May they find the strength to recover from adversity and continue to flourish. For me, I am grateful to be your commissioner. It is a job that is most rewarding, mainly because of the wonderful people I am able to work with and serve each and every day. Baton Rouge, La. (November27, 2012) – Commissioner MikeStrain, D.V.M., LouisianaDepartment of Agriculture andForestry (LDAF), sent a letter tothe U.S. Army Corps ofEngineers, the Louisiana con-gressional delegation and federalleaders urging that the Corps notreduce water flow from a reser-voir into the Missouri Riverwhich flows into the MississippiRiver near St. Louis, Mo.

This action is normally takenby the Corps to prepare for icebuildup and flooding during thewinter months.

“Low river levels already existbecause of the widespreaddrought. Reducing water flowwould only exacerbate the situa-tion. Barges carrying grain andother products will not be able tonavigate the Mississippi if waterlevels drop even lower,” saidStrain. “In December and January

alone, $7 billion in product isexpected to travel up and downthis waterway. The ports in southLouisiana are dependent uponthis cargo,” Strain added.

In recent weeks, Strain hastaken to the radio airwaves to dis-cuss this issue and has reachedout to the congressional delega-tion and fellow commissioners ofagriculture to get support onmaintaining river levels.

“It is critical that the President

take immediate action to ensuregrain and other products can bemoved to maintain this economiclifeline. There is a growingdemand for our products, and iffarmers are unable to ship theircommodities, it will ultimatelylead to higher prices for the con-sumer. That’s the last thing fami-lies need right now,” addedStrain.

The United States Department ofAgriculture’s (USDA) Animal andPlant Health Inspection Service(APHIS) regulates the movementof hay out of areas under quaran-tine for the imported fire ant. Thequarantine zone includes most ofthe southeastern U.S. includingLouisiana.

In quarantine areas likeLouisiana, USDA only regulatesbaled hay and baled straw that arestored in direct contact with theground since it poses a risk for har-boring imported fire ants. This haycan move anywhere within thequarantine area but can only moveoutside of the quarantine areawhen certain conditions are met.

Baled hay that meets any of therequirements below is not regulat-ed and has no movement restric-tions:For baled hay that is stacked,all bales except the bottom layer

that is in direct contact with theground.Hay that is cut, baled, loaded,and shipped without storage.Baled hay that is stored on animpervious surface such ashardpan (highly compressedsoil), asphalt, concrete, etc.Baled hay that is stored elevat-ed above the soil on pallets ortires or stored on landscapingcloth placed over the soil.Louisiana Department of

Pecan Caramel Cheesecake 1/4 cup graham cracker crumbs 1/4 cup firmly packed brown sugar 1/3 cup margarine or butter, melted 1 (14-oz.) pkg. caramels, unwrapped 1/2 cups plus 3 tbsps. half-and-half 1 cup chopped pecans, toasted

3 (8-oz.) pkgs. creamcheese, softened1 (14-oz.) can sweetenedcondensed milk 3 eggs 1 tsp. vanilla extract

Preheat oven to 300 degrees. Combine crumbs, sugar and margarine;press firmly on bottom of 9-inch springform pan. Reserve 10caramels. In heavy saucepan, combine remaining caramels and 1/2cup Half-and-Half. Over medium-low heat, cook and stir until meltedand smooth. Stir in chopped pecans. Spread over prepared crust. Bake15 minutes. Meanwhile in large mixer bowl, beat cheese until fluffy.Gradually beat in sweetened condensed milk until smooth. Add eggsand vanilla; mix well. Pour into prepared pan. Bake 1 hour or until set(center will be slightly soft). Cool. In small saucepan, over low heat,cook and stir reserved caramels with remaining 3 tablespoons Half-and-Half until melted and smooth. Immediately spread over cake.Garnish with pecan halves. Chill thoroughly. Refrigerate leftovers.

Pecan Cheese Balls1 (8-oz.) pkg. cream cheese,softened 1 cup shredded cheddar cheese 1 tbsp. chopped pimiento 1 tbsp. chopped green pepper

1 tbsp. finely chopped onion1 tsp. Worcestershire sauce 1/2 tsp. lemon juice 1/8 tsp. cayenne pepper 1 cup finely chopped pecans

Combine softened cream cheese and Cheddar cheese until wellblended. Add pimiento, green pepper, onion, Worcestershire sauce,lemon juice and cayenne; mix well. Chill. Shape into small balls; rollin pecans. Serve with or without crackers. Yield: 12 balls.

Coconut Pecan Topping1 (14-oz.) can sweetened condensed milk 3 egg yolks 1/2 cup butter or margarine

3.5 oz. flaked coconut 1 cup chopped pecans 1 tsp. vanilla

Coconut Pecan Topping: In heavy saucepan, combine 14-oz. can ofsweetened condensed milk and 3 egg yolks; mix well. Add 1/2 cupbutter or margarine. Over medium low heat, cook and stir until thick-ened and bubbly (8 to 10 minutes). Remove from heat; stir in coconutand 1 cup chopped pecans and vanilla. Cool 10 minutes before top-ping the cheesecake. Makes about 2 3/4 cups.

German Chocolate Cheesecake Squares1 1/2 cups graham cracker crumbs 1/2 cup finely chopped pecans 1/2 cup sugar 1/3 cup butter, melted 3 (8 oz.) pkgs. cream cheese, soft-ened

1 (14-oz.) can sweetened con-densed milk 2 (4-oz.) pkgs. sweet cookingchocolate, melted 3 eggs 1 tbsp. vanilla extract

Preheat oven to 350 degrees. Combine crumbs, pecans, sugar andbutter; press firmly on bottom of 13 x 9 baking pan. In large mixerbowl, beat cheese until fluffy. Gradually beat in sweetened con-densed milk until smooth. Add chocolate, eggs and vanilla; mix well.Pour into prepared pan. Bake 40 minutes or until center is set. Cool.Top with Coconut Pecan Topping. Chill. Cut into squares.Refrigerate leftovers.

Lemon Pecan Tea Bread1/3 cup butter or margarine 1 cup sugar 2 eggs 1 1/2 cups flour 1 1/2 tsps. baking powder 1/2 tsp. salt 1/2 cup milk

1/2 cup chopped pecans Rind of 1 lemonSyrup: 1 cup powdered sugar Juice of 2 lemons Glaze:1 cup powdered sugar Enough lemon juice to makespoonable glaze consistency

Preheat oven to 350 degrees. Beat 1/3 cup butter until fluffy; beat insugar. Beat in eggs, 1 at a time. Beat well after each addition.Combine flour, baking powder and salt in separate bowl. Mix intocreamed mixture alternately with milk, beginning and ending withdry ingredients. Mix in chopped pecans and lemon rind. Pour batterin greased and floured loaf pan (8.5 x 4.5 inches). Bake until bread isgolden and toothpicks inserted in bread come out clean, about 50minutes. Syrup: Mix 1 cup powdered sugar and juice of 2 lemons;spoon over hot bread and let stand 15 minutes. Remove bread frompan; cool on wire racks. Glaze: Mix 1 cup powdered sugar and justenough lemon juice to make spoonable glaze. Spoon over top ofcooled bread. Garnish with pecan halves.

Green Beans with Peppers & Spiced Pecans1 lb. fresh green beans 12-oz. jar roasted red peppers,drained 1/2 tsp. kosher salt 2 tsps. olive oil

1 tbsp. butter 1 tbsp. brown sugar 3/4 cup pecan halves 1/8 tsp. cayenne pepper

Steam green beans until just tender. Transfer to large bowl and addred peppers. Sprinkle with 1/4 teaspoon kosher salt and the oil andtoss lightly. Reserve. Melt butter in skillet. Add sugar and stir to dis-solve. Add pecans, the remaining salt and the cayenne. Cook 2 - 3minutes to crisp the pecans. Add to vegetables and toss gently. Serve.

Marilyn Monroe, Cher, Britney Spears…. Say these names and more than likely people know who you are talking about. While Juliet, Mahala, Sarai, Kerri, Reina, Penny and Aimie are not celebrities, at Kleinpeter Dairy Farm they are certainly part of a very large family.

“How many times in a corporation have you heard, ‘I’m just a number.’ Guess what – these dairy cows aren’t just numbers. They have names and they get treated special here,” says owner Jeff Kleinpeter.

While it may be common for small farm owners to name their cows, the size of the Kleinpeter operation does not deter the dairy farm workers from naming their girls. In fact, they’re named the day they are born. With approximately 1,200 head of cattle currently on the farm, they’ve exhausted all of the common cow names over the years and have moved on to Indian, French, Egyptian and Spanish names.

“Reina is Spanish for queen. When little Reina came along, we noticed she was living up to her name. She thinks she’s in charge!” says Kleinpeter’s dairy farm manager Mike Price.

No question these cows have different personalities. One thing is clear, most are very welcoming of human visitors.

“I believe it’s refl ective of how we treat our four legged employees,” says Kleinpeter. “We try to maintain a very relaxed atmosphere for our cows. It’s better for our cows because a less stressed cow produces better milk. Our customers can actually taste the difference.”

The Kleinpeter Dairy Farm is the largest dairy farm in Louisiana and sits on 1100 acres in St. Helena Parish. The cows relax on rice hulls which make a soft bedding all for “cow comfort”. There are fans and a misting system in the barns. There’s even a strategy to breeding. “We don’t want our calves to be born in summer months because it’s just harder on the mommas,” says Kleinpeter as he points out the special maternity barn where the cows are monitored.

“We stand for our principles and what’s best for our cows is best for the customer,” added Kleinpeter who is a fourth generation dairy farmer. When he took over the farm in 2004, he says he asked himself how he could do things better. “I mean, who wants to be associated with a lack of quality? We should

be working toward higher standards because we’re a Louisiana company and we need to represent the state well.”

Kleinpeter says those standards are always changing and they’re always looking for ways to improve. In recent years, those higher standards have resulted in perfect ratings from the American Humane Association (AHA), which is an animal welfare group in the United States. The farm was the fi rst animal farm of any kind – including dairy, swine, poultry, beef and sheep, to score 100 percent on an audit back in 2009. Since then, AHA’s annual audits, which are unannounced and welcomed by the dairy, have resulted in three more perfect scores.

“Animal and food safety work hand in hand,” says Price. Kleinpeter adds, “We expect perfection. If you think it’s important for the humanity of the animal, it’s even more important for the customer.”

“The auditors check us on 1,282 different points, including the cleanliness of the facility, the health of our animals and the nutrition they receive. Of course, we work closely with veterinarians to make sure every cow stays healthy, and we keep detailed

computerized records on each cow,” says Price.

Every 20 minutes, water fl ushes out the barn and moves the waste to a nearby lagoon where it is then used to fertilize crops. While the waste water serves as a natural fertilizer, it also keeps disease down because the cows are in a cleaner environment. Kleinpeter is also the recipient of numerous state and national environmental awards.

Kleinpeter supports the Louisiana agricultural industry as well. Kleinpeter ice cream uses Ponchatoula strawberries, Bergeron pecans, Aunt Sally’s pralines, Elmer’s chocolate, Bruce Foods sweet potatoes, Community Coffee, Ruston peaches and Louisiana blueberries and honey to fl avor their ice cream.

Kleinpeter currently has 3,000 customers ranging from grocery and convenience stores to schools and hospitals in Louisiana and Mississippi and is working to branch out in other states. Kleinpeter Dairy Farm will celebrate it’s 100th anniversary in 2013.

So what’s really in a name over at Kleinpeter Dairy Farm? A happy cow and ultimately, a happy customer.
