Dear Colleagues:
Congratulations! You have survived my first term as president! I am honored that
you will allow Ramesh and me to serve another two years as well. We hope to take
what we learned from these past two years and make IUP stronger and better by help-
ing APSCUF become stronger and better.
What are the lessons I take away from the first two years?
IUP faculty and coaches, whether or not they are members of APSCUF, are
second to none. Whether in service to the students, the university, the profes-
sion, or the community, our faculty and coaches give themselves wholeheart-
edly and repeatedly – often to the point where they are stretched so thin that I
had to wonder how some of them could keep giving as much as they do.
We are all about relationships. Relationships between and among the faculty,
coaches, students, staff, administrators, neighbors, and PASSHE leadership,
to name some. When relationships are strained, we all suffer, and when rela-
tionships are built on mutual trust and respect, we all benefit. This has been a
time of healing and building bridges at IUP, and I believe we should all be
proud of what has been accomplished. I go into the next two years with
guarded optimism.
APSCUF is not 911. Dr Patrick Burkhart, the outgoing APSCUF Chapter
President at Slippery Rock University, identified in his final newsletter article
something that all APSCUF leaders learn very quickly. He said, “One conflict
that cannot be resolved by contract or grievance is faculty vs. faculty dis-
agreement.” I learned that a great deal of time and effort is spent addressing
these concerns. We are in the people business, so, of course, such issues are to be expected. Nonethe-
less, I have to admit that I was amazed at just how often such disputes arise.
This is a good time to be at IUP. I have seen the conflict that exists at many of our sister institutions,
and I have seen the conflicts that exist between the Office of the Chancellor and State APSCUF. We
are fortunate at IUP, and, while we do have important issues and concerns, we are addressing them col-
lectively and proactively.
While we are making progress, we have many issues to address over the next two years. Contract ne-
gotiations will soon begin again, our budget problems have not been fully resolved, recruitment and
retention of students need to be strengthened, support for faculty and coaches needs to be enhanced,
and concerns of our temporary faculty continue to be unaddressed.
While I like to think we have had a good two years, I realize that we have a long way to go. I look forward to
spending those two years working for you.
Good luck with the end of the semester. I look forward to seeing you at commencement!

IUP APSCUF Hosts Senator Don White and Representative Dave Reed

On Wednesday, April 16th, IUP-APSCUF hosted a lunch meeting in the Oak Room offering faculty the oppor-
tunity to meet and discuss a variety of issues with State Senator Don White and State Representative Dave
Reed.
The meeting got off to a very fast start when the first question addressed the potential PASSHE Secession Leg-
islation. For those who do not know, West Chester is hoping to “opt out” of the fourteen university system of
PASSHE. Both White and Reed, for a multitude of reasons, are very much opposed to this legislation. This
led to discussion on the state budget, and how, for the 2014-15 fiscal year (the state fiscal year runs from July
1-June 30), of a total budget of $29 billion, there is a shortfall in the $1 billion range. As of now, state reve-
nues are lagging, and one school of thought holds that a main contributing factor is the extremely harsh winter
weather of the past few months. Due to this, sales tax revenues are lagging. At the end of April, a better vi-
sion of the financial picture will be available for the final two months of the 2013-14 year.
The next issue discussed centered on the recent stabbings at Franklin Regional High School. Senator White
noted that “of all the high schools within my district—of which there are 23—this would have been the last
one where I would expect a tragedy of this nature to occur.” Julie Greenawalt and Nashat Zuraikat, professors
from the nursing department, pointed out that “students are screened for weight, sight, hearing…..but not de-
pression!” which was at the heart of the tragedy at FRHS. Discussion then moved forward to discuss the
IUP Patty celebration and the disrespect toward the community that the day’s activities entailed.
Next, state pensions were a significant topic of discussion. Simply stated, something needs to be done regard-
ing pensions at the state level, and it needs to be done now. If not, this issue will reach a boiling point within
4, 3, or maybe even 2 years. Mr. Reed said that it doesn’t matter who is in the Governor’s chair; this issue
cannot remain unaddressed and blaming the different parties will not help the situation. The funds are not pre-
sent to support the current defined benefit program for public employees. Both Senator White and Representa-
tive Reed indicated that a new pension program will be developed with the assistance of the labor unions; if
the unions don’t involve themselves, a new pension system will be imposed upon state employees.
A variety of smaller issues were discussed during the meeting. All in attendance felt it was a very productive
and informative meeting.

APSCUF Endorses Tom Wolf for Governor

On Friday, April 25th, at the statewide Legislative Assembly in
Harrisburg, APSCUF endorsed Tom Wolf’s candidacy for
governor. Much to the surprise of all in attendance, once the
endorsement was made, Mr. Wolf appeared in person to accept
the endorsement and address the assembly. Many IUP faculty
