"The Army is always ready," General Rawat said when asked if his force is ready for action in PoK. However, the Army Chief made it clear that a decision in this regard has to be taken by the govern- ment. "This has to be done by the government. The other institutions will act as the government directs them in this regard," he said. On being asked about Pakistani Foreign Minister Shah Mehmood Qureshi mentioning Jammu Kashmir as Indian state, General Rawat said, "We are very happy as you are, after listening to this. CHICKEN AND MUSHROOMINGREDIENTS 12 oz skinless and boneless chicken breast/thigh, cut

into bite-sized cubes 6 dried shiitake mushrooms 2 tablespoons oil 1- inch piece peeled ginger, cut into slices 1/2 cup water 2 stalks scallions, cut into 2-inch lengths salt to tasteMarinade 1/2 tablespoon shaoxing wine 1/2 tablespoon cornstarchSauce: 1 tablespoon soy sauce 1 tablespoon oyster sauce 2 tablespoons shaoxing wine 1/2 teaspoon sesame oil 3 dashes white pepper 3 drops dark soy sauce for coloring purposes, (optional)METHOD Marinate the chicken with the Marinade for 15 minutes.

Mix all the ingredients in the Sauce in a small bowl, setaside. Soak the mushrooms in warm water for 30 min-utes or until softened. Remove the stems and cut themushrooms into halves.

Prime Minister Narendra Modi today inaugurated the newly con-structed building of the Jharkhand Assembly at Kute gram inRanchi. The Advisor was speak-ing at the 8th meeting ofManagement and FinanceSub-Committee of JammuKashmir State PowerDevelopment Corporation(JKSPDC) here today.

"The hydropower poten-tial of J&K, if exploited toits fullest, shall enable all-round socio-economicgrowth and developmentbesides enhancement of theeconomy," he maintainedand added that such stepswould open up employmentopportunities especially forthe youth of the state andalso address the powerdeficit of the State.

During the meeting, theMD JKSPDC informedabout the various ongoingprojects and the future roadmap of PDC.

The Advisor stressed onthe importance of all identi-fied objectives beingachieved within envisagedtime frame for the develop-ment of hydropower in thestate, keeping in view theimmense potential of thesector. He asked theManaging Director tourgently identify project-

wise critical issues and per-sonally ensure strict adher-ence to the timeline of eachproject to avoid cost escala-tion and generation loss dueto delays in project execu-tion.

The Advisor directedthat the Committee meet-ings should be held at regu-lar intervals to ensure time-ly decisions and to acceler-ate the progress of projectimplementation.

He asked the ManagingDirector PDC to ensure thatthe Corporation's internalsystems are strengthenedand streamlined to ensuretimely approval of variouspower projects and theeffective management ofevery contract.

During a threadbare dis-cussion about works pro-gramme of new and ongo-ing power projects, theAdvisor emphasized to sci-entifically and profession-ally manage fund flows ofthe Corporation. The

progress and pace of imple-mentation of ongoing proj-ects especially the imple-mentation of 850 MWRattle Hydroelectric powerproject and other issuesrelated to the corporationwere also discussed in themeeting. Earlier theAdvisor undertook a reviewmeeting of JAKEDA anddiscussed in detail the vari-ous projects and initiativesundertaken by the agency.

The AD tourism was directed tostart plantation of flowers andsaplings of attractive trees along thehighway in coordination withForest, Social Forestry andFloriculture departments for thebeautification of area.

Tehsildar Batote was directed tosubmit all the compensation casesof house damages due to snowfall,landslide and flash floods for earlysettlement. Floriculture departmentwas directed to develop a park inBatote, while the DFO was asked to

ensure availability of timber forlocals and submit a detailed propos-al for the development of CityForest Park at Batote.

Director Health Jammu wasdirected to identify land for Healthand Wellness Centre and holdawareness camps to sensitize publicabout benefits of AYUSH goldencard.

Most of the issues particularlyrelated to infrastructure weresolved on the spot in consultationwith the concerned officers.

The major issues highlighted bythe PRIs and civic body membersincluded d-linking areas of Rambandistrict from the jurisdiction ofPDD and PHE department of Dodadistrict, early completion of underconstruction PMGSY and PWDroads, implementation of the flag-ship programmes including PMAY,PMUY, drinking water and powersupply besides meeting the short-age of staff in schools, college andhospital. "We will immediately punish those threatening farm-ers. So, no one should harass or threaten farmers. If anyfarmer does not want to sell the produce, we will not forcehim.

"But, if he is selling and you threaten him and even fireat his two-year-old daughter, then you cannot remain freefor a long time," Malik said.

The scheme aims at providing maximum price to grow-ers and it has been approved by the Union agriculture min-istry's agriculture and cooperation department under theaegis of the Union home ministry for the current apple har-vesting season.

It will be implemented in the state by the directorate ofplanning and marketing, and supported by the directorateof horticulture, Kashmir, and the Jammu and KashmirHorticultural Produce, Marketing and ProcessingCorporation Ltd, an official spokesman said.

Highlighting the importance of horticulture in thestate's economy, the governor said with a turnover of Rs8,000 crore per year in this sector and close to 7 lakh fam-ilies being directly or indirectly associated with it, this sec-tor, the farmers and the process needs focused support.

Malik noted that with the launch of this scheme, manyissues related to the grading of apples, their procurement,storage and marketing will be taken care of by the govern-ment.

The NAFED will procure and market apples and thefruit's growers will get higher remuneration for variousgrades of apple, he said.

This scheme will help growers to save their crop fromdistress sale, Malik said.

He stressed on the need for the farming community tobecome aware of their rights and strengthen themselves so asnot to get exploited by market forces that can cause losses.

Expressing gratitude to Union Home Minister AmitShah for swiftly getting the whole exercise to launch thisinitiative in support of farmers of Jammu and Kashmircompleted within two weeks, Malik sought every stake-holders' cooperation in making it a success, the spokesmansaid.

''Due to the use of tobacco products, throat cancers arerising among youth,'' they said and added, in Jammuregion, every year nearly 2500 fresh cases of cancer arebeing reported.

In men, the cancers of mouth, neck, throat, lungs, foodpipe and stomach are common whereas in women, breastcancer cases are on the rise, said official sources andadded, ''Jammu district has the highest number of cancercases followed by Poonch, Rajouri, Kishtwar, Doda,Kathua and Samba.''

In the last seven years, around 30,000 cancer patientswere admitted and treated in the different government hos-pitals across the state, they said.

However, as per report presented in J&K AssemblyHouse in 2018, year-wise cases of cancer were 2011(3057), 2012 (3288), 2013 (3157), 2014 (3940), 2015(4275), 2016 (4976), 2017 (5731) and as per officials, in2018 the figure was 7500.

"With UT status to J&K, faculty from outside can alsobe invited and expert and specialised doctors can beappointed in the institute, which will be in the interest andwelfare of the people with regard to health and medicalscenario," they said. (UNI)

The members demanded levying of taxes, user chargesby the Municipal Corporation, One Time Tax on MotorVehicles Implementation of Central Motor Vehicle Act2019, extension in dates for filing of Income Tax and GSTReturns, unabated corruption and lack of basic amenities,in particular, the supply of power.

Mr Gupta warned the Administration that the autocrat-ic and adamant attitude of the government during the tran-sition time from the state to UT, has forced all theStakeholders to come together and take an agitational path.

He said on one hand, the business community was suf-fering badly because of prevailing situation and on theother hand, the state administration was imposing taxesand penalties, without any consultation with the stakehold-ers.

He further said that the per capita income and financialranking of the state should be the prime consideration,before imposing any levies.

"Recent notifications issued by the MunicipalCorporation regarding levy of hefty users charges, OneTime Tax on Motor Vehicles and implementation ofCentral Motor Vehicle Act 2019 by the TransportDepartment should be immediately cancelled and JCCIshall not negotiate and compromise on all these demands,"he added.

"In my country, anybody, be it former Union HomeMinister, former chief minister, top cops or bureaucrats,those who indulged in corruption, were sent to jail.However, even during the Governor's rule in Jammu inKashmir, the Sarghanas of corruption were enjoying seatsof Power,'' he said.

Gupta appealed to the Governor to check the menace ofcorruption and make the babus accountable, which wouldresult in huge revenue in the existing system of the govern-ment and would not require any additional levies.

He also said that JCCI did not even raise the demand fornet connectivity till now, keeping in consideration thenational interest and the security concerns, in spite of thebusiness world facing huge losses.

The JCCI President said, "If our demands are not metby coming Sunday, then one-day peaceful JammuProvince Bandh and Chaka Jam shall be observed onSeptember 16.''

He further appealed to people at large to observe thisbandh without any protest on the roads, to convey theirconcerns to the government.

T S Wazir, Chairman of Jammu and Kashmir TransportWelfare Association, while speaking on the occasion, cau-tioned the government that the state administration wasforcing them to take an agitational path, which they wereavoiding till now and urged the Governor to personallyintervene and get these unjust notifications withdrawn andcancelled immediately.

He further assured all support to the one-day JammuProvince Bandh on September 16, as the condition of theTransporters was getting worst, day-by-day.

Neeraj Anand, President of the Chamber of TradersFederation, while speaking on the occasion, extended fullsupport to the initiatives taken by JCCI for the bettermentof business community of Jammu and Kashmir.

He further said that post abrogation of Article 370, there

was an immediate need for the Transportation ofHorticulture produce from the Valley, that is Apple andWalnuts, because this was the peak season for the sameand crores of rupees of Jammu Business Community havebeen paid in advance to the growers of the valley.

"We had already taken up the issues with the concernedauthorities and expect that an urgent decision in this regardfor a dedicated corridor to ship the consignments fromValley to Jammu be facilitated, so that our traders fromJammu be saved from huge losses in the shape of bankinterest and business losses, failing which there will be noscope left, other than going for an agitational path," headded.

The Prime Minister reiterated his commitment to secur-ing the dignity of muslim citing the passing of the tripletalaq bill in the first session of Parliament in Modi 2.0.

He also referred to how Jharkhand earlier lacked trans-parency and witnessed scams, but Chief MinisterRaghubar Das made efforts to bring transparency in thelast nearly five years. The PM's words of praise of hisparty government comes ahead of the state assembly elec-tion in Jharkhand later this year.

Reeling out figures related to different welfare projectslaunched by the government, he said 44 lakh peopleavailed benefits under the Ayushman Bharat health insur-ance scheme in the last one year in the country.

The world's largest health assurance scheme was start-ed by the PM from Jharkhand last year. More than twocrore houses were constructed under Pradhan Mantri AwasYozana and two crore more houses are under constructionin the country, besides constructing 10 crore toilets andgiving free LPG connections to eight crore beneficiariesunder Ujjwala Yozana, he said. Inaugurating and launchinga plethora of schemes, Modi said Jharkhand will get a newidentity through the Multi-Modal Terminal at Sahibganj,which will connect Bangladesh, Nepal and the North-Eastareas.

The prime minister said that pension schemes for thepeople working in the unorganized sector, farming andsmall trading units have been introduced.

The government will spend Rs one lakh every year onthe tribal students education, he said. The prime ministeralso inaugurated a new building of the Assembly and amulti-modal cargo terminal, which is expected to easetransportation in the region.

After its bifurcation from Bihar in 2000, the tribal dom-inated state of Jharkhand will now have its own well-equipped assembly building to carry out legislative func-tions.

The three-storey building has been constructed at a costof R 465 crore. It is dubbed as the first paperless Assemblyin the country.

Modi dedicated "Pradhan Mantri Kisan Maan DhanYojana" that will help small and marginal farmers by pro-viding a minimum pension of s 3000 per month, on attain-ing the age of 60 years.

Farmers who are currently between 18 and 40 years ofage can apply for the scheme.

The 'Pradhan Mantri Laghu Vyapari Maan DhanYojana', a pension scheme for shopkeepers and retailtraders was also launched.

Another 'Swarojgar' pension scheme was also rolled outfor self-employed persons.

Under both the schemes, beneficiaries between 18 and40 years will get s 3,000 per month after completing 60years of age.

The cargo terminal, which was inaugurated online bythe prime minister from here, has been built by InlandWaterways Authority of India on River Ganga atSahibganj.

It has a cargo storing capacity of 30 lakh tonne per year,a stockyard and parking and berthing space for two ves-sels.

PM Modi laid the foundation stones online for 462Eklavya Model Schools across the country, of which 69will be established in 13 of Jharkhand's 24 districts.

The foundation for a new building of JharkhandSecretariat was also laid by the prime minister. The newsecretariat building in the state capital will come up at anestimated cost of s 1238.92 crore.

The meeting was attended by Chief Planning Officer,Chief Education Officer, ACD Rajouri, EXNs PWD,REW, Block Development Officers and Zonal EducationOfficers.

The DDC asked chief education Officer, ZonalEducation officers, Engineers of the Education wing totake a comprehensive review of the Education Sectorworks and submit report.

The meeting also reviewed the Developmental activi-ties in the Education sector, status of Mid day mealScheme being implemented through PRIs, SAMAGRA,self defense training of school children, the availabilityof the stationary and books for children, Gender Ratio ineach school, disbursement of the student scholarshipand physical and financial progress of the all the works.

The chief Education officer informed that there are1724 schools in the district with a total enrollment of91383. He further said that presently 55 different workswith an outlay of 1.82 crore are being executed under thedistrict plan.

DDC took a comprehensive review of the develop-mental works being executed by the Rural DevelopmentDepartment, R&B and other agencies. He directed theconcerned to expedite the work to overcome the problemof accommodation and fencing in the schools. He direct-ed the ZEOs to monitor the progress of work on regularbasis. The CEO was asked to submit the list of land dis-putes, so that the issues could be resolved at the earliest.

For imparting quality education and enforcing punctu-ality in schools, the District Development Commissionerstressed on conducting regular inspections by the zonalEducation officer concerned. He asked the ZEOs to setquantifiable targets to review the outcome of the studentsin the schools. He also directed them to inspect a clusterof 30 schools in one month and do not restrict the inspec-tions to road side schools only.

He further stressed on the parent teacher meet anddirected the ZEOs to make it compulsory on a monthlybasis.

DDC Kulgam reviewsfunctioning of ICDS Deptt

GJ REPORTKULGAM, SEP 12: District Development Commis-sioner (DDC) Kulgam Showkat Aijaz Bhat, today held ameeting to review the functioning of ICDS department inthe district.

The meeting was attended by District Project OfficerKulgam, CPO, CDPOs, Supervisors and others officersand officials of the department.

The DPO informed the DDC about the overall func-tioning and stock position of nutrition supplements avail-able at Anganwari centers in district.

He informed the DDC that a total number of 1208Anganwari centers are functional in the district where31000 Children in the age group of 06 months to 06 yearsare registered.

It was also given out in the meeting that underPMMVY, R 2.32 crores were disbursed among the bene-ficiaries since the inception of the scheme through DBT.

On the occasion DDC impressed upon the officers toredouble their efforts to achieve full results in allschemes to benefit the target groups.

DDC also chaired a meeting of officers where hereviewed the progress and status of recently launchedPoshan Abhiyan scheme in the district. He directed thestakeholders viz Health, RDD ,PHE to actively work ona mission mode to supplement the proper care for malnu-tritioned/under nutritioned children.

MIS at Fruit Mandi SoporeGJ REPORTBARAMULLA, SEP 12: Deputy CommissionerBaramulla Dr G N Itoo today inaugurated FacilitationCentre at Fruit Mandi Sopore under the recently launchedMarket Intervention Scheme (MIS).

Speaking on the occasion, DC highlighted the signifi-cance of the scheme and said that the Facilitation Centreshall act as a multifunctional trading point for appletraders and growers where the registration process andother necessities shall be processed. He said that theobjective of the NAFED is to promote cooperative mar-keting of agricultural produce to benefit farmers.

He said that procurement shall be made directly fromgenuine apple growers and the administration will ensuredirect payment in bank accounts of apple growersthrough direct benefit transfer (DBT). He said that fairprices for various categories will be fixed by the pricecommittee that includes a member from NationalHorticulture Board.

Pertinently, under MIS scheme, apples cultivated inJ&K will be procured directly from farmers by the gov-ernment-run National Agricultural CooperativeMarketing Federation of India (NAFED).

This was disclosed here today byUnion Minister of State (IndependentCharge) for Development of NorthEastern Region (DoNER), MoS PMO,Personnel, Public Grievances, Pensions,Atomic Energy and Space, Dr. JitendraSingh, when Indian High Commissionerto Bangladesh Riva Ganguly Das calledon him in the presence of Secretary

DoNER Inderjit Singh and senior offi-cers of the Ministry.

During the meeting, the Agartala-Akhaura Railway Link (Bangladesh)project was discussed in detail, amongother issues. It was discussed that theproject will be completed by the year2020. The cost of the project is Rs972.52 crores, which is being funded byMinistry of northeast DoNER on theIndian side and by MEA on theBangladesh side. The project will link

Agartala with Bangladesh RailwayNetwork at Akhaura. Once operational,it will cut the travel time for passengerand goods movement between Kolkataand Agartala. The Indian sided length is5.46 km and Bangladesh side is 6.57km. IRCON, CPSE of Railways is theexecuting agency for the Indian side andalso Project Management Consultant forBangladesh Railways.

Once operational, it will cut traveltime of rail journey from Kolkata toAgartala (via Guwahati) of 38 hours and1500 km to 15 hours and 500 kms.Maitree Express is already runningbetween Kolkata and Dhaka which canbe extended to Agartala. Out of 15.19Acre of land to be acquired atNischintpur Yard, 2.30 Acre has beenhanded over and balance is expected tobe handed over within a month and notlater than December, 2019 byGovernment of Tripura.

Dr Jitendra Singh said that culturallinkages with Bangladesh are veryimportant. He said that tourism, tradeand cultural exchange between the twocountries should be promoted.

NEW DELHI, SEP 12: AnAfghan national was held atDelhi's Indira GandhiInternational Airport for alleged-ly smuggling two gold biscuitsweighing one kg each inside thesole of his shoes. The passen-ger was arrested at Terminal 3of the airport after he arrivedfrom Afghanistan's Kabul. TheCustoms Department, acting ona secret tip-off, intercepted theaccused and tried to check himon September 10. However, thepassenger refused to corporate.On thorough search of him andhis luggage, the customs offi-cials recovered two gold bis-cuits lodged in the sole of hisshoes. Both the biscuitsweighed about one kg each andtheir value has been estimatedat Rs 76 lakh. newspaper I would like to express thatwith the finalization of National Registerof Citizens in Assam, nearly two millionpeople have been left out of NRC andthese people have now become flotsamand jetsam causing fear to the neighbour-ing states. Meghalaya and Nagaland haveissued advisories to the police to take pre-ventive measures to check any influx ofillegal immigrants to their states. The fearthat those who have been excluded fromthe NRC in Assam may look for shelter inneighbouring states also dominated theongoing Assembly session in Meghalaya,where legislators cutting across the partylines voiced fears over the possibility ofsuch people entering the state and urgedthe government to take immediate steps tocheck such influx in the state. The adviso-ry in Nagaland by its home departmentsaid all entry points and check gatesmanned by the police should be suitablystrengthened to prevent any possibleinflux of illegal immigrants. Mobilepatrols at vulnerable locations should also

be activated. So, the fate of the two mil-lion people is almost sealed. With theneighbouring states taking precautionarymeasures to block the possible massinflux of these people, it is certain thatthese people turn out to be foreignerswithout any valid documents. It may berecalled that there are a lot of people fromBangladesh or Myanmar who had infil-trated into India over the years and manyof whom by virtue of luck, haveembraced the citizenships of India.Rohingya refugees are also part of thesestateless people. The Rohingya are astateless Muslim minority in Myanmar.Their latest exodus began in 2017 whenviolence broke out in Myanmar drivingmore than half a million refugees toBangladesh and India. Permanently dis-posed people have the potential to impactthe regional security in ways we have notyet imagined. It is in that context that theirsafe return is important, not only onhumanitarian ground but also for securityreasons.

Despite following democracy for over sevendecades now, it is really sad to find thatthe largest democracy of the world has

failed to transform its pre-independence systeminto a vibrant people friendly system that woulditself speak of the elimination of the miseries ofthe common man in the Govt offices. In order toachieve the desired transformation the peopleshall have to strive themselves to create a neworder that ends the miseries of the commonman at the hands of administration which ismanned by those from amongst the commonpeople. In this regard the work culture in Jammu& Kashmir is no exception due to which it hasquite often been a subject of ridicule and pity. Ingovernment offices it is far below the optimumstandards and at the same time in the privatesector it is no good too with of course a fewexceptions. Getting any work done in any gov-ernment office is the worst nightmare for com-mon man. There are crystal clear indicators ofthe inefficiency of the Government offices espe-cially due to corruption that eats into the vitals ofthe society. The inefficiency can be well judgedfrom the facts and figures on ground especiallyin case of social security schemes. It is really anirony that innumerable deserving persons eligi-ble to receive such benefits continue to be inqueue having applied long before seeking ben-efits but they have to return disappointed. Itwould not be out of place to mention here thatdespite the exercise of weeding-out ineligiblecases and replacing them by eligible anddeserving applicants from the pending lists asper the guidelines of the schemes, it needs tobe analyzed as to how much success has beenachieved in this regard. Now that Jammu andKashmir and Ladakh are at a transitional stageset to get fully transformed into robust UnionTerritories, it is hoped that the new dispensa-tions will work on the principle of analogy vis avis the states where specially devised measureshave resulted in success. In fact it was felt sincelong that there is a dire need to change thebasic rules of administrative system which haveremained unchanged since long and now is themost appropriate time for creating a new orderfor the citizenry of the two new Union Territories.Let all of us reinvent ourselves as we are theones who are manning the administration or anyother field in the society.

CREATING A NEW ORDER

With a sense of great satisfaction I pen downmy thoughts on the performance of mygovernment's first 100 days. Usually

termed as the honeymoon period during the first 100days neither the government acts nor the publicexpects any major decision-making by the new gov-ernment.

In fact in case of a repeat government the new gov-ernment's attitude as in the past has been Whoa! Theelections are won; now take it easy we have to governnext 5 years.

However, all that is in the past. This is NarendraModi - who as PM neither took a single break duringgovernment nor after elections! In fact he told eachdepartment to work on a 100 day agenda for the newgovernment even before the 5th phase of polling wasover!

The Narendra Modi government took office withthe motto of `Nation First'. In the first 100 days, thisgovernment has demonstrated, not just its intent towalk the talk, but also its ability to show tremendouspolitical will to carry out social and economic reformsthat were earlier perceived to be impossible.

The first parliament session of this new governmentexemplifies the decisive nature of its leadership. Byending the Triple Talaq in its very first week, despitestiff opposition, this government has demonstrated itscommitment to restoring the honour and dignity ofwomen. This legislation is a strong step towards pro-tecting and empowering Muslim women by ensuringgender justice as enshrined in the Constitution ofIndia.

The landmark legislation for the Protection ofChildren from Sexual Offences (Amendment) Bill,2019, that provides death penalty for aggravated sex-ual assault on children is another illustration of thisgovernment's single-minded focus on social reforms.India's young children deserve to be safe. Theydeserve to be protected through a law that deals withsexual assault offenders with an iron hand.

Farmers are at the heart of this government's pro-gressive development plan. One of the first deci-sions this government took was to universalise thePradhan Mantri Kisan Samman Nidhi (PM-KISAN)& extend its ambit. The expanded scheme enables allfarmers to receive Rs. 6,000 a year directly into their

bank accounts. About 200 million farmers will ben-efit from the scheme.

By providing an income support of Rs.6000 toevery farmer and extending Pension Schemes tolabourers, small traders and farmers, Modi 2.0 hastried to uplift marginalized sectors and create a levelplaying field. Ayushman Bharat provides Rs.5 lakhper family to 500 million population, has ensuredtheir health needs are met so that together youth andpoor can unleash the vast strength of their humanresource to shape up New India- An India that couldcertainly achieve the target of a $ 5 Trillion econo-my.

While the opposition may accuse our governmentof raising the expectations of 1.3 billion people tonew heights, we take pride in doing so. Modi 2.0aims to unleash the energy of new India by settingnew milestones, goals and deliverables by bringingabout a transformational shift that will ensure Indiasurges ahead as a global superpower. To that end,our government has a three-pronged strategy. One,harnessing India's human resource potential to shapenew India, two, weeding out corruption through aClean-up action and three, Infrastructure push.

We know that corruption is one of the biggestobstacles in the way of progress. Modi 1.0 provideda clean government and Modi 2.0 has set goals totarget the corrupt. Forced retirement of big bureau-crats who hitherto stayed untouched by anti-corrup-tion laws and those who built fortunes, are beingousted. People who looted the government excheq-uer are behind bars. Operation clean-up is underwayand it will catalyse India to unleash its economicpotential & surge ahead.

As we start delivering on our promises, all globalmulti-lateral platforms like G-7, G-20, BRICS, UN,the strong presence of India led by PM NarendraModi is a reflection of India gaining in stature. NewDelhi is no more a mere spectator or a follower buta global leader--be it environment protection, carbonemission, trade talks or power balance, India hasbecome an integral part of the global power.

The first 100 days of Modi 2.0 government is areflection of an aspirational India which is confidentto reach its full potential under the dynamic leader-ship of visionary & fearless Prime Minister provid-ing a Nirnayak Sarkar to govern India ensuring SabKa Saath Sabka Vikas Sabka Vishwas.

100 DAYS OF MODI 2.0 GOVT, REFLECTIONOF AN ASPIRATIONAL INDIA

There controver-sial and temporary articles are theroof of all separation, is secessionand terrorism in J&K. The defenceminister of India Rajnath Singh has

made it clear that if talks withPakistan are held, they will be on theretrieving of POK and he furthersaid that no talks will be there withPakistan till that country stops abet-ting, supporting of terrorism andusing its soil for terrorist activitiesagainst India. After Defence minis-ter's statement, the vice president ofIndia Shri Venekia Naidu has saidthat if there is any issues of Kashmirbetween India and Pakistan, it isretrieving of PoK which is underillegal occupation of Pakistan.Thereis some meaning in there statementsof big wings and it is clear that Indiahas to take steps to liberate PoKfrom Pakistan's illegal occupation.All of us know that Indian govern-ment is bound by the Parliament res-olution of 1994 where in it has cate-gorically been resolved thatKashmir is the integral & insepara-ble part of India and what isrequired is that PoK has to beretrived. Therefore keeping theParliament resolution in view, it isimportant and in the fitness of thingsto take steps to liberate PoK andmake the territory under the illegaland unlawful occupation of Pakistanpart of J&K which it rightly is.Therefore time has now come thatPoK is retrived and made part ofJ&K. Thus it is nec-essary to liberate PoK which is theonly issue between India andPakistan. The talks can be held onthis issue only and on the issue ofterrorism. Rest there is no otherissue between the two neighbouringcountries. Indian government at thetime of accession of Kashmir washeaded by J.L. Nehru and he haswrongly taken the issue of Kashmirto UN and thus has internationalizedKashmir issue. But now enoughwater has flown in river Jhelum andit is the time to reverse the wrongdecision of that time and retrievingof occupied Kashmir is the best andonly option. Pak says will charge Kartarpur pilgrims$20 service fee; India had opposed it

ISLAMABAD: Pakistan on Thursday said pilgrims willbe charged US $20 as service fee for visiting theKartarpur Sahib Gurdwara. "Pakistan will charge USD 20per person as service fee, not entrance fee, for KartarpurCorridor," Foreign Office spokesperson MohammadFaisal said in a weekly briefing. Earlier this month, Indiaand Pakistan had failed to finalise an agreement on theKartarpur corridor following differences over key issuesincluding Islamabad's insistence on charging a fee forallowing pilgrims to visit Gurdwara Kartarpur Sahib.India did not agree to the proposal for charging pilgrims,said BCL Das, the leader of the Indian delegation, afterthe third round of talks with Pakistan officials in Attari."Owing to certain differences on a few key issues, theagreement between India and Pakistan could not befinalised. Hassa bint Salman, a daughter of KingSalman and sister of the powerful Crown PrinceMohammed bin Salman, had been charged with instruct-ing her bodyguard to beat up a plumber. Tried in absentiaand the target of an arrest warrant since December 2017,she was also ordered by the Paris court to pay a 10,000-euro ($11,000) fine. Israel plan to annex West Bank wouldviolate International Law: UN Chief

NEW YORK: UN chief Antonio Guterres warnedWednesday that Israeli Prime Minister BenjaminNetanyahu's plan to annex a key part of the occupied WestBank would violate international law. 2,500 people missing inhurricane-hit Bahamas

NASSAU, SEP 12: About 2,500 peopleare unaccounted for in the Bahamas fol-lowing Hurricane Dorian, the archipel-ago’s National Emergency ManagementAgency (NEMA) said Wednesday.

NEMA spokesman Carl Smith toldreporters that some of the missing peoplemay eventually be located. “At this point,there are approximately 2,500 individualsregistered on the Bahamian governmentregister (of missing people),” Smith said.

BEIJING, SEP 12: China's capi-tal of Beijing is on track to dropout from the list of the world's top200 most-polluted cities this year,with hazardous smog concentra-tions falling to their lowest onrecord in August, data compiledby IQAir AirVisual showed onThursday.

Beijing is set to reduce levelsof small, lung-damaging particu-late matter known as PM2.5 byalmost 20% this year comparedwith 2018, and by almost a thirdfrom 2017, data from theSwitzerland-based air qualitytechnology company showed.

The capital city has been on thefrontline of a war on pollutionlaunched in 2014 and has workedto shut down and relocate pollut-ing industries, improve fuel andemission standards and reducecoal consumption both in the cityand in surrounding regions.

However, the city's air qualityin 2019 will still likely be morethan four times higher than the

WHO annual mean PM2.5 con-centration guideline of 10 micro-grams per cubic meter, and alsohigher than China's own interimnational standard of 35 micro-grams.

In the first eight months of thisyear, Beijing had an averagehourly PM2.5 concentration read-ing of 42.6 micrograms, 19.3%lower than last year. The figureswere less than half of the averagein the same period in 2009, IQAirAirVisual said in a study of datafrom the U.S. Embassy in Beijingas well as 34 official governmentmonitoring stations.

Beijing's average hourly PM2.5concentration in August was 22.1micrograms - the lowest monthlyaverage since records began inApril 2008, the data showed.

China has said that it will adoptmore efficient and targeted meas-ures during its campaign againstpollution in 2019, but will notrelax its efforts or ease the crack-down on violators.

The DC while speakingon the occasion said the dis-trict administration recog-nises the important role thedry fruit industry plays inthe economic growth ofSrinagar adding that estab-lishment of a dry fruit mandiin the district is an indica-tion of this recognition.

It was informed that themandi will have multiplefacilities including storage,marketing, sale and otherfacilities like linkage withbanks and traders based out-side the state.

Dr Shahid said fundsrequired for its establish-ment have already beenreleased to concerned agen-cies and work thereon willbe started within a week andcompleted within the short-est possible time. GJ REPORTJAMMU, SEP 12: Theurgent convention ofJKNPP which was fixed forSeptember 14, 2019 hasbeen postponed. The con-vention shall now be held onOctober 5, 2019 at Jammuinstead of September 14,2019. According to the partypress note the conventionday had to be postponed forthe reason that the Shradhshall start from September14 for 15 days. It was feltthat the convention of NPPshould not be mixed up withShradh (ancestors' memori-al) and therefore the conven-tion shall be held onSaturday, October 5, 2019.This decision was takenjointly by the leadership ofthe JKNPP.

way of road completion JAMMU, SEP 12: In a Public InterestLitigation filed by Civil Society Tralregarding road widening, a DivisionBench of J&K High Court comprisingChief Justice Gita Mittal and JusticeRashid Ali Dar directed the ExecutiveEngineer, PHE Department, Awantipora toforthwith examine the matter and ensurethat the water pipes which are coming inthe way of completion of the road fromTral to Satoora are forthwith shifted. Inany case, the same shall be shifted withinsix weeks hereafter and the road shall becompleted within four weeks thereafter.

This significant direction has beenpassed by Division Bench while hearingMohammad Yousuf, Executive EngineerR&B, who informed this Court that theconstruction of the road from Tral toSatoora is underway and now onlymacadamized. He further submits that thePHE Department is also required to shiftcertain water pipes. If they do the work,the road shall be completed within onemonth thereafter.

JAMMU, SEP 12: AdditionalSessions Judges Jammu, TahirKhurshid Raina in a far reach-ing order, issued directions topolice in matrimonial disputes.

The Court while hearing abail application observed thatday in and day out this courtis dealing with anticipatorybail applications, based onapprehension of arrest onaccount of lodging of com-plaints by wives against theirhusbands and their relativesfor commission of offencesunder section 498-A RPC. Thegeneral concern is beingshown that on mere lodging ofsuch complaints, police imme-diately resorts to arrest of thealleged accused and thusresulting into lot of agony andbad name for the matrimonialfamily. And this action of thepolice not only causes moredamage to the matrimonialand sacramental relation ofhusband and wife but evenspoils any left out scope forreconciliation between theestranged couple.

The Court further observedthat fact remains that the

police officer of the case isunder a legal duty to have apreliminary enquiry in the firstinstance when any such com-plaint is lodged and then afterdrawing a proper satisfactionto be recorded that arrest ofthe accused isinevitable in the factsand circumstances ofthe case , then onlyshould exercise the power ofarrest. He must understandthe delicacy of the relationwhich is under imminentdanger of being broken andcan become source of manyother conflicts between thecouple and their respectivefamilies.

While dealing with com-plaints for alleged commissionof offence of Cruelty asdefined u/sec 498-A RPC,Court said that police has beengiven a role of re-conciliatorrather than that of mere inves-tigators and prosecutors in thecase. It is in this context theSupreme Court has shown itsserious concern about the mis-use of the this penal provisionof the code and issued various

directions in various caseswith regard to fair investiga-tion and avoiding arrest of thehusband and his relatives onmere filing of the complaint.In this context very celebratedJudgment of the Supreme

Court is worth to be quotedi.e. Social Action Forum for

Manav Adhikar and Anr.Vs. Union of IndiaMinistry of Law andJustice and Ors AIR2018 SC 4273 in whichit was held ".......Therefore, we think itappropriate to directthat the investigatingofficers be careful and

be guided by the principlesstated in Joginder Kumar(supra), D.K Basu (supra),Lalita Kumari (supra) andArnesh Kumar (supra). It willalso be appropriate to directthe Director General of Policeof each State to ensure thatinvestigating officers who arein-charge of investigation ofcases of offences under sec-tion 498-A IPC should beimparted rigorous trainingwith regard to the principles

stated by this Court relating toarrest.........."

It is also enjoined upon thepolice officer to record suchfacts and reasons in writingwhich lead him to a conclu-sion to go for arrest of theaccused. Equally it is legallyincumbent upon him to put inwriting for not arresting theaccused as well. In pith andcore the police officer beforearrest must put a question tohim by himself, why arrest? Isit really required? What pur-pose it will serve? Whatobject it will achieve? It isonly after these questions areaddressed in the backdrop ofthe conditions enumerated thatthe power of arrest needs to beexercised and it is in contextof the lofty mandates of thevarious decorated Judgmentsof Supreme Court on theissue of arrest of an allegedaccused, especially in contextof matrimonial disputes, Ihereby dispose of this antici-patory bail application with adirection to the SHO WomenCell Jammu to proceed insuch matters accordingly. Pakistan women’s tour of Indiacould be cancelled: PCB officialNEW DELHI/KARACHI, SEP 12: Pakistan women’scricket team tour to India as a part of the ICC Women’sChampionship is likely to be postponed as the Indian boardis yet to receive any government directive with regards toholding the series in November.

As a part of the championship, Indian women’s team areset to host their Pakistani counterparts in a three-matchODI series. Given the prevailing circumstances betweenthe two nations, the Indian cricket board will wait for agovernment’s directive as they have already informed thematter much in advance.

“We are still waiting for an answer as the Indian boardhas to host the women’s series by November this year. Itappears as if this series could also end up being cancelledas it doesn’t appear India is willing to host the Pakistanwomen’s team,” a PCB official alleged.

However BCCI on its part maintains that they hadsought approval for the tour and they can do very littleunless there is green light from the central government.

“We can only take the matter forward once we hearfrom the government. We all know, a bilateral seriesagainst Pakistan is an issue that cannot be unilaterally byBCCI. It will follow the instructions from the govern-ment,” a senior BCCI official told PTI on conditions ofanonymity.

As per PCB sources, the ICC has told them to “wait andwatch” as the window to host Pakistan women’s team wasbetween July and November.

In case, India doesn’t host Pakistan, PCB wants ICC toaward them points for the series. In that case, BCCI isalmost certain to contest their claims on grounds thatorganization is beyond their control at the moment.

GJ REPORTSRINAGAR, SEP 12: With a viewto speed up the developmental ini-tiatives being undertaken in differ-ent sectors, Advisor to GovernorKK Sharma today reviewed thequantum of expenditure beingincurred by different departmentsand agencies on various develop-mental initiatives and schemes.

The expenditure status reviewedincluded the departments of PDD,PHE, R&B and Housing and Urbandevelopment.

The meeting was attended by theChief Engineers of R&B, PMGSY,PDD, UED, besides Directors ofFinance and Planning.

While reviewing the pace ofimplementation of the flagship pro-grammes of the departments, theAdvisor directed for ensuring time-bound completion besides the fullutilization of the funds earmarkedfor different sectors.

He said that the same is neces-sary for ensuring that the holisticdevelopment of Jammu andKashmir is undertaken and peopleget benefitted from these initiatives.

The Advisor also directed under-

taking regular meetings in order tospeed up the implementation byremoving impediments and bottle-necks, if any, so that the develop-mental schemes being undertakenunder different sectors and central-ly sponsored schemes are closedwithin the stipulated time avoidingthe cost escalation and relatedthings.

"The officers should ensure thatthe schemes are completed and thefunds allocated for a particularactivity or initiatives are utilized tothe maximum," he said and main-tained that the line departmentsshould also work in a coordinatedmanner while carrying on develop-mental works.

The meeting was told that underthe released outlay in Housing andUrban Development 30 percent hasbeen expended similarly PDD hasalso incurred an expenditure of 33percent.

It was also given out that theroads and building sector has alsoincurred an expenditure of about 44percent against the released outlay.Similarly, PHE has also recorded anexpenditure of 34 percent.

Subrahmanyam onThursday chaired the State LevelSanctioning Committee (SLSC) meet-ing to review the implementation ofvarious Centrally Sponsored Schemesviz; Rashtriya Krishi Vikas Yojna(RKVY), National Food SecurityMission (NFSM), National Missionon Agricultural Extension &Technology (NMAET) and PradhanMantri Krishi Sinchayee Yojna(PMKSY) in Jammu & Kashmir dur-ing the year 2018-19. The SLSC alsoapproved the action plan for the year2019-20, under these schemes.

Administrative Secretaries ofFinance, Planning, Forest, Animaland Sheep Husbandry, Agriculture/Horticulture, representatives ofMinistry of Agriculture, Governmentof India besides various Heads of theDepartments attended the meeting.

While reviewing the progress reg-istered during 2018-19, under theseschemes and the project proposals forthe year 2019-20, Chief Secretaryemphasized on integrated develop-

ment of agriculture and allied sectorsto make farming a remunerative eco-nomic activity in Jammu andKashmir.

The Administrative Secretaries ofvarious Departments also shared theirvaluable views for sustained growthof agriculture sector with focus onhigher returns. The AgricultureProduction Department was asked toredouble its efforts towards empower-ment of youth through skill develop-ment programs and promotion of agri-business models. The department wasfurther directed to dovetail its effortsso that there is visible impact of theseschemes on ground.

Mission Director, RKVY (DirectorAgriculture Kashmir) and MissionDirector NMAET/NFSM/PMKSY(Director Agriculture Jammu) pro-posed a plan of Rs. 22.64 Crore, Rs.33 Crore, Rs. 15.36 Crore and Rs.756.27 Crore under RKVY, NMAET,NFSM and PMKSY respectively.After detailed deliberations on vari-ous components of these schemes, theCommittee approved the action planfor the year 2019-20.

A committee constituted by theUniversity shall select the most suitabledesign. The selected design will win a cashprize of Rs. 10,000(Rupees Ten Thousand).

The winner will have no claim over theownership of the design once it is selectedfor use by the University of Ladakh. TheUniversity shall also hold the right to modi-fy the design in whatever manner it deemsfit. Entries should reach the University ofLadakh by or before 3rd of October, 2019.

The demand was raised dur-ing a press conference organized by theexecutive members of HimalayanBuddhist Culture Association at PressClub Office here today. NEW DELHI, SEP 12: The Centre has floated a requestfor proposal (RFP) to redevelop the Parliament House orbuild a new one, sources said on Thursday.

The Union Housing and Urban Affairs (HUA) Ministryhas also invited architecture firms to redevelop the centralvista, a 3-km stretch from the Rashtrapati Bhawan to theIndia Gate, and construct a new common CentralSecretariat for offices of all ministries.

The sources said by August 2022, the monsoon sessionof the Parliament will be held in a new or a retrofittedbuilding.

By next year, the central vista will be redeveloped andthe Common Secretariat will be built by 2024, they said.Agencies
