A IMBISA procura tratar dos problemas daIgreja na África Austral, partilhar as suaspreocupações, analisar os problemasexistentes e procurar soluções comuns efraternas e também entrar em acção com osgovernos regionais, especialmente a SADC,para aumentar a visibilidade da Igreja nestaregião da África. A IMBISA realizou a suaAssembleia Plenária trianual, com o tema:Adopção de uma boa ética de trabalho para apromoção da auto-suficiência, boa governaçãoe desenvolvimento sustentável na ÁfricaAustral. O Plenário teve lugar no Burgers ParkHotel, Pretória, de 6 a 13 de Dezembro de 2010.Antecedentes da Nona Assembleia Plenária:Nas duas últimas assembleias Plenárias(Harare, 2004 e Luanda, 2007), os Bispos

tomaram decisões em duas áreas chave queeles pensaram ser centra is para odesenvolvimento sustentável tanto dentro daIgreja como nas diversas comunidades quecompõem a Igreja África Austral. Estas foram aauto-suficiência (2004) e a boa governação

para o desenvolvimento sustentável (2007). Emambos as Assembleias Plenárias, os Bispostomaram decisões que eles tinham a certezapenetrariam até às raízes das comunidadesque eles servem.

Ambos os temas das duas últimas AssembleiasPlenárias apontam para a necessidade de aIgreja e as suas comunidades, que estãodispostas a trabalhar por elas próprias, setornarem auto-suficientes (Assembleia Plenáriade 2004 em Harare) e justas na sua maneira de

agir e no que ela espera dos seus membros(Assembleia Plenária de 2007 em Luanda). Poroutra

promovemos uma boa ética de trabalho nascomunidades que durante anos se sentirammarginalizadas pelos regimes coloniais e porsucessivos governos após a independência?Nesta Assembleia Plenária de 2010 os Bispostomaram decisões sobre este tema chave daBoa Ética de Trabalho, na sequência do que foidiscutido nas últimas duas AssembleiasPlenárias e que esperam por em prática nascomunidades das diferentes Conferências.O Plenário foi aberto a todos os Bispos,Arcebispos e Cardeais na África Austral. Ospadres secretários gerais das ConferênciasEpiscopais da região participaram na suac a p a c i d a d e d e e n c a r r e g a d o s d ai m p l e m e n t a ç ã o d a s r e s o l u ç õ e s erecomendações da Assembleia. Algunsconvidados e f inanciadores tambémparticipam.Os Bispos emitiram também dois poderososcomunicados: um sobre o tráfico de sereshumanos nesta parte da África e outro sobre asituação no Zimbabwe, pedindo à SADC, queMugabe reconhece, que mediasse junto delepara adiar as eleições, porque as condiçõespolíticas não eram conducentes a eleiçõespacíficas. E as eleições foram adiadas.Para encerrar a Assembleia, os Bisposcelebraram Missa na Igreja Católica “ReginaMundi”, para se encontrarem com a Igreja locale partilharem o resultado do Plenário com osfiéis.Na categoria de tradutor intérprete tive tambémo privilégio de participar naAssembleia.s palavras, uma boa ética de trabalho.

The Portuguese Forum team met withLieutenant General M. Petros, theProvincial Police Commissioner for

Gauteng, at his office in Parktown on 4February 2011. The agenda of the meetingwas as follows:1. Introduction2. Portuguese Forum working together with theSAPS3. Unlawful arrests4. Worker's strikes5. Security companies6. Tow truckers7. Police cases8. Rural safety plansManny Ferreirinha, President of the SteeringCommittee of the Portuguese Forum, kickedthe meeting off working through each point onthe agenda. The subsequent reports,accounts, and facts were brought to theattention of Lt. Gen. Petros:

The Forum promotes responsibility in engagingwith authorities and that it is very important formembers of the community to know who their

Station Commander and Ward Councillor is byname, face, and telephone number. This way,

the community will empower itself in terms ofbeing better connected to the police and thus

improving communication between Police andthe Community, which in turn helps to detercrime.The Portuguese Forum is prepared to help theSAPS if they have a communication problemwith a member of the Portuguese Communitywho does not speak or understand English orAfrikaans. The availability of the Forum's 24/7National Helpline 0861 111 126 was also madeknown.Establishing relationships with SAPS hasalready proven to be successful with theCommunity Patrol Project in Tembisa. Footpatrollers were appointed in the area, each withradios. These patrollers report any incident tothe area control room where the operators thencontact the SAPS. This has significantlyreduced crime levels in the area as thecommunity is now more aware of crime andknows that the patrollers are there toimmediately report whatever criminal activitycomes to their attention.The Forum is also in a partnership withEmperor's Palace, who built pavements inTembisa amongst other community work.Another good example of a working

The Portuguese Forum has come a long waysince the March Against Crime that took place infront of the Union Buildings in Pretoria, 2001. Inthis past decade, the Forum established anational structure consisting of Provincial leaderscategorised as Provincial Presidents and Vice-Presidents as well as Provincial Youth Presidentsand Provincial Youth Vice-Presidents.A substantial amount of effort has gone towardsaccumulating mandates from the community.The Forum needs a significant amount ofmandates that state that the community memberwishes to be represented by the Forum or that heor she acknowledges the Forum's existence andits functions. This is essential in order for theForum to achieve proper representation so that itis then acknowledged by members of theGovernment and thus taken seriously. TheForum's mission is simple: The PortugueseForum acts on behalf of its members andfacilitates in all matters affecting the SouthAfrican Portuguese communities' relationshipwith the South African Government and withprovincial, municipal and other authorities.The Forum's aim is to build solidarity within thePortuguese community while highlighting thedevastating effects of crime on all sectors of thepopulation. We believe that it is the jointresponsibility of both Government and all SouthAfrican communities to address crime, whilesafeguarding the religious, civil rights, status andwelfare of all SouthAfrican communities in SouthAfrica.We are still far from reaching the requirednumber of mandates and so encourage thecommunity to please fill out a mandate form andsend it to us. The sooner we have properrepresentation, the sooner we can get answersand support from the government on pressingissues such as crime and lack of municipalservice delivery, and more.

The website also features a memorial pagewhere every victim of crime from our communitywill be named in their memory. These namesare engraved into the marble monument whichcan be found at the Lady of Fatima Catholicchurch in Brentwood Park, Benoni. Thismemorial has up to date 402 names of victims ofcrime. The Forum, together with the churcharranges a memorial service in honour of thewrongfully deceased once a year, usually takingplace in the month of November.The sight of all the faces and names of thesevictims on this monument is enough to sendchills accompanied with resentment, frustrationand regret down one's spine. Resentment forthe injustice that takes place in this country;frustration for not being able to do somethingabout it and feeling as though we are all sittingducks waiting to be taking out by thediscrimination that this country secretes, andregret for acting too late if you acted at all…regret for the loss of the lives that our communityhas and still continues to endure.It is for this reason that the Forum urges us all tounite and become one. This is why the Forumdesperately needs the mandate forms from thecommunity. Supporting the forum is supportingyou. Add to the strength of our community. Addto the influence of our presence. Let this year bea profound year for the Forum and theCommunity's existence!

Our Youth have become the main focus of theForum for this year and we would like to involvethem as well as inform them about thehappenings in our community as much aspossible. We have launched a brand new user-friendly website as well as a Facebook grouppage which acts as a channel of communicationamongst members of the community. TheForum's community Newspaper is also currentlyundergoing a re-vamp in layout and structure,however will remain a free newspaper as itbelongs to a non-profit organisation. Due to this,the paper (which is also available online) dependson selling advertising space in order to fund itsprinting and distribution. The paper is distributednationally, with the bulk of it remaining in Gauteng.Anyone interested in advertising in thisnewspaper is welcome to send us a message onthe submit form found on the contacts page of ourwebsite.

A New Year Full of Potential!

relationship between the SAPS and theCommunity is with the farmers. The farmers inthe Nigel area formed a committee that meetswith the SAPS on a regular basis to discussissues of crime in the area and strategies tocombat it.

He issatisfied with the Forum's efforts inencouraging the building of these relationshipsand in the education of the community in termsof self-empowerment. He states that he willcontinue to work with and support the Forum inits endeavours with the community and in thecombat against crime. The Commissioneremphasizes that we not only get know ourStation Commanders, but also the policemenpatrolling our residential areas.

Several cases of unresolved, unlawful arrestsin our community were brought to the attentionof the Commissioner. These cases were saidto unnecessarily taint the relationship betweenthe SAPS and the community. The Forum willcontinue to inform the Commissioner of suchincidents in the future.

He urgesthat we keep informing him of these unlawfularrests and that he will see to them personallyby contact ing the re levant Stat ionCommanders or Captains involved to find outas to why these arrests took place, and thuswill see to it that these cases get resolved.

Workers have the right to strike but NOT todamage property (vandalism) or to violateother people's rights.Striking workers may not intimidate any otherpersons.

PSIRA (Private Security Regulatory Authority)is inundated with job applications, some ofwhich are by unqualified and unfit individualswith potential criminal tendencies. It is due tothis that networks between criminal syndicatesand private security companies exist. Oneway to help deter crime related to thesenetworks is for the Police to go round andintroduce themselves to business owners,make themselves known in the area, and evenhand out copies of the Act. This kind of Policepresence has already demonstrated itseffectiveness with positive changes in crimelevels in the respective areas.The farmers also agree that the increase inPolice patrol vehicles has had a positive effectin the rural areas.The Forum also commends the Commissioneron increasing police presence on ourhighways, that it was an effective move on hispart.

The SAPSare currently rolling out a total of 123 new patrolvehicles for all the different routes throughoutthe Province. This roll-out should reachGauteng's borders by the end of March 2011.The Commissioner believes that this kind ofpolice presence will be a significant deterrentagainst crime. It is a fact that the bulk ofGauteng's crimes are committed by repeatoffenders more so than one-timers orspontaneity. The only action that will decreasethis kind of crime is effective arrests togetherwith considerable police presence throughoutthe province, i.e. criminals need to be madeaware of the punishment that follows criminalaction. Crime in our country will never beeradicated even if every household had apolice officer as a member, but at least it will becurbed to an extent.

Tow trucking businesses serve a purpose butsome often victimise and abuse people thatdesperately need their services. An example

of victimisation or abuse would be impoundingan individual's car and charging him/heranything up to R20 000 for the services beforereleasing their vehicles. Other risks with theseoperations are the fact that these cars couldresult in being stolen or even stripped at theseimpounds or elsewhere.

TheCommissioner acknowledges this matter andstates that it will be observed and monitored.

Several Police cases currently beinginvestigated by the Forum were brought to theattention of Lt. Gen. Petros. These cases allinvolve a member of the PortugueseCommunity.

Thesecases will be followed up. The Commissionerwas given the case numbers for each case andhe then requested the dockets for each. Hewill have a report on his follow-up on thesecases in one week's time.

As mentioned earlier, the farmers in the Nigelarea hold rural safety meetings which includedthe presence of a police official/representative,on a regular basis. However, a different officialis present at each meeting. This is leading to aloss of confidence by the farmers in the policeand thus do not know who to go to. Thesefarmers request that a single official individualshould be appointed to attend these meetingsand to take the matters that come up forward.The farmers experienced high levels of theft ofelectrical motors, cable and more, and believein reporting every incident. The number ofthese incidents became so great that Policeofficials were constantly present at thefarmer's offices. Lately, the major problem isthe increase in livestock slaughter. Thefarmers suggest that a CPF is formed for ruralsafety in the area, and to make them knownamongst the community.

Theoutcome with his meeting with “Agri-Gauteng”was the decision to deploy the 123 vehiclesthroughout the province, as mentioned earlier.These vehicles will mainly be patrolling routesrunning through the province's rural areas,thus the roads surrounding farms and more.This is the new Rural Safety Plan.

One should always follow protocol whenreporting a case, which is why it is necessary toget to know your local Station Commander.The Provincial Police Commissioner will notattend to individuals as they should followprotocol by approaching their local authorities.However, national groups or organisationssuch as the Portuguese Forum often have adirect channel of communication withCommissioner, and so the importance ofmandating the Forum to represent you as thecommunity is emphasised once again.Download the mandate form from our website

grande número de fiéis que na véspera deNatal se deslocaram até lá para assistirem, (ealguns tomarem parte) na Celebração daMissa do Galo..A comunidade portuguesa nesta cidade é, nasua maioria de origem madeirense, muitoagarrada às tradições da sua terra natal, muitoem especial às celebrações religiosas... abênção dos barcos de pesca e a celebração daQuadra de Natal são as festividades de maisrelevo.

Tudo começa com a preparação do presépio, eas Missas do Parto , em Cape Town ,cada umadas nove missas é dedida às várias freguesiasmadeirenses.Os grupos representando as diferentesfreguesias organizam-se em número de 20elementos cada ,e nasce assim uma saudávelcompetição entre eles como nos disse JuditeVirissimo , que no ano passado foi uma dasorganizadoras das Romarias do Natal.Os Grupos entoam cânticos de louvor aoMenino, a Maria e a José, e ainda deagradecimento... Quando há pessoas quesabem compor versos, os cânticos sãooriginais..... mas como nem sempre isso

cantam na Ilha da Madeira ....No dia 24 deDezembro véspera de Natal celebra-se atradicional Missa do Galo.A Comunidade junta-se para celebrar onascimento de Jesus, usando os seus trajestradicionais, os músicos com os seusinstrumentos que irão acompanhar as cançõesalusivas à data.O Anjo anúncia o Nascimento de Jesus, o palcocom a cortina aberta deixa ver a cena dopresépio com Maria, José, Menino Jesus ,Pastores , Anjos e alguns animais (criados porcrianças que querem fazer parte do quadro)...Os 3 Reis Magos deixam as suas

prendas...Os pastores aparecem em cenaseguidos de grupos de crianças de alguns dossubúrbios de C.T. A Missa, foi celebrada pelosPadres, Ivaldo Bettin, Capelão para acomunidade portuguesa na cidade do Cabo,Jonas Donassolo e Patrick Zompeti, no final foidado a beijar o Menino ... nos últimos anos temsido um bébé recém-nascido (menino oumenina),no papel do Menino Jesus.No dia 5 de Janeiro os 3 Reis Magos vestidos arigor, acompanhados por um grupo de pessoasvão de porta em porta cumprimentar todos osque a abrirem e cantam versos alegres aos queos recebem ....Como este exemplo: ......Aquivimos, Aqui estamos/...Hoje é dia dealegria/...Viva o Senhor desta casa/...E a sua

Um pouco da história dos 40 anos daMissa de Natal na A.P.C.B.E.Tudo começou no ano de 1970 quandouma senhora do Paúl do Mar (CarmindaRebelo) de visita a uma filha emigrante naÁfrica do Sul e a residir na cidade do Caboiniciou os Cantares e Romarias de Nataluma prática muito comum na suafreguesia .A Comunidade acolheu de bom grado aideia, deitaram mãos à obra e nessemesmo ano realizaram-se as primeirasRomarias do Natal na Igreja Católica deSt. Agnes em Woodstock (era nesta áreaque residia o maior número deportugueses).A comunidade inglesa não viu com bonsolhos a ideia dos seus vizinhosmadeirenses. No ano seguinte para nãodeixar morrer a tradição e evitarproblemas , as Romarias do Natal foramcelebradas na A.P.C.da Boa Esperança,onde se mantém até hoje.Em Dezembro de 2010 celebraram-seassim os 40 anos desta tradição bemq u e r i d a d a n o s s a c o m u n i d a d emadeirense na Cidade do Cabo. Asorganizadoras têm a seu cargo a escolha doscantares, trajes, músicos , e no final de cadaensaio ( ultimamente realizados nos Centros deWoodstock e Parow) providenciar algunspetiscos para todos os participantes. A escolhapara o próximo ano é feita no último dia deensaio geral, com os nomes postos dentro deuma caixa , que só será revelado no final daMissa do Galo.As organizadoras do ano passado foram :

Judite Virissimo, Felismina Andrade e M. JoséPetim, que se esmeraram na comemoração do

quadragésimo aniversário destas Romarias, nofinal da Missa, à boa maneira madeirense, foioferecida uma canja de galinha às mais de 400pessoas presentes.Para este ano (2011) a organização estará acargo de Margarida R. Faria, Lídia CabózPaiva e de Maria dosAnjos de França.Que a nossa Comunidade na cidade do Cabonão deixe morrer esta tradição tão bonita naqual participam pessoas de todas as idades

Brasil, Austrália, Alermanha, África doSul, e outras paragens têm sofrido asinundações e suas negativas consequências.O leito do Rio Orange, qual Nilo impetuoso,galgou as margens, espraiou-se caudalosopor elas e submergiu culturas: vastas áreas devinhedos com uvas prontas a ser cortadas euva sultana para secagem e empacotamento,hectares de luzerna, terras verdejantes defrescos e abundantes vegetais, e outrasculturas diversas desapareceram na voragemdas águas insofridas, que consigo arrastamtudo sem piedade.As baragerns a montante de Upington, cheiasa 110% abriram as comportas, escoando umcaudal de 5.200 m³ de água por segundo. Oano passado a mesma barragem foi abertacom 80% de capacidade cheia e houve3 .200m³ de l í qu i do po r segundo ,absolutamente controlável. As pessoasperguntam-se sobre as razões desta aparentenegligência e incompetência, agravadas pelaschuvas torrenciais que se têm verificado.Diga-se, em abono da verdade que a ForçaPolicial e outras instituições de apoio e ajudatêm sido incansáveis no trabalho exigido pelasc i rcunstânc ias, desdobrando-se em

actividade e acções apropriadas. A todasessas instituições rendemos a nossahomenagem e respeito. Com verdade oumentira, os agricultores brancos, mestiços emesmo negros perguntam-se sobre a razão dofacto, sugerindo uma intenção sonegada dearruinar os agricultores para os forçar a venderpor preços da uva mijona a fim de seremdistribuídas pelos agricultores emergentes. Osagricultores preparam-se para levar a MInistrada Agricultura a tribunal, para reivindicarcompensações, uma vez que a detentora dapasta terá afirmado, e citamos “se me levarema tribunal não haverá nem mais um cêntimo deajuda aos agricultores da área…”. Linguagem,a ser certa, grave e menosprezante dotrabalho de um sector crucial e básico da vidade uma Nação. Os portugueses directamentenão foram prejudicados, mas os negócios aque se dedicam sofrem os efeitos económicosda catástrofe que reduziu o poder de consumoem cerca de 50%. condicões para a retenção das águas dachuva que vão como um cavalo à desfiladapela Estrada R554 e inundam 16 a 20 hectaresde terra de cultivo.Os agricultores que estão nas partes maisbaixas sentem na pele este “esquecimento”.A Agriveg já teve um encontro com osagricultores, onde ficou o compromisso delevar o problema ao Departamentoresponsável pelo sector da Câmara deGermiston a que pertence a área deRondebult.

Marco Veludo is 20 months old. Ricardo andSandra, Marco's parents, came home fromwork on a Friday and found that a lump hadformed just under Marco's ear. Ricardo and

Sandra immediately took Marco to the doctorwho believed that the lump might have beena reaction to a measles injection he hadreceived a few days earlier. They were told

to wait and see if the lump would go away asblood tests did not show anything wrong.They ended up going back and forth to thedoctors for a month with no answers as towhat was wrong with little Marco, until oneday his whole cheek swelled up, doubling insize! It was then that the surgeon stated thatthey would have to operate on the lump andperform tests on his facial glands.The results of the biopsy confirmed theirworst fears. Little Marco was diagnosed withAcute Lymphoblastic Leukaemia (ALL).Ricardo and Sandra burst into tears andcried for two weeks without end.Marco is now rece iv ing r igorouschemotherapy every week which leaves himnauseous, weak, and experiencing hair andweight loss. The duration of his treatmentwill be 3 to 5 years. Marco was diagnosedwith ALL in October 2010, so he is now 4months into his treatment.This heartbreaking sickness has affected theVeludo Family emotionally as well asfinancially as the treatment is veryexpensive. Their lifestyle has changedcompletely as Marco has to be isolated frompeople, thus no shopping centres, no parkswith people nearby, no social gatherings, etc.His immune system is too weak, and so asingle germ could infect him and lead to direconsequences. He has already hadpneumonia, therefore it is important to keepMarco as healthy as possible in order for himto undergo his treatment.Ricardo and Sandra have started organisingfundraisers and have also opened a trustfund account for Marco. The details to thetrust fund account are displayed above in thepamphlet. All donations into this account willhelp pay for little Marco's lengthy andexpensive treatment.The Veludo Family have suffered with thispainful diagnosis. Sandra says that shefeels helpless as a mother and never knewthat bringing Marco into the world wouldbring her so much joy, yet so much sufferingfor him. Marco's older brother, Dino, is 5years old and has been an inspiration, beingby his brother's side making him laugh andgiving him love.

The results of the above poll indicate thediversity of the feelings of the Portugueseresidents of South Africa with regards toemigration. There seems to be a gentle yetsignificant increase in numbers from thosenot wanting to, to those considering, to thosethat do want to emigrate, with almost half ofthe responses selecting (a) I want toemigrate within the next 10 years. This couldpossibly be a common feeling and couldrepresent a general national statistic ofcertain ethical groups in South Africa. Thismeans that generally, the feeling is that thecommunity believes that they could find abetter life elsewhere.

People Into Evangelization, morecommonly known as PIE is a youthprayer and recreational group,

associated to the Santa Maria DosPortugueses Catholic Church in Pretoria. PIEwas established in 2000 by the Portugueseyouth who identified a need to createawareness and educate young individuals toremain active within the community and moreimportantly to the Christian and Catholic faith.Their affiliation to the Pretoria CatholicCharismatic Renewal signals the principleideology surrounding the group's purpose,that being to spread the Catholic faith amongthe Portuguese youth community andcontinue to bind the chains that make us whowe are in South Africa's vast background andcultural opulence.Over the years the group managed to grow byover one hundred active and semi-activemembers, transform conservative rigiditiesand achieve a respectable place within thecommunity.

The true success of PIE comes from thegroup's frame of reference comprising ofdevoted and talented participants within thelevels of higher decision-making all the way tothe general social behaviour of each andevery person. To any one's appreciation thegroup carries a repertoire of musicians, artistsand devoted Catholics committed to drawingthe youth around them together with Christ astheir centre. In no small measure can such anachievement be had without the strongleaders and dedicated participants who workfeverishly to ensure the message is drivenhome to all youth in every social platform.2007 marked a fundamental year when PIEjoined the One Way Christian Football Leagueby entering their first male soccer team. Theteam has since grown to three male and onefemale team playing the beautiful gameamongst other Christian doctrine, PIE hastherefore further enhanced its allure toyoungsters of all divides to combinerecreation with faith. In 2009 Niki Duarte was

diagnosed with acute leukaemia, thedevastating news shattered fellow member'sand prompted immediate action; thus the NikiDuarte Project was born together with the aidof the Sunflower Fund

The Sunflower Fund also raisesawareness and much-needed funds toincrease the number of donors on the SABone Marrow Registry which will improve thechances of a life saving transplant for patientssuffering from serious blood disorders such asleukaemia.

Apart from the numerous charity works,recreational and sport activities, attention isalso paid to spiritual cleansing andnourishment.Through their affiliation to the Pretoria CatholicCharismatic Renewal, retreats occurthroughout the year to prepare and nourishChristians alike for the everyday challengesand ordeals facing modern society.PIE has grown into a presentable, wellstructured organisation comprising of multipledivisions and subdivisions that offer anyindividual the opportunity to explore his faithand spirit within an encouraging environmentcatering for the demands of younger and moreactive individuals.Approaching another year new challengesarise prompting yet a further addition to thegroups offerings, which will include a bi-weeklyyouth Mass whereby hosted by visiting Priestsat the Santa Maria Dos Portugueses Church,Saturday evening from 18h30.The PIE group (30 members) together with theArch-diocese of Pretoria will also be attendingthe World Youth Day Event in Madrid, Spain.As a result, PIE will be holding many fundraising initiatives to assist those who needfinancial assistance to attend this Pilgrimage.PIE can be followed on many social and mediaplatforms, from Facebook, the web, O Seculoand Radio Veritas.PIE is more than a prayer group, it's more thana soccer team and it's more than a music team,it's a family of friends who are united in theLove of Christ, it's a way of life.
