Introduction

District Commander Ian Dunkley

Our ambition is “Making West Yorkshire Safer” and our aim is to provide an excellent fire and rescue

service, working in partnership to reduce death, injury, economic loss and contribute to community

well being.

Within our Service Plan we have set four strategic priorities for 2011-15 to deliver our ambition. These

priorities assist us to set objectives to manage performance and direct resources where they are

most needed.

Deliver a proactive fire prevention and protection programme.

Deliver a professional and resilient emergency response service.

Provide a safe, competent and diverse workforce.

Provide effective and ethical governance and achieve value for money in

managing resources

Wakefield is one of five metropolitan areas forming West Yorkshire. The district covers some 219

square miles and is home to 315,000 people in a diverse range of city, urban and rural communities

with some 70 per cent of the rural communities of the district designated as green belt. It lies at the

intersection between the M1 and M62 and with the A1 (M) at its eastern boundary.

Following the demise of the coal mining industry in the late 1990s the district has become the base

for a wide variety of distribution and manufacturing companies, mainly situated in the east and

south of the district. There is also a key electricity generating station at Ferrybridge near Knottingley.

The fire and rescue service is a key partner on a number of groups and works closely with these

partners to reduce the overall risk from fire within the district. This work includes arson reduction,

identifying at risk groups and individuals, youth inclusion initiatives and fire safety enforcement.

In addition to fire, road accidents are also a focus for our activities and again we work closely with

partners to reduce the number of people killed and seriously injured on the district’s roads.

Future priorities for the district have been identified in a climate of stringent financial constraint and

are based on a risk assessment that will ensure we maintain the safety of the public and our staff.

The focus of our work is to ensure that people within the district can go about their normal lives in a

safe manner. Wakefield District’s Risk Reduction Plan was developed to ensure West Yorkshire Fire and

Rescue Service (WYFRS) maintains an active prevention, protection and response service. The District

Risk Reduction Plan as supported by Local Risk Reduction Plans should ensure that the priorities

within each of the Local Areas are identified, that targets are set in response to these priorities and

that resources are allocated as a consequence of the risk.

District Policy

Wakefield District risk reduction plan directly underpins the strategy set in the Brigade Service Plan

2011-2015 and is produced as a working document to address the priorities set for the District of

Wakefield by the Service Delivery Board (SDB).

SDB have determined the following priorities:

Six stations in the District are to reduce their current risk band of reduce their overall risk profile •by greater than 5%

Three stations in the district are to reduce their risk profile by 5% •

Wakefield District staff will complete 8040 Home Fire Safety Checks per year •

Wakefield District staff will complete 304 Fire Safety Inspections with resultant Safety Critical Risk •Information

Fire Protection staff will complete 120 Fire Safety Audits per year in addition to ‘after the fire’ and •complaints visits

Fire Protection Staff will also complete 26 operational liaison visits and 7 joint inspection visits •with operational crews per month.

Additionally Wakefield District has a statutory duty under the Crime and Disorder Act (1998) and

the subsequent legislation of The Police and Crime Act (2009), to be a formal partner in a Local

Authority established Community Safety Partnership (CSP). Wakefield CSP known as the Community

Safety Partnership has set four themed groups which are based on district priorities for the overall

reduction of crime. These four groups are:-

There is also a Communications Strategy to link with the four groups and ensure the CSP’s strategies,

performance and priorities are accessible to all interested stakeholders.

Fire and Rescue Service (FRS) staff in the Wakefield District will deliver the outcomes set by the SDB

and directly contribute to the priorities set by the Wakefield Community Safety Partnership which is

the Wakefield District Crime and Disorder Reduction Partnership.

Wakefield District will also ensure partnerships with statutory and non statutory agencies and

organisations are maintained or created that underpin the principle of risk reduction within

Wakefield that contribute to our overall core objectives.

The map below represents a visual indication of how the current external (Police and Council)

structures exist with the FRS Local Area structures and station boundaries.

The FRS District of Wakefield is divided into 4 Local Risk Reduction Areas, which are aligned to the

7 Neighbourhood Policing Teams (NPTs) and council Local Areas. This enables a coterminous area

structure which aligns with the Police NPTs, the Council Management Areas and Wakefield District

Housing.

Each Local Area will have a lead and deputy Station Commander reporting directly to the District

Commander. They will have the responsibility for producing a Local Area plan detailing how they will

deliver the priorities set by the District Commander for their Local Area. The District Commander will

detail the use and direction of the District resources for the Station Commander to utilise in a Local

Area. The structure will allow the coordinated targeting of resources towards local priorities utilising a

range of internal and external partners.

The District Commander will utilise any of the resources and structures listed at the beginning of this

section to achieve the priorities set out in the policy. Administrative support for the District plan will

be provided by the District and Station Clerks.

It will be the Local Area Risk Reduction leads and Deputies responsibility to forge effective links

with the Council Management Areas, WDH and the Local Area Coordinators. There are numerous

sub groups which sit below these structures where it will be more appropriate for links to be made

but representation and attendance will be by Fire Prevention team Leaders, ATF and some Watch

Commanders.

Planning and Implementation

The current level of District resource has been utilised in the past years to achieve its current risk

profile. As there will be no significant additional resource deployed into the District, more effective

use and targeting of existing resource is required to improve current performance and achieve the

District policy.

The Risk Indicator tables (Appendix A) identify that an incident reduction target has been calculated

for each individual station activity. Achievement of the targets identified will result in a change to the

risk band of a station, or its overall risk profile. Therefore risk reduction work will be prioritised against

station activities which have been identified with a projected level, greater than the required target.

The 6 priority stations in the Wakefield District identified for reducing their current risk levels or

reducing their risk profiles beyond five percent are:

This will be achieved by meeting the year on year targets set in the station target risk indicator tables

below.

The remaining 3 stations are tasked with reducing their risk profile, but not necessarily their overall

risk band. This will also be achieved by meeting the year on year targets set for their risk indicators.

Individual Station Priorities

Wakefield - is the only station in the district with a High risk band rating. The station will improve its

current performance in all station activities with a view to reducing all its indicators. It will specifically

address; Arson, the prevalence of false alarms, Road Traffic Collision (RTC) reduction, dwelling fires

and fire related injuries and deaths.

The following stations will maintain their current performance in all station activities, but specifically

reduce the following areas which are projected to be above the required target level:

These will maintain their current performance but specifically target any station activity that is

projected to be above incident target level. Within the LARRT performance framework a 5 percent

reduction on all activity has been identified as appropriate for these three stations and their specific

targets will reflect this.

Achievement of Risk Reduction

The District Commander’s strategy for delivering the District Policy is to achieve more with the same

or less resources, specifically targeting projected activity and utilising a combination of Prevention,

Protection and Response. Therefore, if risk is to be minimised, this can only be achieved by releasing

resource (Operations, Fire Prevention, ATF and FP) from lower risk station areas to those of a higher

risk.

All risk reduction activity in a Local Risk Reduction Area will be coordinated by the lead Station

Commander and Deputy. They will identify and plan the effective deployment of available resources

against the individual station priorities.

In order that operational cover is not compromised, only the District management team will approve

any changes in operational cover that may affect the District. To further reduce risk, movement of

operational resource should be kept to the most appropriate times according to the activity curve.

Deployment of Resources

Station Activity Level Risk Band Strategy

Ossett Low Low

Operational personnel from Ossett will complete 75% of their allocated HFSCs in Wakefield station area. They will also undertake 25% of their allocation of Fire Safety and Safety Critical Risk Inspections in Wakefield Station area.

Normanton Very Low Very Low

Operational personnel from Normanton will complete 75% of their allocated HFSCs in Wakefield station area. They will also undertake 12% of their allocation of Fire Safety and Safety Critical Risk Inspections in Wakefield Station area.

Castleford Low Low

Operational personnel from Castleford will be utilised in reducing the risk to Firefighters in Featherstone and Normanton station areas and will complete 25% and 50% respectively of their Safety Critical Risk Information inspections in those station areas. In addition they will they will complete 66% of their allocated Fire safety inspections in Normanton station area.

Pontefract Low Low

It is envisaged that Pontefract will be re-classified as a very low risk banding by the end of this plan. Therefore Operational personnel from Pontefract will complete 52% of their Safety Critical Risk Information inspections in Featherstone station area; they will also undertake 76% of their Fire Safety allocation in Featherstone station area.

South Elmsall Low Very Low

Operational personnel from South Elmsall will complete 60% of their Safety Critical Risk Information inspections in Hemsworth station area. They will also complete 20% of their HFSC allocation in Hemsworth station area.

Arson Task Force (ATF)

N/A N/A

ATF will only be deployed in areas where there is a significant arson problem, or an identified threat to a specific location. Effectively, this means that the ATF will primarily work in Local Risk Reduction Areas which contain priority station areas. As Wakefield is the only station area that is in the high risk band and is a priority area the majority of the ATF’s activity will be concentrated here. Minor arson problems in other Local Risk Reduction or station areas will be managed by local staff with the advice of the ATF. The ATF will also work with the police and other partners to assist the LARRT in tackling Anti-Social Behaviour and violence towards staff as the majority of these instances are linked to deliberate fire setting and criminal damage.

The two Local Retained Support Officers (LRSOs) in the district (one at Hemsworth and one at

Featherstone) will each complete 40% of their allocated HFSC’s in Wakefield station area.

The following stations and teams will complete all or part of their HFSC allocation in areas to be

determined during the lifetime of this plan, this will allow a degree of flexibility and to enable the

district to react to changes in activity levels. LARRT Chairs will be able to bid for these resources

when developing their own plans.

Although all the district’s resources can be utilised to address specific issues in other station and

LARRT areas, the guiding principle will be the overall reduction of risk within the district with specific

emphasis on those stations areas identified as a priority.

All Fire Protection inspections for completion by operational and FP personnel will be identified by

the Fire Protection department in agreement with the District priorities.

All District Fire Prevention staff will operate a hierarchy for completion of HFSCs.

Vulnerable individuals and groups identified through partner agencies. •

Priority risk areas and households identified by lifestyle type •

Hot Strikes after a fire •

Direct calls requesting a HFSC for vulnerable individuals and households •

Hot Line referrals for vulnerable individuals and households •

Advice on request •

Additionally, after taking the above into account, District staff will concentrate their resources into

completing HFSCs in the 6 Station areas that are identified as priority areas.

District Fire Prevention staff with a road safety reference will target those Local / station areas

requiring reduction in their RTC station activity. Priority will be given to the 6 stations requiring

change in risk band or those stations identified as having significantly higher projected levels

than the target. The priority station areas for RTC reduction are as follows as these station areas are

projected to have activity levels above identified target levels:-

ATF, Fire Prevention and Fire Protection will utilise data base information, mapped data and partner

referrals working directly to the Local Area lead and deputy for effective targeting of resource.

Unwanted fire signals will be targeted by Fire Protection staff on District, focussing on the Local or station

Areas where specific reduction is required. They will not be utilised for minor reductions in low risk areas.

Safety Central will support District and Local priorities by developing specific partnerships or resource

packages required for targeting individuals or groups. The High Risk Team will be responsible for dealing

with all High Risk individuals that are above and beyond the skills of the District Fire Prevention team or

station based staff.

Accurate Electronic diaries (with proxy access for Local Area leads and deputies) through Microsoft

Outlook will be maintained by all District staff including watches so that allocation of resources is efficient

and does not compromise other activities.

In exceptional circumstances resources which are external from the district can be utilised to address

specific issues. This may entail the use of other district’s operational and fire prevention staff. The District

Commander will have the responsibility for organising this in conjunction with the other districts and fire

prevention teams. These specific uses would normally be where the district does not possess sufficient

capacity on its own and would be assessed on an individual case by case basis in liaison with the Senior

Prevention Manager.

Review of working practices and performance will be initially 3 monthly with the option for

additional performance monitoring as necessary. This is to ensure that a robust performance

monitoring and review process can be identified and established. Less frequent time periods may be

introduced once initial feedback is gained.

The Service’s Partnership Board will provide a mechanism for performance managing all partnership

activity across the Authority; ensuring district partnerships continue to deliver against the Service

Plan by achieving those objectives that require partnership working. It will ensure compliance with

the partnership policy and will provide a formal opportunity to identify and share good practice

from partnership working across the service.
