    18 seeds, and cut t i ngs; and equi pment , suppl i es, and l abor necessar y f or

    21 ( 4) "Corr ect i onal f aci l i t y" has the same meani ng as provi ded i n RCW

    22 72. 09. 015.

    23 ( 5) "Cor r ect i ons agency or depar t ment " means any agency or

    24 depar t ment i n t he st at e of Washi ngt on, i ncl udi ng l ocal gover nment s or25 j ai l s , t hat i s vested wi t h t he respons i bi l i t y to manage those

    26 i ndi vi dual s who ar e bei ng super vi sed i n t he communi t y f or a cr i mi nal

    27 convi ct i on and has est abl i shed a wr i t t en pol i cy f or det er mi ni ng when

    28 t he medi cal use of cannabi s, i ncl udi ng possessi on, manuf act ur e, or

    29 del i ver y of , or f or possessi on wi t h i nt ent t o manuf actur e or del i ver ,

    30 i s i nconsi st ent wi t h and cont r ar y t o t he per son' s super vi si on.

    31 ( 6) "Del i ver " means a medi cal cannabi s di spensar y t hat makes

    32 del i ver i es of medi cal cannabi s and ot her medi cal cannabi s pr oduct s t o

    33 qual i f yi ng pat i ent s by way of aut omobi l e, bus, bi cycl e, or any ot her

    34 conveyance.

    35 ( 7) ( a) "Des i gnat ed provi der" means a person who:

    36 ( ( ( a) ) ) ( i ) I s ei ght een year s of age or ol der ;

    37 ( ( ( b) ) ) ( i i ) Has been des i gnat ed i n ( ( wr i t i ng) ) a wr i t t en document

    22 ( ( ( 3) ) ) ( 10) "Heal t h care servi ces" means servi ces provi ded by a

    26 (11) " Label " means al l l abel s and other wr i t t en, pr i nted, or

    27 gr aphi c mat t er upon any cannabi s i nt ended f or medi cal use or

    28 accompanyi ng such cannabi s.

    29 ( 12) "Medi cal cannabi s di spensary" means a f aci l i t y l i censed by t he

    30 l i quor cont r ol boar d and t hat di spenses cannabi s f or medi cal use t o

    31 qual i f yi ng pat i ent s and desi gnat ed pr ovi der s.

    32 ( 13) "Medi cal cannabi s pr ocessor " means a per son or ent i t y l i censed

    33 by t he l i quor cont r ol boar d t hat oper at es i n a l i censed commer ci al

    34 ki t chen t hat pr ocesses cannabi s l eaves and f l ower s i nt o oi l s, f oods,

    35 ext r acts, r esi ns, l ot i ons, dr i nks, and ot her f or ms of i nf used cannabi s

    36 pr oduct s. The t er m i s not i nt ended t o i ncl ude t he t r i mmi ng and sor t i ng

    37 of f l ower s, st ems, and l eaves by a medi cal cannabi s pr oducer i nt o

    38 useabl e cannabi s .

    1 ( 14) "Medi cal cannabi s pr oducer " means a f ar mer , gr ower , or pl ant er

    3 use by medi cal cannabi s di spensar i es and medi cal cannabi s pr ocessor s

    4 under t hi s chapter .

    5 ( 15) " Medi cal use of ( ( mar i j uana) ) cannabi s" means t he manuf actur e,

    6 product i on, possessi on, t ranspor t at i on, del i very, i ngest i on,

    7 appl i cat i on, or admi ni str at i on of ( ( mar i j uana, as def i ned i n RCW8 69. 50. 101( q) , ) ) cannabi s f or t he excl usi ve benef i t of a qual i f yi ng

    9 pat i ent i n t he t reat ment of hi s or her t er mi nal or debi l i t at i ng

    10 ( ( i l l ness) ) medi cal condi t i on.

    11 ( ( ( 4) ) ) ( 16) "Peace of f i cer " means any l aw enf or cement per sonnel as

    12 def i ned i n RCW43. 101. 010.

    13 (17) "Person" means an i ndi vi dual or an ent i ty.

    14 (18) " Pl ant " means an or gani sm havi ng at l east t hr ee

    15 di st i ngui shabl e and di st i nct l eaves, each l eaf bei ng at l east t hr ee

    16 cent i met er s i n di amet er , and a r eadi l y obser vabl e r oot f or mat i on

    17 consi st i ng of at l east t wo separ at e and di st i nct r oot s, each bei ng at

    18 l east t wo cent i met er s i n l engt h. Mul t i pl e st al ks emanat i ng f r om t he

    18 ( b) " Qual i f yi ng pat i ent " does not i ncl ude a person who i s act i vel y

    15 ( 24) " Useabl e cannabi s" means dr i ed f l owers of t he Cannabis pl ant

    16 havi ng a THC concent r at i on gr eat er t han t hr ee- t ent hs of one per cent .

    17 Useabl e cannabi s excl udes st ems, st al ks, l eaves, seeds, and r oot s. For

    18 pur poses of t hi s subsect i on, "dr i ed" means cont ai ni ng l ess t han f i f t een

    19 per cent moi st ur e cont ent by wei ght . "Useabl e cannabi s" does not

    20 i ncl ude cannabi s pr oduct s.

    21 (25) "Val i d documentat i on" means:

    22 ( a) A s tat ement , val i d f or up t o one year f or a qual i f yi ng pat i ent

    23 who i s at l east ei ght een year s of age or val i d f or up t o ni net y days

    24 f or a qual i f yi ng pat i ent who i s under ei ght een year s of age, si gned and25 dat ed by a qual i f yi ng pat i ent ' s heal t h car e pr of essi onal wr i t t en on
