Voluntary coupled support
Notification of the revised decisions taken by Member States
by 1 August 2016 ('the review')
The synthesis presented in this document reflects the content of Member States' notifications available to the Commission services as
they stood on 7 July 2017. It is made available without prejudice to any finding in respect of their compliance with the regulatory framework.

1. Voluntary coupled support and the '2016 review'
Chapter 1 of Title IV of Regulation (EU) No 1307/2013 of the European Parliament and the Council (EU) No 1307/2013 provides for the possibility for Member States to use up to a maximum percentage of their annual national ceiling for direct payments to finance voluntary coupled support (VCS).
That support can only be granted to a list of sectors and productions1, to the extent necessary to create an incentive to maintain current levels of production in sectors or regions where specific types of farming or specific agricultural sectors particularly important for economic, social or environmental reasons undergo certain difficulties. Coupled support shall take the form of an annual payment and shall be granted within defined quantitative limits in accordance with Article 52(6) of Regulation No 1307/2013. In this context, for each measure, a quantitative limit (QL) shall be determined by Member States. The limit shall reflect the production levels in the targeted region or sector in at least one year in the period of 5 years that proceeds the year of the decision about VCS.
The share of each Member State's envelope for direct support that can be used for granting coupled support is limited. This budget limit represents 8+2% of the annual national ceiling available for direct payments which, under certain conditions, may be increased to 13+2%. Further increase is possible only if certain specific needs require so, in which case the decision of the Member State is also subject to approval by the European Commission.
In 2014, 27 out of 28 Member States decided to apply VCS between 2015 and 2020. From the about EUR 41-42 billion per year available for granting direct payments (EU-28), they earmarked nearly EUR 4.2 billion per year for this purpose.
The 2016 review
According to Article 53(6) of Regulation (EU) No 1307/2013, Member States had the possibility to revise their VCS decisions by 1 August 2016 (the so-called 'review'). The changes (if any) are effective from 2017.
The number of Member States applying VCS between 2017 and 2020 remained unchanged in comparison to the original notification in 2014. With the exception of Germany, all Member States of the European Union decided to apply VCS.
As far as the budget is concerned at EU level, following the review, the amount earmarked for the purpose of the reviewed VCS remains more or less the same, EUR 4.2 billion per year.
The proportion allocated to each sector is illustrated below:

2. Beef and veal
In 2014, 24 Member States notified the European Commission of their decision to grant coupled support for the sector of beef and veal. Based upon the decision due by 1 August 2014, some 4.1 % of the annual amount available for granting direct support in EU -28, i.e. 41% of the amounts earmarked to VCS, was available for the beef and veal sector from 2015.
Following the review:
Some 50 measures (same number as in the previous period 2015-2016) are targeting specific types of farming and/or regions in which the beef and veal sector undergoes difficulties in 23 Member States (1 less than in the previous period 2015-2016).
Estonia decided to withdraw former support to the beef and veal sector as from 2017.
Belgium - Flanders, Greece, Croatia, Lithuania and Hungary deleted, each, one of their measures related to the beef and veal sector.
New measures were created by Belgium – Wallonia (1), Bulgaria (2), Italy (1), Austria (1), Spain (3) and Finland (5) in comparison to the previous period 2015-2016.
The share of annual direct payments amounts dedicated to this sector remains unchanged for the 2017-2020 period at EU level.
The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the beef and veal coupled
support is 19.3 million2 bovine animals ("heads").
The annual amount available at EU level per year averages 1,713 million EUR (or 88 EUR/head) making the beef and veal sector the sector with the highest level of VCS support (ahead of the milk/milk product and sheep-goat meat sector)
3. Milk/Milk products
In 2014, 19 Member States had notified the European Commission of their decisions to grant coupled support for the sector of milk and milk products. Based upon the decision due by 1 August 2014, some 2% of the annual amount available for granting direct support in EU-28, i.e. 20 % of the amounts earmarked to VCS, was available for the milk and milk products sector from 2015.
Following the review:
Some 30 measures (same number as in the previous period 2015-2016) are targeting specific types of farming and/or regions in which the milk and milk product sector undergoing difficulties in 18 Member States (1 less than in the previous period 2015-2016).
Both Latvia and Romania deleted one of their measures related to the milk sector.
France created 3 new measures, Bulgaria and Spain 2 and Finland 1 new measure.
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.

The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the milk and milk products coupled support is 12.2 million animals ("heads").
The annual amount available at EU level per year remained more or less the same and it averages 889 million EUR (or 73 EUR/head) making the milk and milk products sector the second most supported sector under VCS (after the beef and veal sector).
4. Sheep and goat meat sector
By 1 August 2014, 22 Member States had notified the European Commission of their decision to grant a coupled support for the production of sheep meat and goat meat.
Based upon their decision, about 1.2% of the annual amount available for granting direct support in EU-28 i.e. 12% of the amounts earmarked to VCS, was available for the sheep meat and goat meat sectors from 2015.
Following the review:
Some 30 measures (10 less than in the previous period 2015-2016) are targeting specific
types of farming and/or regions in the sheep and goat meat sector that undergo difficulties in 21 MS (1 less than in the previous period 2015-2016).
Estonia decided to withdraw former support to the sheep and goat meat sector.
Italy, Lithuania and Poland deleted, each, one of their measures related to the sheep and goat
meat sectors.
New measures were created by Bulgaria (1), Greece (2), Spain (1), France (1), Austria (1) and Finland (1).
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.
The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the sheep and goat meat coupled support is 49.7 million animals ("heads"), which increased approximately by 7 million in comparison to the previous period (2015-2016). The annual amount available at EU level per year also increased by almost 100 million, which now averages 583.4 million EUR (or 12 EUR/head) making the sheep and goat meat sector the third most supported sector under VCS (after the beef
and veal and milk sectors).
5. Protein crops
Article 53(3) of Regulation No 1309/2013 provides Member States with the possibility to increase their annual national ceiling for VCS by up to 2% if they decide to use at least 2% of their annual national ceiling set out in Annex II of that regulation to support the production of protein crops.
By 1 August 2014, 16 Member States had notified the European Commission of their decisions to grant coupled support for the production of protein crops.
Based upon their decision, about 1% of the annual amount available for granting direct support in EU-28,
i.e. 10.6% of the amounts earmarked to VCS, were available for the production of protein crops from 2015.

Following the review:
Some 20 measures (same number as in the previous period 2015-2016) are targeting
specific types of farming and/or regions in which the protein crop sector and production undergo difficulties in 15 Member States (1 less than in the previous period 2015-2016).
One Member State (Slovenia) decided to withdraw the former support to the protein crop sector.
Spain and Hungary deleted, each, one of their measures related to the protein sector and production.
New measures were created by Greece (2), France (1) and Poland (1).
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.
The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the protein crops related coupled support is 4.7 million hectares, which increased approximately by 0.3 million hectares in comparison to the previous period (2015-2016).
The annual amount available at EU level per year also increased by 28 million, which now averages 469 million EUR (or 99 EUR/hectare).
6. Fruit and vegetables
By 1 August 2014, 19 Member States had notified the European Commission of their decision to grant a coupled support for the fruit and vegetable sector.
Based upon their decision, about 0.5% of the annual amount available for granting direct support in EU-28, i.e. 5% of the amounts earmarked to VCS, was available for the production of fruit and vegetables from 2015.
Following the review:
Some 50 measures (same number as in the previous period 2015-2016) are targeting specific types of farming and/or regions in which the fruit and vegetables sector undergoes difficulties in 19 Member States (same number as in the previous period 2015-2016).
France, Croatia, Latvia, Lithuania and Poland deleted 1 and Romania 5 of their measures related to the fruit and vegetables production.
New measures were created by Bulgaria (1), the Czech Republic (1), Greece (3), Hungary (1) and Slovakia (1).
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.
The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the Fruits and vegetables related coupled support is 728,656 hectares, which increased approximately by 50,000 hectares in comparison to the previous period (2015-2016).
On the other hand, the annual amount available at EU level per year decreased by more than 20
million, which now averages 188.8 million EUR (or 259 EUR/hectare).

7. Sugar beet
By 1 August 2014, 10 Member States had notified the European Commission of their decision to grant coupled support for the production of sugar beet.
Based on their decision, about 0.4% of the annual amount available for granting direct support in the EU, i.e. 4.3% of the amounts earmarked to VCS, was available for the sugar beet sector from 2015.
Following the review:
12 measures (1 more than in the previous period 2015-2016) are targeting specific types of farming and/or regions in which the sugar sector undergoes difficulties in 11 Member States (1 more than in the previous period 2015-2016).
Lithuania decided to newly grant support to the sugar beet sector.
With the exception of Lithuania, no new measures were created.
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.
The table in annex provides an overview of the notified measures.
For the period 2017-2020, the quantitative limit at the EU level for the sugar beet related coupled support is 516,422 hectares, which increased almost by 20 000 hectares in comparison to the previous period (2015-2016).
The annual amount available at EU level per year also increased by 1 million, which now averages 177 million EUR (or 343 EUR/hectare).
8. Remaining sectors
In 2014, 13 Member States had notified the European Commission of their decision to grant VCS for the benefit of one or more of the following sectors: cereals, oilseeds, grain legumes, flax, hemp, rice, nuts, starch potato, seeds, olive oil, silkworms and hops. No Member State decided to support the following sectors: short rotation coppice, dried fodder and cane & chicory.
Based upon their decision, some 0.68% of the annual amount available for granting direct support in EU-28, i.e. 6.82% of the amounts earmarked to VCS, was available for VCS measures targeting the above specified sectors.
Following the review:
13 Member States (same number as in the previous period 2015-2016) implement VCS in these remaining sectors.
Lithuania decided to introduce support for the cereal sector, France to the rice, Greece to the nuts and Lithuania to the seeds sector.
Consequently, the applicable quantitative limit and the total amount of aid increased in the case of the cereals, rice, nuts and seeds sectors.
The share of annual direct payments amounts dedicated to this sector remains unchanged for the period 2017-2020 at EU level.
