Cathy Barker has worked at UMKC for 25 years. Beginning as a clerk typing Purchase Or-ders to Managing the depart-ment today has afforded Cathy many opportunities to grow per-

sonally and professionally. Cathy has been ac-tive in many different campus and system wide committees dealing with Administrative & Fi-nance issues, helping the campus as well as the system achieve efficiencies in processes and cost savings in their purchasing needs. “Helping others” has always been the best part of being

in Purchasing. Being a volunteer at heart, this job gives me the satisfaction in helping individu-als and the University achieve their goals. In addition, Cathy has been an long time active participant in several Purchasing organizations, including The National Association of Educa-tional Buyers, serving as Regional President in 1998-1999. On a personal note, Cathy has al-ways been active in her church, school and community, and currently serves on the Lone Jack School Board. Cathy lives in Lone Jack, with her husband Jerry and two teenage sons, Ryan and Matthew.

MACPP Spotlight on New Members

Ben Calia—

I'm currently the Purchasing Manager for the City of Lee's Summit. I have been in-volved with public procurement for over a decade. My purchasing career started with the Circuit Court of Jackson County as a data entry clerk. I earned my CPPB desig-nation from NIGP in 1998. I worked my way up to Senior Buyer before leaving the Court to become the Director of Purchasing for Hickman Mills C-1 School District.

I then had the opportunity to serve the city in which I live as the Purchasing Manager for the City of Lee's Summit. I have a great staff whose hard work and diligence is a true testimony of their professionalism. I believe a department is only as good as the members it is made up of. I would like to take this opportunity to praise and introduce the members of my team: Barbara Poole-Assistant Purchasing Manager, Marilyn Schmidt-Senior Buyer, Tammy Shaw-Procurement Officer, Nicole Averell-Procurement Officer, and Desiree Collins-Assistant Procurement Officer.

I have served on the board for MACPP (Mid-America Council of Public Purchasing) and am currently serving as past president of MAPP (Missouri Association of Public Purchasing). I have served and chaired several committees for KCRPE and MAPP as well as conducting breakout sessions for MAPP conferences.

My outside of work interests include spend-ing time with my family, attending car shows and working on and driving classic cars.

Hmmm, well let's see.

I'm 36 years old, and a stereotypical redhead. I live in Olathe, and am mar-ried with two teenagers...a boy and a girl.

I've worked in the purchasing depart-ments of the Hickman Mills School Dis-trict and the Circuit Court of Jackson County. I'm employed with the City of Lee's Summit as Procurement Officer, and I am responsible for the following departments: Airport, Fire, Police, Ani-mal Control, Parks & Recreation, C o d e s / A d m i n i s t r a t i o n , P l a n -ning/Development, and Demandstar Representative.

I'm an information junkie, and love learning about just about any-thing. My hob-bies are reading, gardening, sing-ing and (my favorite) belly dancing!!!

The Board of Directors and Officers met in a regularly scheduled meeting at Olathe City Hall on May 13, 2005. President Art Roberson called the meeting to order at 1:00 p.m.

Minutes: Minutes of the February 25, 2005, meeting were distributed. It was moved by Phyllis and seconded by Russ that the minutes be approved as submitted. Motion carried.

Reports of Officers and Directors:

President: Art addressed the NIGP Conference, the award form was submitted. Par-ticipation as a chapter in the Goofy celebration was discussed and determined that people would participate as individuals rather than a chapter. Vice-President: Jackie reported that getting a tax exempt number for Kansas would be OK and possible but not assured for Missouri.

Treasurer: No report – Submitted Electronically

Secretary: No report Past President: No report Membership: Tom reported that the current new membership packet shows being signed by Art. After discussion it was moved by Mary and seconded by Brett that the Membership Director be authorized to sign the new membership packet. Programs: John will investigate with the Argosy about the possibility of having the next meeting on August 30 or 31st. Newsletter: Russ will publish the next newsletter later next week. Procurement Operations: No report - Absent Professional Development: Art had received information from Phil that the Legal Aspects training class be scheduled for September 14-16 and he (Phil) could provide the transportation to and from the airport for the teacher. Old Business: Russ asked to be removed from the Constitution and By-Laws commit-tee due to a high work load. Jackie agreed to replace Russ and work with the Chapter members who are willing to help review the document. A tentative review date for the Board is 8-1-05 New Business: The placement of the Joint Vehicle bid was discussed and after that discussion it was moved by Phyllis and seconded by Mary that the Joint Vehicle bid be returned to the MACPP website and linked to the MARC website. Motion carried. Miscellaneous: None Adjournment: The meeting adjourned at 3:00 p.m. Russ/Phyllis Next Meeting: June 10, 2005, at 2:30 – Royals Stadium Club. E-Mail Votes: None

CHAPTER OF THE YEAR— 1989 , 1993 , 1994, 1995 , 1996

MACPP held a general meeting and roundtable at the Argosy on Tuesday Eve-ning August 30, 2005, with approximately 35 people in attendance. The topics for the evening were 1) "Vendor Protests, Why They Happen and How to Handle Them", and 2) "Ethics for Purchas-ing, or Playing by the Rules." There was good discussion and audience participation on how to handle protests and how to de-cide an appropriate answer to ethical ques-tions. We were privileged to have several spouses and guests in attendance at the meeting who also took part in the discus-sions. The next roundtable is tentatively planned for early 2006.
