As usual the WCTR will present the latest publications and discuss the most contemporary research topics at its technical and special sessions.     Dear Sirs,

    In the name of COPPE, the Alberto Luiz Coimbra Engineering Post-Graduate and Research Institute at the Federal

    University of Rio de Janeiro (UFRJ), through its Transport Engineering Program (PET) I would like to welcome all of you

    to the 13th World Conference on Transport Research.

    Once more the core of transport stakeholders gathers to discuss emerging issues and opportunities of a political,

    management or technical nature that will have an influence on transport research, management and teaching and to

    bridge the gaps between research and practice within the sector.

    We are pleased to make this conference possible believing that the 13th WCTR will not only contribute to solve the

    transport problems of Rio de Janeiro or Brazil, but also to enhance political and technical transport discussion on the

    entire world.

    Dear Delegates,

    We are delighted that the Federal University of Rio de Janeiro was selected to host this, our 13th World Conference

    on Transport Research, and our first in Latin America. As we shall learn, the continent faces many challenges, but also

    offers several novel solutions to transport problems. The rate of development of transport solutions is impressive, and

    the organizers have prepared a number of special sessions and technical visits in which we can see more of the appro-

    aches which Brazil, and Rio in particular, are adopting. The World Conference on Transport Research Society exists to

    stimulate the interchange of research methods, results and policy implications in all aspects of transport and from all

    parts of the world. So our focus is multi-modal, multi-disciplinary and multi-sectoral. This can clearly be seen in the

    programme and delegate list for the Conference. We have over 200 oral presentation sessions under eight Topic Areas

    and, for the first time, eight poster sessions. At the time of writing we have approaching 900 delegates from over 60

    countries. All delegates become members of the Society for the following three year period, and we look forward to

    working with you all in continuing to achieve the Societys mission.

    Dear Sirs,

    I sincerely welcome you to the 13th World Conference on Transport Research. For us, it is a distinct honor host one

    of the biggest and most important event relating to the scientific and technological study of transportation the first

    time in Latin America, especially at Rio de Janeiro.

    The 13th World Conference on Transport Research offers a special program aimed to enhance not only a rewarding

    technical forum but in a broader point of view the transport research network. For the first time, the event features a

    special meeting for young researcher. In addition, Transport-related exhibitors will demonstrate their products and

    technologies. As usual the WCTR program includes a plenary, technical, special sessions and technical tours but we

    also would like to introduce you to Brazils culture. For this reason, we also invite you to explore and enjoy the Rio de

    Janeiro.

    4 Information about Rio de Janeiro

    When you arrive at Rio by plane, you see a colorful city that rises among mountains, lakes and the ocean. When you walk through its streets, you feel the energy of the welcoming locals. When you see the sunset on any of Rios beautiful beaches, you understand why we are a people with sparkling eyes and singular character.

    Rio de Janeiro is located at the Southeast Region of Brazil. It is the second largest city in Brazil and the 26th largest in the world.

    Rio is the most visited city in the southern hemisphere and is known for its breathtaking landmarks, amazing landscapes and for the unique spirit of its people.

    A cosmopolitan metropolis, known worldwide for its scenic beauty and its natural resources, the city provides a harmonious and agreeable environment for its inhabitants and visitors, for both leisure and work, which combined with its infrastructure, makes Rio an important center for commerce and services, with the advantage of a modern and diversified industrial sector.

    4.1 transport in Rio

    BUSThe Local Committee will provide public transport pass cards (RioCard) throughout the period of the event. The cards may be used in almost all bus services in Rio. To learn how to move through the system covered by the pass, simply login to the website V de nibus (go by bus) (http://www.vadeonibus.com.br), choose your language and type the itinerary. You will have all information to make your trip. Bus Fare for regular routes is R$ 2,75.

    METRORio de Janeiro features two metro lines integrating Downtown, South Zone District, North Zone and Tijuca [http://www.metrorio.com.br/en/index.htm] At Cantagalo metro station a shuttle service will be provided to the Conferences venue. The timetable for the shuttle service will be available on the conferences website.

    Metro Rail Fare is R$ 3,20.

    TAXIWe strongly advise participants to take a registered cab. Ask for this service with the hotel manager. Some can be paid by credit cards but you should ask before starting your trip. There is also the Taxi Apps available for iPhone and Android systems:

    Useful Information Language

    The official language in Brazil is Portuguese. The accent and the intonation are very different from what one hears in Portugal and other former Portuguese colonies. Brazil is the only Portuguese-speaking country in South America.

    Insurance and Medical Cover Conference organizers do not take responsibility for medical, travel or life insurance, and participants are advised to hold valid international personal insurance policies.

    districts/Neighborhoods

    Centro including Lapa and Santa Teresa. The citys financial and business centre also has many historic buildings from its early days, such as the Municipal Theatre, National Library, National Museum of Fine Arts, Tiradentes Palace, Metropolitan Cathedral and Pedro Ernesto Palace.

    Zona Sul (South Zone) including Copacabana, Leblon and Ipanema, as well as the districts along Flamengo Beach. Contains some of the more upscale neighborhoods and many of the major tourist sites, such as the Rodrigo de Freitas Lagoon, and Sugar Loaf and Corcovado Mountains.

    Zona Norte (North Zone). The Maracan stadium, Quinta da Boa Vista Park with the National Museum the citys Zoo, the National Observatory and more.

    Zona Oeste (West Zone), a rapidly growing suburban area including primarily the districts of Jacarepagu and Barra da Tijuca, popular for its beaches. Most of the Olympics in 2016 will be hosted there.

    5.2 Plenary Session

    In the plenary session Professor Ansio Brasileiro rector of Universidade Federal de Pernambuco will conduct a lecture with the subject Mobility challenges in changing cities. Prof. Orlando Strambi, Universidade de So Paulo Prof. Enilson Medeiros dos Santos, of Universidade Federal de Rio Grande do Norte and Elvio Gaspar, former Director of Banco Nacional do Desenvolvimento do Brasil will join this table to expose different points of view about this subject and share their experience.

    5.3 technical Sessions

    Technical sessions will host all papers accepted for the 13th World Conference in Transport Research. Paper presentations are allocated in oral and poster sessions. This proposal for poster sessions has emerged from our review of the Lisbon conference. Poster sessions are designed in TRB style to promote active discussion of related papers, and papers presented whether as posters or orally are equally eligible for publication and for the award of prizes.

    Papers were submitted in two ways. Some 70% were submitted in October 2012 under the review track, and have each been assessed by two reviewers. Many have since been modified as a result of those reviews, and we are very grateful to those who have contributed to the review process. Those which met the requirements of the review process are marked in the timetable with an asterisk (*), and will be included in the Selected Proceedings, to be made available to delegates in September, and issued as a publication of the Society. The other 30% were submitted in April 2013 in the non-review track. These are often papers on new concepts which were not sufficiently mature to be submitted for review, but are still worthy of presentation and discussion. These have no identifying mark in the timetable. They are included, with the reviewed papers, in the General Proceedings, which have been made available to all delegates. These General Proceedings do not constitute publication, and should not be referred to as such.

    According to the submission process all papers were allocated to eight topic areas. In addition each one of these has several Session Tracks. The 13th WCTR programme was designed to avoid clashes among sessions in the same session track. As you will see in the next pages, the programme was designed in slots (1a,1b,,15j) consisting of time Blocks (1,2...,15) and Rooms. Oral Sessions and Poster Sessions last from Monday afternoon till Thursday morning. Please find below a brief description of each Topic Area:

    tOPIC aREa B: FREIGHt & LOGIStICS

    Definition of the Subject Area: Includes freight carried by all modes of transport but the focus is: (i) on the way in which freight modes are integrated in particular the importance of intermodal transport (ii) the re-lationship between freight transport and logistics management (iii) themes concerned with spatial aspects of integrated freight transport for example urban goods movement (iv) integrated freight transport, logistics and the environment including themes of sustainability and energy use (v) the contribution of freight modeling to decision-making and policy development and (vi) the importance of ITS to integrated freight transport.

    tOPIC aREa a: tRaNSPORt MOdES

    taM: anming ZHaNG

    Area: This Topic Area covers research issues related to a single mode, and which are not addressed in other Topic Areas. In particular it provides a focus for the work of the Special Interest Groups on Air, Maritime, Rail, and Road (Urban and Inter-city) Transport. Given the likelihood of overlap with the work of other Topic Areas, care has been taken to avoid duplication of activity. As a general rule, sessions have been included in Topic Area A only where the focus is on the characteristics of the mode, or it is clear that they cannot be integrated into other Topic Areas. In particular, papers on the safety of a given mode may have been sub-mitted to this Topic Area, but have been cross-checked with Topic Area C, where SIG3 has the responsibility of convening all safety-related sessions.

    tOPIC aREa C: tRaFFIC

    Definition of the Subject Area: Topic Area C is concerned with interurban highways as well as with urban roads, including traffic theory and modeling, traffic control and management, transportation network analysis, information and communication technologies for traffic systems and infrastructure management. Safety analysis and policy is addressed in this topic area both in relation to traffic safety and as an impor-tant issue for all modes and intermodal transport.

    tOPIC aREa d: dEMaNd

    taM: Sergio JaRa-dIaZ

    Definition of the Subject Area: Activity and Transport Demand Analysis deals with understanding and mo-deling how people make choices regarding their activities and travel plans and how these interact with the transportation system. It deals with theoretical constructs, behavioral assumptions and methodologies for the analysis, representation, inference and modeling of the way travelers behave and the interrelationships of this behavior with their activities, land use and the transportation system. This subject area includes all topics related to analysis of travel demand and behavior and their interactions with time use, land use and the environment.

    tOPIC aREa F: LaNd USE aNd SUStaINaBILItY

    Definition of the Subject Area: Topic Area F is concerned with land use and environmental issues due to the interaction with transport and vice versa. It includes integrated land use and transport policy and planning; modeling of land use, transport and environmental interactions with decision support systems; community livability, local environmental impacts, and the use of non-motorized modes of travel in the developed world; and sustainability and environmental ethics.

    tOPIC aREa E: ECONOMICS & FINaNCE

    taM: Fusun ULENGIN

    Definition of the Subject Area: Transport Economics and Finance deals with several key aspects of transpor-tation planning, management and regulation. Under this topic, the private and social costs and benefits of transportation systems are analyzed. The aim of the subject is to highlight the processes by which trans-portation infrastructure and services are appraised, based on consistent economic criteria.It also helps to provide a guide to understand the roles of each level of government, underline the key eco-nomic principles for the analysis of transportation systems, and develop policy and regulatory proposals, including matters of private and public finance.

    tOPIC aREa G: PLaNNING, POLICY aNd MaNaGEMENt

    Definition of the Subject Area: Topic Area G covers the institutional processes of developing and implemen-ting transport plans and policies at local, regional and national levels. It includes consideration of institutio-nal structures, stakeholder involvement, decision-making processes, objective setting, problem identifica-tion, and strategic option generation, the application of predictive models and appraisal methods to policy assessment, identification and resolution of barriers, implementation and policy transfer addressing also transport policies for tourism and mass events and emerging policy issues.

    tOPIC aREa H: dEVELOPING COUNtRIES

    Definition of the Subject Area: Transport in Developing Countries (Topic H) deals with all the transport issues facing the developing countries and countries in the transition economies. The issues include:(H1) Restructuring and institutional capacity building in government transport entities; Decentralization of decision-making and fiscal responsibilities; Human resource development; (H2) Improving planning and evaluation of transport alternatives; Benefits and costs of transport infrastructure; the Externalities; and Financing of maintenance and new construction; Citizen participation and Non-government organizations; (H3) Urban transport and traffic management in transport entities in developing countries; (H4) performan-ce based procurement of infrastructure facilities; (H5) Selected topics (new technology, other infrastructure development, corruption, other).

    The 13th WCTR features 35special sessions. Special Sessions aim to discuss emerging topics on Transport Research. In order to promote a different debate from technical sessions most special sessions will not involve presented papers.

    The WCTR Society has also introduced an important new initiative for young researchers, in order to help them to get acquainted with the conference, meet colleagues, gain experience of conference management and enhance their participation as members of WCTRS. The WCTRS Young Researchers Conference will be free to young researchers who are also participating in the main conference, and will be held on July 14th 2013.

    Special Interest Groups meetings will be sessions organized to discuss emerging topics in small special forums. They have been created in order to facilitate the exchange of ideas between researchers interested in the same topic area.

    The 13th WCTR Gala Dinner will be held during 20h00 24h00 on Tuesday 16th July 2013 at Segvia Room in Windsor Barra Hotel. For R$130 Conference members may purchase their tickets for the dinner when registering for the conference.
