Two major construction projects are in progress. The work on the dam was interrupted by the heavy rains which caused the dam to be breached. Our common areas were flooded and are being cleaned up by the contractor. This project is contracted by the City of McKinney and it affects the dam, the lake, and associated shoreline. The Board has approved a request from the contractor to store pipes and equipment on the common area between the curb at Country Club and across Shady Creek during the placement of the discharge pipe. This construction is causing the hike and bike paths to be closed for safety reasons. An alternate walking area is through Lakeside to Club Lake Trail to Forest Hills to Country Club or the reverse to bypass the construction areas. This project will take about six months to complete. The other construction project is the Summit Business Park which seems to be going on schedule. The work in Association Common area property with the sanitary and storm sewer pipe placement is well on its way to completion. Our Annual Meeting of the Association is scheduled for Thursday, March 29th. Please place that date on your calendar as we will need you presence and vote for election of officers and other association business. Mission Statement The purpose of the Eldorado Homeowners’ Association is to maintain and enhance the quality of life of the Eldorado Community by preserving and beautifying the neighborhood environment and promoting community spirit through the involvement and participation of homeowners. We wish everyone stored their trash cans and recycle cans out of sight in the garage or fully enclosed in an approved walled structure.

We wish members would comply with all the restrictions in the DC&R.

We wish everyone paid their assessments on time.

We wish members understood that it can take two to six weeks to start to resolve a violation.

We wish members will understand the reason to approve a cap on the assessment increase and approve that measure.

We wish members understood what the Association can or can not do according to the restrictions.

Having recently moved to McKinney, I fi nd it to be delightful. Our Eldorado neighborhood is exquisite with its rolling hills, winding roads and abundance of trees. What I don’t enjoy, however, are my attempts to dodge the “piles” left by the pets of fellow dog owners. Piles left on sidewalks, hiking

paths, private lawns, parks and even the golf course. Small, medium, large and extra large...no

size is left to the imagination nor its location. Although the majority of dog owners are considerate of their neighbors and do pick up after their pets, there remain many who fi nd it unnecessary to do just that. You know who you are. You

don’t mean to be inconsiderate. You’re busy. You forget the poop bag. But for whatever reason, it is an inconvenience to those who use the paths after you. Be a good neighbor and pick up after your pet. If you forget the bag, go back. Don’t let your friends and family step in what you left behind. Let your neighbors take their eyes off the ground and enjoy this beautiful area.

Protective Covenants From the Declaration of Covenants and Restrictions governing the original and subsequent additions to Eldorado Homeowners’ Association, Inc., Article VI, Protective Covenants: Section 8. No truck larger than three-fourths ton (3/4), trailer, mobile home, or vehicle other than an automobile or pickup, three-fourths ton (3/4) or less, shall be permitted to park on the streets, in the driveways, or on any Lot overnight. Section 10. The use of any carport, driveway, or parking area that may be in front of, adjacent to, or part of any lot as an habitual parking place for commercial vehicles is prohibited. The term “Commercial Vehicle” shall include all automobiles, trucks, and vehicular equipment, as well as station wagons, which shall bear signs or shall have printed on the sides of same reference to any commercial undertaking or enterprise. Section 18. The Owners of the Lots shall be responsible for the maintenance of parkways located between their lot lines and the back of all contiguous streets, and parkways between their lot lines and the Golf Course or Lakes if adjoining either or both. Section 21. No Lot shall be used or maintained as a dumping ground for rubbish, trash, garbage or other waste. All garbage and trash shall be kept in sanitary containers fully enclosed by a walled structure approved by the Architectural Committee.

Update on Construction ProjectsBy David Ewing

On November 20th we met with Larry Jester, contractor for the NRCS Dam 5A rehabilitation project. He took us to the top of the dam where we looked into the area where the inlet to the 72 inch pipe will be placed. Pouring of the concrete structure which supports the pipe will commence within a week. Then the pipe will be laid inside the dam, supported with more concrete, and the dam will be repacked with dirt. The de-silting of the three lakes above the dam should commence soon thereafter. The lake should be fi lled with water around March or April. After the lake is fi lled, the project will move toward our common area. A trench can be seen through the area now where water is

being pumped from the lake. This is the general area where the 72 inch pipe will be placed. The pipeline will terminate at a discharge basin at Shady Creek. The discharge basin is a concrete structure, mostly at ground level, where the discharge water decelerates and subsequently is discharged into the creek. This part of the project should be complete by July. The Summit Park project remains active. Most of the sewer pipes have been placed in the easement area on EHOA owned Common Area. The property line between the two properties is near the pile of dirt in front of the power line tower.

Foreclosure In accordance with the DC&R, and after repeated requests to a property owner to pay past due assessments, and after enforcing the lien on the property, the Board of Directors directed foreclosure on a property which is several years delinquent in annual assessments. This property owner has been

given many chances to set up payment plans or contact the Board, but he has not done so. The foreclosure procedure is a costly one – much

more that the payment of delinquent assessments and fees.

Trash Can Information I am your IESI provided trash container. My partner is the IESI

provided recycle bin. You pay for our services every month with your City of McKinney water bill. If we are damaged, contact the City of McKinney for replacement.

We should be seen only on trash pick up days. All other times we should be kept out of sight inside the garage or enclosed within an approved

walled structure. This is a restriction of the Eldorado Homeowners’ Association. Bulk pickups can be arranged by calling IESI at 469-452-8000 prior to the scheduled trash pick up day. Two bulk pickups per year are at no charge. Tree limbs and leaves scheduled for bulk pickup do not count against the number of pickups.
