With the arrest of two notorious auto lifters viz. 1) Vijay ( aged-26yrs) s/o Sh. Ramesh Chand r/o H.No. 2, Gali No.1, A Block, Mangla Puri, New Delhi and Virender @ Sonu (aged-22) s/o Ramesh Chand r/o H.No. 2, Gali No.1, A Block, Mangla Puri, New Delhi PS Palam Village, South West Distt has worked out nine cases of MV theft. Nine stolen motor cycles recovered.

INFORMATION & OPERATION

In wake of increasing incidents of auto theft in the area of Palam Village and other Police stations of South West District, extensive drive for apprehension of criminals has been initiated in the district through checking. Emphasis is being given to foot/group patrolling as well as by M/cycles patrolling round the clock. Sincere efforts are also being made for gathering criminal intelligence through public co-operation. During this exercise, various suspects are being interrogated and listed criminals of similar modus operandi are being grilled. As a result, notorious criminals i.e. burglars, auto lifters, snatchers and robbers have been apprehended by the South West District Police.

On 20/06/12, an information from reliable sources was received by a patrolling team comprising of ASI Shiv Lal, H.Ct. Ram Avtar Singh 328/SWD, HC Kartar Singh No.-400/SW, HC Subhash No.-184/SW, Ct. Rajesh No.-874/SW & Ct. Raghubir Singh No.-1762/SW of P.S. Palam Village regarding movement of two autolifters in the area. Information further developed and turned out that the above autolifters would come to Girdhari Lal Chowk, Palam on a stolen motor cycle. The patrolling team swung into action and laid a trap near Pt. Girdhari Lal Chowk, Palam. Checking of vehicles was intensified. At around 03:30 PM, two motor cycle borne persons came from Palam X-ing on M/Cycle No.- DL-9SU-7320, which was signaled to stop. However instead of stopping, the M/Cycle sped up and tried to flee from the spot. The team swopped upon them and overpowered, whose identities revealed as Vijay(26) s/o Ramesh

Chand r/o H.No. 2, Gali No.1, A Block, Mangla Puri, New Delhi and Virender @ Sonu (22) s/o Ramesh Chand r/o H.No. 2, Gali No.1, A Block, Mangla Puri, New Delhi. Team asked them to show the documents of the motor cycle. Initially, they tried to hoodwink the police by saying that they are local of this area and are going to workshop. Team persisted in checking the documents and having no satisfactorily reply record of stolen vehicle checked, the same M/Cycle was found stolen from the area of PS Palam Village vide. FIR No. 166/12 u/s 379 IPC.

INTERROGATION

Accuseds were subjected to sustained interrogation, who revealed that they are real brothers and their sister has been residing in the area of Nasirpur where they used to come for short stay. Further stratling facts emerged that in the year 2010 marriage of Vijay was fixed but they had no money to spend in the marriage, thus Vijay resorted to crime but luck was not with him and nabbed in a MV theft case of Maruti. After being released from jail, his marriage was solemnized, but on every step in the court and to meet both ends meet he resoreted to crime and exhorted to earn quick bucks. Vijay also pursuaded his younger brother to join him in the commission of crime. Accuseds are on police remand, on whose instance nine motor cycles have been recovered.

First time he was arrested in a MV theft case of Police Station Palam Village vide FIR No. 27/10 u/s 379/411 IPC.

2. Virender @ Sonu(Aged-22) s/o Sh. Ramesh Chand r/o H.No. 2, Gali No.1, A Block, Mangla Puri, New Delhi -is a school drop out of class 6th

He is unmarried and fond of smoking branded cigars/cigarettes.

With the arrest of one Ramesh r/o Gulrahiya, Sitapur, UP, the Kapas Hera Police, South West Distt solved a sensational blind murder case in which the wife sustained murderous attack and daughter aged around 1½years killed by father.Incident

In the morning of 14.6.12, police station Kapas Hera received a PCR call regarding a deadbody is lying near Usha Studs farms. Promptly, police reached at the spot where a lady and a girl were found lying in the open fields near Swiss Cottage. breathing movements were observed in the lady, waisting no time both were evacuated to Safdarjung Hospital where the lady could be saved but the girl was pronounced brought dead. As the probe intensified it was turned out that a man, a lady with their child had come one day before in the noon but no worthwhile information in respect of their identities oozed out. Establishing identities became a challenging task for the police. Moreover, the place was so remotely located that it could not be visited by a stranger and chances of someone known to the place and committing the act were strong.Investigation

Based upon the incident a case was registered and investigation started in right earnest. In furtherance of efforts, areas around the place of occurrence were combed during which two railway tickets for the journey from Maholi to Delhi were recovered. Examination of tickets led to information that these tickets were issued on 12.6.12. upon verification from Railways website, details of trains were collected. A police team was sent to Maholi Railway Station and staff were also deployed to take care of the injured lady in hospital so that any useful information could be gathered. Enquiry from local people

also led to an information that in the day, on 13.6.12 a man had come to fetch water from an old woman.

Team dispatched to Maholi, verified the details about the train and it was transpired that tickets were issued for a train which departed from Maholi on 12.6.12 which arrived Delhi on the next day i.e. 13.6.12. In Delhi, at the hospital where the lady was recuperating told her name as Renu and was also uttering words 'Pahila', 'Ram Gulab', 'Dharmendra','Sandeep' etc. this information was also shared with the police team stationed in Maholi and also electoral rolls of Sitapur were checked through net and details of persons with similar names were checked. However, finally, the police team in UP learnt that a village named Pahila Kisa is existing which is popularly known as Pahila. Again in Delhi, the police staff with lady heard a word 'Deputy' which was also shared with team in UP.

Based upon the information, the team in UP visited Pahila and after sustained efforts traced a person Ram Gulam @ Deputy who identified the photo of the injured. He informed the police team that his daughter Renu is married with one Ramesh who has been residing at Gulrahiya village. He accompanied the police team and upon visiting Gulrahiya Village, it was revealed that the husband and wife with daughter had left for Delhi on 12.6.2012 for seeking job. This information and recovery of tickets led to belief that injured is Renu w/o Ramesh and the expired girl is their daughter whose name revealed as ‘baby’. Ram Gulam and brother of Ramesh after hearing this news left for Delhi and started searching for Ramesh but of no avail. However, police team obtained a photo of Ramesh from his village, which subsequently was identified by an old lady farmer family(residing adjacent to the place of occurrence) who had given water to him.

In Delhi at hospital despite best efforts to know about the incident from the injured lady, nothing conclusive could be gathered but disappearance of the husband pointed needle of suspicion towards him. Hence, reinforcement was dispatched to UP. In the village, after contacting a number of persons it came to notice that husband and wife were not having cordial relations over the issue of infidelity. On this issue, Ramesh had beaten his wife several times but she didn’t mend her ways.

BREAKTHROUGH AND DISCLOSUREIn the evening on 21-6.2012, IO of the case got a secret

information that said Ramesh has been sighted near Bijwasan Railway Station and he could be nabbed if trap is laid.

Accordingly a trap was laid and finally on 21.6.12, the accused was nabbed.

Accused Ramesh was subjected to sustained interrogation, who revealed that 5-6 years ago, he had married with Renu and has 2 children, while son is in village, he alongwith his wife and daughter had come to Delhi near Usha studs farms on 13.6.12. He had come with the motive to kill them as his wife had developed illicit relations with his cousin who had brought them to Delhi earlier for job. When he came to know, he left the job and came back to his native village but in village also, the illicit relations did not end and the cousin started visiting his house during his absence which resulted in frequent quarrels between them . Ultimately in order to maintain his dignity and to teach a lesson, he hatched well planned conspiracy to eliminate her. 10-12 years ago, he had worked in the fields of a Villager in Bijwasan area and was aware about the area which was appeared to him as suitable for killing and escaping. He also had doubts that the girl was born out of illicit relations.

Accordingly he hatched the plan to kill the girl and her mother as well. As per plan, on 12.6.12, he alongwith victims boarded the train from Maholi and arrived at the place of occurrence on 13.6.12. In the night, when the mother and the child were sleeping, he killed his daughter by smothering and hitting with a brick on the abdomen and then attacked his wife on the head/forehead etc. After sensing no movement in them, he fled from the spot and hide in Bijwasan during the day time and in the night he slept on the Bijwasan Railway Station. He had also enquired from his home from where he came to know that his father in law and brother had gone to Delhi to take care of his wife as someone had injured her. After getting the news that police had come in village and returned after informing them about injuries to his wife, he started arranging money to move somewhere but in the meantime he was nabbed by the police.

TWO PERSONS ARRESTED FOR IMPERSONATING LETTER HEAD OF HON’BLE MP.

THE FORGED LETTER HEAD OF HON’BLE MP WAS USED TO OBTAIN RAILWAY RESERVATION.

ONE COMPUTER, PRINTER, HUGE QUANTITY OF FAKE LETTER HEADS, STAMPS/SEAL OF MP’S AND MINISTERS AS WELL AS OTHER INCRIMINATING MATERIAL RECOVERED.

THE MASTERMIND IS GRADUATE FROM HAZARI BAGH.

Special Unit of Crime Branch in a carefully planned way busted a racket of fraudsters who were involved in impersonation and criminal use of counterfeit letterheads of Member of Parliaments. Several Letterheads of various MP’s , Computer, printer, stamp of SBI, CGHS dispensary and Vice principal of prominent college of DU and other incriminating material have been recovered from their possession. The details of the arrested persons are:-

1) Devender Kumar (aged 31 years) s/o Sh. Ram NareshParsad r/o 1104 Gali No 26 Sangam Vihar, Delhi.

2) Nagesh Kumar (aged 32 years) s/o Sh. DayanandJogi r/o L-1st 1922 Gali No 1 Sangam Vihar, Delhi

INCIDENT

      On dated 08-06-12, a Member of Parliament (Rajya Sabha) lodged a complaint leveling allegation of use of counterfeit letterhead to book railway ticket. It was alleged that some unknown person had sent two letters to the Minister of railways for confirming the railway reservation of two PNR Numbers, using his counterfeit letter head and forged signatures. Accordingly, a case under the appropriate section of law was registered at PS Crime Branch and investigation was taken up.

INVESTIGATION/EXAMINATION

During examination it was revealed that One Devender r/o SangamVihar, Delhi is behind the incident who alongwith his associates had forged the letterhead for getting undue benefit. Accordingly, sources were deployed and on dated 21-06-12, Devender was apprehended from the area of Sangam Park. From his residence several counterfeit letterhead of various MP’s and stamp/seal were recovered. He was subjected to intensive examination. It was revealed that Devender was running this racket since last 7-8 months. Devender was frequent visitor to a MP house in New Delhi from where he stole the empty letter heads and other printed material reflecting public interest recommendations. Thereafter, Devender with the help of Nagesh, who is a computer operator, misused these letterheads to earn quick buck. Based on his discloser statement, his associate Nagesh was arrested from Gali No 1 Sangam Vihar and at his instance computer, printer and other incriminating material used in preparing forged letterheads were seized.

The racketeers used latest scanners and computer software to make

near replica of the letter heads in order to escape from scrutiny and being caught. The blank letterheads having national emblem printed on them were also recovered from his house.

PROFILE

1. Devender Kumar did his schooling from his native place i.e Khusro Jharkhand and Graduation from Hazribagh. He came to Delhi in the year 2008 along with his brother in search of Job. Presently, he was working as contractor in NDMC. He was known to Nagesh since last about 2 years. He was residing in a rented accommodation in Sangam Vihar, Delhi.

2. Nagesh Kumar did his schooling from Govt. School, Madangir Delhi. His father works as draftsman. Nagesh is a computer expert and he provided the technical assistance to his associates in preparing the forged letter heads of MP’s.

Further investigation is in progress.

Desperate and habitual Robber arrested. Having 8 previous cases of robbery.

A team of officers of the Crime Branch led by Inspr. Arvind Kumar and consisting of SI Parveen, SI Sunil, ASI Rakesh, HC Kartar Singh, HC Hanuman Singh, ASI Kuldeep, Ct. Ajay, Ct. Mohit and Ct. Sanjeev under the supervision of ACP Udaivir Singh Rathi have apprehended a desperate robber Gulfam @ Shanu wanted in case of robbery committed in the area of PS Khazuri Khas.

Incident

It has come to notice of Gulfam @ Shannu from his friend Pradeep that Hariom who worked for a mobile shop as a delivery man and carried cash and mobile coupons with him. Gulfam @ Shannu has decided to rob Hariom. He hatched a plan with Pradeep who was known to Hariom. Gulfam @ Shannu and Pradeep got Hariom drunk so that he could not resist. After getting the Hariom drunk, they robbed him of his cash of Rs 30000/-, coupons worth Rs 2.75 Lacs. They also took away his Motor Cycle with them. While they were fleeing with Motor Cycle of Hariom, they met with an accident and abandoned the motor cycle. Then they distributed the booty. On this a case was registered at PS Khazoori Khas. Investigation

Information was received on 19/06/2012 by ASI Rakesh Ahluwalia that Gulfam @ Shannu, a known and desperate robber and wanted in a case of robbery of PS Khazoori Khas would be coming at Loni border. On this a trap was laid and Gulfam @ Shanu (aged 22 years) s/o Mohd. Salim Khan r/o Kardampuri, Jafrabad, Delhi was apprehended. The associates of Gulfam @ Shannu, namely Pradeep and Parvez have been arrested by the crime branch on 05.09.2011 but Gulfam @ Shanu was evading his arrest since then.

Gulfam @ Shannu was subjected to intensive examination. It was revealed that Gulfam @ Shanu was previously involved in 8 cases of robbery committed in the area of Police stations New Usman Pur, Seelam Pur, Sunlight Colony and Ambedkar Nagar of Delhi. He had committed crime alongwith his associates namely Aman Kalreja, Parvez @ Faizan, Wasim @ Sanda and Salman. They used to hire a TSR/Van and then offered lift to the passengers and then would rob them at knife point. In some incidents they intercepted the vehicles of victim by their motor cycles and robbed them.

Concerned police station has been informed about his arrest.

Desperate Interstate UP based Criminal having 11 previous cases arrested.

He was Proclaimed Offender in 6 criminal cases and evading police arrest.

One stolen motor cycle recovered. One case of auto theft of Delhi worked out.

A team of officers of crime branch led by Inspr. Satya Parkash and consisting of ASI Baljeet Singh, ASI Ramesh Chand, HC Jitender Kumar, HC Jagbir, Ct. Sunil Kumar, Ct. Pardeep Kumar, Ct. Amit under the supervision of Addl. DCP/Crime Joy Tirkey have apprehended a desperate criminal involved in 11 cases of Snatching, Robbery, Cheating, Arms Act, NDPS Act and Gangster Act of UP and 1 case of Delhi. One motor cycle stolen from the area of PS Mahindra Park, Delhi has been recovered.

Information was received on 21/06/2012 that a desperate criminal involved in various criminal cases and had been declared proclaimed offender in criminal cases of UP would come near Badli Industrial Area on a motor cycle. On this information a trap was laid and a motor cycle was intercepted. A person was intercepted. He was identified as Afzal s/o Abdul Gaffar r/o No 3 Bagh Nai Aabadi, PS Sarojni Nagar Lucknow UP. The Bajaj Discover motor cycle was seized. On verification the Bajaj Discover motor cycle was found to be stolen from the area of PS Mahindra Park, Delhi.

Afzal was subjected to intensive examination. It was revealed that he is permanent resident of Lucknow, UP. He came to Delhi 4/5 years ago and residing in the area of PS Sangam Vihar, Delhi in a rented accommodation. He was identified as Sheikh Ansar Ali @ Kalu @ Kallu s/o Sheikh Khadim r/o Jahangir Puri, Delhi. The apprehension of the accused person has led to working out 3 cases of snatching and theft of police stations Mahindra Park, Prashant Vihar and Rajender Nagar, Delhi. He is found involved previously in a case of robbery of PS Timar Pur, Delhi. One gold Mangal Sutra and one gold chain have been recovered from his possession.

INFORMATION/OPERATION Information was received by the team of Inspector Rajesh Kumar, Special

Staff, West District about a notorious robber and gangster Dinesh Rathi who has been previously involved in many cases of Dacoity, Truck Jacking, Motor Vehicle Theft and Arms Act. Dinesh Rathi is also declared as a Proclaimed Offender by many courts. Information was further developed and intelligence about the

criminal was collected and his hideouts were located and checked and sources were deployed to collect his latest activities. On 21/06/2012, specific information was received in Special Staff/West District that the gangster Dinesh Rathi will come in a Tata Indica Car bearing No. DL 9C Z 2347 at about 8.30 pm from Patel Nagar and will go to Kirti Nagar to meet his associate to commit some crime. On this information a raiding party  under the supervision of Inspr. Raj Kumar, consisting of SI Manoj Kumar, SI Charan Singh, HC Kirori Mal, HC Hattu, HC Shashi Kant, HC Sunil, Ct Vinod, Ct Kailash, Ct Amarjeet and Ct Rajbir was constituted and a trap was laid near out gate of Hindustan Vegetable Oil Corporation Ltd. Rama Road, Kirti Nagar. At about 8.30 pm, one Tata Indica car came from Patel Nagar side bearing No.DL 9C Z 2347 on Rama Road which was identified by the source as to be of Dinesh Rathi was intercepted by police party. One person who was driving the car was apprehended and he revealed his name as Dinesh Rathi S/o Sh. Devinder Rathi R/o C-19, Amar Colony, Kamruddin Nagar, Nangloi, Delhi,and Permanent Add. Village Sankhol, P.S Sadar Bhadurgarh, Distt. Jhajjar (Haryana). On his search one loaded country made pistol was recovered. On enquiry and interrogation he made disclosure that he carries illegal Arms to commit crime with his associates. He is a PO in many cases. He could not produce any document pertaining to the ownership of the car. Thus a Case FIR No. 186/12 u/s 25 Arms Act P.S Kirti Nagar was registered and accused was arrested.

MODUS OPERANDI AND INTERROGATION During interrogation accused Dinesh Rathi disclosed that he studied up to

9th class from village in Haryana. He used to live with his maternal grandmother since his childhood. His all requirements and whishes were fulfilled during childhood beyond expectations. This led him to live high profile lifestyle. After leaving school he joined his family in Nangloi. He came into contact with bad elements and started committing crime. He was first arrested in 2003 when he fired on his family members to threaten and get more money to fulfill his requirements. He was arrested in a robbery case in Dausa, Rajasthan. Thereafter he never turned back and repeatedly committed crime. He organized his gang with Raju, Kishanlal, Praveen, Shyamlal, Rajeev, Vinod, Haqlq Driver etc and started committing Truck robberies. He used to get Police uniform and pose himself as police officer and after intercepting the truck throw out the driver and conductor and rob the truck. They used to unload the truck and leave it in abundant area and later sell off the material looted from the truck. He is previously involved in more than a dozen cases. After released from jail he never attended the court and changed his address frequently. He is too intelligent and desperate that he even doesn’t continuously use one mobile phone number for two or three days. He is declared Proclaimed offender in many cases. Investigation and interrogation is in progress to know more about the syndicate and their latest activities. Further investigation is in progress.

A PSYCHIC STALKER ARRESTED INDULGED IN SENDING SLEAZY, LASCIVIOUS , OBSCENE SMS TRAUMATIZED THE GIRL & FAMILY FOR OVER TWO YEARS

North District Police has arrested a psychic stalker namely Nadeem Mirza age 26 years s/o late Sh. Hashim Mirza r/o 1910, Gali Wazir Beg, Turkman Gate, Delhi.

INCIDENT & TEAM:On 07.06.12, a Ph. D scholar of Delhi University approached the PS

Civil Lines, Delhi and gave a complaint against an anonymous person who was indulging in sending sleazy, indecent, & obscene SMSs from different mobile numbers to her even at odd hours. The psychic stalker also used to call her brother & threaten him of dire consequences if the matter was ever reported to Police. Due to the persistent mental harassment, the girl’s family had shifted her residence to Shahibabad, (UP). On the complaint of the girl, a case vide FIR No. 95/12 u/s 66-A I.T. ACT,2008, & 506/509 IPC PS Civil Lines was registered & a joint team of police officials of AATS/North led by Insp. Shailender Tomar & Insp. Sanjeev Kumar, Insp./Inves. of PS Civil Lines was constituted to trace the mysterious stalker.

OPERATION:During the investigation, it was revealed that the mysterious caller was

frequently changing the phones but the cell ID/location of the mobiles was traced to the area of Turkman gate, Delhi. The investigation revealed that one person namely Vikas had earlier met the sister of the complainant and obtained her mobile number. The said person has tried to make some lewd advances to the complainant but the same was strongly objected to by her in 2010. The technical surveillance & painstaking effort of the Police team resulted in the arrest of the accused Nadeem Mirza age 26 years s/o Late Sh. Hasim Mirza r/o 1910, Gali Wazir Beg, Turkman Gate, Delhi.

  The wanted Mohammad Shah Hussain @Silothi S/o Late Md Unus R/o Village- Maripur, PS- Manihari, Distt- Muzaffarpur, Bihar is a proclaimed offender in Case FIR No. 84/10 dated 30/12/2010 U/s 376, 2(G) IPC & 12/13 SC/ST Act PS- GRP, Muzaffarpur, Bihar. Mohammad Shah Hussain, who has a notorious criminal had committed gang rape with his associate Tiya. Tiya surrendered before the court in Muzaffarpur but Mohammad Shah Hussain had been absconding and hiding in Gurgaon, Haryana. He was not even turning up to take home his wife Munni Khatton and two minor children aged 9 yrs and 6 yrs.

The help of Md Munif, the brother in law of Mohammad Shah Hussain was taken to ascertain his identity and on 21/06/2012, Mohammad Shah Hussain was traced from his rented house at Gurgaon from M/s Shakina Tyre House and was found working as repairing punctured tyres.

  Mohammad Shah Hussain has been arrested u/s 41(1)(c) CrPC  and will be produced in the MM Court Saket, New Delhi and would be sent to judicial custody. The Bihar Police authorities have also been informed about his arrest in connection with their FIR No. 84/10 dated 30/12/2010 U/s 376, 2(G) IPC & 12/13 SC/ST Act PS- GRP, Muzaffarpur, Bihar. The MM court would also be requested for his production before the CWC, Lajpat Nagar, New Delhi on 27/06/2012.

BRUTAL MURDER CASE SOLVED WITHIN 24 HOURS ACCUSED ARRESTED AND WEAPON OF OFFENCE RECOVERED

The staff of PS Neb Sarai, South District has solved the brutal murder case of a young person within 24 hours and arrested accused namely Suraj Sharma S/o Nakul Sharma R/o W-13/18 Sainik Farm New Delhi aged 22 years Permanent R/o VPO Rani Patra, Distt Katihar, Bihar. INCIDENT:

The accused Suraj Sharma who has been residing at H.No. W-13/18 Sainik Farm and working as Cowkidar of Lane No. W-13. The victim Sh. Baccha Ram Yadav S/o Sh. Chaudhary Yadav R/o Village Katwa, PS & PO LaIia, Distt., Balrampur UP was also residing in the same house and working as caretaker of the said house.

On 20.06.12 accused Suraj Sharma was on duty from 8.00 PM to 8.00 AM. The family of victim Baccha Ram Yadav went to their native place and the victim was in sleep at the fateful night. During enquiry it came into light

that Baccha Ram used to sleep naked in night. Accused Suraj Sharma while on duty was in inebriated condition went to room of Baccha Ram Yadav in pretext of taking match box to lit Biri. When accused saw Baccha Ram Yadav in naked condition, meantime the victim wakeup and asked why he came there, accused seeing him naked his intention of full of lust proposed him to perform unnatural sex with him. The victim refused and slapped him and took out a knife (vegetable knife) to save himself and threatened the accused that he will tell his mischief to all. Accused Suraj tried to snatch the knife and in this scuffle accused sustained injury from the knife on his left hand and after snatching knife he threw the knife. The victim to save himself run towards main gate, accused Suraj was following him with a Danda (which was kept by accused Suraj during duty hours) and when the victim reached near the gate, accused Suraj hit him on head with that Danda, the victim fell down and the accused once again hit on his head and he also hit with brick and he throw the weapon of offence i.e. danda in bushes. The victim Baccha Ram Yadav died on the spot. When accused Suraj came to know that Baccha is dead he frightened and shouted and incorrectly demonstrated that the victim is feeling unconsciousness. After that the accused Suraj escaped from the Hospital and got his mobile phone switched off.

As per the facts and circumstances a case vide FIR 182/12 dated 21.06.12 U/s 302 IPC, PS Neb Sarai, New Delhi was registered and investigation taken up. TEAM: -

To nab the accused a team consisting of Insp Vinod Pal ATO, S.I. P.N. Verma, S.I. Pravesh Lamba, S.I. Manmeet Malik, HC Rajender No. 2056/SD, Ct Dinesh No. 1535/SD, Ct Jai Kumar 2888/SD, Ct Ritesh No. 1726/SD was formed under the leadership of Insp Jarnail Singh/SHO Neb Sarai and overall supervision of ACP Mehrauli Sh. Rajender Singh. Their efforts fructified with arrest of the accused within 24 hours.INTERROGATION:

On sustained interrogation, the accused Suraj Sharma confessed his involvement in case. He further disclosed that he had been in lust for unnatural sex with Bachha Ram Yadav and he wanted to establish sexual relation with him. Earlier the accused tried to convince the victim to perform unnatural sex with him but when he refused and gave strong resistance, he was in full of lust loosen his temper and killed Baccha Ram Yadav brutally. On his instance recovery of blood stained knife, blood stained Danda, blood stained Brick and blood stained clothes were made.PROFILE OF THE ACCUSED PERSON

INCIDENT On 02.06.12, complainant Sh. Raman Bakshi s/o Sh. Parmod Bakshi r/o RZS-19, Raghu Nagar , Pankha Road , Gali No. 7, Dabri, New Delhi reported that he has a Godown in B Block , Rangpuri Extension, New Delhi. On 25.05.12 he kept 73 cartons of Chinese mobile phones in his

said godown. On 01.06.12 at 09.00 AM, he found that 20 carton of Chinese mobile phone were stolen from his godown. Accordingly, a case vide FIR No.166/12 u/s 380/411IPC PS Vasant Kunj South was registered and investigation was taken up.

TEAM & INVESTIGATION:In order to solve the case, a team comprising of SI Jasmohinder, SI

Rajbir, SI Pawan, HC Mahabir, HC Rohtash, HC Harish, HC C M Meena, Ct Anil, Ct Rajpal was formed under the leadership of Inspr. Gagan Bhaskar SHO/Vasant kunj South and overall supervision of Dr. Ram Gopal Nayak ACP/ Vasant Vihar. During investigation the team worked relentlessly to develop clue to solve the case. On 20.06.12, on secret information, a raid was conducted at a shop in Gaffar Market, Karol Bagh. Four stolen mobile phones were recovered from the shop owner Shahid Ansari. He was interrogated at length and on sustained interrogation, he confessed of buying 272 stolen mobile phones and having sold them to other shopkeepers. At his instance other receivers namely Vihal, Romy Thapar, Shyam Sundar and Suresh were also arrested and stolen phones were also recovered from them.

During further investigation, the accused Shahid Ansari disclosed that he had purchased the stolen phones at cheaper rates from one Himanshu, who told him that he had purchased them from one thief namely Hunny. The complainant informed the police team that Hunny, is a driver of his partner. Accordingly, further raids were conducted and driver of complainant’s partner Hunny was also apprehended. On interrogation, he disclosed having committing the theft along with his associates namely Vijay Sahu and Rohit. At his instances accused Vijay Sahu was also arrested and stolen phones were recovered. Accused Hunny also disclosed of having sold 580 mobile phones to Tarun and Himanshu. They have also been arrested. RECOVERY:

1. 150 Stolen Mobile phones (Chinese SICT G-180 Handy).

2. Cash of Rs. 70,000/-

3. Vehicle used in commission of crime (TATA-S) No DL-1L-R-6292

Further investigation of the case is in progress and efforts are being made to effect remaining recoveries.

1. Whereas a large number of commercial places/shop have come up in Delhi which are popularly known as cyber cafe and large number of people visit them to use the facilities available in such places including e-mail facilities.

2. And whereas it has come to notice that certain criminal anti-social elements/terrorist are using these facilities to mislead the security/investigating agencies, create panic in the public endanger the security of VVIP's and Govt. Institutions, help in the terrorist activities directly affecting the security of the state.

3. And Whereas it is necessary to take speedy measure in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities which may affect the security f the State and disturbance of Public order and tranquility.

At times, Baratis accompanying Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with serious potential to result in brawl and quarrels causing serious injuries/death and damage to the public and private property. This affects peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act-2009.

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility.

Ganj, Delhi.a) Install CCTV with sufficient number of cameras and recording system to cover up to 50

meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

b) This CCTV system should become operational within 45 days from the date of issue of this order.

c) The recoding system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, Manager of the liquor vend should ensure the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. Any entry should be made in the register and intimation in writingshould be sent to the police station simultaneously to be got duly received from the Duty Officer of the police station mentioning Daily Diary Number on the intimation.

f) During the course of monitoring of the CCTV system, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also mention on the sign boards.

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor cycles, scooters and cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form no 29 and Form no 30 (Part-i&ii) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of transport Authority. This is to circumvent the requirement of section 50 of the Motor Vehicles Act, 1988, Authority within 14 days for local transfer and 45 days for inter district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of second hand vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of second hand vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of second hand vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore in exercise of the powers conferred upon me by virtue of Sec. 144 Cr. P C, 1973 (no.2 of 1974) red with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification no U-11036/3 1978(1) UTL dated 09/09/10. I Om Parkash Asstt. Earlier the special “Manjha” was made of threads coated with local adhesive and fine dust of glass which act like a razor to cut the “Manjha” of other competitors.

2. whereas, of late a new type of “Manjha” with metallic powder coating is available in the market. This type of “Manjha” is not only very strong but also a good conductor of electricity. Due to a fine metal coating, whenever such “Manjha” entangle/comes in contact with overhead electricity supply cables including high voltage lines. Electric current runs through the “Manjha” thread, resulting in danger of electrocution of the kite flyer or unsuspected passer by and also causing disruption of the power supply system.

And whereas to prevent endanger to life of students, non smokers and public, prevent smoking as well as passive smoking near educational institutes to prevent annoyance to students, public, danger to human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the selling of tobacco items near educational institutes in a radius of 100 yards.

ORDERWhereas, there is mushrooming of BPO’s ( Business Process Outsourcing Centers) prominently known

as Call Centers, Corporate and Media houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

1. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services fro the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round the clock, the abs are ferrying employees even at late night basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

2. An whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and crime and criminal acts by such elements, it they are not dropped securely and safely at their places of stay.

3. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safely and their properly it is felt that immediate action is necessary in this regard.

4. Now, therefore, in exercise of the po0wers conferred upon me by the virtue of Sec. 144 Cr. P.C., 1973 (No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi Notification No. U-11036/UTL dated 09/09/2010, I Om Parkash do hereby make this written order that all such organizations like BPO’s Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Darya Ganj, Delhi Shall:

(A) Maintain a data of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

(B) Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.(C) Ensure verification of antecedents of all their employees including contractual employees.(D) Ensure that women employees are not made to travel alone with the cab driver during the night and duly verified

security guard is invariable deployed in each cab carrying women staff.(E) Choose the route in such manner that as far as possible a women employee is not the first one to be picked up or

that last to be dropped.(F) Ensure that the cab involved in transportation of women employees drops such employees right at their houses,

remains halted at the point where a women employees has been dropped till she confirms about her arrival/reaching at the residence/place of stay through a telephone call.

(G) Ensure that, wherever the house of a woman employee is so located that the approach road is not motor able, the duly verified security guard accompanies the employee on foot up to her house and take a confirmation about her safe arrival.

(H) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activates of the cab drivers, such as picking up strangers, straying away from the designated route etc.

(I) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.5. These orders shall come into force with effect 22/06/2012 shall remain in force for a period of 20/08/2012 unless

withdrawn earlier.6. Any person/employer contravening this order shall be liable to be punished in accordance with the provision of

Sec. 188 of the IPC, and 7. As the notice can not be served individually on all concerned, the order is herby passed ex-parte. It shall be

Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

1. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

2. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

3. And whereas, it has also been observed that the record of courier senders are not kept by the courier service or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

4. And whereas, it is thus rendered imperative to put regulatory check on the privat e courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by virtue of section 144 Cr.P.C., 1973(No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No U-11036/(i)UTL, dated 09.09.2010, I Om Parkash, Asst. Commissioner of Police, Sub Division, Darya Ganj, Central District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division, Darya Ganj, Central District,Delhi shall:-

(A) Maintain a register of courier senders and detail of goods to be sent through courier.(B) Keep copies of identification documents like election card, ration card, PAN card, driving license etc. of

the courier sender for access by the police as and when required.(C) Cross-check from the concerned company or office if its representative or employee approaches for getting

the goods booked for courier in case sender is acting on behalf of a company or office or organization.(D) Generally satisfy oneself about the goods before accepting the packet/Parcel booked for courier.(E) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover

booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(F) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.(G) The private courier service or agents shall cause to copy the CCTV coverage on a CD and hand over to the

police whenever demanded.(H) Inform the nearby police station if the courier sender of the goods is found suspicious.

These orders shall come into force with effect from 22/06/2012 and shall remain in force for a period of 60 days up to 20/08/2012(both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier service or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.
