At approximately 10:00 p.m. our house began to rock and roll. The torrential rains pounded the windows and house unmercifully. The power went out and trees were torn from the ground landing on power lines. The emergency 311 system sent out an alert that Sandbridge Road was impassable and to hunker down since Dam Neck was not going to open. Back Bay National Wildlife Refuge clocked sustained winds at 80 and up to 120 mph until around 3:00 a.m. That’s when the winds began to subside but the rain remained. These back- to-back storms left roads flooded, sewer systems not functioning, trash, beach debris, erosion and grounds saturated. Matthew left all of us in disbelief at the amount of damage so many incurred. It was a very unwelcome visit! Now it’s time for us to move on and clean our neighborhood. Our classic beachgoer’s weather has taken a triple hit over the last month as we experienced what is being called a 1000-year event.

On Labor Day weekend, we began with Post Tropical Storm Hermine. The storm canceled beach events as it moved up the East Coast with substantial winds and rainfall pounding our area.

Second, Tropical Storm Julia walloped us for four staggering days with an average of 12.4 inches of rain. Our grounds were saturated, causing Sandbridge Road to flood. Sandbridge Road was only open to boats! Dam Neck opened to allow vehicular traffic in and out of Sandbridge. Once the roads were opened, Sandbridge Road remained treacherous with only one lane passable at a time. Storm water and the bay continued to overflow causing our roads to remain flooded. We just could not get a break. Oh Nimmo, where art thou?

If that wasn’t bad enough, two weeks later Hurricane Matthew snuck in on us, after forecasters assured us we wouldn’t be hit head-on. At approximately 10:00 p.m. our house began to rock and roll. President Joan Davis called the meeting to order at 7:00 p.m. Charles Learned led the membership in the invocation and the Pledge of Allegiance.

Cheryl Caloras introduced our guest speaker Delegate Barry Knight. Delegate Knight reassured us that he works for us and we should never hesitate to get in touch with him with any of our concerns.

BUSINESS MEETING:

The minutes from the September meeting were approved as printed in the October newsletter.

Treasurer’s Report: Tim Ferramosca - The beginning and ending balances for September were $25,106.91 and $23,214.62 respectively.

COMMITTEE REPORTS:

MEMBERSHIP/RECRUITMENT AND RETENTION: Charlie Ellin/Jonnie Mellen – Jonnie reported our current membership is up to 863, an increase of 25 from last month. Fifteen of those used our new online membership tool and 19 of those were new members! The Directory Supplement will be published in the November newsletter. Directories and decals are available for purchase by members only - Directories- $5.00 and Decals - $1.00.

BEAUTIFICATION: Greta Stallings - The dead tree on the island still has not been removed but will be before the City plants the new trees in the time period between December and February. Since the design Greta has chosen for the water tower has been in the newsletter and on our website, she would like a vote taken on it by our membership. If you have any comments or suggestions, please forward them to Greta.

BEACH CLEAN-UP: James Barton and Kevin Wong - The beach clean-up is scheduled for November 6 at 1:00 p.m. at Little Island Park.

OKTOBERFEST: Pat Burns - Many thanks to Pat and all her volunteers for making our Oktoberfest a huge success this year!

UNFINISHED BUSINESS

Charlie Kelly’s motion that he made and tabled last month was brought up again for discussion and a vote. The motion reads: Motions that have a long term impact on Sandbridge Beach or SBCL should first be presented to the BOD for consideration at their next meeting, published on the SBCL

website and in the SBCL newsletter, and then scheduled for a vote at the next scheduled membership meeting. The motion was seconded and passed.

NEW BUSINESS:

Deputy City Manager Tom Leahy came to our meeting to answer questions from our membership about all the problems Sandbridge has had with sewer issues caused by the past three storms occurring so close together. He will be back again next month with a full presentation on how our sewer system functions, future plans the City has for us, and he will be able to answer more questions anyone has for him concerning the issues we all experienced these past couple of weeks.

Mike Davis, a member of the SBCL and full-time resident who has owned property for 17 years in Sandbridge, requested a FOIA concerning any meetings, documents and letters involving Event Homes and rentals that the City received in August. Mike stated he received from his request a five-page paper called the “Short-Term Rentals” document. Mike said this document was presented at an undisclosed meeting by Councilwoman Barbara Henley on August 3, 2016 with the following people in attendance: Mayor Will Sessoms, City Manager Dave Hanson, City Attorney Mark Stiles and Sandbridge residents Bill Brown and David Whitley. Mike stated the “Short-Term Rentals” documents he received would make it all but impossible to have short-term rentals in Sandbridge. Mike Davis also said not only did some members of City Staff hold the August 3 meeting without disclosure to our membership, but he has discovered there have been other private meetings regarding short-term rentals. He said anyone with additional questions can contact him.

Councilwoman Henley stood up and said she wanted to refute Mike Davis’ allegations. Mrs. Henley said it was Mayor Sessoms who insisted she meet with him to work something out concerning this issue. Mrs. Henley said that at the Mayor’s request, she got together a group of Sandbridge residents to create the “Short-Term Rentals” document. The membership asked who was in the group. Councilwoman Henley asked those present if they wanted to stand. The following members stood and identified themselves as editors of the “Short-Term Rentals” document: Donna Watson, Bill and Molly Brown, Cheryl Petticrew, Herb and Lorraine Jones, Mary and Alex Girevendulis, Susan Sadowski, and Wade Malaby. . Mrs. Henley said she wanted to make it clear that she only presented this document, she did not have any part of writing it.

This document can be viewed on the SBCL website sandbridgecivicleague.org under “Proposed Rental Regulations”.

Our next meeting will be at the Sandbridge Community Chapel on November 21 at 7:00 p.m.

Bay Back National Wildlife Refuge: November Events

Winter Tram Tours: November 6 & 20 - Winter Tram Tours offer an amazing opportunity to view wintering ducks, geese and swans at the Back Bay NWR. Impoundment Closure: On November 1, the Refuge impoundment trails, the East and West Dikes, will close for the winter season. The beach will remain open as access to False Cape State Park. SANDBRIDGE SURFERS MAKE THEIR MARKAT THE EASTERNS

Several local young men are putting Sandbridge on the map after a prestigious surf contest on the Outer Banks.

Sixteen-year old Ted Eberhart, 16-year old Kai Barton, 11-year old Blayr Barton and 11-year old Kanoa Wong were among 300 surfers from Florida to Maine who competed in the Eastern Surfing Association Easterns Championship. This contest is the premier amateur surfing event on the East Coast.

Blayr Barton placed second in the U12 Boys Shortboard final. His older brother Kai placed third in the U16 Boys Shortboard final. And Ted Eberhart placed third in the U18 Boys Shortboard final. Ted was also the winner of the contest’s Hot Wave Award for dropping the highest wave score of the entire weeklong competition: an almost perfect 9.83 during his quarterfinal heat.

Congratulations to all our Sandbridge up-and-coming rippers!

First we were getting a hurricane. Then we weren’t. What we got slammed with in Sandbridge was a storm that collided with a cold front that brought torrential rain and hurricane-force winds. People in Sandbridge lost power for three full days. Roads were flooded from nearly a foot of rain. Some are still drying out as we go to press. The high water also backed up the sewer system in the south end of Sandbridge. This was the third major storm to hit Sandbridge in a little more than a month. Matthew’s monstrous impact is something we will dealing with for quite some time.

PADDLING WITH A PURPOSEBy: Anne Gassett

A beautiful day brought a big crowd to the 10th Annual Sandbridge Hei Hei Paddle Race on September 17.

There were over 60 participants this year in the paddleboard race. The paddlers left the starting line behind the Baja Restaurant and went through a six-mile course that consisted of four laps in a Figure 8 pattern. This was exciting for the spectators as they could view the whole course from the Bayview lounge.

There were also two events for the kids. The first event had the kids lined up for a very fun obstacle course created by Sandbridge locals Bob Pudney and Robbie Mitchell. Then there was a short paddleboard race that went out and back for a total of one mile. The winners of the children’s paddleboard race were Bane Barton, Zoe Coulson and Reed Kindley

The one-day event raised over $4,000 for two charities: The Virginia Aquarium Stranding Center and the family of Kraig Vickers. Vickers was a local Navy EOD Technician who was killed along with 30 others on August 6, 2011 in Afghanistan. We want to thank the Sandbridge Community, volunteers, participants and business owners for their continued support of this event.

RESCUE 17: 2016 BOOSTER REPORTBy: Fred Greene

The 37th annual Pig Pickin’ was another out-standing year as the Booster Committee of the Sandbridge Volunteer Rescue Squad col-lected over $70,000. The Booster organization was established 38 years ago to raise funds for the daily operation of the Squad and the pur-chase of ambulances and equipment. As the Squad grew over the years so did the Boost-ers. They now number 64 volunteers who make the Squads’ two annual fund-raising functions –Pig Pickin’ and Bingo-- a success.

BINGOSummer Bingo was conducted every Wednesday night from June to August at the Fire and Rescue Station and was attended by over 2,400 players which generated a $19,300 profit. Boosters worked a minimum of two Wednesday night in a variety of positions. A number of Boosters worked most of the ten nights. They are: Sean Back, Jay Crowley, Ken Leach, Dougie Ford and Cary Shreve.

PIG PICKIN’Like most of the past Pig Pickin’s, the Sep-tember 10 event was warm with a cool wind from the ocean which made it comfortable for most people, except for those in the big tent. The attendance was outstanding (1,747 adults and 89 children) which reaffirms that “dollar for dollar” it is the best fund-raising event in Virginia Beach. Success is due to the hard work by a number of organizations and businesses along with the 64 Boosters who

volunteer their time and had to miss some of the fun. Two Boosters deserve special recog-nition: Chairman Mike Maloney and Artisan Chairman Ann Bohannon.

A special thanks to the organizations and businesses whose contributions were invalu-able:

The conditions were a little rough, but good waves could still be found at the 2016 Baja Surf Classic at Little Island Park on Sunday, September 25. Luckily, the weather turned around and made it a great day for families to enjoy a few last hours of summer beach weather. This year, we had 100 contestants in eight divisions. Once again, the contest was free for participants. We raised money for our expenses and our charities by individual and local business donations. Proceeds will benefit CHKD and the Colby Hayes Medical Fund. Colby is a local young man who was in a car accident and sustained a serious neck injury.

I want to thank all our local families and businesses who so graciously donated to those in need. We were able to raise $5,000 and after paying our expenses, we have $3,000 for the charities. The Baja will match this donation, so each charity will receive $3,000.

Fabulous weather and great crowd made for a perfect combination for this year’s Oktoberfest on Sunday, October 16 at the Baja. You could not ask for a better day or a better time! We had a total number of 257 RSVP members with 223 attending. The food was deli-cious and the band, as always, was festive and fun.

BEACH  ACCESS  WAYS  UPDATE  FOR  OCTOBER  2016

� Phase  6:  2016                      Porter  Island:    Continues  to  make  progress.  The  concrete  and  ramps  were  finished  on  October  13.    Striping  will  be  painted  on  the  street  to  only  allow  people  to  be  dropped  off.    Another  two  weeks  should  wrap  it  up.  

� Bass  Lane:      Bid  documents  should  be  received  by  the  Public  Works  /  Coastal                              this  week.  They  will  put  it  out  for  a  30  day  bidding  period,  followed  by                                                selection  and  award.      

 � Phase  7:  2017                                                                                                                                                                                                                                                                                                                                        

The  first  step  last  month  was  to  order  the  topographic  surveys  for  the  three  access  sites  which  are  now  complete.    The  next  step  is  to  execute  the  design.    

� Public  Works  Beach  Operations:    Pulling  the  majority  of  the  trash  cans  but  they  will  leave  one  trash  can  at  each  access  and  in  the  market  parking  lot  for  the  winter.      

                         They  have  also  been  riding  down  the  beach  to  pick  up  debris  that  washed  up                              In  the  storm.  

 � Final  note:  I  spoke  with  the  Public  Works  Beach  Operations  folks  when  I  was  

informed  about  an  incident  that  occurred  on  September  29  at  the  Tuna  Lane  beach  access.    While  the  city  workers  were  clearing  the  walkways,  they  got  yelled  and  cussed  at,  and  one  lady  gave  them  the  middle  finger.  

                         To  give  the  city  workers  a  hard  time  is  uncalled  for.    These  crews  are                                  undermanned  as  it  is.  Our  beach  is  not  the  only  one  they  are          

                                       responsible  for,  which  means  we  could  be  first  or  list  on  their  last.                                              Over  the  past  few  months,  I  have  been  working  hard  to  keep  them  informed  with                                              calls  and  pictures  whenever  we  have  an  issue  with  any  access.                                              Please  help  us  continue  to  be  a  priority  on  their  list.                                                                                                                                “A  thank  you  can  go  a  long  way.”

SANDBRIDGE RESIDENT NAMEDFIREFIGHTER OF THE YEAR

Captain Glenn Burnett, who lives on Bluebill Drive, has been named the Virginia Beach Fire Department Firefighter of the Year. Cap-tain Burnett was awarded for the many roles he serves as coach, mentor and role model as well as for his dedication to his job and community. Stepping out onto my porch with my first cup of coffee, I appreciate the warmth of the air as I settle into a comfortable chair. My cat joins me as is her habit in the summer when we routinely spend our Sandbridge mornings on the porch, listening to the ocean waves breaking and the melodic wind chime gently chiming. It is late in October, so a day like today is somewhat rare. The local news last night predicted a high of 86 degrees. I have set aside this morning to write Flotsam but first I want to savor my coffee and reflect upon the happenings of this past month.

Suddenly I sense movement over my right shoulder and, startled, I turn to see an animal just a few feet away from me on the outside, waist-high ledge of my screen porch. At first I think it is a cat but instantly realize it is a big, fat opossum. I call to my cat just to locate her for safety reasons and am grateful that the screen separates the possum from Elizabeth and me. The rather creepy looking wild thing, with its long hairless prehensile tail, waddles rather rapidly along the ledge heading to my east side deck and the grassy ocean dunes. I sit still and stare at my unusual visitor, a nocturnal marsupial, and decide that she…or he… will be the opening topic of the View from my Deck. I never cease to be amazed by what I see here on the oceanfront at Sandbridge Beach!

Another unexpected visitor was hurricane Matthew that created quite a blow and three days of no electricity. I had invited a house guest to spend Saturday night not knowing she would be trapped and have to miss work, unable to drive through the high water on Sandfiddler. Both sides of my driveway were blocked. Before losing power, I turned on my floodlights and we watched the driving horizontal rain as it relentlessly pounded our beach front community. My house shook and I wondered if the roof would come off or the windows might break. Luckily, both roof and windows held. Sunday morning I cooked breakfast on my gas grill, but

we didn’t have any coffee. Monday morning, Andrew Meyer put on his boots and waded through deep water and delivered a precious carafe of hot black java, brewed with power from a generator. I was sitting in my chair with an empty mug in my hand. Thank you Andrew for making us so happy! Also happy were the black Laboradors swimming in the middle of the flooded street.

Days after the electricity came back, a lovely lady turned eighty and was surprised with a fabulous party held at Jim and Jennifer Keenan’s Pintail Crescent house. Barbara Dougherty, who has been in Sandbridge since the 1970’s, was celebrated in proper style. Family and friends are blessed to have Barbara be such a great role model. Along with her daughter Scarlett and Barb’s two sons, Sandbridgers Flora Jones and daughter Shelley, Beverly Beirne, Margie Dowe, Lawana Evans, Steve Boggs, and pretty Debbie Shaw enjoyed the birthday affair.

Travel to Japan, the Galapagos Island, Vietnam, Turks and Caicos Islands, Nashville and Memphis are just some of the places that our neighbors have gone lately. The Antares rocket launch was viewed from our beach, followed by a beautiful moon rise. The Oktoberfest was fun and we had perfect weather. Halloween costumes will be seen and admired at the Palmers annual party. Fraim Fest was a great success. Daisy got a flu shot! Holiday activities are being planned. Suellen Stewart is being sent lots of healing wishes. Temby Caprio is soon off to Micronesia to work. A new President-Elect may be known by the time this newsletter arrives. One never knows what the future holds. Hold on and enjoy the coming holidays. Happy Thanksgiving to us all!
