INTRODUCTION

This introduction is not part of the licence and does not puqmrt to be a legal interpretation of the licence.

'This licence relates to the Staniiilleii arid enviroiis agglonieration. Based on 2008 data, the population equivalent (p.e.) of the ;~gglomeration is 3,076 p.e. and is projected to reach 3,465 p.e. in 2015.

The waste water treatment plaiit at Stanlullen includes screening, two compact aeration units (fine bobble diffusers) each incorporating a central clarifier, ferric dosing , two sludge lioldiiig tanks and a storm water tank. Remedial works were carried out in 2008 with the installation of additional aeration capacity i n tlie sei-atioii basins to increase the capacity at the WWTP as the existing p.e. exceeded the design p.e. of' the WWTP (2,300p.e.). l'liere are 110 secondary discharges from the agglomeration.

hleath County Coiiiicil have identified two storm water overtlows located at the WWTP; from the storm water holding tank and from an inlet chamber ovcrflow at Stamullen WWTP which will only discharge in exceptioiial storm circrimstances (flows of > 12 DWF). There are no identified pumping stations in tlie agglomeration.

DECISION & REASONS FOR THE DECISION

7'hc Environmentnl Protection Agcncy is satislictl. on thc basis of. the information availahle, that subject to compliance with the conditions of- this licence, any dischargcs from thc agglomeration served by the waste water works will comply with and will not contravene any of the requirements of Rcgulation 0 of the Waste Water Discharge (Authorisation) Regulations, 2007.

In reaching this decision the Environmental Protection Agency has had regard to the requireinetits and objectives of Iicgulation 6 of the Rcgulations and has considered the application and supporting documcntation received from thc applicant and thc rcport of its inspector.

PART I SCHEDULE OF DISCHARGES LICENSED

In pursuance of thc powers conferred on it by thc Waste Watcr Discharge (Authorisation) Rcgtilations, 2007. the Environmental Protection Agency (the Agency). undcr Iicgulation 28( I ) of the said Regulations grants this Waste Watcr Discliargc Liccnce to Meath County Council, Infrastructure Department, County Hall, Railway Street, Navan, County Meath. The liccnce authorises the dischargc 01' ~vaste water from thc waste water works servicing thc Stamullen and Environs agglomcration desci-ibed below, subject to conditions listed in Part 11, with the rcasons therelbr and thc associated schedules attached thereto.

1 . I Statutory Obligations

1. I . 1 This licence is for the purposes of‘ Waste Water Discharge liccnsing under the Waste Water Discharge (Authorisation) liegulations, 2007, only and nothing in this licence shall bc construed as negating the licensee‘s statutory obligations o r requirements under any other enactments or regulations.

This licence shall be technically amended. as and when consitlered by the Agency, to ensure compliance with such environmental quality standard as may bc prescribed for surface water classilication of tlic receiving water body.

1.2 The agglomeration is the area outlined i n red on Drawing No. 5270-2620 Revision: A (Title: B1. Agglomeration Outline Plan) of the application. Any reference in this licence to agglomeration shall mean the area thus outlined in red.

The primary discharge to waters from the waste water works shall be rcstrictcd to those listed and described in S~~/ret l ir lc A: Di.schr~i,.s, of this liccncc and shall be as set out in the licence application 01- as niodificd under (’onclition 1 .6 of this licence and subject to the conditions of this licence.

The discharges to waters from the waste \vater works shall be controlled and managed and shall take place as set out in this licence. All progranimcs rcqtiii-cd to be carried out under the tenns ofthis liccnce become part ofthis licence.

Monitoi-ing and analysis equipment shall he operated and maintained as iiece that monitoring accurately reflects the tlischargc (or ainbierit cotiditions ivlicrc that is the inonitoring objective).

advised by the Agency) shall be refrigerated immediately after collection and retained as required for Agency usc.

The liceiisee shall clearly label and provide safe and petinancnt ;tccess to all on-site sampling and monitoring points and to off-site points as required by the Agency.

The licensee shall establish and maintain corrective action procedures and shall take corrective action should the specilied requirentents of this liccncc not be liillilled. The rcsponsibility and authority for persons initiating further investigation ant1 corrective action in the event of a reported non-conformity with t h i s licence shall be defined by the licensee.

’l‘he licensee shall establish and maintain a programme for maintenancc and operation of all plant and equipment to ensure that no unauthorised waste wilter discharges take place. This programme shall be based on the instmctions issued by the inanufacturci-/supplier or installer of the equipment. Appropriate record keeping and diagnostic testing shall support this tnaiiitenance programme. Thc liccnscc shall clearly allocate responsibility for the planning management and execution of all aspects of this progrnmmc to appropriate personnel.

The location. frequency, methods and scope o f monitoring. simpling and analyses, as sct out in this licence. may be atiicrided with the aprccmcnt of the Agency following evaluation of test results.

A rcprescntativc sainplc of effluent from the primary discharge point shall be screened for the presence of organic compounds and metals within twclvc months of the clatc of grant of this liccncc. The list of parameters for analysis shall include. as a tninimum. those organic compounds and metals identilied as relevant having regat-d to the Water Policy Regulations 2003 and aincndments (S.I. No. 722 of 2003 and atnendments) and any other relcvant Icgislation. Such screening shall be repeated at intcrvals as rcqucstctl by tlic .4gcIlcy thereafter.

3.12.1 ‘l’lie licensee shall, prior to the tlatc for submission of the second AEII (rcq~iirccl under Condition 6. 10. carry out a n investigation for the identilication and assessment of stomi water overtlows. A i-cport on the storm water overllows shall be submitted to the Agency as part of the second AER. 4.12.2 The licensee shall carry out an assessment of stonn water ovcrllo\vs at least once c\;ci-y tlii-cc years thereafter and report to the Agency on each occasion as pail of the AEII. Condition 7. Financial Charges and Provisions

7.1 Agency Charges

7.1 .1 The licensee shall pay to the Agency ;in annual contribution of C3,460, or such sum, as the Agency from time to time dctcrinincs, having I-cgard to variations in the extent of reporting, auditing. inspection, sampling and analysis or other functions carried out by the Agency, towards tlie cost 01' monitoring the discharge as the Agency coiisiders necessary for the performance of its functions under the Waste Water Discharge (Authorisation) Regulations 2007. The first payment shall be a pro-rata amount for the period from the date of this licence to the 3 I " day of December, aiid shall be paid to the Agency within one month from the date of the licence. In subsequent years tlie licensee shall pay to the Agency such revised annual contribution as tlie Agency shall from time to time consider necessary to enable performance by the Agency o f its relevant functions under thc Waste Water Discharge (Authorisation) Regulations 2007 and all such payments shall be made within one month of the date upon which demanded by the Agcncy.

7.2.2 'l'hc licensee shall arrange for the completion. by an independent and appropriately q~ialilied consultant. of a comprcliensi\.c and llilly costctl Environmcntal Liabilities Risk Assessment (ELRA) to address the liabilitics 1.1-om present or planned discharges. A report on this assessment shall he submitted to the Agency for agreement as pait of the second AEK (required under Condition 0.10). 'l'he I:121ZA shall he re\,iened as necesanry t o rellect any significant change to the volume or cliai-nctcr of effluent tlischai-gcd, and in any case every three years following initial agreement (the results of the review shall be notified as part of the AER).

As part ofthe measures identified in Condition 7.2.1 the liccnscc shall, to the satisfaction of the Agency. make linaiicial provision to co\'er any liabilities identilied in Condition 7.2.2.
