Thank you for allowing me to serve on the board of Cucamonga Valley Water District. I respectfully ask that you consider my candidacy for a second term.

We collectively responded well to the drought by meeting state-mandated conservation targets and avoiding fines. Our area continues to grow and in anticipation of future events need more supply management with less dependence on imported water. My civil engineering degree, 30 years with Metropolitan Water District of Southern California, first-term experience as CVWD Vice-President and years of community service qualify me to serve.

With your vote, I'll uphold policies enhancing quality, expanding reliability and maintaining cost of service. We're blessed with two basins, canyon springs, access to imported and recycled supplies. Proper management of these makes CVWD one of the region's most reliable, cost-effective agencies; assuring needed investor confidence to create jobs.

I'll further the effective CVWD local customer conservation, education and service programs, while maximizing local supplies by promoting reclaimed, recycling and storm water capture for groundwater replenishment in a sound economic and environmental friendly manner.

As a husband and father of six, I'll strive to ensure continued CVWD service of safe, reliable, low-cost drinking water. Your vote extends my commitment to serve with integrity. Respectfully, Luis Cetina

It has been an honor to serve as your representative on the Cucamonga Valley Water District Board of Directors. While serving, my actions have been guided by the firm belief that local government should be accessible, responsive and accountable to the people it serves.

I ask for your vote to continue my service on our water board. I will remain steadfast in my commitment to always have safe, reliable and affordable drinking water.

During my service, we have increased water production and storage, and greatly expanded our Recycled Water Program while maintaining some of the lowest rates in our region. We have implemented fair pension reform, made sensible modifications in wages and benefits and restructured our organization to improve efficiency, save money, and maintain outstanding customer service.

For 30 years I kept my oath to honorably serve our community as a firefighter and I pledge to honorably serve as your representative on our Water Board.

Our local waters belong to our community not Sacramento. I will continue my fight against a state water grab!

NAME: RANDALL JAMES REED AGE: 55 OCCUPATION: Director, Cucamonga Valley Water District

It has been a privilege to serve as your Representative on the Cucamonga Valley Water District Board of Directors for the last 14 years. I look forward to serving our community and seeking your support for re-election.

Serving on the Water Board, I am proud that we have increased storage, developed local water supplies, and increased our use of recycled water throughout the District. We accomplished these goals, while keeping water rates among the lowest in Inland Empire. In addition, we implemented many other cost saving measures to decrease operating expenses, including pension and benefit reform.

I am happily married and have lived in the city of Rancho Cucamonga for over 48 years. I have witnessed how clean, reliable, and affordable water has allowed our small town to grow into the municipality it is today.

Presently, I chair the Finance committee and serve on the Engineering committee, which are charged with challenges of long term planning. I have a 30-year career as a wastewater professional with a state water license, and I am Marine Corp Veteran. With your support, I will continue working hard to ensure our District's water supply is clean, reliable, and affordable well into our future.

Assistance for Voters with Disabilities The Elections Office provides a number of services to increase access and encourage participation by voters with disabilities.

At the polling place San Bernardino County polling places have an accessible path of travel and accessible parking. Polling places also include the following resources:

Voter Bill of Rights

You have the following rights:

1. The right to vote if you are a registered voter. You are eligible to vote if you are: • a U.S. citizen living in

California • at least 18 years old • registered where you currently

live • not in prison or on parole for a

felony 2. The right to vote if you are a

registered voter even if your name is not on the list. You will vote using a provisional ballot. Your vote will be counted if elections officials determine that you are eligible to vote.

3. The right to vote if you are still in line when the polls close.

4. The right to cast a secret ballot without anyone bothering you or telling you how to vote.

5. The right to get a new ballot if you have made a mistake, if you have not already cast your ballot. You can: • Ask an elections official at a

polling place for a new ballot; or

• Exchange your vote-by-mail ballot for a new one at an elections office, or at your polling place; or

Gracias por permitirme servir en la junta del Distrito de Aguas Cucamonga Valley. Pido respetuosamente que considere mi candidatura para un segundo término.

Respondimos colectivamente bien a la sequía, cumpliendo con los objetivos de conservación ordenados por el estado y evitando multas. Nuestra área sigue creciendo y en anticipación de pación de eventos futuros, necesita más administración de suministros con menos dependencia en agua importada. Mi título de ingeniería civil, 30 años con el Distrito de Aguas Metropolitan del Sur de California, experiencia de un término como Vicepresidente de CVWD y años de servicio, me califican para servir.

Con su voto, mantendré políticas que mejoren la calidad, aumenten la confiabilidad y mantengan el costo del servicio. Estamos bendecidos con dos cuencas, manantiales en cañones, acceso a suministros importados y reciclados. La buena administración de éstos, hace de CVWD una de las agencias más confiables y rentables de la región, dando confianza a los inversionistas para crear empleos.

Fomentaré los programas de conservación, educación y servicio a clientes locales de CVWD, al maximizar los suministros locales promoviendo la captura de agua regenerada, reciclada y de tormentas para reaprovisionar las aguas subterráneas de modo económico y amigable al medio ambiente.

Ha sido un privilegio servir como su Representante en la Junta Directiva del Distrito de Aguas Cucamonga Valley por los últimos 14 años. Espero poder servir a nuestra comunidad y obtener su apoyo para mi reelección.

Al servir en la Junta de Aguas, estoy orgulloso de que hemos aumentado el almacenaje, desarrollado suministros locales de agua y aumentado nuestro uso de agua reciclada a lo largo del Distrito. Hemos alcanzado estas metas mientras que mantenemos unas de las tarifas de agua más bajas en Inland Empire. Además, implementamos muchas otras medidas de ahorro de costos para disminuir gastos de operación, incluyendo una reforma de pensiones y prestaciones.
