Vikki Carr Born Florencia Bicenta de Casillas Martinez Cardona in 1940 in El Paso, Texas, Vikki Carr is one of the most successful Hispanic record-ing artists. With smash hits “He’s A Rebel” and “It Must Be Him” in 1966, Carr was catapulted into international stardom. By 1970, she was the premiere female vocal-ist, making numerous TV guest appearances. She was invited to perform for Queen Elizabeth in London and set a precedent for sold-out performances throughout Europe. In 1972, she be-gan incorporating her mexi-can Mexican heritage in her work and achieved enor-mous popularity among La-tino audiences. She has been honored with two Grammy Awards for her Mexican and Latin performances and has released 50 best-selling albums, 17 of them gold.

The title of the fireworks image on the cover this week is “Eufo-ria” and is part of the Aliento A Tequila series that is featured in the book, “The Spirit of Tequila”.

Agave dates back to the Aztec civilization as an important crop in Mexico. Since the 1600s, the people of western Mexico have cultivated blue agave from the red volcanic soil that blankets the region, to make what we know as tequila. The Spirit of Tequila celebrates the tradition, culture, and myth of this iconic drink. Joel Salcido traveled across the state of Jalisco capturing images of distilleries and artisanal tequil-eras, including blue agave fields at sunset, the agave's pineapple-like centers (piñas), elegantly shadowed barrel rooms (añejos), and, of course, the agave farmers themselves.

Nearly ninety photographs, with duotone images taken with a medium format camera―and others in full-color as digital captures, ―reveal not only the te-

quila making process but also the region’s traditions of culture and religion. Haunting and beautiful, a church spire is juxtaposed with a firework celebration in honor of the Virgen de Guadalupe. A Mexican charro rides through the streets of Arandas. Near Ato-tonilco, a horse pulls a traditional plow through the fields to aerate. Exploring the rooms and tech-niques hidden in the distilleries of legendary tequilas Herradura, Sauza, Jose Cuervo, Don Julio, and others, The Spirit of Tequila celebrates a craft that is rooted deep in the culture of Mexico.

SAHA Revela SAHA 2025, Proyecto De Plan Estratégico De Cinco Años

de San Antonio (SAHA) lan-zó SAHA 2025, un enfoque estratégico de cinco años para abordar las necesidades de vivienda asequible de San Antonio con un Simposio virtual de vivienda de un día el miércoles 27 de enero. Con la participación de ex-pertos federales en vivienda, líderes de la ciudad y repre-sentantes de la comunidad, el evento virtual contó con seis paneles de discusión centra-dos en los pilares primarios de SAHA 2025.

La crisis de vivienda ase-quible en San Antonio in-cluye un estimado de 60,000 residentes que necesitan viviendas actualizadas y servicios sociales ampliados. Además, cerca de 45.000 solicitantes todavía esperan asistencia para viviendas asequibles. Muchos de estos desafíos, provocados por la reducción de fondos federa-les, se han visto exacerbados por la pandemia y se prevé que se intensificarán, ya que se prevé que un millón de residentes adicionales lleguen a San Antonio en la

Saws Drops Lawsuit Aimed at Silencing Voters, Falsely Claims Petition Effort is Dead

action against a citizen-led petition effort in early Decem-ber, SAWS and the City of San Antonio announced in a press release on Monday, January 25, that they have abruptly ended their lawsuit against the SAWS Act PAC, while falsely claiming that the petitioners did not collect enough valid signatures and had run out of time to do so. The SAWS Act charter amendment petition seeks to limit the CEO’s salary, enforce term limits on the Board of Trustees, prohibit SAWS from engaging in lobby-ing activities, and would require an independent audit of the $3 billion Vista Ridge pipeline. The lawsuit came on the heels of a separate legal action by CPS Energy that effectively nullified the Recall CPS petition led by another citizens’ coalition which sought changes in governance at the electric utility as well as the shuttering of the Spruce coal-fired power plant. The original suit filed by SAWS in a Travis County court in early January alleged a negative impact from the petition language on SAWS bondholders.

On January 19, attorneys Michael O’Donnell and Paul Trahan from a private law firm representing SAWS and the City of San Antonio, faced off in a virtual hearing against pro bono attorneys Bill Bunch and James L. Murphy, representing the citi-zen’s coalition of petitioners, in the 201st District Court of Judge Amy Clark Meachum in Austin.

Bunch and Murphy countered the complaint by SAWS and cross-examined witnesses during the five-hour hearing. Notably in attendance at Tuesday’s hearing was William McDaniel, a repre-sentative of the Texas Attorney General’s office, whose presence might signal an interest from state authorities in this matter.

During questioning, Murphy asked Clay Binford, a municipal bond attorney who testified under oath, whether the suit had been authorized by the San Antonio City Council. Binford replied, “No.” When asked whether the suit had been authorized by the SAWS Board of Trustees. Bin-ford again answered, “No.”

Cross-examination revealed that the suit was brought unilat-erally by Robert Puente, Presi-dent/CEO of SAWS, with the intent to preemptively invalidate thousands of petition signa-tures already collected but not yet submitted to the city clerk. One of the petition’s provisions would, if adopted, limit Puente’s compensation to 10 times that of the lowest-paid SAWS employee, an obvious ethical conflict for Puente, an attorney and former state legislator.

The attorneys for the petition-ers filed a motion for the SAWS attorneys to demonstrate their standing to sue on behalf of the City of San Antonio. Judge Meachum required the SAWS attorneys to produce this proof within a week's time. In the closing minutes of the hearing, Meachum told the SAWS attor-neys, “You have the harder part of the argument.” It now appears that SAWS and the City, rather than face a potentially embarrass-ing loss in court, have abandoned their legal strategy. SAWS officials are now falsely claim-ing that the petitioners failed to gather the necessary signatures and that time has run out to submit signatures so that the city clerk can validate these by Febru-ary 11, the last day that council can place items on the May ballot. Bexar County Elections Administrator Jacque Callanen, however, told the San Antonio Report that the exact timeline for certifying petitions to be placed on that ballot was not as clear-cut as officials from SAWS or the

City have claimed. The petitioners for their part

are continuing to collect signa-tures and are urging community members to join them in this effort so that voters can have a choice in the matter come May. It bears mentioning that the city council could simply vote to place the SAWS Act charter amendment language on the bal-lot and allow voters to decide. However, given the reticence towards public engagement typically shown by the mayor and city council, it is unlikely that they will take action in support of the public's right to a referendum. The mayor, an ex-officio SAWS trustee, has said little publicly and appears either unwilling or unable to engage the public constructively on this matter.

This petition and the now-de-funct Recall CPS petition effort will almost certainly become campaign issues in the May mu-nicipal election. The public will want to hear what the mayoral and city council candidates plan to do about accountability and transparency at SAWS and CPS Energy. Both utility companies have long been criticized by community groups for their lack of transparency and have traditionally displayed little in-terest in working with ratepay-ers and community members in good faith on environmental concerns or equity issues, such as fair rates. These recent legal actions to suppress citizen-led petitions—backed by tens of thousands of voters who had hoped to vote on governance matters at these publicly owned entities—are especially prob-lematic and do serious harm to the public trust. As a result of these anti-democratic tactics by SAWS and CPS Energy, the mayor and city council incum-bents could be facing a backlash from voters in May.

My Family in America: 1598

By Dr. Ricardo RomoSome time ago I wrote about

Alonso Romo, a soldier with the Hernan De Soto expedition [1539-43] whose service in exploring the Gulf region took him from Florida deep into Texas near Austin and the Colorado River. In Texas, the De Soto four year exploration came to an end. Disappointed at not finding cities of gold, Alonso and his fellow explorers set off to find their way home.

De Soto had started with nine ships and 600 men, and by the time he died his original force had dwindled to 300. Horribly lost and without a clue about how to proceed in their quest, the survivors traced their path back to the mighty Mississippi and then to Mexico via the Gulf sea. The identity of Alonso Romo continues to baffle me, and I am uncertain about his life or my connection to him.

Genealogy is not an exact sci-ence. There are similar names and confusion over a person’s identity is not uncommon. My research benefited greatly from research of my nephew, David Romo, who undertook a study of our ancestors some 30 years ago. He was able to trace my mother Alicia Saenz’ lineage back to 1523 with the arrival of Alonso de Estrada from Spain. De Estrada was appointed by King Ferdinand of Aragon as the Royal Treasurer of New Spain, a

post he acquired because of as-sociation with Don Fernando de Aragon, King of Spain.

According to various scholars, including Bernal Diaz del Cas-tillo, New Spain’s first historian, Estrada was the illegitimate son of the king. In my research, I relied on books, articles, and in-ternet sites dealing with historical facts. I utilized Google Search to find sites such as Famous People which notes that King Ferdinand “had many illegitimate children, including Alonso de Aragon.” Alonso de Aragon became the Archbishop of Zaragoza. As noted, similar names can be a problem. Was Alonso de Es-trada a stepbrother to Alonso de Aragon?

By all accounts, there are thou-sands and thousands of Mexicans and Mexican Americans who are descendants of Alonso de Estrada. Our family--the Saenz family--just happens to be one of them. The only advantage is that the heirs to Estrada, especially in the first 100 years, are easier to find because of his prominence.

Esteban de Sosa, son of Alonso de Sosa Estrada and grandson of Alonso de Estrada, the Royal Treasurer of the newly conquered Aztec Empire in Mexico, is part of my family lineage. Esteban was a third generation family member of Mexico, also referred to by the Spanish government as New Spain. He was of the crio-llos class, a Spaniard born in the

Americas. He married Ines de Cabrera, daughter of Don Pedro de Cabrera, a Spanish Lord and mayor of Cordoba, Spain. Sosa was the great grandson of Lope de Sosa [Gobernador de las Islas Canarias].

My search for the sons and daughters of Lope de Sosa [father of Alonso Sosa de Estrada] in New Spain led me to a troubling historical account regarding Juan de Onate’s colonization of New Mexico. John D. Inclan, a gene-alogist who specializes in Latinos from Texas and Mexican border states, found information about my relative Captain Alonso Sosa Albornoz which he titled: “Mur-der of a Member of the 1598 New Mexico Expedition.”

Captain Alonso Sosa Albornoz [referred to as Captain Alonso in the Spanish documents] signed up with Juan de Onate in 1598 to explore present-day New Mexi-co. Captain Alonso traveled to that frontier region with his wife Dona Maria Beatriz Navarro-Rodriguez [1575-1674 and their five children. After several years in New Mexico, Captain Alonso tired of the hardships associated with the colonization and re-quested to be relieved of duty so he could take his family back to New Spain. De Onate, fearing a mutiny of his men, decided oth-erwise and had Captain Alonso murdered.

Captain Alonso’s death, ac-cording to historians Agapita Rey

and George Hammond, came at the hands of the maestro de campo [field commander], Vi-cente Zaldivar de Mendoza, De Onate’s cousin. Rey and Ham-mond confirm that Governor Juan de Onate ordered Don Alon-so’s killing and in “1601, under the command of Don Vicente de Zaldivar, Captain Alonso was ambushed and killed.”

Captain Alonso’s wife Beatriz, now a widow with five children, remained in New Mexico and later married Bernabe de las Ca-sas. She had five children with de

las Casas and is considered one of the founding families of New Mexico. At some point later in her life, Beatriz left fora new life in Monterrey, Nuevo Leon where she died in 1674 at the age of 99.

Captain Alonso came from a military family and his death merited an investigation and prosecution of those responsible. This did not occur because jus-tice in the frontier was fleeting and death was all too common. This is but one of the stories--a sad one, no doubt-- of my family.

I also benefited from the excellent genealogy research of Moises Garza, publisher of We are Cous-ins, and large family datasets gathered by John D. Inclan.

If you have not started your family background research, I encourage you to start right away. A good beginning is to talk to your parents, grandparents, aunts and uncles. Their insights can be essential to learning more about where you came from and how your family got to America.
