Statement of Qualifications and Limitations
The attached Report (the “Report”) has been prepared by AECOM Canada Ltd. (“AECOM”) for the benefit of the Client (“Client”) in
accordance with the agreement between AECOM and Client, including the scope of work detailed therein (the “Agreement”).
The information, data, recommendations and conclusions contained in the Report (collectively, the “Information”):
is subject to the scope, schedule, and other constraints and limitations in the Agreement and the qualifications
contained in the Report (the “Limitations”);
represents AECOM’s professional judgement in light of the Limitations and industry standards for the preparation of
similar reports;
may be based on information provided to AECOM which has not been independently verified;
has not been updated since the date of issuance of the Report and its accuracy is limited to the time period and
circumstances in which it was collected, processed, made or issued;
must be read as a whole and sections thereof should not be read out of such context;

1. Introduction
The Ward 4 Thompson landfill site is located within the northwest quarter of Section 29, Municipality of Huron
Shores, District of Algoma (Figure 1). The site currently operates under Provisional Certificate of Approval A562001
issued June 18, 1996 (Appendix A). The landfill is approved for a 0.81 ha waste footprint within a 12.37 ha site area
and is licensed to accept domestic waste only, with a maximum capacity of 2,200 tonnes. A site plan depicting the
approximate limits of the landfill as well as existing site features and current disposal areas is provided in Figure 2.
The purpose of this report is to provide a summary of the site development activities over the life of the landfill.
More specifically this report addresses Condition 13 of the Provisional Certificate of Approval which states the
proponent is to submit an annual report to the District Manager on or before March 31 of each year. The report will
contain the following information:
a) Total volume of waste deposited in the site.
b) The remaining life expectancy of the site.
c) Any operational problems with the site.
2. Total Volume of Waste Deposited at the Site
The site has been operational since approximately 19701. During this operating period it has served an estimated
average equivalent permanent population in the range of 120 people2. The following approach was used to
estimate the total volume of waste deposited in the site.
Historical (ie. 1991 and 1996) population data for the former Township of Thompson was obtained from the
Statistics Canada website and typical waste disposal rates were used in conjunction with the estimated operating
life of the landfill to calculate the total volume of waste deposited at the site. In addition, a site survey was
completed on May 28, 2013 to delineate the approximate areal extent of the waste within the site. During the
conduct of the survey a Municipal staff member provided direction to the survey crew regarding the historical
location of waste deposition to allow delineation of the approximate location and size of the current disposal
footprint.
The following formula was used to estimate the total waste deposited at the site:
Total Estimated Waste Deposited = Average Annual Serviced Population x Number of Years in Service x Average
Annual per Capita Waste Disposal Rate.
Therefore, the Total Estimated Waste Deposited = 120 * 46 years * 330kg/per/yr* = 1,822 say 1,825 tonnes.

*Note: In order to estimate appropriate waste generation rates for use in projecting future waste quantities to be
managed, we have used data obtained from AECOM’s experience with waste disposal rates at other similar
northern Ontario municipal landfill sites based on actual survey results. Based on the review of the available data it
is anticipated that the disposal rate in the Municipality of Huron Shores is likely in the range of 300 to 500
kg/person/year. The value used was derived based on our experience with waste deposition quantities in similar
small municipalities.
Based on the topographic survey completed in 2013 the area of waste deposition is approximately 0.79 Ha (refer to
Figure 2). The site is currently approved for a 0.81 Ha footprint. It is recommended that a topographical survey be
completed once every 5 years to properly assess remaining site capacity. The next survey should be completed in
2018.
3. Remaining Life Expectancy of the Site
In accordance with the terms and conditions of the site’s Certificate of Approval, the site is approved for use of a
0.81 Ha footprint and can accept a maximum of 2,200 tonnes of waste.
Based on the calculations completed in Section 2 of this report there is approximately 375 tonnes of capacity
remaining at the end of 2016. In addition, at the time of the 2013 survey there was an estimated 0.02 Ha (ie: 200
m2) of area remaining for disposal activities.
The estimated 375 tonnes of reserve capacity is adequate to service 120 people for approximately 9 to 10 years.
4. Operational Problems
Landfilling at the site has historically consisted of trenching and filling. The relatively high water table within the site
limits the trench depth and the ability to generate soils for cover material which contributes to litter sprawl. The litter
sprawl around the landfill is also due, in part, to significant bear activity at the site.
The current active disposal trench (Figure 2) is situated within the existing disposal footprint that was surveyed in
2013. Care is required with future operations to comply with the 0.81 Ha footprint limits.

5. MOECC Site Inspection Reports
Historically, routine MOECC site inspections have been conducted at the Thompson Landfill Site in 1997, 2000 and
2012. Corrective actions were taken by the Municipality to address most of the issues raised by the MOECC. Past
inspection reports along with any letters of response by the Municipality are included in Appendix B.
Most recently, an MOECC site inspection was conducted at the site on June 2, 2015 to assess compliance with
specific operational conditions under Environmental Compliance Approval No. A562001 and the basic operating
standards for landfill sites as contained in O. Reg. 347 and the Environmental Protection Act. The full inspection
report can be found in Appendix B.
The issues raised in the inspection report along with corrective actions taken to address these issues are
summarized below:
1. Cease dumping of waste at eastern (pond) location and relocate dumping to a suitable area within the
approved landfilling boundaries.
For clarity the area which has been described as a “pond” is an earth borrow pit used to source cover material for landfilling operations and surface and ground water has accumulated in the resultant depression. The Municipality confirmed that the waste was removed from the earth borrow pit in 2016 and it has been filled. A second shallow earth borrow pit has been excavated to the north of the original pit which does not interfere with the groundwater table.
2. Compact and cover waste more frequently.
As noted in Section 4 of this report, landfilling at the site has historically consisted of trenching and filling.
The relatively high water table within the site limits the trench depth and the ability to generate soils for
cover material. The Municipality has, however, been more vigilant with waste compaction and the
application of cover material. It should also be noted that litter sprawl is, in part, due to significant bear
activity at the site.
3. Add sign at active household waste trench.
The Municipality has confirmed that a sign has been erected at the active household waste trench to mitigate waste disposal outside of the footprint.
4. Maintain monitoring wells as per Ontario Regulation 903-Wells.
All monitoring wells were properly capped and secured and all well covers locked as per O.Reg. 903 –
“Wells” during the spring 2016 sampling event with the exception of OW-3 located along Dean Lake Road
which has a broken pipe and no steel casing. The Municipality is scheduled to repair this well in the spring
of 2017. Wells will continue to be inspected and maintained each year during the sampling event.
5. Install visible markers identifying the limits of the designated fill area as approved by ECA #A562001.
It was requested that the MOECC review their files to determine if an original C of A application for this site
could be located in order to determine if a landfill disposal footprint had previously been established prior to
establishing the permanent disposal footprint boundaries in the field. The MOECC confirmed in May 2016
that the original application was not located and no disposal footprint could be found on file. The disposal

area was surveyed by AECOM in the spring of 2016 and a practical approach to establishing the
boundaries will now have to be taken. Once a disposal footprint is identified, the Municipality will erect
permanent markers. To the best of our knowledge a plan delineating the disposal boundaries within the
overall landfill property has never been produced.
6. Ensure only clean wood waste is disposed and burnt at the designated wood waste trenches.
The Municipality continues to ensure only clean wood waste is disposed and burnt at the designated wood waste trench.
7. Provide documentation that ECA #A562001 has been registered on title as per condition 8 of the ECA.
The Municipality has complied with this request. Documentation confirming that ECA #A562001 has been registered on title as per condition 8 of the ECA has been forwarded to the MOECC.
6. Compliance with 2015 Site Development Report Recommendations
Several recommendations were outlined in the 2015 Site Development Report prepared by AECOM. Each of the
recommendations have been actioned except for the following:
1. The disposal boundaries should be delineated in the field to ensure compliance with the approved 0.81 Ha
footprint included in the C of A; and
2. Monitoring well OW-3 should be repaired as the pipe is broken off at ground level and there is no well
casing.
Corrective actions are being taken in 2017 to comply with these outstanding recommendations and will be reported
in the 2017 Site Development Report.
7. Conclusions and Recommendations
The following conclusions and recommendations are provided:
The calculations included in this report are sensitive to the assumptions made.
Consideration should be given to quantifying the number of people using the site and the wastes being
disposed of annually within the site to confirm the reliability of the estimates made.
The disposal boundaries should be delineated in the field to ensure compliance with the approved 0.81 Ha
footprint included in the C of A. Additional waste can be disposed using the area fill method once the full

footprint area has been developed below grade. Cover material may have to be sourced offsite to
accommodate disposal using area fill.
Topographical surveys should be undertaken at 5 year intervals to confirm remaining site capacity. The
next survey should be completed in 2018.
Litter sprawl should be addressed periodically at this site.
Monitoring well OW-3 should be repaired as the pipe is broken off at ground level and there is no well
casing.
All monitoring wells should continue to be properly secured and well covers locked as per Ontario
Regulation 903 – “Wells”.
Corrective actions should be taken to address any outstanding issues noted in the June 2015 MOECC Site
Inspection Report.
This report should be submitted to the MOECC for review.
