Background

Ladkrabang District was formerly named Amphoe Saensaeb in Meenburi Province. Later, the name was changed to Amphoe Ladkrabang on August 6, 1927. When Meenburi Province was integrated with Bangkok, Amphoe Ladkrabang was under the control of Bangkok. Then, on 1st of October in 1938, the Ministry of Interior changed the name from Amphoe Ladkrabang to Ladkrabang Sub-district. Until March 6, 1957, it was named Amphoe Ladkrabang again. On December 13, 1972, the word Amphoe had to be changed to Khet or District because Amphoe Ladkrabang became a part of Bangkok. Since December 14, 1972, Amphoe Ladkrabang, therefore, has been called Khet Ladkrabang or Ladkrabang District.

*Amphoe and Khet are the second level of administrative subdivision as a “district” of Thailand. However, Amphoe is used for other provinces apart from Bangkok which uses Khet since it is the capital city of the country.

General Data and Statistics

Lad Krabang District has the total area of 123.859 square kilometers or around 77,406.1 rais. It is the eastern border of Bangkok. The area is connected with other areas as follows:

The north of Ladkrabang District is connected to Meenburi and Nongchok Districts.

The south of Ladkrabang District is connected to Bangphlee and Bangsaothong in Samutprakarn.

The west of Ladkrabang District is connected to Prawase and Saphansoong Districts.

The east of Ladkrabang District is connected to Meaung District,Chacherngsao and Bangbor in Samutprakarn.

The geographical condition is generally rice fields. The area around two thirds consist of agricultural areas surrounded by 65 canals. These canals are used for irrigation and transportation. Another important feature of Lad Krabang District is the catchment of water areas in the East of Bangkok resulting in frequent flood problems.

The administration is divided into 6 Sub-districts as follows:

Transportation

The main routes used in the transportation are divided into 2 types as follows:

1. Internal transportation routes. Previously most people used the rivers as the main routes for transportation. However, nowadays many roads are constructed for people to conveniently connect to one another. Therefore, people turn to travel by cars rather than boats. Only in some areas, people can commute by waterways.

2. External transportation routes and the routes between the areas. Most people use automobiles and railways to commute to the center of Bangkok and neighboring provinces.

Buses passing Lad Krabang District Office are 517 (with air-conditioner), 1013 (with air-conditioner), 1013, 143, 151 and several lines of vans.

8 Main Roads

There are 8 main roads which are:

1. Onnuch-Ladkrabang Road connects Lad Krabang District with Prawet and Phrakanong Districts (under the responsibility of Department of Public Works)

2. Romklao Road connects between Lad Krabang District and Meenburi District (under the responsibility of Department of Highways)

3. Chalongkrung Road (Lamplatiew Road) connects between Ladkrabang District and Nongjok District (under the responsibility of Department of Public Works)

4. Chaokhuntaharn Road connects between Romklao Road and Chalorngkrung Road (under the responsibility of Department of Public Works)

5. Luanphaeng Road connects between Onnuch-Ladkrabang Road directly to Chacherngsao Province (under the responsibility of Department of Public Works)

6. Kingkaew Road connects between Onnuch-Ladkrabang Road and Bangna-trad, Samutprakarn (under the responsibility of Department of Highways)

7. Kumthong-Lamtoiting Road

8. Bangkok- Chonburi (Motorway)

Railways. There are eastern-line trains running past Lad Krabang Railway station, Hua Takae Railway station and Luangphaeng Railway station.

The Airport Rail Link. The sky trains connect the Suvarnabhumi Airport to Phaya Thai station. The station is called Lad Krabang located next to Lad krabang railway station.

Occupation

The topography of the Lad Krabang District is abundant for agriculture. The industrial estates in the area are Lad Krabang Industrial Estate and Numkrai Industrial Estate by the Industrial Estate Authority of Thailand and with private sectors’ investments.Thus, most people are turning into employment, and others pursue their careers in agriculture, commerce of private business, and others.

The District Office has the following authorities: administration; registration; making district development plan; provision and maintenance of land, water, and drainage; the availability and control of the market, jetty, car ferries, parking lots; infrastructure and other construction; construction and renovation of temples and public assistance; promoting of training and occupations; investment promotion; tourism promotion; provision of education; social administration; improving quality of life; maintenance of local artistic, tradition, local wisdom and the local culture; preparation of a museum; improvement of the slums and housing arrangements; provision and maintenance of recreation facilities; sports promotion; promoting democracy, participation of the people ; cleanliness and tidiness of the city; public health; family health; the availability and control of cemeteries and crematorium; animals house, security; orderliness and health; theater and other public places; protection, maintenance and making use of land, natural resources and environment; city planning ; traffic engineering; preservation of the public places; building control; prevention and security of life and hazard; enhancing, support, protection and security of life and property; environmental management and pollution; revenue collection; enforcing compliance with the Bangkok Metropolitan Administration provisions, or other laws require the authority of the Bangkok Metropolitan Administration, and other duties as assigned.

The section has the following authorities; ruling, administrative registration (including registers, wills, charity registration, association registration, Islamic Mosque registration, shrine registration, beast of burden registration, legal transactions and contracts); cremation supporting; personnel investigation and certification; prevention and mitigation of public hazard; elections; referendums and public hearing; making development plan for the district; consumer protection; public information service and management; personnel management and welfare; public relation; complaint reception; radio communication; meeting; volunteer; civil defense; civil scout work; the masses work; mobile district work; District Council work; provincial government office work; strategic tasks; policy, planning and evaluation; general administration work; document and administrative work; assistant director affairs and secretary; ceremonial work; facilities and building security work; general vehicle work; information work; general routine public work of the district office; tasks not being defined as a function of any particular department, and other related or assigned tasks.

2. The Registration Division

The section is responsible for providing registration work including the reports of population such as reporting birth, death, moving in, moving out and identification cards. General registrar includes family registration certificate, registered name, lost for eligible voters, and action recordings to the law.

3. Public Work Division

The section is responsible for construction, repairing and improvement of school, roads, alleys, public sidewalks and road surface, public facilities and pedestrian crossover bridge; allowing pavement stone cutting; granting permission to act in various public of agencies; infrastructures; expropriation and ownership of the land in the project area enclosed of the district office area for construction or road connecting alleys, lane; maintenance of public and private space which consent people for common usage; maintenance of ditches, canals, water drainage, bridge over canal; preventing and solving flooding problems; cooperation with the Department of City Planning and prepared different types of city planning and controlling as assigned; declaration of fire surrounding area and specific diagram; monitoring and control of land usage; determination of area to be classified as specialized area within the district; establishment, installation, repairing , monitoring and cleaning of lane labels, traffic signs and curved mirrors; painting of pavement edges; painting road lines including the diagonal yellow lines; making slow down bumpers; installing guard-rail, road component devices and bike lane; survey and design or estimation for budget requested; budget management; procurement; controlling the construction; repairing; improvement or maintenance to the contract or responsible authority; and other related or assigned tasks.

4. Environment and Sanitation Division

The section is responsible for food sanitation; sanitary for area and establishment causing hazardous to health; sanitation for market, selling and storage of food; environmental sanitation; general sanitation to standards for sanitation and hygiene; controlling the distribution of goods in the public areas or pavements; pollution control; development, control and conservation of environment; empowering consumers and create or extend participation network on health consumer protection; eradication of insects and pest; animals feeding or grazing control; controlling, managing, destroying, prohibiting, preventing and restraining potential nuisance event in a public or private place; permitting the use of amplifier; licensing for cemeteries and crematorium; fuel stations; duty under the law such as the food law; the use of volatile substances; protection of non-smokers, factory, etc. ; and other related or assigned tasks.

5. Revenue Division

This section is responsible for income operations including property tax, local tax treatment and tax label, get a notification list for tax payment in three categories, determines the size and use of buildings and land, check the size and type of sign for tax assessment, intensive monitoring of recipients who do not submit the assessment and payment of taxes due, seize property for unpaid levied by regulatory of Bangkok and sale of the property pending Tax Act 2556, prepare notes on tax assessment on the case evaluation request for reassessment, record keeping on collecting, and duties associated or assigned.

6. Cleanliness and Parks Division

The section has the authority to keep the city clean and tidiness; preservation of environment; waste collection (except waste in the Chao Phraya river, touring boat and cargo); sewage pumping; grease pumping and transferring; fees collection; solid waste and filth collection; tree planting and caring; granting permission for trees cutting and digging in public; setting up plan to plant trees and green spaces in the district; cleanliness of ancient remains, importance of historic and artistic places; enhancing protection and mitigation public , and other related or assigned tasks.

7. Education Division

The section has the authority on policy promotion; supporting and coordination of school; provision of education in line with policies and national education standards using school as the coordination base; checking, inspection, filtering personnel management tasks; teachers welfare; educational personnel of schools in the area in charge proposing to the hierarchical superior; school ages population data analysis for planning and enrolling the individual student in each level; checking and preparing list of children to compulsory education and sending to school responsible in the area to prepare for students enrollment; coordinating, monitoring and summarized results for children enrolled in the school in the district area; collecting, studying, analyzing and screening educational information proposed to the district director; information services and public relations for education tasks of the district; planning and implementation on mobilizing resources from supporting source; systematic coordination and data collection of related resources that support education, both public and private local residents; enhancing and supporting of student activities in school; enhancing and supporting on searching and appointing Basic Education Committee; promoting and developing knowledge and capability for work operation and evaluate the work operation results of the Basic Education Committee; coordinate the data survey; promoting disable, disadvantaged and autistic children with education related agencies; carry out the mission of the Academic Center.

8. Financial Division

The section is responsible for budgeting, financing, accounting, and procurement of stock materials disbursing from budget of Bangkok Metropolitan Administration government subsidy fund, off-budget funds and any other funds (including money receiving and disbursement sending money to BMA Finance Bureau, money keeping, preparation of various accounts and registration, proofing of payment, preparations of monthly financial budget and disbursement list of various agencies, preparation of financial report to due date, analysis financial reports for management, checking financial report of agencies, preparing the annual budget, controlling and disbursement plan arrangement for management, budget management, follow-up the budget implementation, procurement and control of inventory, control of property, government finance and fiscal management to electronic system); operation on information systems projects and computer systems networks of BMA (MIS), totally 9 systems (including Budget System, Financial System. Accounting System, Assets Accounting System, Purchasing System, Employment System, Payroll System, Central Inventory Management System, Fuel and Lubricating Management System); information management and reporting of budget overview; finance and fiscal; inventory and assets of the agency, and other related or assigned tasks

9. The Municipal Official Division

The section is responsible for enforcing compliance with the provisions of BMA and other laws that define the powers and duties of BMA; supervision and taking care of orderliness of the city, promote safety of life and property of the people; support and enhancing protection and mitigation of public hazards; general legal work; lawsuit related work and coordination with the police in connection with the case, and other related or assigned tasks.

10. Division of Community Development and Social Welfare

The section is responsible for the implementation of community development, on the physical, economic, social, health and quality of life; promotion of the participation of people; empowerment of community leaders, community organizations and community networks; development of environment, and housing; provision of public organizations in the form of community committee to promote and support the establishment of a cooperative community; coordination with other agencies to provide temporary habitation; career promotion; provision of product distribution sourcing; operation of vocational training center; promotion of establishment of administrative center for family saving management; operation on drugs; supporting women, elderly person, disadvantaged people and victims; supporting safety protection and enhancing children behavior; regulating the nursery and orphanage center, sports center and stadium operations; allowance for the aged and disabled services; recreation activities in music, sports, libraries, etc.; youth council work; conservation and promotion, dissemination, restoration and maintenance of the local artistic, tradition, local wisdom and culture; district culture council work; local museum work; tourism promotion and development of tourist places; support and coordinate joint operations with cultural network; recreation and tourism; consulting, and technical advice on agriculture and agricultural environment for agriculture; implementation on service and technology transfer agricultural centers, and other related or assigned tasks.

11. Elementary Schools

The section has authority and responsibilities for school administration in terms of basic education which must be complied with the laws and regulations of the government and of the school, and other related or assigned tasks.

12. Secondary Schools

The section has responsibilities for the administration basic education at secondary level to comply with the laws and regulations of the government and of the school, and other related or assigned tasks.

National Library Ladkrabang Chalermphrakiat

The National Library Ladkrabang Chalermphrakiat is under the administration of the National Library of Thailand. In the past two decades, the expansion of population in Bangkok required more spaces for studying and researching. Therefore, there was a project to establish the National Library in 4 places in Bangkok. The National Library Ladkrabang Chaloemphrakiat was the first library of the project. The library is located at Protpittayapayat School under the control of Ladkrabang District office. The school shared the land for 5 rais for the construction. In the library, you can find many research papers and academic documents which are as old as 15 years. One of the most interesting and cultural aspects of art is an ancient Tripitaka cabinet and a room decorated in old Japanese style. Furthermore, a lot of local publications both in the form of books and videos are provided, such as a diary of Chaokhunthahan, a significant person of Ladkrabang district. The library has not only many old sources, but also the updated ones.

Ladkrabang Discovery Learning Library is a place where information sources are located. People can sit back, relax, and read here with in great atmosphere. To be a member of the library, you can register with only 10 Baht for a year. The library provides a variety of books such as academic books, comics, encyclopedias, and magazines. Additionally, there are a lot of CDs and DVDs which are all beneficial for learners. You can borrow them to study languages, experiments, and also movies. If you want to search anything online, there is a free connection through high-speed Internet. Moreover, you can enjoy drinking coffee and other beverages with reasonable prices. In addition, children and people who are interested in activities can participate in drawing, painting, and invention class on weekends.

Ladkrabang Youth Center

Ladkrabang Youth Center is where everyone, especially for people under 18 years old, can enjoy a lot of sports. In the center, there are more than ten trainers who specialize in sport training and nutritional control. They are always available to give you advice about how to stay healthy. It is not only the place for the youth, but for the adults as well. The fitness center has a variety of physical training machines. Also, for people who do not like to stick up with the machines, you can have fun with activities like aerobic dance, ballroom dance, and yoga. In the evenings, people like to play soccer the most. Since there are professional coaches who are the volunteers from the European and African countries, adults and children will come to practice and gain many useful skills from them. Only 40 Baht for a year, you will definitely get much more benefits than the price you have to pay.
