The President advised that the Health Officer Ma a few cases under investigationwith the County Health Department.

ROADS: Supt. C. E. Davie advised he had nothing unusual to report.

BUILDING OFFICER: Mr. John A. Denker reported two permits iosued for new con-struction - total feee $470.00.

PARKS & AUXILIARY SERVICES: Supt. John Kam° advised that spraying ins still one ofthe moot effective wayo to control elm diseaae and a spraying program should beconsidered and included in the upcoming budget. Aliso n there ar4 some diseaeed anddead elms which will have to be removed.

FIRE COMCISSIONER: Mr. W. C. Webster reported all areas in the Lake Zurich FireDietrict have complied with the Fire Numbering Program and the Discreet well bereclacsified from le to 9 which will result in le ered insurance races.

CIYIL DEFEME: No report.

PLAN (COMMISSION: The Preeidenc reported that Mr. T. j. BOARD OF ZONING APPEALS: The President submitted Resoluti n No, 180 covering the appoint-ment of Mr. Eben Finger to the Board of Z ning Appeals for an unexpired five year termdating from November 4, 1965. After discussion Trustee Kruldinde moved the saidppointment be confirmed and consented to . 040 1-moved the adoption of Resolution No. 180 -seconded by Trustee Schulke nd passed un nimously,

LAW: The President advised that Attorney J. W. Braithwaite has reported on the Landwercase - i.e., - the Village has asked the Court to eliminate a number of reasons theplaintiff has submitted to the Court in his effort t set Aside the annexation of hisproperty to the Village. To date, Mr. L ndwer has been unable to secure Court approvalneeded to continue the lawsuit.

TRUSTEES COMMITTEE REPORTS:

FINANCE Arm W: Trustee Urick requested th4t 1414deparp!*4,heads submit theirbudgets so the Budget Committee can schedule a meeting to prep re the proposed budget.

PLANNING AND ZONING: Trustee Forrest reported the Amended County Comprehensive ZoningOrdinance hits been adopted. At the moment Trustee Forrest does not know whAt percentageof the ori inal proposed ordinance has been adopted. He will study the rdinanceand advi.e of any changes or deletions.

RO S AND PUBLIC UTILITIES: Trustee Schulke reported - -

As authorized by the Board, a representativ of Consoler, Townsend nd Associates wasinvited to meet with members of the Road Committee ind the President ref tive todeveloping a road maintenance program utilizin Motor Fuel Tax funds up to $12,000.On S turd y morning, February 12, Mr. Myer Engler of Consoer, Townsend and Associates,with the President and Road Committee, made a tour of Village roads and inspectedconditi ns, after which the Road Committee recommended to the President that COT. and Abe eng ged to develap the road maintenance program as authorized by a motion secondedand passed at the regular Board m etiag of „Tartu ry 24, 1966, utilizing MFT funds upto $12,000.

Trustee Schulke reported th Road Committee also requested Consoer, Townsend r.ndAssociates to prepare n estim te on what it would cost to make an engineering studyof certain other projects of a major nature not included in the M77 program - givingrecommend tions of what should be done, which ones should take priority, and theestimate cost - i.e.

1 - Signal Hill Road t :honey Lake where the road bed should, perhaps over a periodbf time, b moved northwardly for eventual straightening of that road.

2 - Golfview Road near Oxford Road where water completely inundates the road.

3 - Oxford Ro d just south of Glen Circle Ro d where water inundates Oxford Road.

4 - Biltmore Drive and immediately north of Be chvi 4 Drive intersection whereBiltmcore Drive rises and turns in such a manner as to cause a h zardous trafficcondition,

5 - Extension or widening of bridge over creek at Biltmore Drive.

6 - Leveling-off of the intersection of Storm and Woodland Drives where

The President read letter from Consoer, Townsend and Associates, dated February 23,1966, advising that the fee for the performance of the preliminary services will becalculated at 2.65 times the actual ..wages expended by their personnel in performingthe services, with a guaranteed maximum cost of $750.

After discussion Trustee Schulke moved the Board authorize the President to engagethe services of Consoer, Townsend and Associates on the terms outlined to make apreliminary survey and that it be budgeted for the coming year - - seconded byTrustee Forrest and passed unanimously.

The President advised that at the last Board meeting the Board approved the recommend-ation that the subdivider of Oaksbury be required to furnish a $2,500 performancebond on the three unfinished roads in that subdivision. In lieu of the bond thedeveloper has arranged with the First National Bank of Barrington to hold $2,500in escrow for this jourposv, The President read letter, dated February 26, 1966,from Mr. Roy W. Klepper, Executive Vice President of the First National Bank andTrust Company of Barrington, advising that $2,500 has been deposited to be held inlieu of a performance bond for completion of Carriage Road, Pine Woods Drive, andPooks Hill Road, Trustee Urick moved to accept this escrow arrangement in lieu ofperformance bond - seconded by Trustee Krumlinde and passed unanimously.

POLICE, FIRE AND PUBLIC SAFETY: The President advised that the school administrationhas relocated some school bus stops to provide safer conditions for children boardingbuses in stormy and icy weather in response to a request from the Village and certainVillage residents.

The President discussed the water drainage problem on Mohawk and Onondaga Drives,apparently caused by a property owner on Mohawk Drivelpartially filling in a naturaldrainage area, and a broken drain tile on Onondaga Drive, causing flooding of theintersection and certain property on Onondaga Drive, and asked Board ratification ofarrangements made with Frappier Sanitary Sewer Service to investigate and makerepairs in an amount not to exceed $200. Trustee Urick so moved, seconded byTrustee Schulke and passed unanimously.

HEALTH & SANITATIONBUILDING REGULATIONS The President submitted Resolution No. 181, covering a chanoein tip title only of Residence Number Officer to Deputy Building Officer, TrusteeForrest moved the adoption of Resolution No. 181 and that said change of titleto Deputy Building Officer be confirmed and consented to -seconded by Trustee Cutlerand passed unanimously.

CIVIL DEFENSEPARKS & AUXILIARY SERVICES: No report.

NEW BUSINESS: The President advised that a notice of petition to annex has beenreceived from a group of residents in the Flynn Creek area.

The President introduced Mrs. Eric Roos, who urged the Board seriously to considerstrengthening the existing Dog Ordinance Nov 67.
