To welcome Stephen Jones Chief Officer Streetscene and Transportation and Anthony Stanford Highways Strategy Manager, Flintshire County Council who will provide an update to members on the proposed improvements to Victoria Road and Alexandra Road area following the recent public consultationevents and ongoing discussions with Local Members. A further drop in event will be scheduled early in December allowing local residents to view final proposals.

11. BOUNDARY COMMISSION FOR WALES: REVISED PROPOSALS REPORT 2018The Commission has published its Revised Proposals for changes to Parliamentary constituencies in Wales.
The Commission's Revised Proposals Report was published on 17 October 2017 and is available on the Commissions' website: www . bcw2018 . org . uk or at 54 public locations across Wales.
Representations about the Revised Proposals should be made within 8 weeks of publication. As the proposals have been published on an all-Wales basis, the Commission ask that all representations make it clear which area or areas they concern. All representations received by the Commission will be acknowledged. The representation period will end on 11 December 2017.
12. WELSH GOVERNMENT CONSULTATION - PROPOSED AMENDMENTS TO THE LOCAL AUTHORITIES (CAPITAL FINANCE AND ACCOUNTING) (WALES) REGULATIONS
The Local Authorities (Capital Finance and Accounting) (Wales) Regulations 2003 contain provisions for capital finance and accounting controls, including the rules on the use of capital receipts and what is to be treated as capital expenditure. They also modify the application of some financial accounting standards to prevent adverse impacts on authorities' revenue resources.

Proposed amendments that would:
• Relax current constraints and put local authorities in Wales on an equivalent footing to those in England as regards loan capital transactions, specific share capital transactions and bonds
• introduce a new regulation to ensure that the use of securitisations is on an equal footingwith borrowing and other forms of credit
• extend to April 2020, local authorities' ability to not charge back-payments for equal pay claims to their revenues until the payments are due.
This consultation also seeks views on the impact on local authorities in Wales of the proposed application of International Financial Reporting Standard 16 from January 2019.
13. PRE-DEPOSITPROPOSALS PUBLIC CONSULTATION (PREFERRED STRATEGY) FLINTSHIRE LOCAL DEVELOPMENT PLAN 2015-2030
The Flintshire Local Development Plan (LOP) will set out where new development goes in the future as well as planning policies which define how development should happen, on a range of land use issues. This plan will cover the 15 year period 2015 to 2030.
The Preferred Strategy is the first part of the Flintshire LDP. It sets out the broad approach that the LDP intends to take in order to ensure that development in the County takes place in a sustainable way. A more detailed second part of the plan (the Deposit Plan) will follow at a later date.
Copies of the Pre-Deposit Proposals documents will be available for public inspection from Thursday 9th November until Thursday 21st December 2017, County Hall reception, Mold Connection office Mold Connect office and at Mold Library (library dates 30/11-21/12) or online www.flintshire.gov.uk/ldpComments on the Pre-Deposit proposal documents, the candidate sites assessment and othersupporting information, as well as the submission of the alternative sites, must be made in writing and received by Flintshire County Council by 5pm on Thursday 21st December 2017.
14. MOLD CHORAL SOCIETY
Mold Town Council have received a request from Mold Choral Society inviting the Council to become a Patron of the Mold Choral Society.
Mold Choral Society is Flintshire's biggest mixed voice choir with around 70 voices strong and is a bi lingual choir based in Mold, they rehearse at Bethesda Chapel, New Street Mold.
Mold Choral Society is a volunt ary group however they do have running costs to retai n the services of a professional conductor, accompanists and soloists.They would be honoured if Mold Town Council would consider becoming a Patron
What are the Advantages of being a Patron?
• You get advance notice of the Choral Society's concerts for the coming year.
• All councillors and representatives of the Town Council automatically qualify for discounted tickets, while the Mayor and Mayor's Consort would be honoured guests of the Society.

• Patronage enables the Choral Society to extend its commitment to the local community through partnership with the local authorities.
• As a Patron; you will be seen to be promoting the cultural wellbeing of your community and this partnership initiative will be acknowledged in all publicity material/ concert programmes published by Mold and District Choral Society.
The cost of becoming a Patron is £250 per annum which equates to the cost of 15 concert tickets.
Members are asked to consider whether Mold Town Council accept the invitation to become a Patron of Mold Choral Society.
15. NOTIFICATION OF UPCOMING EVENTS
15.1 Festive Fair - Wednesday 29th November to Sunday 3rd December. Taking place on Meadow Place car park and Daniel Owen square with crafts, gifts and seasonal food and drink.
15.2 Santa Dash - Sunday 10th December 2017. Family fun Santa dash of 1.5 miles in and around the town, beginning on the Daniel Owen Square, Mold. Volunteers required.
15.3 Mayor's Christmas Concert - 11th December 2017. Mayor's Christmas concert at St. Mary's Church, Mold.

11. COMISIWN FFINIAU CYMRU: ADRODDIAD CYNIGION DIWYGIEDIG 2018Mae'r Comisiwn wedi cyhoeddi ei Gynigion Diwygiedig ar gyfer newidiadau yn etholaethau seneddol Cymru.
Cyhoeddwyd Adroddiad Cynigion Diwygiedig y Comisiwn ar 17 Hydref 2017 ac mae ar gael ar wefan y Comisiwn: www . bcw2018 . org.uk neu mewn 54 o fannau cyhoeddus ledled Cymru.
Dylid rhoi sylwadau ar y Cynigion Diwygiedig cyn pen 8 wythnos ar 61 eu cyhoeddi. Oherwydd cyhoeddi'r cynigion ar sail Cymru gyfan, mae'r Comisiwn yn gofyn bod holl sylwadau'n nodi 'n eglur pa ardal neu ardaloedd sydd dan sylw. Bydd y Comisiwn yn cydnabod derbyn holl sylwadau. Daw'r cyfnod cyflwyno sylwadau i ben ar 11 Rhagfyr 2017.
12. YMGYNGHORIAD LLYWODRAETH CYMRU - NEWIDIADAU ARFAETHEDIG REOLIADAU AWDURDODAU LLEOL (CYLLID CYFALAF A CHYFRIFYDDU) (CYMRU)
Mae Rheoliadau Awdurdodau Lleol (Cyllid Cyfalaf a Chyfrifyddu) (Cymru) 2003 yn cynnwys darpariaethau ar gyfer rheolaethau cyllid cyfalaf a chyfrifyddu, gan gynnwys y rheolau ynghylch defnyddio derbyniadau cyfalaf a'r hyn sydd i gael ei drin fel gwariant cyfalaf. Maent hefyd yn newid cymhwyso rhai safonau cyfrifyddu ariannol i atal effeithiau andwyol ar adnoddau cyllid awdurdodau.

• llacio cyfyngiadau presennol a rhoi sail gyfartal i awdurdodau lleol yng Nghymru a'r rhai hynny yn Lloegr o ran trafodion cyfalaf benthyg, trafodion cyfalaf cyfranddaliadau penodol a bondiau;
• cyflwyno rheoliad newydd i sicrhau bod defnyddio gwaranteiddiadau'n gyfartal a chymryd benthyg a mathau eraill o gredyd
• ymestyn, hyd fis Ebrill 2020, gallu awdurdodau lleol i beidio a chodi 6I-daliadau am hawliadau cyflog cyfartal ar eu cyllidau cyn bod y taliadau'n ddyledus.
Mae'r ymgynghoriad hwn hefyd yn gofyn barn ar effaith y bwriad i gymhwyso Safon Adrodd Ariannol Rhyngwladol 16 ar awdurdodau lleol Cymru o fis lonawr 2019 ymlaen.
13. YMGYNGHORI A'R CYHOEDD YNGHYLCH CYNIGION CYN ADNEUO (STRAT EGAETH DDEWISOL) CYNLLUN DATBLYGU LLEOL SIR Y FFLINT 2015-2030
Bydd Cynllun Oatblygu Lleol Sir y Fflint (COLI) yn nodi i ble fydd datblygiad newydd yn mynd yn y dyfodol yn ogystal a pholis'fau cynllunio sy'n diffinio sut ddylai datblygiad ddigwydd, aramrywiaeth o faterion defnydd tir. Bydd y cynllun hwn yn cwmpasu'r cyfnod 15 mlynedd o 2015i 2030.
Y Strategaeth ddewisol yw rhan gyntaf COLI Sir y Fflint. Mae'n cyflwyno'r agwedd fras y bwriada'r COLI ei chymryd er mwyn sicrhau bod datblygiad yn y Sir yn digwydd mewn ffordd gynaliadwy. Bydd ail ran fanylach y cynllun (y Cynllun Adneuo) yn dilyn yn ddiweddarach.
Bydd cop·1au o ddogfennau'r Cynigion Cyn Adneuo ar gael i'r cyhoedd eu harchwilio o ddydd lau 9fed Tachwedd i ddydd lau 21ain Rhagfyr 2017 yn nerbynfa Neuadd y Sir, yn swyddfa Cyswllt yr Wyddgrug ac yn Llyfrgell yr Wyddgrug (dyddiadau'r llyfrgell 30/11-21/12) neu ar-lein www.flintshire.gov.uk/ldp

Mae Cyngor Tref yr Wyddgrug wedi derbyn cais gan Gymdeithas Gorawl yr Wyddgrug yn gwahodd y Cyngor i ddod yn Noddwr Cymdeithas Gorawl yr Wyddgrug.
Cymdeithas Gorawl yr Wyddgrug yw c6r lleisiau cymysg mwyaf Sir y Fflint gydag oddeutu 70 o gantorion ac mae'n g6r dwyieithog seiliedig yn yr Wyddgrug. Byddant yn ymarfer yng Nghapel Bethesda, Stryd Newydd, Yr Wyddgrug.
Grwp gwirfoddol yw Cymdeithas Gorawl yr Wyddgrug ond mae ganddynt gostau cynnal i dalu am wasanaethau arweinydd, cyfeilyddion ac unawdwyr proffesiynol.Byddai'n anrhydedd iddynt pe bai Cyngor Tref yr Wyddgrug yn ystyried dod yn Noddwr. Beth yw manteision bod yn Noddwr?
• Gael rhybudd ymlaen llaw o Gyngherddau'r Gymdeithas Gorawl am y flwyddyn a ddaw.

92. NORTH WALES POLICE
The Mayor welcomed Inspector Darren Whibberley who provided an update on the criminal activity and anti-social behaviour in Mold. Inspector Whibberley also gave members an update on the crime statistics per ward.
Inspector Whibberley informed members they had carried out a number of closure orders as part of the ongoing Operation Blake.
Councillor Grew arrived at 6.20pm
Members asked a number of questions relating to the crime statistics Inspector Whibberley had provided.
Councillor Bithell informed Inspector Whibberley of a parking issues which was causing obstruction issues at the end of Bridge Street / King Street, Inspector Whibberley confirmed he would pass this onto the Community Sergeant.
Councillor Mearns raised concern regarding youths selling drugs and asked how is awareness being raised with children and parents, Inspector Whibberley confirmed they had not experienced youths from outside the area coming into town to sell drugs, however the crime would be treated as a criminal offence.
Councillor Mearns also asked if there were any plans to hold awareness sessions to show parents and children what the different types of drugs looked like and the dangers. Councillor Nickson asked if the Police Liaison Officer in schools could spend more time educating children about the dangers as well as the parents. Inspector Whibberley informed members he didn't have the resource currently but Flintshire County Council have an excellent drugs and

alcohol scheme, Flintshire's Substance Misuse Action Team (SMAT) which

pupils could be referred to.
The Town Manager thanked Inspector Whibberley for the excellent breakdown of the crime statistic and asked if he could provide the breakdown every three months.Inspector Whibberley confirmed he would and it was also possible to provide a report on crime trends and he would request a PCSO to send out a report to council first of every month.
The Town Manager asked about staffing levels in Mold, Inspector Whibberley confirmed there was currently 2 PCSO's dedicated to Mold and he had 8 PCSO vacancies. Mold had seen additional resource as part of recent drug related operations, Luxuries and Blake
Inspector Whibberley informed members that a further 3-4 Officers would be permanently deployed in Mold from December.

95. INFORMATION ARISING FROM MINUTES
Minute 75 - Councillor Chris Bithell informed members that he had requested Flintshire County Council arrange a special meeting with Mold Town Council regarding proposed changes to parking along Victoria Road and Alexandra Road.
Minute 75 - Councillor Bateman informed members he and two officers from Flintshire County Council, had personally delivered around 400 leaflets to

residents in the Broncoed Ward, including residents on Brook Street, regarding the proposed parking along Victoria Road and Alexandra Road.
Minute 79 - Councillor Grew informed members he had put forward Councillor Parry, as requested at the last meeting, as the Town Council representative on the Flintshire Public Service Board (PSB) however seven other names had also been put forward from other Councils and the selection would be made after the nominees interviewed.
96. REPORT OF TOWN MANAGER
Members considered the previously circulated report provided by the Town Manager.
Councillor Lloyd raised a parking issue caused by blue badge holders parking on double yellow lines at Meadow Place, which was causing obstruction issues with people coming in and out of the car park. The Town Manger confirmed he would address with the PCSO's.
Councillor Bithell asked for an update on the public letter regarding feeding the pigeons. The Town Manager confirmed the letter had been referred back to Flintshire County Council regarding spelling mistakes and once rectified, this would be issued.

97. NORTH WALES BLUES AND SOUL FESTIVAL 2017
Members considered the previously circulated report on this year's festival from the organising committee. The Town Manager confirmed to members that due to ill health of one of the committee members, unfortunately the committee had been unable to meet to discuss and put forward proposals for next year's event.
Councillor Williams proposed to note the report, however any decisions regarding next year's event should delayed until the next meeting of Council to allow the organising committee to meet and put forward a proposal for 2018 festival. The proposal was moved by members.
Resolved: It was resolved to note the information and awaiting proposal from the Blues and Soul Committee regarding proposals for 2018.
98. ACCOUNTS 2017/18 - HALF YEAR REVIEW
Members considered the previously circulated report of the accounts 2017/18 quarterly review relating to the income and expenditure for the Town Council as of 30th September 2017.
Councillor Mearns requested budget note 4.11 is amended to include staff time and suggested the wording / phrase is changed to 'all expenditure' and not 'all costs covered'.
Councillor Bithell asked about members training costs against budget. The Town Clerk informed members that training had been undertaken by Councillors,

training for newly elected Councillors and there was likely to be an overspend this year. Councillor Guest suggested moving £500 from the election budget to the training budget. Members moved this proposal.
Resolved: It was resolved to move £500 from the election budget to the training budget and amend the wording regarding all costs to all expenditure and note the remaining information.
99. INDEPENDENT REMUNERATION PANEL FOR WALES DRAFT ANNUAL REPORT - FEBRUARY 2018
Members considered the previously circulated Remuneration Panel draft Annual Report 2018/19 information. The Town Clerk asked members to review the report and provide any comments to the Town Clerk who would collate and respond on behalf of members.

100. REVIEW OF THE COMMUNITY AND TOWN COUNCIL SECTOR
Members considered the previously circulated information from the Welsh Government regarding the review of Community and Town Council Sector in Wales. Councillor Grew informed members One Voice Wales was arranging discussion groups to collate responses and proposed he attends the discussion groups to represent Mold Town Council.
Resolved: It was resolved for Councillor Grew to attend the One Voice Wales discussion groups.
101. FLINTSHIRE COUNTY COUNCIL - PUBLIC ENGAGEMENT EVENTS
Correspondence has been received from Flintshire County Council inviting 6 representatives from the Town Council to attend a consultation event to be held on Monday 6th November 2017 at Bryn Coch School. It was moved that Councillors Mearns, Guest, Parry, Grew and Jones attend.
Resolved: It was resolved to approve Councillors Mearns , Guest, Parry, Grew and Jones attend the consultation to represent Council.
102. VOLUNTEER POLICY
Members considered the previously circulated volunteer policy and recommendations from the Policy & Audit committee.
The Town Clerk confirmed DBS checks were only available to those roles within the specified criteria, ie persons who spend considerable amount of time alone with a vulnerable person and this did not apply to Town Council events.
Following discussion members approved the volunteer policy and model volunteer agreement 2 to be adopted.

103. WORKING WITH YOUNG PEOPLE
Members considered the previously circulated recommendations of the Policy &Audit Committee to improve the policy for involving young people in Council.
The Policy & Audit Committee have recommended broadening the age spectrum and inviting young people from Mold age 11-25 years to join the Youth Council and that the elected Chair and Vice Chair of the Youth Council are invited to act as representatives at the meetings of full Council.
Councillor Bithell raised concern that the new age spectrum would eliminate the primary school children. Councillor Taylor said the Policy & Audit Committee wanted to take the focus away from schools as school pupils where not necessarily residents of Mold, they wanted to encourage other youth groups in the town to put forward members and increasing the age to 25 years would give those interested in standing for Council in the future an understanding of what is involved, without having to commit to becoming a Councillor.
Councillor Lloyd suggested to include the primary school children and to give them an understanding of Council business, they should be invited to attend the Council Chamber to meet with the Mayor on regular basis throughout the Mayoral year.
Councillor Mearns proposed the recommendations of the Policy & Audit Committee be accepted for a trial period, after which members couldre-evaluate. The proposal was moved.
The Town Clerk confirmed she would put out an advert to all youth contacts, groups and schools and request nominations are put forward for an election style ballot in each ward to elect members of the Youth Council.
Resolved: It was resolved to approve the recommendations of the Policy & Audit Committee for a trial period, after which the policy would be re-evaluated.
104. NATIONAL ASSEMBLY FOR WALES CONSULTATION
The Public Services Ombudsman (Wales) Bill - The Equality, Local Government and Communities Committee is undertaking an inquiry into the general principles of the Public Services Ombudsman (Wales) Bill. The Committee would like to invite members to submit written evidence to assist in its consideration of the Bill. Submissions should arrive Friday 1st December 2017.

105. LOCAL GOVERNMENT DEMOCRACY AND BOUNDARY COMMISSION FOR WALES
The Local Democracy and Boundary Commission for Wales (the Commission) has been asked by the Cabinet Secretary for Finance and Local Government to provide updated guidance on the conduct of community reviews by principal councils to support greater consistency in the manner in which community reviews are conducted.
Before publishing the guidance in its final form the Commission is providing a draft of the document for consultation. The consultation will commence on 29th September 2017 and end on 21st December 2017. The Commission would welcome views on the draft guidance and members are asked to consider the previously circulated document.

106. MATCH FUNDING CHILDREN'S PLAY AREAS 2017/18
Members considered the previously circulated correspondence from Aura Leisure & Libraries relating to a budget provision for the improvements to children's play areas for 2017/18. Town and Community Councils have been invited to nominate proposed play areas and agreed level of contributions to a maximum of £10,000. Members are advised to note that during budget setting in January 2017 there was no provision set aside for play area improvements.
Councillor Bithell informed members that it was unclear as to how long funding, for play areas, would be available from Flintshire County Council and therefore members should take the opportunity to match fund whilst funding was available. Councillor Bithell proposed match funding the Maes Y Dre play area which was the site indicated by Aura, most in need of improvement, members supported the proposal.
The Town Clerk presented members with a copy of the current ear marked reserves and it was approved by members to take £5,400 from the election reserves and £4,600 from other balances reserves.

107. BAILEY HILL PLANNING APPLICATION
Members considered the proposals for submission of a planning application in November for the Bailey Hill restoration plan.
Councillor Mearns went through the amendments to the proposed plan which had been approved by Cadw and informed members that the planning application would be going in week commencing 20th November.

Minutes of the meeting of Mold Town Council Community, Development &Regeneration Committee held at 6.00pm on Tuesday 10th October 2017 at Mold Town Hall.
PRESENT: Councillors: Anthony Parry (Chair), Karen Hodgkinson (Deputy Mayor), Andrea Mearns, Teresa Nickson, Chris Bithell, Robin Guest, Yvon Jones and the Town Manager.

12. MOLD LIVE
Councillor Parry welcomed Mr Read, proprietor of Music is Now Event Management to discuss a proposal to hold an event in Mold called "Mold Live" which is a live music event and would follow a similar approach to a successful event in Chester.
Mr Read referred to the proposal document that had been previously circulated to members and explained that he had an affinity with Mold through family connections and had lived in the town. He was impressed with the vibrancy in Mold and the type of events that the Town held. He believed that Mold offered an opportunity for an event similar to Chester Live and was intending to organise something similar over the August Bank Holiday weekend in the town.
The approach would be for multi-venues, involving primarily local public houses and other venues that could hold live music, for example, St Mary's Church Hall, social clubs and potentially Theatr Clwyd. He explained that he would also like to include an outdoor street event, possibly on Mold High Street. Primarily, local talent performing original music would feature and performers that included use of the Welsh language would be encouraged.
He explained that Mold Live would be organized on the basis of a Community Interest Company whereby any money raised would be ploughed back into the event, so that it (and other events) could be funded for the longer term. It was to be organized primarily by volunteers and hoped for sponsors to come forward.
Councillor Mearns asked about the type of music to be included. Mr Read explained that all types of music would be included and not restricted to one particular genre, for example in Chester performers had ranged from choirs, classical, jazz, blues, instrumental and he sought genres to suit the venue. He illustrated that in Y Pentan, they already held successful Rock nights, whilst the Fat Boar would be more suited to acoustic music.

Councillor Parry asked how the event made money, as many of the venues already provided their entertainment free of charge. Mr Read explained that this approach would continue, however he would also seek other venues could make a charge through ticket sales and he would also be seeking some grant funding.
Members raised concern about their being a potential clash and confusion with the successful "Live on the Square" event which is to continue in 2018 and the event must not detract from the other events which the Town Council already supported.
Councillor Jones raised an issue of not approaching sponsors who were already funding Mold's existing events as there were only a finite number of sponsorship opportunitie_s within a town the size of Mold.
Mr Read agreed and explained that he wished to work in collaboration with the Town Council and organisers of other events. He viewed that Mold Live would not compete, but was intended to compliment what already took place.
Councillor Hodgkinson brought up the importance of the street market to Mold and that the event shouldn't compete with it. Mr Read agreed and stated that any street festival would take place on the Sunday.
The Town Manager stated that he was pleased to hear that he wished to work with the town and the community volunteers who were already organising successful music events; however the comment had been passed as to "why he had chosen Mold and what did he hope to personally gain". Mr Read informed the committee that he believed Mold was the right place to hold an event of this type and whilst he knew he personally was not going to make money from the event, certainly in the short to medium term, he did believe that in the longer term he may be able to take a fee for his services but was not concerned if this wasn't possible as he did enjoy organising events. He stated that Mold Live would contribute towards the overall reputation he and his event company enjoyed.
The Town Manager asked what Mr Read therefore wanted from the Town Council as capacity of officers and volunteers were already stretch ed. Mr Read said he recognised this situation. He asked the Town Council for their backing and support, possibly a financial contribution and access to the public areas for which the Town Council already held a Premises Licence. He stated that whilst he already had sufficient volunteers to make the event a success, he hoped that at least some of the organising group that formed the Community Interest Company would come from the Mold area and possibly the Town Council. Other community volunteers would also be more than welcome to become involved.
Councillor Parry thanked Mr Read for his attendance and useful discussion with the Committee members and they would consider his proposal.
Resolved: Following subsequent discussion it was resolved that:
To agree in principle for Mold Town Council to endorse and give its support to the Mold Live event with the following proviso's:
a) Mold Live being organised via a Community Interest Company is the most favoured approach with members of the Mold community actively involved.

b) Mr Read to meet with members of the organising group of Live on the Square to ideally establish joint support for each event and if possible, work together for the benefit of all and especially the town.
c) It doesn't conflict or compete with the established events in the town Council already supported.
d) A more detailed Event Plan is produced and agreed by the Town Council, to ensure no reputational or financial risk exists for Mold Town Council.
e) When an Event Plan is agreed, a request for financial support could be considered.
f) If local sponsorship is sought, to confer with the Town Council as to whether the approach may jeopardise any current arrangements with that potential sponsor.

14. INFORMATION ARISING FROM THE MINUTES
Minute 3 - Councillor Hodgkinson confirmed that she was taking forward the relocation of the moquette from the Library to the Daniel Owen Centre but this had not as yet taken place.
Minute 4 - The Town Manager introduced a letter that had been agreed by Flintshire County Council for distribution to anyone seen feeding pigeons in the town. Apart from a couple of typing errors the letter was approved by members.
15. INTERPRETATION PANEL
The Town Manager introduced a draft of the proposed Railway Station Interpretation Panel. Following discussion, it was members agreed that the Mold Town Council & Cittaslow logo's should be included on the panel. To keep in line with the Visitor Information Panels, it was suggested captions should be inserted for the photographs which are included on the panel.
Councillor Mearns suggested the look of the transportation panels should match the new interpretation panels which are being produced for the Bailey Hill, these have a "rusted look" metal surround.
It was requested members sign off the finished design before they go into production.

16. STREETSCENE UPDATE
The Town Manager provided members with an update on the town's streetscene from Andrew Lightfoot, Streetscene Supervisor Flintshire County Council, who was unable to attend the meeting.
Flintshire County Council (FCC) had commissioned a survey of the drainage system at Love Lane car park and it had been discovered that the drains from the town, which ran along King Street, finished at the "soakaway" for the car park drainage. It was believed that this was the cause of the Love Lane car park flooding and as a result FCC intended to connect that drain to the main drain running along Denbigh Road which hopefully will resolve flooding issues.
The proposed pedestrian walkway across New Street car park had now received funding approval and was being undertaken within the next month
The High Street slabs which had been "repaired"by contractors with concrete had now been addressed.
Flintshire County Council had confirmed they had no objection to an outside defibrillator cabinet being installed on the outside of the New Street public convenience and the Town Clerk had now submitted planning application to FCC.
The damaged bus shelter on Wrexham Road had now been replaced.
Following discussion, members asked the Town Manager to take forward the following issues with the Streetscene Supervisor:-
• The autumnal leaves were now in urgent need of being cleared in the town.
• The bus station lighting was in need of attention, especially as dark evenings were fast approaching.
• The covers to the BT access points in the town were slippy and dangerous and members had received complaints from people slipping over. The most urgent need being the cover on the High Street outside Mold Bookshop.
• Members asked if the hole in the anti-pigeon mesh alongside Nationwide Building Society and the Clocktower building could be repaired.
• Membersasked for consideration to be made to install at least one electric vehicle charging point in a town centre car park.

• It was requested the dangerous branches on trees in Bryn Coch Lane be addressed.
• Members requested an update on position regarding the town footpath slurry that went up to and around trees embedded in footpaths.
• Members requested clarification on the process FCC undertakes, should there be a request for a residents parking scheme.
Resolved: It was resolved that the Town Manager would take forward members requests and concerns with the Streetscene Supervisor.
17. FESTIVE MARKET
The Town Manager provided members with a verbal update on the progress for the Christmas Market. Councillor Mearns raised a concern that on setting up the market, due diligence must be paid to pedestrians passing the site and especially children attending the Christmas Lights switch-on.

18. TRAFFIC MANAGEMENT REVIEW
The Town Manager gave members an update on the first meeting of the Traffic Management review for the town. He informed members that the Town Council had been requested to provide an updated list of issues and proposals which members felt should addressed to assist positive traffic management in the town. The Town Manager provided members with a list of issues first identified in 2013.
Councillor Parry raised his concerns that the proposed Victoria Road cycleway was to go ahead contrary to views expressed by him and a number of residents that the proposal was not fit for purpose. Councillor Bithell informed the members that as a County Councillor for the area, proper consultation had taken place on the issue and that apart from the odd exception; Flintshire County Council had concluded that there was a majority in favour of the proposed cycleway and allied traffic management measures. The matter was now proceeding to the statutory notices.
Members disputed the conclusion that the proposal had been properly consulted on and requested that the Town Council make further representation to Flintshire County Council on the matter and it was requested the Town Clerk follow up this matter with Flintshire County Council.
Resolved: Following discussion it was resolved:
a) To request the Town Clerk to make enquiries with Flintshire County Council on the current status of the proposed Victoria Road cycleway and the Town Council's ability to make further representations.
b) To request the Town Clerk circulate the 2013 traffic issues list to all members asking for their current observations and that the CDR Committee would then review suggestions and decide on which issues to refer to Flintshire County Council for attention.

19. CCTV IN THE TOWN
The Town Manager informed members that he had received requests from Flintshire County Council (FCC) CCTV manager that there was areas within the town not covered by CCTV which were causing problems in achieving effective monitoring. He also added that North Wales Police had requested the Town Council's support in providing them with a redeployable CCTV solution to be used in hotspots for crime/ substance misuse/ anti-social behaviour.
The Town Clerk had indicated to the Town Manager that a budgetary provision was already in place of £11,000 for CCTV; however the total cost for both the FCC and North Wales Police request would be substantially more than this and therefore the CDR Committee would have to make a request to full Council for additional funding if it was felt that the Town Council should accede to the requests.
Currently only one quote had been received from FCC and North Wales Police, which is contrary to the Town Council's financial regulations for making sizeable purchases. Councillor Mearns pointed out that the quote from FCC was very poor and not sufficiently specific to allow any decision to be made. Councillor Parry raised the issue of the "Exclusions" shown on the quote as to how these were to be financed and what were the costs involved. He also sought information on what FCC were contributing to the request.
Resolved: It was resolved to agree in principle that the CDR Committee would support both requests, however greater detail was required before any decision was made and any proposal must comply with Town Council financial regulations.
Councillors Bithell, Hodgkinson, Nickson and Guest left the meeting at 7.20pm
Due to only three members of Council remaining in the meeting, the committee was not quorate, remaining members held an informal discussion only on agenda items 20 and 21 until the meeting closed.

REPORT RE: Update on North Wales Blues & Soul Festival
Further to my report dated 18th October 2017, I can now confirm that the Event Steering group met onth
November and drew the following conc lusions for this year's Blues and Sou l Festival.
• Organisationally the event ran very well with a majority of attendees expressing positive comments about
the event itself, location, quality of music, facilities, prices charged, etc. The Steering Group however
believes that it needs new volunteers and ideas both in organisationally progressing the event and also
act ively delivering it.• Numbers attending were nearly 30% low er this year than in 2016, particularly on the Sunday. It is viewed
that the poor weather was the main cause of the reduction in attendees although it was pleasing that the
number of visitors from further afield, (evidence from number of campers and pre-booked tickets)
continued the steady increase year on year being experienced.
• The nature and primary objectives of the event must remain the same viz: bringing visitors to Mold and
holding a Blues & Soul festival, as opposed to a general or other music genre event. The Steering
Group recognised the many of the observations expressed by Members at the last Town Council were
valid however and needed to be addressed. The St eering Group had already identifi ed most.
• The annual date of the festival was discussed (first weekend in August) and it was considered that issues
would arise on many other dates in the year, and particularly potential clashes with other simi lar festivals
across the UK. It was therefore concluded that the festival shou ld remain on the same weekend.
• The Festival had alway s been a 3-5 years project and had (to date) more than covered its cost even
though 2017 had shown a financial short fall. It was also commented that whilst the event Balance Sheet
showed the "cash" spent and received, it was only fair and proper that full acknow ledgement was given
to the significant contribution in kind provided by volunteers and supp li ers of goods and services, to the
event. If the "in-kind" contributions were to be costed, then the "income" would be subst ant ial ly
increased and therefore reflect a much more positive financial picture.
• The Ste erin g Group, valued the huge contribution and visio n Mold Town Counci l has made in securing
the inception and ongoing viabi lit y of the event which was (steadily) achiev ing one of the events' primary
objectives of bringing more people to the town. The group appreciated therefore that the Town Council
had a duty to ensure that financial risk in staging the event, is minimised.
For 2018, the Steering Group therefore will be looking to introduce new initi atives to address concerns and
identified issues and take the event forward positively. To that end therefore, being considered is:
• Reducing the numbers of performers and length of time of the festival on the Sunday, and using money saved towards a more major household name as a festival headline act, who would have greater appeal
to potential festival attendees. That individual (or individuals) however will still have their roots and performing sty le, reflected in the genre of "Blues and Sou l" so as to maintain the events core values
and
objectives.• Continuing to develop t he fest ival' s USP (Unique Selling Point) of bringing in perform ers from acro ss
Europe and furth er afie ld to Mold, so developin g its int ernat ion al context which many other UK based
similar fest ivals curr ent ly do not provide. Whilst t he North Wales Blu es and Sou l Festival is now
beginning
to become recognised within the musical genre and numbers of regular followers steadily improving, it
is recognised that much more can and needs to be done however, to enhance the events
attractiveness and overall appeal within the wider national scene.
• Increasing local appeal by maintaining the Friday "Local night" and seeking to attract greater numbers of
those living within an hour travel of Mold. Securing greater local attendees is much more vulnerable to
the vagaries of weather and forecasts however.
• Endeavouring to attract younger attendees to the event through special marketing initiatives and its
pricing structure. For example, many of the performers at the 2017 event were under 30 years of age and
some under 20 years, however this fact was not widely appreciated. The Group is also exploring the
potential of "master classes" and "tuition workshops" being offered to younger people at the event.
Observations from younger festival attendees attending was extremely positive and encouraging, and the
Steering Group strongly believes that the Blues and Soul music genre is not generational based for
enjoyment and this critical message has to be taken forward more actively.
• Taking up opportunities to develop strategic relationships with larger sponsors (both financial and on a
contra basis) to help take the event forward. For example, a major hospitality player and renowned blues
musician has offered to bring in expertise, potential finance and other benefits for the event.
• Undertaking a review of costs, commission earned, quality received by the providers of goods and
services to ensure best value.
• Further develop the positive relationship enjoyed with Mold Alex Football Club with the provision of
camping facilities, Flintshire Tourism Association with room provision and Mold's wider hospitality
sector generally.
• Ensure that wet weather provision is fit for purpose and can be scaled-up, should weather forecasts be
inclement.
• Seek to recruit more volunteers to both sit on the Steering Group and help with the event it self .
Conclusion
The North Wales Blues and Soul Steering Group stro ngly believes that the Festival has a long-term future in the
town of Mold and whilst 2017 was not t he most financially viable of years, appropriate learn in g has taken
place and identifi ed issue s are being responded to positively.

To note the update report and agree on Town Council suppo rt for a 2018 North Wales Blues and Soul
Festival as it is now crit ical that the event planning can go ahead with that certainty.

Mold Live 2018 Proposal
The team behind the hugely successful Chester Live (www.chesterlive.co.uk) event are now proposing to create a 'live' event in the Welsh town of Mold for 2018: Mold Live.
Currently we are looking at the following dates: 23rd - 27th August 2018.
Our History:
Dan Read at The Core Pr omot ions has over 9 years of experience of running live music events all over the North West and North Wales.
Currently residing in Deeside, North Wales, but with his main work base in Chest er, Dan has a family connection with Mold with his family being the former owners of Pen Y Bont farm, Mold. ·
In 2015 Dan created 'Chester Live' as a city wide live music event encompassin g as many live music venues and art spac es as possible for 4 days of live music and activities.
As Festival Co-Ordinat or, Dan has driven t he event forward to the point where in 2017 over 8500 people attended the events across t he festival weekend, with almost 6000 people att endingthe Chester Live Street Festival alo ne.
We want to bring this succ essto Mold in the form of Mold Live.
What will Mold Live be?
Mold Live will be a community based, multi venue 'liv e' event based in t he North Wales town of Mold. Our aim will be to promot e all forms of live music and events to the local community, and bring the community t oget her to get involved with projects which will incorporate all ages and all backgrounds.
We' ll brin g a community cohesion through live music, and will introduce people of all ages and ethnic backgrounds to local live acts from Mold and
surrounding areas, with a focus on Welsh artists, and the Welsh Celtic
heritage of the town.
We'll look to provide several free live music events across the town of Mold; some small scale and some on a larger scale. We'll also look to incorporate all local pubs, venues and 'spaces' into the event and some of which will have charges for entry. These charges will help to fund the events and pay for the artists playing the events.
Our Team
For the last 3 years the team behind Chester Live has promoted a city-wide event across Chester with no major incidents. There Is a core group of staff who take on the main duties of driving all events forward, who are then supported by a large team of volunteers. In 2017, we had 25 volunteers working on the Chester Live event .
As Mold Live would be a bilingual event, we are delighted to have 2 Welsh speakers on our team, one of whom is a Welsh teacher.
Although we'd always welcome any help from local volunteers, our team is
strong enough and big enough to manage such an event as Mold Live.
We'd also contact local schools and colleges to engage with them for support.
Dan Read also works with the Focus Wales team in Wrexham so has access to
their support team if needed.
We have a large team of technical support behind our events, but would also be delighted to work with Charlie Broadhurst who has come highly recommended to us.
Funding:
It'll be our intention to apply for funding from the Arts Council Of Wales, The
Big Lottery Fund, Flintshire CC and other revenue streams eg sponsorship.
Any funding from Mold Town Council to make the event a success would be
greatly welcome as we believe the event will bring a large number of people to
Mold for that Bank Holiday weekend. We'd also like to use any 'spaces'
managed by Mold Town Council for the event where possible and feasible for
the event as a whole.
What next?
We'd be interested in discussing with the proposed event with the town
council asap as the event will take 12 months to plan and deliver. If there
can be agreement on the event, we'd then embark on completing artwork to
promote the event and then contact all the local pubs, venues and 'spaces'
to encourage them to be involved.
For the event to be a success like Chester Live it is vital that these parties are
all on board and behind the event for the next 12 months promotion.
In terms of IT, we already own the IP 'www.moldlive.co.uk' so emails
address' for key staff can be set up relatively quickly by our IT team.
In Conclusion:
From our own experiences large scale, multiple venue events can be
challenging work. However, the reward for the hard work is always worth it.
The footfall and income generate by Chester Live 2017 was unprecedented
for many of the businesses in Chester. In terms of our Chester Live Street
Festival (which was a fee event on a Sunday), many businesses on Brook
Street, Chester recorded larger revenue than they would generate on a busy
Saturday.
Our aim is to always engage with all parts of the community, but with a
keen eye on the younger generation, our next generation.
We believe we can deliver an exceptional event to Mold in 2018.
We hope that we can get support from Mold Town Council and other local businesses and we look forward to hearing from you in the very near future.

Mold Live Proposal - August Bank Holiday Event
Mold Carnival would like to raise their concerns regarding the proposal which the CDR Committee
has received from Dan Read, owner of Music is Now and organiser of Mold Live. Music is Now,
according to their website, is a leading event management company based in Chester whose
principle events are Chester Live and Mold Live.
Chester Live took over the previously named Brook Street carnival a few years ago and the format
of this event has not changed from when it was Brook Street carnival. Mold Live's proposal is to
hold a similar event outside on Mold High Street over the August Bank Holiday with a number of
stalls, food, drink and a stage hosting live music, including local original music being performed.
Within their marketing of Mold Live, they state they plan to deliver an inclusive, community based
event which focuses on original live acts from North Wales and the surrounding areas and they are
looking forward to working with Mold Town Council and other local businesses.
The format of Mold Live's outside event is almost a duplicate of Mold Carnival's High Street event
which takes place a month earlier. Mold Carnival delivers an inclusive, community based event
and always have at least 2-3 local performers playing original music at each year. For example last
year, The Jarvis Brothers, Josh Hall and Laura Wilson all played and performed their own original
music on the main stage.
The concept that Mold Live is proposin g is not new and far from original to Mold, in fact original
music performed by local artists can be heard at many of the events which take place in Mold,
including the carnival, Live on the Square, Food Festival, Bailey Hill Festival, Flintshire Pride as
well as in the lo cal pubs and Theatr Clwyd.
Mold Carnival is organised by a group of dedicated volunteers who all live or work in Mold and do
this for their community which they feel passionately about. We do not profit in anyway from the
organisation of the event and we are concerned that if Mold Live goes ahead, with the support of
Mold Town Council, this will impact on the future of the Carnival especially with regards to
sponsorship, which is greatly needed to allow us to continue to fund the carnival as a free event.
As a group of volunteer organisers, we cannot compete with a professional event management
company when it comes to sponsorship packages and proposals.
To have an event so similar to our own the following month, we feel we have no other option than
to object to this event being allowed to proceed with the support of Mold Town Council.
Mold already has a very active and busy event calendar, majority of which are organised by
volunteers or non profit organisations

Dear all,
As you are aware, there has been an approach from Dan Read to hold an event, 'Mold
Live' in August 2018, and as such the 'Live on the Square' committee have been asked
for their thoughts due to the similarity of the two events. Live on the Square (LOS) is a
non profit live music event held in Mold, featuring cover and original bands and music,
organised by a local volunteer committee. After discussions within the LOS committee,
below shows our reservations and objections with such an event moving forward.
Our first event held in April 17 was very successful and it has always been the
intention of the LOS committee to expand and increase the number of events to be
held in Mold throughout the summer months, starting in 2018. This will include a fund-
raising event for the town Mayor (the current Deputy Mayor is LOS committee
member) as part of her M ayoral year of office. Any m onies raised from our events, go
straight back into the Town Council event fund, which in return is used to fund future
events and activities within the town.
Dan Read has mentioned that he is looking at multiple venues for hi s proposed event.
We have confirmed LOS does not have any imm ediat e pl ans to work with the local pubs
,
in relation to our events, LOS events will be outside within the public spaces but we are
also looking at incorporating indoor community venues within the town.
Mold is a vibrant town and already has a busy active event calendar with an excellent
reputation with events being organised by a number of dedicated volunteers throughout
the year. It is, however, only a small town and can only sustain so many music and
other events and it is our genuine concern that the proposed "Mold Live" would be a
step too far for the town and especially given out stated intention of growing the
number of events being organised by the LOS committee, it would adversely impact on
the potential success of our future events.
It is also our understaning that Dan Read is looking to hold an event on the High Street
with many stalls, bars and live music? This, is very much in line with our own 'Mold
Carnival' event (with which many of the LOS committee members are involved with),
which occurs on the second week in July (very close to Dans proposed event). Mold
Carnival has been going from strength to strength over the years, and as such, we feel
even a slightly scaled down version of the event would be a threat to the hard work the
Carnival committee have been doing over the years in making the event the established
and successful one it has become.
We, the LOS committee, do not feel we can support the 'Mold Live' proposal, as it is too
similar to our own current offer and would impact on our future ambitions. We feel, that
as a town, a collective, the events that are organised are not the only vessel that brings
the people of Mold together, but also the organisers and fant ast ic local volunteers that
make these occasions possible.
