The Wayne County Board of Commissioners met in regular session on Tuesday, November 7, 2017 at 9:03 a.m. in the Commissioners Meeting Room in the Wayne County Courthouse Allllex, Goldsboro, North Carolina, after due notice thereof had been given.

Members present: William H. Pate, Chairman; A. Joe Gurley, III, Vice-Chairman; George Wayne Aycock, Jr.; John M. Bell; Edward E. Cromartie; Joe Daughtery and E. Ray Mayo.

Work Session

During the scheduled briefing and prior to the regularly scheduled meeting, the Board of Commissioners held an advertised work session to discuss the items of business on the agenda.

Call to Order

Chairman William H. Pate called the meeting of the Wayne County Board of Commissioners to order.

Invocation

Commissioner Edward E. Cromartie gave the invocation.

Pledge of Allegiance

Approval of Minutes

Upon motion of Vice-Chairman A. Joe Gurley, III, the Board of Commissioners unanimously approved the minutes of the regularly scheduled meeting of the Board of Commissioners on October 17, 2017.

Discussion/Adjustment of Agenda

Upon motion of Vice-Chairman A. Joe Gurley, III, the Board of Commissioners unanimously approved and authorized the adjusted November 7, 2017 agenda. Items added include:

Under Unfinished Business - Motion to Approve the Broadband Phase II Pilot Program. Under Consent Agenda - Motion to declare real property as surplus property. Under Consent Agenda- Adjusted Memo for Motion to Approve Sale of Surplus. Property Jointly owned with the Town of Fremont to include additional Surplus Property.

Special Recognition - Sylvania Wilkerson with the Purple Heart Banquet

Veteran and two-time Purple Heart Recipient Sylvania Wilkerson thanked the Board of Commissioners for sponsoring the first s top of the 2017 Purple Heart Truck Run Stop. Following his presentation of the certificate, attached hereto as Attachment A, the Board of Commissioners presented Mr. Wilkerson with a corrected copy of his Purple Heart Proclamation from the Wayne County Board of Commissioners and City of Goldsboro.

Public Comments

Greg Cams, CEO of EMS Management Consultants, spoke about his concerns regarding the agenda item "Motion to Award the EMS Billing and Collection Contract to Change Health Care, subject to the County Attorney's Approval." He also conected two items in the memo: His company is EMS Management Consultants, not EMS Source, and Wayne County officials visited Onslow County to review the services they receive for Billing and Collection management, not Brunswick County.

Kim Stanley of EMS Management Consultants expressed her concerns regarding the agenda item "Motion to Award the EMS Billing and Collection Contract to Change Health Care, subject to the County Attorney's Approval." She also stated she was the representative from EMS Management Consultants for the County of Wayne.

Public Hearing for Rezoning Request on .65 acre tract ofland

At 9: 18 a.m., the Board of Commissioners held a public hearing to receive public comments on the rezoning request for a .65 acre tract ofland identified as tax parcels 2587544271 and 2587545468 - Deed Book 3287, Page 615, from Residentiai-Agricultural 20 (RA-20) to Residential-! 0 (R-1 0).

Planning Director Chip Crumpler reviewed the associated maps and memos, attached hereto as Attachment B.

Presentation by Director of Public Affairs Carol Bowden on the "Step Into the Max" Campaign

Director of Public Affairs Carol Bowden presented the final designs and order forms for the "Step Into the Max" Commemorative Brick Paver Program for The Maxwell Center, attached hereto as Attachment D.

Motion to Award the EMS Billing and Collection Contract to Change Health Care, subject to the County Attorney's Approval

Assistant County Manager Craig Honeycutt presented comparisons on the EMS Billing and Collection project, attached hereto as Attachment E. He corrected to mistakes in his memo: the name of the company EMS Management Consultants instead of EMS Source, and Onslow County as one of the counties visited, not Brunswick County.

Upon motion of Commissioner John M. Bell, the Board ofConunissioners unanimously approved the awarding of the EMS Billing and Collection Contract to Change Health Care.

Update on Canterbury Village Street Improvements Project

County Manager George A. Wood provided an update on the Canterbury Village and North Creek Subdivision Street Improvements Project. Mr. Wood explained the delays involving relocating cable and water lines, pushing the completion date past the projected late­November date.

Motion to Approve the Broadband Phase II Pilot Program

County Manager George A. Wood presented the proposed Broadband Phase II Pilot Program, attached hereto as Attachment F, and thanked Chairman William H. Pate, Conunissioner E. Ray Mayo, and Planning Director Chip Crumpler for their work with the Broadband Engineering Study for Wayne County.

Upon motion of Commissioner E. Ray Mayo, the Board ofConunissioners unanimously approved the Broadband Phase II Pilot Program.

Presentation by Victor Hinnant, North Carolina Commerce Regional Former Offender Director in Association with Pastor Alexander - MPI

Pastor Marvin Alexander ofMPI and North Carolina Commerce Regional Former Offender Director Victor Hinnant presented program information on how their programs help offenders become acclimated in the community upon release and dealing with recidivism. They are currently running five pilot programs and plan to add Wake and Wayne counties.

County Manager George A. Wood presented the 2017 FAA Non-Primary Entitlement funds notice, attached hereto as Attachment V, from the North Carolina Department of Transportation. The $ 150,000 in Federal Funding is allocated for airfield improvements at the Wayne County JetPort.

"Catch a Glimpse" Monthly Video from the Department of Public Affairs

Director of Public Affairs Carol Bowden presented the monthly County Update video "Catch a Glimpse", created and produced by Media Manager Wayne Alley, Public Information Assistant Pat Gamer, and TV Production Specialist Bria McCoy.

Motion to Request a Public Hearing at 9:15a.m. on November 21,2017 to Consider Leasing Space at the Wayne Executive Jetport to MIL2ATP

Upon motion of Commissioner E. Ray Mayo, the Board ofCorrunissioners unanimously approved the Request of a Public Hearing at 9:15a.m. on November 2 1, 2017 to consider leasing space at the Wayne Executive Jetport for at least two hangars for a period of 20 years with options to renew for additional years to MIL2A TP.

County Manager's Comments

County Manager George A. Wood deferred his comments due to the length of the meeting and pending meetings for that day.

Board of Commissioners Committee Reports and Comments

Commissioner E. Ray Mayo stated he attend the Wayne County JetPort Advisory Board meeting, the Department of Social Services meeting, Leadership Wayne at Lane Tree Conference Center and the John Kerr, III Road Naming Ceremony at the Wayne County Courthouse.

Commissioner Edward E. Cromartie stated he attended the Wayne County Board of health meeting and the Goldsboro-Wayne Transportation Authority meeting. He also asked Human Resources Director Jerilyn Lee to help with finding an assistant to Executive Director Fred Fontana.

Commissioner Joe Daughtery stated there were rumors he was retiring as a commissioner. He said the rumors may have begun because he sold his home and sold the business he owned for over 30 years, but he has no intention ofretiring from the Board of Commissioners.

Commissioner John M. Bell stated he attended the Eastpointe meeting and recommends Eastpointe remain a stand-alone MCO.

Commissioner George Wayne Aycock, Jr. stated he was thankful the Board of Commissioners and staff were given an opportunity to see former Office Manager Cindy Whitfield during her travels through Goldsboro. He stated he attended the John Kerr, III Road Naming Ceremony at the Wayne County Courthouse and the UNC Healthcare Fashion Show for Breast Cancer Awareness, having been chosen as one of the models for the show, as he is a Breast Cancer Survivor.

Vice-Chairman A. Joe Gurley, III stated he attended the 1501h Anniversary of the

Grange.

Chairman William H. Pate stated he had been on vacation for a week but had attended the John Kerr, III road naming ceremony.

Closed Sessions

At 8:49a.m., upon motion of Vice-Chairman A. Joe Gurley, lll, the Board of Commissioners unanimously declared itself in closed session to discuss matters relating to the location or expansion of industries or other business in the area served by the public body; to establish, or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a proposed contract for the acquisition of real property by purchase; and to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged.

NOTICE OF PUBLIC HEARING BEFORE THE BOARD OF COMMISSIONERS WAYNE COUNTY, NORTH CAROLINA

Notice is hereby given that a public hearing will be held before the Board of Commissioners Wayne County, North Carolina, on Tuesday, November 21, 2017, at 9:15 a. m., in the Commissioners Meeting Room on the fourth floor of the Wayne County Courthouse Annex, located at 224 E. Walnut Street in Goldsboro, North Carolina. The public hearing will be held to receive comments from the public regarding an "Economic Development Historical Preservation and Urban Redevelopment Agreement between the City of Goldsboro, County of Wayne and a Developer."

The Agreement will detail a prospective project which will positively impact six historic structures in Downtown Goldsboro that are currently vacant and in need of significant reinvestment. Completion of the project will bring 68,000 sq. ft. of built space back into production, creating approximately 55 market-rate apartments and over 12,000 sq. ft . of commercial space within the downtown .

Comments are sought regarding a proposal which will allow the County of Wayne to provide tax incentives to a Developer.

For ease of identification, properties proposed for inclusion within the Project are commonly known as:

1. 200/202 East Walnut Street; 2. 204 East Walnut Street; 3. 206 East Walnut Street; 4. 106 South John Street; 5 . 135 West Walnut Street; and 6. 139 West Walnut Street

This company proposes to use federal and state historic preservation credits to help pay for a $10.5 million investment to rehab the First National Bank and adjoining building; and the four buildings making up the old Senior Center that the County gave the City, along with $60,000 to fix the roof.

The developer estimates that the properties will appraise at about $7,000,000 after all rehabilitation, as some of the $10.5 million is soft costs, not construction. NC has a provision in NCGS 105-278 that gives a 50% property tax reduction to any property that received an historic landmark designation. They will be pursuing that. Consequently, the estimated taxable value after rehabilitation would be $3,500,000, not $7,000,000. All the numbers used in the cost benefit analysis are based on this $3,500,000 figure.

The City of Goldsboro already has a Historic Properties Commission, and has established a Historic District, which contains all of these properties. We have a copy of the Historic District Map.

The proposal is that:

No grant incentive regarding the MSD taxes, as they must be paid. Grant from both the City and County as follows:

These grants from Wayne County would cost the County $156,751.89. Attached is a spreadsheet showing it would take about 14.5 years to recoup that amount from the added valuation of the improvements. For that, you would help stabilize downtown Goldsboro by redeveloping two of its major buildings. I want to stress that the grants would come from the increased taxable value of the properties, and would be paid after their taxes were paid each year. So, the improvements more than offset the cost of the grant in each year, just as we do with WCDA industrial incentives.

Re: Recommendation on Ground Lease for Two Corporate Hangar Spaces at the Wayne Executive Jetport

As you know, we previously had been awarded a 90% NC Division of Aviation grant to engineer the roads, water line, taxi lanes, and other connections to the airport runway, and the preparation of four lots for 1 00 ' x 1 00' corporate hangars. This has been identified as a critical need at the jetport, particularly since our last corporate hangar was leased to UNC Healthcare for the medivac helicopter based there. The NC Division of Aviation has been awarded additional construction funding, and is finalizing their criteria for awarding those funds. We already have made a presentation to their staff in June requesting a 90% construction grant for this project. If we get it, the 10% match will come from Eastern Region Funds that you have previously earmarked for the jetport. Unfortunately, we may not get a decision on this grant until February, 2018.

Meanwhile, we have a corporate client at the jetport, Mil2ATP, that wants to expand its operations to include two of the four proposed hangar spaces. He is proposing to build his own hangars, so the County would be entering into a ground lease with him. His business is training military and other pilots for a transition to commercial airline pilots, with all of the necessary certifications. His business needs to expand as soon as possible. We have explained our situation of waiting on approval of the construction grant, but assured him we could go ahead with the lease negotiation and approval contingent on that grant.

I have enclosed a sheet from the company that explains their operation, and the economic impact an expansion would have on the community and the jetport. Next is a diagram showing how he would utilize a 100' x lOO ' hangar. Actual use may vary, but as you can see, he needs to house a number of new planes. The next sheet is the Jetport 's Transportation Improvement Program (TIP) Project List that the Jetport Advisory Board approved and submitted to the NC Department of Transportation, Division of Aviation for inclusion in their statewide TIP. Please note that the second project is this corporate hangar expansion project, for $2,670,000. The next sheet shows a survey of nearby airport's hangar and ground lease rates. We have discussed with Mil2ATP using a rate comparable to that of Johnston County Airport for a ground lease.

Craig and I believe that this represents an excellent opportunity to assist one of our existing businesses at the jetport, while also generating additional property taxes and fuel sales profits to offset the cost of jetport operations. Both the hangars and the additional planes would be subject to Wayne County property taxes. We recommend that you approve the leasing of the two corporate hangar ground parcels that are circled on the attached map of the expansion project,

We have an aeromedical examiner in-house who can do Class I FAA physicals . As far as we know, we are the only flight school in the US approved to selectively accept Federal Workforce Innovation and Opportunity Act grants.

Future Needs While we are a "full-service" flight school, offering training from the private pilot to airline transport pilot (ATP) level, our bread and butter is the ATP rating (this a a PhD-level rating). We are currently limited by the amount of twin-engine flight based on hangar space to store/repair aircraft.

Because our operation is limited due to hangar availability, we are limited in the operations we conduct. We could more than double our ATP course and grow our single-engine program into a robust set of courses.

WHEREAS, the growth and development of the county and the well-being of all its citizens are dependent upon cooperation and exchange between the two essential environments of our society - farm and non-farm families; and

WHEREAS, studies show agriculture and agribusiness industries together bring in over $1 billion of income into the county, which represents 21% of the county's income and 20% of the county's employment; and

WHEREAS, Wayne County's farm income makes a significant contribution to the economy of our county with over $450 million in gross farm gate sales during last year; and

Dear Commissioners:

Wayne County Soil and Water Conservation and the Soil and Water Conservation Board of Supervisors are requesting to reject the low bid from Chorotega Inc, Juan Sanchez for the following reasons:

• He listed three references in his bid packet. He has not completed work for Columbus or Robeson County Soil and Water.

• He also listed Duplin Soil and Water as the 3rd reference. I have spoken with Matthew Carter in the Duplin office. They are having the following problems:

• Chorotega Inc has been working for approximately 10 weeks and has not completed a stream segment to date.

• Work that has been completed is not satisfactory. • Two crews have quit, therefore Chortoega doesn't have any

employees to do the work. • He does not have adequate equipment to complete the job properly. • Mr. Sanchez told Duplin he couldn't work in Duplin due to workload

in Bladen and Columbus Counties. Duplin verified he was not doing work in theses Counties.

Wayne County Soil and Water Conservation and the Soil and Water Conservation Board of Supervisors are requesting to accept Part 3 of the Bid packet with A & K Grading.

We are also requesting to reject Part 4 of the Bid packet due to lack of funds at this time. We have learned it will be December before we have a better idea of the money that is available.

As you recall, the Facilities Committee has been working on a County Facilities Master Plan as a blueprint for dealing with our current and immediate future needs. We have had Kendall Lee give us rough cost estimates based on square footages and renovation or new construction where we have not yet hired a professional designer to provide those. Those numbers should be viewed as an approximation of cost, not a detailed analysis.

Attached is the Master Plan for your review and hopefully action. It is divided into three parts. The first part is a listing of the facilities needs that have already been finished over the last four years. The second part is a listing of the facilities needs that are currently underway, and should be finished within the next year. The third part is a listing of those facility needs that have been identified for future years.

You have done an excellent job in addressing facility needs over the last four years, as attested by the listings in this plan. By adopting this Facilities Master Plan you will establish the blueprint for what remains to be done, and a starting point for discussions each budget year about which priorities you can afford to address in the upcoming budget.

I join the Facilities Committee and Assistant County Manager Craig Honeycutt in recommending that you adopt this plan. Please call me if you have any questions or concerns on this matter.

WAYNE COUNTY FACILITIES MASTER PLAN November 14, 2017

RECENT IMPROVEMENTS: The County has been actively addressing its facility needs over the last four years. During that time, the following actions have been taken:

• A greatly enlarged Mount Olive Branch Library, with a community room and computer lab, was constructed by renovating the former Belk Building in downtown Mount Olive.

• Grantham Middle School was built. • Spring Creek Middle School was built. • $12,500,000 of major renovations were made to five schools. • The County worked with the City of Goldsboro to build a GWT A Transfer Station at the

old Train Depot. This replaced rented offices. • Carpeting, painting, roofmg and other major renovations have been made to several

buildings. • A 221-bed satellite jail was built. It was built where the old derelict Masons Department

Store had been, cleaning up that unsightly property. • The Old Senior Center at the corner of Walnut and John Streets in Goldsboro has been

given to the City of Goldsboro with a $60,000 cash contribution toward its renovation. A part of that facility was the Day Reporting Center.

• The Day Reporting Center was relocated into a County-owned building previously leased by Stepping Stone. Their lease expired and they vacated the premises.

• Three of the six floors in the Borden Building have been turned over to the Department of Social Services, following the lapse of the lease with EastPointe. They have been painted and wired for internet, and the DSS now occupies that space.

• Pinewood VFD dissolved, and the County was given their fire station on New Hope Road. We already had an EMS Station there, and were able to renovate the fire station into a new Headquarters for Wayne Net, a division of the Emergency Medical Services that transports NEMT (Non-emergency Medical Transportation) patients.

• The old Cooper-Bussman manufacturing facility was bought in conjunction with the WCDA, to lease to Wayne Community College for an Advanced Manufacturing Center. Two of the eight renovation phases have been completed by the County. The County and wee have agreed that a cheaper alternative would be to locate this on the wee campus. Consequently, this building will revert to WCDA to sell as an industrial building.

• The County sold its speculative building in the Mount Olive Industrial Park to the Mount Olive Pickle Company. The proceeds have been earmarked for future economic development projects.

• Line breaks, infiltration, inflow, and other problems in the Genoa Sewer System have been repaired. In addition, at seven points on our system, other entities (water and sewer districts, etc.) tie into our system to transport their sewerage to the Goldsboro WWTP. We have completed the installation of sewer monitors to more closely account for the actual flows, instead of using water readings. This resulted in significantly less flows, as these other sewer companies must now repair their infiltration and inflow problems, or pay the County for the increased flows.

• The County converted an existing building at Facilities Services to open a fleet management operation.

• The old laundry building at the County Office Building was demolished, and the parking lot expanded. The underlying drainage system was replaced to stop flooding at the back entrance.

• Two elevators at the County Office Building were replaced; and the mechanisms were replaced on two elevators in the Courthouse Annex.

• The County installed enclosed vestibules (airlocks) at both main entrances to the Courthouse Annex and the Administrative Office Building to cut down on heating and cooling losses from frequent use.

• The WCDA has finished making Lot #8 at the Park East Industrial Park a pad-ready site to accommodate a I 00,000 square feet building.

• The ODALS replacement runway lighting project has been completed.

IMPROVEMENTS IN PROGRESS: There are currently a number of facility projects underway:

• The Maxwell Regional Agricultural and Convention Center is under construction on 12 acres adjacent to Wayne Community College, with a 6-acre City-owned adjacent tract that is being marketed for a full-service hotel. The estimated completion date is March I, 2018.

• A farmer's market adjacent to the Maxwell Center has been redesigned, and bids should be received in late November.

• A storage building for the NCCES will be built by County forces at the sedimentation pond at wee.

• The County has agreed to fund a replacement for Meadow Lane Elementary School, including a wing to replace the Edgewood School; construct an auxiliary gymnasium and six classrooms at Southern Wayne High School; install an HVAC system in four school gymnasiums, and construct 22 classrooms to replace mobile units in the nmthern part of the county at Fremont Stars Elementary and/or Northwest Elementary School. These projects will be done by the Board of Education.

• A new 911 and Emergency Operations Center is near completion of the full plan design, specifications, bid and contract documents. Estimated completion date is June, 2018. The existing 911 Center will remain as the State-required secondary PSAP. Once this is built, most of the offices on the second floor of the Jeffreys Building will be relocated to the new facility. Estimated cost is $6,500,000.

• Four projects are currently approved at the Wayne Executive Jetport: I. Construction of offices/living space in a new adjacent building have been

approved in a lease to attract UNC Healthcare's medivac helicopter and ground transport ambulances to Wayne County.

2. Engineering and Appraisals for some land acquisition. 3. Design and construction of four corporate aircraft hangar sites. All available

County-owned corporate hangars are full, now that the UNC Healthcare lease has been finalized. The engineering is being completed, and a construction grant is being submitted.

4. Update the State-required Airport Layout Plan. • The architectural contract to design a 50,000 sf shell industrial building on Lot #8 at the

Park East Industrial Park , and 4 new EMS stations is being negotiated. Then full design can take place. One of the EMS stations will be financed by a $300,000 Golden Leaf Grant. A fifth station will be acquired as part of the Antioch VFD/Patetown VFD merger. Estimated cost of the EMS stations is $1,500,000. The shell industrial building is estimated at $2,000,000.

• The WCDA has signed an options agreement for a new industrial park property and WCDA, the County and City have entered into a park development agreement. An RFQ for Engineering Services is being prepared for park design, a short road, and a park sign.

• We are negotiating the engineering services for a replacement pump station near SPX in the Mar Mac area, to be paid from a $178,000 Golden Leaf Grant.

• The possible merger/regionalization sewer study has been contracted, and the kickoff meeting has been held.

• The sewer lift stations and 7 miles of force main from Grantham ES and MS to our landfill has been awarded and is under construction. The contract is approximately $1,700,000.

• The contract to upgrade the electrical system and install HV AC and an emergency generator to serve the 4th Floor Data Center in the Courthouse Annex should be completed in December.

• Demolish the old Crisis Pregnancy Center and add that space to the parking lot for the Veterans Office and the Senior Center. The estimated cost is $22,000.

• The Canterbury Village and North Creek subdivision street assessment repair project is well underway, but will have delays due to utility conflicts.

• Interior painting and repairs to the Main Jail are continuing.

FUTURE IMPROVEMENTS: After these projects are completed, the County needs to address the following components of its facility plan:

• The County needs to work with the BOE to develop a response to the new State mandate to reduce k-3 classroom sizes. This will require adding some elementary classrooms. Estimated cost is $18,000,000.

• The WCDA offices should be relocated to WCC or a similar location. It would be a more attractive introduction to the community for industrial prospects, and put them near the small business center as well. The estimated cost is $750,000.

• Once the WCDA is relocated, the Board of Elections can move into their existing offices. This is literally a move across the street, allowing the BOE to continue to use the Administrative Office Building overflow parking lot during elections. The Elections Board's Executive Director is in agreement with this move. The estimated renovation cost is $10,000.

• Once the Board of Elections vacates the Administrative Office Building, it can be renovated for State Probation Offices. We currently house adult and juvenile probation in the Will Sullivan Building (County-owned) and the Purser Building (leased for $38,000 annually). The AOB can be renovated, then move the Sullivan Building offices

in there. Once the Sullivan Building is vacated, it can be renovated and the offices in the Purser Building moved into it. At that point, the Purser Building lease can be cancelled. Kendall Lee has already measured all the spaces and the required offices, and this should work. If more space is ever needed, the AOB can be expanded into the parking lot. The County owns two lots across Spruce Street from the AOB that could be used for a parking lot as well. His estimate is $800,000 to renovate the Sullivan Building; and $177,000 to renovate the AOB.

• While the Department of Social Services has moved into all six floors of the Borden Building, there are still some personnel housed jointly with the Public Health Department in the County Office Building (COB). Kendall Lee is in the process of measuring the amount of space necessary to move those personnel out. Once the Maxwell Center is completed in March, 2018, the existing USDA offices next to the NC Cooperative Extension Offices will be relocated to it. The USDA building is in good repair, and could be renovated for DSS offices for about $64,000. Additional space will be needed, which could be built by demolishing the existing NC Cooperative Extension Offices (the oldest of the three facilities there, and non-ADA compliant), and the Wayne Center. The parking lot, lighting and utilities are already on the site. That building would cost about $4,500,000.

• The County has hired MHA Works to determine the feasibility of renovation versus new construction for the public health department in the COB. If the decision to build new is made, the building can be situated within the existing parking lots, then the current building razed, to provide replacement parking space. It would probably necessitate taking down the old brick house that we currently lease to the Battered Women's Shelter. Estimated cost is between $15,000,000 and $17,500,000.

• The County should negotiate an agreement with the City of Goldsboro to use its proposed Herman Park replacement community center as an emergency shelter. The County could provide the ATS (automatic transfer switch) for a portable generator, and add some shower facilities. This would be our main emergency shelter, with ample sleeping space in the double gym, as well as shower and bathroom facilities. This is a better option than using schools, as the BOE needs their facilities back within a few days to resume instruction. Estimated cost is $750,000.

• The County and the Executive Board of the Wayne County Firefighters Association have agreed to study the possibility of a joint training facility, with County funding participation. It would be located at wee, which means it would have to go through the State Construction Office. Estimated cost is $5,000,000 to $7,000,000.

• The latest library study called for a main library (Goldsboro) and two regional branches in the southern and northern portions of the county. The southern branch has been built in Mount Olive. At some point, the County needs to address combining the very small libraries in Pikeville and Fremont into a regional library somewhere in the northern part of the county. Estimated cost is $3,300,000.

• The County should review all of its properties, and determine if any should be declared surplus and sold.

• The County should work with the City of Goldsboro to put the FEMA properties near Busco Beach in one or the other's ownership, so that the property can be properly maintained, and leased to Busco Beach for parking.

• The County should look into moving the County Manager/Clerks Office, Commissioners Chambers, Finance Office, and the Public Information Office from the Courthouse Annex to provide needed court-related offices. This would be a new facility that should also house the Staff Attorney's Office and the Human Resources Department. Kendall's estimate for that facility is $2,000,000.

The timing of these future projects, and the order in which they are completed will be dependent on the County's financial condition in the immediate future. I believe they can be accomplished in a reasonable period of time.

As you may recall, about three years ago we compiled a list of all of our vacant properties that could be farmed, and then conducted an auction for 3-year leases. Following that, we discovered some additional properties and auctioned them as well, but made the lease ending dates the same as the previous group so that all could be auctioned at the same future date. We have found that an auction process is the fairest mechanism for pricing the leases, and give every interested party the opportunity to continue bidding as long as he wishes. That in turn, assures the taxpayers the highest amount of lease revenue.

It is now time to auction these leases for another 3-year term. The term would run from January 1, 2018 through December 31, 2020. Purchasing Manager Noelle Woods has advertised to conduct the auction on November 2811

\ and will be working with Staff Attorney Andrew Neal.

Because each propetiy will be awarded to a lessee at the auction, without bringing it back to you for approval, we need for you to authorize the staff to award the leases to the highest bidder on each parcel.
