Minutes – March 25, 2016 Nita Kamphuis moved to approve the March 25, 2016, meeting minutes. Maria Christianson seconded the motion. It was voted on and approved. Board Finance Committee Report Due to technical difficulties several invoices were not received in past few months resulting in a deficiency for the month of March. ESD 112 recently conducted a technology audit. It was noted in the audit that CDHL/WSD is greatly in need of new and upgraded technology; especially an emergency notification system. The Statewide Outreach Team needs an educational audiologist along with a mobile audiology booth in order to serve remote school districts with no or very little access to this service.

CDHL Board of Trustees meeting 2 April 29, 2016

For outreach services CDHL, WSSB, WSDS have all committed to a common fee schedule which it makes it much easier for school districts to budget for services. Reports: Rick Hauan, Executive Director

Biz Town was a huge success! Thanks to Cathy Corrado for coordinating this event and to Lee Ellis for his tremendous support. Thanks also to Allie Joiner for attending. Pam Snedigar from Gallaudet University, who also serves on our Statewide Outreach Team, attended Biz Town to see how similar programs could be set up throughout the United States. Mark your calendars for next year: April 26 & 27, 2017. We are hoping to establish quarterly meetings with parents and students to discuss new ideas for 2017. Big thanks to DVR for funding Biz Town this year. In order to continue Biz Town next year at the level of this year’s event it will require the continued support from DVR.

The Washington/Georgia partnership meeting will be held July 25-26 in Tacoma. Many professionals from both states will attend to work on creating the same path to language access for students in the K-12 system. Georgia has declared language access to be a public health emergency and public funds have been identified to address this issue. All Board members are welcome to attend one or both days of the meeting.

Rule Making Hearing Board Chair, Sidney Weldele-Wallace, opened the Rule Making Hearing regarding the following rules:

Organization rules in Chapter 148-100 Student Conduct Code in Chapter 148-120 Public Records in Chapter 148-276 Family Educational Rights and Privacy Act in Chapter 148-280.

Editing change to 148-276-30 § 2: change email address to: [email protected]. No public or written comments have been received. Larry Swift made a motion to adopt the rules along with the change noted above, Nancy Fitta seconded the motion. It was voted on and approved. CDHL’s rules coordinator will prepare and file the Order of Adoption with the Code Reviser. The rule takes effect 30 days after the filing. The Board Chair closed the Rule Making Hearing and the Board meeting resumed. CDHL Birth-to-3 Report (Kris Ching, Outreach Director, Birth-to-3) The birth-to-3 program has been very busy this year. A total of 18 counties/69 babies are participating in the birth-3 registry. Many of the eastern Washington counties have very little services available for DHH families. The birth-3 team has been involved in and presented at several conferences nationwide. Future projects include:

Creating a CDHL parent packet Online ASL classes for families Reaching families in remote areas Trainings for professionals serving DHH children throughout the state Lead-K is a new national movement to end the nationwide epidemic of language

deprivation by promoting language equality, ASL and English, as a basic human right for all deaf babies which will lead to a new generation of deaf children who are kindergarten ready. April McArthur is on the Lead-K steering committee.

The Board thanked Kris and her team for all their hard work on behalf of DHH birth-to-3 children, families and professionals who serve them. Technology audit (Curtis Ellis, IT Manager, ESD 112) Brant Russell and Curtis Ellis from ESD 112 conducted a technology audit during February/March 2016. The audit provides a roadmap of how to get to where we should be with technology. It stresses the importance of communication between staff and the technology department and also recommends hiring an IT director to oversee the department. Top priorities include an emergency notification system, improved back-up system for data and E911. All three priorities are in the works and scheduled to be completed this summer. Thanks to Curtis & Brandt for such a comprehensive review and the Board looks forward to an update as the priorities are addressed during the summer and the development of a long range plan. Report due to the Governor’s Office (RCW 72.42.041) RCW 72.42.041 § 6 states the Board “Shall prepare and submit by July 1st of each even-numbered year a report to the governor and the appropriate committees of the legislature which contains a detailed summary of the center’s progress on performance objectives and the center’s work, facility conditions, and revenues and costs of the center for the previous year and which contains those recommendations it deems necessary and advisable for the governor and the legislature to act on.” The executive director will compile information for the Board’s review at the June meeting. Ideas to include in the report are:

How far we have come and how far we still have to go Funding issues – decrease in minor works monies, the urgent need for an

emergency notification system Common Ground and Georgia Pathway work What are the needs of the school districts and how the CDHL Statewide

Outreach Team has been addressing those needs The critical need of an audiologist in eastern Washington CDHL/WSD staff that have received state and national recognition

What activities/projects have you been doing since our last meeting?

Optimist Club Communication Contest: Tyler DeShaw and his team did a beautiful job facilitating the district Communication Contest for the Deaf and Hard of Haring sponsored by the Optimist Club of Vancouver. The contest took place in Lloyd Auditorium. Five students from the British Columbia School for the Deaf and two students from WSD competed, giving presentations on the topic of “How

My Best Brings Out the Best in Others.” Senior Vangeline Sohler placed third and senior Joel Castro

placed fourth. We are proud of them.

Sports Highlights: This has been quite a year for Terrier athletics. In addition to our success in basketball, our track team sent 5 students to the state track meet in Cheney where they competed very well. WSD’s Special Olympics soccer team became co-state champions in the recent state tournament. On an individual level, Tredynn Selvog and Randall Smith represented WSD in the national HS All-Star game in St. Louis earlier in the spring. This is the first time WSD has had a boy selected for this honor. In the past, we have had girls invited on 3 occasions. We have had excellent leadership from a number of our seniors, and we look forward to continuing the excellence next year.

Poetry Award: One of our elementary students, Juliana Sanchez, won Honorable Mention in the Gallaudet Young Writer’s contest in the area of poetry. There were only two awards given per

category and only a total of three categories, so Juliana is one of 6 students nationwide to be recognized.

Regional Picnics: The first week of June, Rick and Jane attended the Wenatchee regional picnic for D/HH students, teachers, and families. That same week Jane and Jason Cox attended a regional picnic in Tacoma, with students and families from throughout the Tacoma/Seattle area. These, as well as transition fairs and Biz Town have provided excellent opportunities for sharing information about WSD.

Youth Leadership Camp: I am excited that Brandy Pietsch, WSD junior, has been accepted to participate in the one month Youth Leadership Camp (YLC) sponsored by the National Association of the Deaf. This is an excellent opportunity for her to continue developing her leadership skills, and we look forward to her bringing those new ideas and skills back to WSD next year. Her attendance is made possible through support of WSD’s Student Enrichment fund and D.E.A.F.

Principal Interviews: We are recruiting for and have begun interviewing for the full-time secondary principal and the part-time elementary principal. We will hold the positions open until June 30, and hope to be able to make a decision at that time.

Strategic Plan Accountability: The process for addressing the goals in WSD’s strategic plan, as well

as the recommendations in the AdvancED and CEASD accreditation report is well under way. We have 4 Strategic Plan Focus Groups (SPFG) led by Shannon Graham, April McArthur, Teresa Stotler-Martin and Ginger Speranza. They each have a group of staff working with them. They have had a very productive spring and we are very pleased with the structure of this accountability system. Kudos to Shauna and her team!

Technology Update: We have purchased 40 new iPads for use with our newly board-adopted math curriculum. We will be adding to that number next year. Ginger Speranza and the Ed Tech Committee has done a great job of developing student/parent contracts for the iPads and putting other systems in place as we prepare to launch this 1:1 tech initiative.

Superintendent’s Dinner: The annual Superintendent’s Dinner to honor the seniors took place June

9th. The seniors each had a chance to share favorite memories from their years at WSD as well as their plans for the future. The delicious dinner was prepared by our amazing Nutrition Services staff. Thanks to the administrative support team for the great decorations that included a personalized centerpiece with a baby picture and senior picture of each graduate.

Thank You: As I prepare my last Superintendent’s Report, I want to thank you for the privilege of

working with you over the past 8 years. You have been gracious, supportive, wonderful people with whom to work. I will always cherish my experience at WSD, and being associated with the Board of Trustees and getting to know you as individuals has been one of the highlights. From the bottom of my heart, thank you.

What is on your horizon (include dates)?

June 28-July 1: Attend Common Ground Project meeting in Denver, including making a presentation at the AG Bell conference.

July 5 – 8: Attend the National Deaf Education Conference in Phoenix, AZ, and make a presentation as part of the Leadership strand for the conference on mentoring.

July 25 – 26: Participate in the Washington/Georgia Meetings in Tacoma. August 4-5: Administrator Training for Oregon, Montana and HSDC regarding ASL-

English Bilingual Professional Development (AEBPD) program

What activities/projects have you been doing since our last meeting?

May 2016 May 6: Volunteered to interview graduating interpreters in the Spokane Falls CC interpreter

training program.

May 11 – 12: Snohomish School District Program Review. Observed middle school and elementary DHH classrooms as well as mainstream classes with DHH students.

May 16: Leadership meeting for CDHL in Tacoma.

May 18: ESD 105 in Yakima meeting

May 20: ESD 123 in Tri Cities meeting

May 23: Leadership meeting for CDHL in Tacoma.

May 25: First reception for Outreach Team in Spokane. This was a huge success with many

community and school district personnel attending.

May 26: Outreach Team Meeting in Spokane. June 2016

June 1: Met with Snohomish teachers, interpreters, audiologist, para educators and administrators to discuss the observation and report from our team.

June 2: 3rd WSDS meetings with WSSB, and D-B Project.
