Welcome Message October 29, 2012

Welcome to the 2012 NIGP Region II Conference and Products Exposition hosted by the Pennsylvania Public Purchasing Association (PAPPA) in Bethlehem, PA. On behalf of our Chapter and the Conference Committee, I would like to take this opportunity to extend our warmest greetings to all of our fellow delegates, our participat-ing vendors and our exceptional speakers and workshop presenters. Over the next three days you will hear from experienced procurement professionals who will teach us about guiding principles, the value of procurement, spend management, mentoring, using our purchasing tools, trans-parency, fuel hedging, cooperative purchasing opportunities and how to conduct better meetings. You will re-ceive practical ready-to-use information that you can take back to the office enabling you to make a re-vitalized difference to your agency and to the community that you serve. I would like to sincerely thank our Conference Chair, Guin Bruner and her Conference Committee (Ed Kolb, Rene Kahl, Mary Ann Miller, Katrina Johnson, Patrick Leavey, George Nader, Maureen McIlvaine and all of our Volunteers) for all of their hard work and commitment in putting together a phenomenal conference pro-gram. And a special thanks to all of you for taking your time to join us here at the conference. Please take this oppor-tunity to learn about new ideas and best practices. Speaker Bios SALLY BARKLEY Sally Barkley has over 35 years in the purchasing/materials/logistics field, primarily in the public sector. Her public pur-chasing career began with Prince George’s County government (MD) in 1977 as a Buyer. She has worked for the Wash-ington Suburban Sanitary Commission (WSSC), Laurel, MD, since 1981 in various capacities. She first came to the WSSC as a Senior Buyer and was eventually promoted to Purchasing Agent where she worked in the Purchasing Office until 1988. During that time, she helped to develop the agency’s Procurement Manual, instituted the agency’s MBE pro-gram, and automated the purchasing operations. Since then, she has worked in a variety of capacities within the Materials and Services Group and the Logistics Depart-ment. She has supervised the Commission’s support services, managing the mail/printing/graphics services and movea-ble assets program. She was also a special projects leader and the Commission’s representative for interagency document management task force. She provided management and technical support to Logistics Director, providing technical re-ports, contract administration, and procurement training to staff. She led special WSSC-wide projects, including the reengineering of Fleet Services and Engineering & Construction Inspection Services. She also participated in the imple-mentation of the new Corporate Performance Management System. Sally is recently retired from the Washington Suburban Sanitary Commission. Her last position was as Functional Im-plementer for Enterprise Resource Planning (ERP) System, supporting the Procurement/Logistics functions. She was part of a multi-disciplinary team to implement Oracle eBS and Oracle Utilities applications. She has been an instructor for NIGP since 2007. She is a contributor to the CPPO and CPPB Prep Guides and to the de-velopment of NIGP’s Contract Administration online course. She has her Master of Business Administration, majoring in Procurement and Contracting, from George Washington University. Sally holds the following certifications: • Project Management Professional by the Project Management Institute since 2010; • Certified Public Procurement Officer by the National Institute of Governmental Purchasing, since1986; and • Certified Purchasing Manager (Lifetime) by the Institute for Supply Management, formerly the National Association

for Purchasing Management, since 1981. Sally was recently awarded the Distinguished Service Award from ISM-Maryland, Inc. in recognition of dedicated and commendable service to the association, having served in multiple capacities over many years, such as newsletter editor, director, and secretary.

BRUCE BEARDSLEY Bruce has been running mid-sized businesses and public sector organizations over the last 35 years. At 26, he was the youngest School Board President in New Jersey, leading a 7000+ student school district in Piscataway, NJ, serving for six years. After rising through the ranks, he served as Vice-President of the 7th largest retail Floor Covering chain in the nation. In 1995, he moved to Lancaster, Pa., after being recruited as Vice-President for Goods Furniture, a 17-store, $75 million furniture chain. When the company was sold, he initiated a management buy-out of the floor covering division and founded Richard’s Floor covering, where he served as President. He is a political science graduate of Rutgers College and received an MBA from the University of New Haven. He has served in leadership positions on numerous government, civic, political, business, and charitable boards. He was hired by the Commonwealth in October, 2006 as Marketing Manager for COSTARS, the state’s cooperative pur-chasing program, where he has overseen an 86% increase in membership.

PATRICK LEAVEY, CPPB Patrick Leavey, CPPB has been the Senior Buyer for the County of Lehigh in Pennsylvania since 2006. He was also a Buyer with the County of Bucks in Pennsylvania, and with the Metropolitan Transportation Authority Long Island Bus division in New York. Patrick also has worked at Tower Fasteners and Delaware Valley College where he gained both private sector and higher education purchasing experience. Patrick was also the President of the Pennsylvania Public Purchasing Association for years 2010 and 2011. He has been a member of PAPPA since 2004.

CANDACE L. RIDDLE Candace L. Riddle is the Standards of Practice Manager at the National Institute of Governmental Purchasing (NIGP) in Herndon, VA. Since 1944, NIGP has worked to develop, support, and promote public procurement practitioners through educational and research programs, technical services and advocacy initiatives. Candace received a B.A. in Political Science (2005) from Coastal Carolina University. Following five years of work in law and finance, in the private sector, Candace returned to Norwich University where she earned a M.A. in Diplomacy - International Trade & Commerce (2011). As the Standards of Practice manager at NIGP, Candace directs the collaborative development of Standards of Practice for the public procurement profession. The project has gained the support of over 110 stakeholder organizations around the world since June of 2010; and under Candace’s direction has acquired over 100 professionals globally who work to review the proposed Practices. Candace enjoys harnessing the power of technology to promote and sustain the Principles & Practices project. She has been recognized as a thought provoking, community leader on social media outlets such as GovLoop and enjoys driving public feedback through innovative uses of new technology. Candace resides in Charlotte, NC with her son Kade.

JOHN L. RICKS, III John Ricks has more than 25 years of experience working in the Energy Industry. He has worked on teams that devel-oped, financed, and constructed electric power plants from California to the Netherlands. Mr. Ricks has also handled Mergers and Acquisitions of power projects and power companies. He was instrumental in the IPO (Initial Public Offer-ing) of Destec Energy which is now Dynegy. As Asset Manager, Mr. Ricks managed more than 10 electric power pro-jects ranging in size from 200 MW to more than 600 MW. In addition to working for Reliant Energy, Dynegy, El Paso Merchant Energy, and Constellation Energy, Mr. Ricks has served as President and principal owner of Onyx Retail Ener-gy L.P. as well as President and sole Proprietor of Ricks Energy Consulting. Currently, Mr. Ricks serves as the Senior Director of Energy for TCPN (The Cooperative Purchasing Network). In this role he initiates and directs energy offer-ings and manages energy contracts for TCPN. John Ricks holds a B.S. in Chemistry and an MBA in Finance, both from the University of Houston. He has spent sever-al years as an Adjunct Professor of Finance in the Graduate School of Business at the University of Phoenix (Houston). Mr. Ricks is the father of 3 children, Jael, John IV, and Mychal, all of whom are in college at the University of Houston, Concordia University, and Abilene Christian University respectively.

ALEXIS TURNER Alexis Turner is a Program Manager for US Communities. She has over 7 years’ experience in working with and selling to state, local and federal agencies. She has been with U.S. Communities for 5 years. In her role, she is responsible for educating cities, counties, schools and other public agencies about the benefits of U.S. Communities and for the US Communities online Marketplace. Alexis currently lives in Jersey City, NJ.

DAVID YARKIN David Yarkin is a recognized expert on strategic sourcing in the public sector. As Deputy Secretary for Procurement of the Pennsylvania Department of General Services, Mr. Yarkin led what has been called “the most sweeping transfor-mation of state procurement in decades.” During his tenure, Pennsylvania saved $140 million (now $360 million) annu-ally through strategic sourcing and established a procurement shared services center, centralizing all state contracting under DGS. Mr. Yarkin eliminated the majority of Pennsylvania’s state managed central distribution centers, consolidating 17 ware-houses down to 4. He also led a fleet right-sizing initiative, eliminating more than 700 vehicles including 225 SUVs. Mr. Yarkin’s New York Times op-ed, published in March 2011 provided a blueprint for mayors and governors to reduce their budget deficits by applying best in class procurement methods. He writes a recurring column about innovation in public procurement in Government Procurement Journal, entitled “Sourcing in the States” and has written columns for American City & County Magazine on the topics of procurement, cooperative purchasing and strategic sourcing. Mr. Yarkin was selected as an Honorary Member of the National Association of State Procurement Officials (NASPO) in 2008. He graduated cum laude from Harvard University.

JOHNATHAN WHITE Before you notice any strange words or phrases during this presentation, Jonathan White is originally from Ohio, but spent ten years living outside of the United States in New Zealand and England. Jonathan is the Director of Sales and Support for the US division of Spikes Cavell Analytic. For the last five years, Jona-than has been working with public sector and higher education procurement professionals, in organizations like yours, to help them get a firmer grip on how much is spent, on what, and with who in order to find savings opportunities, enable strategic sourcing initiatives and to transform their procurement functions. Spikes Cavell is one of NIGP’s strategic part-ners and the provider of the NIGP Observatory and Measure.

DEBORAH STEPHAN GROAT, C.P.M., CPPB After developing a strong career with the State of Maryland, in 1995 I accepted a position at Anne Arundel County Pub-lic Schools (AACPS) as the Supervisor of Purchasing. The mission then was to develop an efficient and effective pur-chasing program and automate the purchasing operations. The mission now includes continual improvement in automat-ed functions and streamlining our operations with a strong value-added focus. AACPS employs a fully automated purchasing system with real time connections to all of our sites, a strong centralized purchasing program with a number of decentralized activities including a procurement card program, and recognizable programs such as the Early Order Book Program, Early Order Furniture Program and Minority Business Enterprise Pro-gram. The Purchasing Office can now competitively benchmark with its counterparts and received the National Purchas-ing Institute’s Achievement of Excellence in Procurement in each year it applied including 2001, 2008 & 2012. It is also the recipient of the Universal Public Procurement Certification Council’s Sterling Agency Award for full agency certifi-cation for three consecutive years; 2010-2012. I am a graduate of the University of Baltimore, with a Bachelor of Science Degree in Management; I am married to Irv Groat Jr., an Electronics Sales Engineer, and have two children, Sam and Stephanie. I am certified through the National Association of Purchasing Management, Inc. as a Certified Purchasing Manager, the National Institute of Governmental Purchasing as a Certified Public Purchasing Buyer, and the ADD Coach Academy as a Certified Coach. I have also rep-resented AACPS as the 1999 nominee for the YWCA of Annapolis and Anne Arundel County’s TWIN Award. TWIN stands for A Tribute to Women and Industry.

STEPHEN MAXWELL Stephen Maxwell serves as Regional Manager for National IPA in the Northeast. In this role, Stephen Maxwell works with agencies in Vermont, Maine, New Hampshire, Massachusetts, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, DC, Virginia, West Virginia and Ohio. Stephen has worked exclusively with government agencies for the past 15 years in the Northeast. Responsibilities in-cluded working with agencies and distributors in support of business opportunities at the federal, state and local govern-ment level. Stephen attended Barrington College, Providence Rhode Island, and received his BA in Business Administration. You can email Stephen at [email protected].
