthy, and to grow both personally and socially, by means of detailed Individual Learning Plan’s (ILP’s) and a mix of in-house and linked support services.

The Axis Academy will stand apart from existing local provision. It will develop a highly-specialised curriculum to support students’ specific needs, particularly focused towards students with Mental Health difficulties and aim to inspire learning for any ability. Staff will be supported by an effective Executive Leadership Team (ELT) and Senior Leadership Team (SLT) working collaboratively to develop high-level plans, resources, and strategies for teaching. They will draw on the experience of other SEMH schools, personal expertise, external support agencies, and recent academic research. As a result, the curriculum will incorporate focused programmes of study in a multi-functional approach using challenging yet achievable student targets and well-informed IEPs. These SMART targets) will focus on developing aspirational personal growth so each student, no matter what her or his age or ability, is supported to overcome their difficulties and are able to find an optimal framework to excel, achieve and become a lifelong learner, contributing to the community and modern Britain.

The Axis Academy will be following the 8 key principals as documented by Public Health England to ensure our Academy is promoting a whole school approach to emotional health and well-being.

The Axis Academy will be working collaboratively and cohesively within our community working alongside various agencies to ensure the best possible outcomes for our students and their families.

A Reflective Practice

The Axis Academy will regularly monitor, review and adapt our approach to ensure each student makes progress. Student progress will be monitored holistically, acknowledging and celebrating academic, social and emotional development.

INITIAL PHASE – OUR BID

The Local Authority identified that they needed to increase specialist provision in our borough as the amount of provision did not match the needs of the children and young people. It was highlighted that a large number of students were having to endure long journeys; one in five pupils attending specialist provision have a journey over 45 minutes each way. Half of those attending a special provision are attending outside our borough. All of our children and young people who attend independent schools or non-maintained schools (more expensive placements) are attending specialist provision, so by increasing the specialist capacity within our borough the local authority can reduce placement and travel costs and make better use of their resources, as well as increasing choice for families, reducing journey times, and increasingly supporting pupils to be part of their local community. Based on the needs in our borough, and the gaps in our provision shown in the local authorities Sufficiency Statement, the local authority developed a proposal for what specialist SEN provision we thought we should develop in Cheshire East. As a trust, The YES Trust then entered a bid to fill this gap and provide a specialist and bespoke education for students with specific mental health needs.

STATUTORY CONSULTATION

The Axis Academy are keen to be an integral part of our community. Our consultation ensured a wide variety of stakeholders were informed of our plans and allowed us to capture feedback. The statutory section 10 consultation commenced on Wednesday 2nd October 2019 and finished on the 20th November 2019. Completion of the consultation period was amended from the 13th November to allow for the school holidays. Information provided to stakeholders took the following forms:

1. Public consultation document (please see Appendix 3). This document was madeavailable in digital and printed form and introduced the Trust, introduced key staff members, the vision, ethos and proposal for the new school, admission information and key information on the consultation process. It also provided information on how stakeholders could give feedback as well as come to face to face meetings to have their questions answered and share their views.2. The Axis Academy Website provided information about the proposed school, the consultation process and a downloadable consultation document as well as a copy of the questionnaire (please see Appendix). was made available.3. Two drop in sessions were held at Queens Park Golf Club on Friday 11th October 2019 10am – 2pm and Monday 21st October 2019 4pm – 8pm. This was to ensure that as many people as possible had the chance to attend and access further information. 4. Posters (please see Appendix 5) were displayed in local business premises as well as local community centres. This provided information on our proposal, images of the proposed school as well as information on the consultation process. 5. Emails (please see Appendix 2) were sent to Cheshire East nurseries, schools and colleges providing copies of the consultation document and copies of the questionnaire.6. Meeting were held with various stakeholders before and during the consultation period, these included a meeting with NHS, CAMHS and Early Help on Wednesday 23rd October 2019, Visyon on 24th September 2019, Active Cheshire 21st October 2019, CWP Emotionally Healthy Schools on Friday 4th October. Ruby’s Fund on the 2nd October, The Cheshire East Early Help Together Board on 24th October 2019 and visits to local primary schools. Plus, various meetings with the SEN Team and Medical Needs Team throughout the process (see Methods of Consultation). 7. A feedback request was published in the Cheshire East Schools Bulletin on 14th October 2019 (please see Appendix 6). 8. Social Media accounts were set up to promote the school and request feedback during the consultation period.9. A letter was posted to 150 residents (please see Appendix 1) along with a copy of the consultation document and a questionnaire.

THE AXIS ACADEMY – RESPONSE TO FEEDBACK

The feedback received was overwhelmingly positive, with the majority of respondents feeling the provision was much needed to meet the needs of the most vulnerable children in the Cheshire East area. However, the consultation period did highlight the following concerns:

Traffic congestion Parking issues Pupil behaviour in the community. Littering.

The YES Trust are keen to be an asset to the local community and would like to ensure am open line of communication with the community so we can work cohesively.

Traffic Congestion

Once established the school will cater for 48 students at full capacity. All students will have an Educational Health Care Plan and therefore will be in shared transport. This will minimise vehicles at key points through the day, in particular at the start and end of school. The Axis Academy also plans to have an earlier start than most schools, this will ensure that the traffic in the area will not coincide with peak traffic flow.

Parking Issues

The plans for the Axis Academy include ample parking facilities on school grounds, this will ensure no staff, visitors or parents will be using the road to park. This will minimise the impact on local residents.

Pupil Behaviour in the Community

The Axis Academy will have high expectations of behaviour. Although our students have been disengaged from mainstream education, this will be due to their specific mental health needs and anxieties. Staff will be supporting student’s specific needs and ensuring bespoke packages of care and education. A mentioned above, students will be transported to school and once in the building, will not be outside the school site without a member of staff. Students will be provided with lunch and breakfast in school and so will not be out of the school during these times. The Axis Academy are keen to keep an open dialog with residents and if there are any issues or concerns we welcome your feedback and we will ensure that any issues are remedied at the earliest opportunity. The Axis Academy will also hold open days, we understand the importance of positive relationships and we hope residents and other interested parties will be in regular contact with us and in attendance of our open days.

Littering

Littering is not expected to be an issue for the local area, students will not be out of the school grounds, without adult supervision and will be collected from inside the school grounds by transport at the end of the day.

CONCLUSION

The majority of the people who attended the consultation events and who provided feedback forms were in support of The Axis Academy, as well as its vision and ethos. Respondents felt the school and its specialty was “much needed” and recognised how difficult it must be currently for students and their parents, currently attending schools out of area.

Attendance at the consultation events were wide ranging, 5 families attended, representatives from two schools, 3 local residents as well as representatives from the Medical Needs Team. This shows that the consultation did raise awareness and spark interest of the Axis Academy among a broad range of local people.

The responses to the consultation were broad ranging from comments on congestion and car parking, to queries on the behaviour of pupils. However, an overwhelming majority of responses were positive and encouraging and agreed that the Secretary of State should enter into a funding agreement with The Youth Engagements Schools Trust. All responses were fed back the Chief Executive and the trusts Director of Finance.

NEXT STEPS

Following our S10 Consultation our next steps are as follows:

The building work for The Axis Academy is due to begin, week commencing the 9th December 2019.

The Axis Academy’s head teacher, Mrs Emma Colley, has been appointed and is due in post 1st January 2020.

All information as well as a copy of this document will be available on our website. The website, as well as our social media sites will be kept up to date with plans and processes as the build progresses.

The Pastoral Lead, Mrs Lorna Lockhart will continue to work alongside the Local Authority and SEN Team to identify potential students and begin their staged transition to The Axis Academy.

The staff Team at The Axis Academy will continue to work closely with all stakeholders and local schools to build positive and strong relationships within the community.

1st October 2019Dear Resident,

Our proposal for the opening of The Axis Academy has now progressed to the pre-opening phase. We are now required to undertake a public consultation period. The Axis Academy will be the latest addition to join the Youth Engagement Schools Trust following the success of The Fermain Academy in Macclesfield who received an Outstanding grading during their 2018 inspection.

The Axis Academy is planned to be built on the former Lodgefields Primary School site in Crewe. The Axis Academy is a special educational needs school for students with an Educational Health and Care plan (‘EHCP’) for social, emotional and mental health difficulties. The academy will provide 40 places for students focusing on supporting those students with specific mental health needs. The Axis Academy will be based in Crewe and will Initially support students in Year’s 5 to 8. However, moving forward, the school will support children aged 4 to 16.

The Youth Engagement Schools Trust would like to hear from the local community in the coming weeks to help inform the decision from the Secretary of State on whether to enter into a Funding Agreement with the Trust.

We are keen to hear your comments so that we can offer feedback to ensure The Youth Engagement Schools Trust and The Axis Academy are meeting the needs of the communities we serve. We are passionate about ensuring the best possible outcomes for the vulnerable students we are looking to support and educate.

We will record all views shared with us during the formal consultation period running from Wednesday 2nd October 2019 to Wednesday 20th November 2019.

addition to join the Youth Engagement Schools Trust following the success of The Fermain Academy in Macclesfield who received an Outstanding grading during their 2018 inspection.

The Axis Academy is planned to be built on the former Lodgefields Primary School site in Crewe. The Axis Academy is a special educational needs school for students with an Educational Health and Care plan (‘EHCP’) for social, emotional and mental health difficulties. The academy will provide 40 places for students focusing on supporting those students with specific mental health needs. The Axis Academy will be based in Crewe and will Initially support students in Year’s 5 to 8. However, moving forward, the school will support children aged 4 to 16.

The Youth Engagement Schools Trust would like to hear from the local community in the coming weeks to help inform the decision from the Secretary of State on whether to enter into a Funding Agreement with the Trust.

We are keen to hear your comments so that we can offer feedback to ensure The Youth Engagement Schools Trust and The Axis Academy are meeting the needs of the communities we serve. We are passionate about ensuring the best possible outcomes for the vulnerable students we are looking to support and educate.

GOOD NEWS

The Fermain Academy is the founding school of The Youth Engagement Schools Trust. The Fermain Academy opened as a brand new Alternative Provision free school in September 2015. With facilities to cater for up to 60 students aged 13-16 at any given time, the academy is a safe place of learning for those who, for whatever reason, have become disengaged from mainstream education.

Whatever the amount of time a student spends at The Fermain Academy they are guaranteed a structured and positive learning experience, and an outstanding dedicated team able to provide emotional support in a safe and supportive environment. At The Fermain Academy we live by the following core principles, which run through everything we do.

•We provide a supportive environment to allow all students to learn and develop in their own way to reach their full potential

•We prepare students for reintegration into mainstream education, where it’s appropriate to do so

•We improve each student’s behaviour and attitudes towards their peers and adults

•We reinforce each student’s self-esteem, self-confidence and integrity.

Within Cheshire East there is a need to provide an education for children with Mental Health difficulties. These children are currently having to travel out of the local authority to attend a school that is able to meet their needs or alternatively are not currently in any form of education. Our aim is to fulfil that gap and ensure that the most vulnerable children within our authority are offered a nurturing and aspirational setting to reach their full potential.

The Axis team are passionate about providing opportunities for those students currently out of education or those who are not coping within the mainstream setting. Our aim is to work consistently to provide excellence for every student. With a highly-trained, specialised team, we will support each student’s individual needs, particularly focusing on those students with mental-health issues, needing a safe, but aspirational, environment to recapture an often lost passion for learning and creativity. We will be pioneering in our approach to whole-school emotional intelligence coaching and support, working closely in tune with CAMHS, the SEN Team and other relevant agencies. Our aim is to offer a holistic and individualised education for each of our students.

The Axis Academy will offer a nurturing, therapeutic educational setting. Each student will have an Individual Learning Plan as well as a Therapeutic Care plan. Our Pastoral Lead will be looking to support each child and their family from our initial meeting, building a profile ensuring that each member of staff know each child well and can adapt their approach accordingly to reflect the needs of the student. As well as in-house support, staff will be working closely with a number of outside agencies to ensure holistic support for students and their families.

Proposed School Day

The Axis Academy is a special school which provides 40 places for children of both sexes in the age range 4 - 16 with Social, Emotional and Mental Health diagnosis and EHC plans

For a child to be admitted, the school must be named, by a local authority, in the child’s EHC plan.

Parents wishing their children to benefit from our provision should ask their local authority to name our school in their child’s EHCP.

A local authority can also refer a child to the school to be assessed for an EHCP plan or following a change in the child’s circumstances for his or her needs to be assessed or reassessed. Any assessment should be completed within the 20 weeks set out in the SEND code of practice.

Children being assessed for an EHCP will be dual registered and return, full time, to their mainstream school if the LA decides not to issue an EHCP.

The Youth Engagement Trust would like to open The Axis Academy (SEMH 4 – 16) in September 2020. The school will admit 40 Students with EHC Plans, in the 4 to 16 age range, whose primary needs are Social, Emotional, & Mental Health (SEMH) related. Given the typical challenges and difficulties these children and young people face, and in response to the East Cheshire LA specification. We aim to achieve far better outcomes with our specific cohort than is possible for local schools by improving each learner’s life chances allowing them to thrive in modern Britain.

It is a requirement for the Youth Engagement trust chosen to run the school to hold a consultation set out by Section 10 of the Academies Act 2010. We are consulting on our plans to provide further information for the Secretary of State to support our application to enter into a Funding Agreement to ensure the school can open.

Our consultation period will run from Wednesday 2nd October 2019 to Wednesday 20th November 2019. During this time we will be inviting all stakeholders, prospective parents/carers and students, professionals, as well as the members of the local community to share their opinions on the proposals for The Axis Academy.
