Tanod, caregiver nabbed in drug ops

CASTILLEJOS, Zambales - A barangay tanod and a caregiver were arrested by operatives of the Drug Enforcement Unit (DEU) of Castillejos PNP in drug operations here.

Chief Inspector Rolando Dellezo, head of Cas-tillejos PNP, identifi ed the suspects as Robert Do-mingo y Peloni, 44, member of BPSO of Barangay San Jose, Castillejos town, and Bismarck Dacayo y Dee, 42, a caregiver.

Report said, the duo conspired in selling illegal drugs. Dacayo was a listed drug reformist in San Marcelino, Zambales.

Recovered from the suspects were eight heat-sealed transparent plastic sachets containing sus-pected shabu weighing approximately less than 3.0 grams and cash money amounting to P3,000.

Both suspects now face charges for violation of R.A. 9165 (Comprehensive Dangerous Drugs Act of 2002) before the Provincial Prosecutors Of-fi ce in Olongapo City.

The faithful deeply revere the relics of the Saints. An Adequate pas-

toral instruction of the faithful about the use or relics will not overlook ensuring the authentici-ty of the relics exposed for the veneration of the faithful, where doubtful relics have been exposed for the veneration of the faithful, they should be discreetly withdrawn with due pastoral prudence. Preventing undue dis-persal of relics into small pieces, since such prac-tice is not consonant with due respect to the human body, the liturgical norms stipulate that relics must be “ of a suffi cient size as make clear that they are parts of the human body”. Admonishing the faithful to resist the temptation to

form collections of relics, in the past this practice has had some deplorable consequences and pre-venting any possibility of fraud, traffi cking or super-stition.

When we talk about relics, what comes to mind are the remains of men and women known for their holiness and who bear the title “Saint” or “blessed”. But what is a Relic? Relics are re-mains. Remains do not only pertain to mortal re-mains or parts if the hu-man body. Remains may also refer to the things they used by the Saint or anything touched by or touched to him or her. There are three classi-

fi cations of relics: First Class, which comes di-rectly from the body of the saint; Second Class which the saint used during his or her life-time or where the saint’s body was interred, buri-al clothes and the Third class which are objects touched to a fi rst and second class relic.

The sacredness of relics however, does not have stages or clas-sifi cations. Relics are scared whatever its clas-sifi cation may be.

MINALIN, Pampanga---Gov. Lilia Pineda and Vice Gov-ernor Dennis “Delta” Pineda thanked President Rodrigo Duterte for directing the De-partment of Public Works and Highways to immediately im-plement the P6.150-billion Integrated Disaster Risk Re-duction and Climate Change Adaptation (IDRR-CCA) proj-ect that aims to ease fl ooding for some 300,000 residents in Pampanga’s southern towns.

The province’s top offi cials expressed their gratitude at the launch of the IDRR-CCA here on Tuesday.

“We get all the fl oods since we are downstream of the Pampanga River. Floods af-fect the livelihood of our peo-ple. I want to thank President Duterte for taking this problem seriously,” the governor said.

She also thanked House Speaker Gloria Macacapa-gal-Arroyo because it was during her term as President that the project was conceptu-alized. The project’s $80-mil-lion loan from South Korea was signed in 2013 while the implementation was started under President Duterte.

A major feature of the proj-ect is the 33-km Third Riv-er that takes in water from northern tributaries, the Pam-panga River and upstream of the Pasac River. The Kore-an fi rm Hanjin Heavy Indus-tries and Construction Corp. will also construct three new bridges, fi ve footbridges, eight sluice gates and 164 fi sh pond gates.

At the launch, Public Works Secretary Mark Villar told local offi cials and residents: “Presi-dent Duterte is aware of the fl ooding problem in Pampan-ga. He is deeply concerned by this scenario. President Dute-rte does not want you to be experiencing fl oods.”

Point to ponderAS THE wannabes troop to the Commission on Elections to fi le their certifi cates of candidacy, here is something from a prospective senator himself, former solicitor-general Florin Hibay, that hits at the very pith of the issue facing the nation:

Dream of leaders, who unite us with hope, not divide us with anger;

communicate with facts, not divert us with disinformation;

invite us to share a unity of vision, not impale us with fear;

trigger our sense of humanity with compassion, not cultivate our dark side with hatred.

The electorate, examine the candidates. The candidates, examine your conscience.

If you still have anything left of it.

Modus vivendiNO BATTLE royale. No clash of titans. No war of attrition.

Not even a tempest in a teapot – that which was anticipated, indeed prognosticated, by just about every local political observer worth his rocking armchair has ingloriously come to.

Naught, absolutely nada. So, Vice Gov. Dennis G. Pineda and 4th

District Rep. Juan Pablo P. Bondoc will not face off for the governorship of Pampanga. Not this 2019, at least.

On the contrary, as Sun-Star Pampanga gloriously bannered: Rimpy, Delta forge alliance.

“The right thing to do.” So was Bondoc quoted in the SSP scoop, ascending to the plane of statesmanship, thus: “I do not see anything wrong in being humble. I am bowing my head to Governor (Dennis) Pineda because I know that he can be the key in providing progress for my beloved cabalen in the fourth district of Pampanga which has been my family’s mission for decades now. And instead of becoming a hindrance, I wanted to be an instrument in providing that progress.”

Some sense of self-sacrifi ce there. The subordination of personal ambition to the greater interest, to the higher good, of the people. Can anything be more sublime than this?

Pineda could not be any more gracious, and grateful: “We have known the Bondocs for true public service for the Kapampangans. In fact, we can say that we owe to them the growth and development of the fourth district over the years and that is the sole reason we came to this moment.”

Neither bargains nor deals, political or otherwise, Pineda said eff ected this mutuality but the shared goal of “honest public service to the Kapampangan.”

Beyond the political, the Pineda family, their scion said, are inclined to build “genuine and lasting” friendship with the Bondocs.

All’s well that ally well, then: to Delta the governorship, to Rimpy the fourth district.

Clear enough. But how well will this “alliance” play at the political downstream?

In the fourth district, it is well known how Bondoc birthed, nurtured, and grew board

members, mayors, vice mayors, councilors, down to barangay chairmen.

Contemporaneously, the Pinedas prepped and propped up their own loyal confederates in the local government units.

There had never been any instance when the Bondocs and Pinedas went into direct rivalries, true. But in many an election past, the contests for board members, mayors and their slates were no more than proxy wars, with the real opposing forces that were these political families disengaged from the actual combat.

Now, will this so-called “alliance” lead to the fi elding of common bets, euphemized as “unity candidates,” with equity of the incumbent as basic premium for selection?

But how will this play in municipalities with graduating incumbents, like San Simon, Macabebe, and San Luis? Or in Bacolor and Porac, though out of the Bondocs’ fourth district domain?

Or, the Bondocs be given carte blanche in their district, in exchange for their exclusion in the rest of Pampanga?

Or, will the “alliance” walk the path of least resistance that is libre zona? That is, open season, a free-for-all comers, with their patrons totally hands off the battles?

Whichever, this Bondoc-Pineda or Pineda-Bondoc bruited “alliance,” all but oral and aural absent any duly signed supporting document, appears to be least an alliance and most a modus vivendi, in its elemental meaning of “an arrangement or agreement allowing confl icting parties to coexist peacefully, either indefi nitely or until a fi nal settlement is reached.”

This is no disparagement, though, of the eff orts of Minalin Mayor Edgar Flores credited to have brokered the “momentous event” marking “the continuous development for the Kapampangan province to be spearheaded by the gentlemen-leaders.”

If anything, the 2019 elections in Pampanga will be diff erently interesting.

MORONG, Bataan -- The Ap-ostolic Nuncio in the Philip-pines on Wednesday led in the Eucharistic Celebration that marked the Canonical Coro-nation of the 411-year-old Im-age of Our Lady of the Pillar in this mountain town.

Archbishop Gabrielle Gior-dano Caccia and Bishop Ru-perto Santos of the Diocese of Balanga crowned the image of the Blessed Mother that was placed on a special elevated throne in front of the altar.

Rev. Father Mario Margal-lo, parish priest, and Elizabeth Agustin placed the crown on the image of the Infant Jesus before the crowning of the im-age of the Virgin Mary.

The apostolic nuncio and the Bataan prelate then in-censed the images.

Prior to the Holy Mass and crowning rites, members of the Knights of Columbus carried on their shoulders the image on a wooden platform while six bishops from other provinces, Santos and Caccia followed.

Inside the church, the im-age was placed on the spe-cial throne adorned with white fl owers.

The beautiful church was fi lled with devotees, nuns, priests and guests, among them local offi cials led by Gov. Albert Garcia and Rep. Geral-dine Roman.

Clark was named in honor of Major Harold Clark of the US Army Signal Corps who died in a seaplane in the Pana-ma Canal in 1919.

It can be recalled that the Board of Directors of the Clark Development Corp. (CDC) in 2001 al-ready renamed Clark air-port to DMIA but was re-verted to the name Clark during the “lamentable” Aquino administration.

CLARK FREEPORT - The congres-sional bicameral conference commit-tee has fi nally approved the 21-year-old charter of the Social Security Sys-tem (SSS) which, if passed into law, would make overseas Filipino workers (OFW) as its mandatory members and provide unemployment insurance for SSS members who would be involun-tarily laid off .

In a statement, SSS president and chief executive offi cer Emmanuel Dooc said that another salient feature of the approved proposal is the “rationaliza-tion of powers of the Social Security Commission, the policy-making body of the SSS, allowing it to expand the investing capacity of the pension fund that will generate better income for the benefi t of its members and pensioners.”

“It also aims to strengthen the pen-sion fund through the implementation of the gradual increase on monthly con-tributions from the current 11 percent to an additional of 1 percentage point starting on the year of implementation until it reaches 15 percent in 2025, and the gradual adjustment of the minimum and maximum monthly salary credit,” he said.

“Further, the bill, once enacted into law, will ensure the social security of the growing number of Filipinos outside the country as it provides for the mandato-ry SSS coverage of OFWs,” he added.

“Right now, despite the huge number of OFWs - some say there are about 10 million of them at present - we only cov-er about 550,000 of them. So this law will mandatorily cover all the OFWs to ensure their social security protection,” he noted.

He also noted that the bicam-ap-proved version also provided the unem-

Dooc, however, reminds that there will be qualifi cations to be entitled to this benefi t.

Sen. Richard Gordon, the princi-pal author of SB 1753, earlier men-tioned that the bill, if enacted into law, will expand, protect and grow the fund so there will be pension for all when the time of their retirement comes.

“The bill is an enhancement of the previous laws; it ensures hope that the people would not be a burden to the country; that they are partners of the government not by way of exaction of taxes but by their contribution so that their welfare is assured. The passage of the bill would expand, protect and in-crease the SSS fund so that when the time comes, there would be available pension for the people. It will ensure a more meaningful social security protec-tion to members and their benefi ciaries against the hazards of disability, sick-ness, maternity, old age, death, and other contingencies resulting in loss of income or fi nancial burden,” Gordon said.

Dooc expressed his gratitude to the bicameral conference committee for “approving and adopting the almost un-changed Senate Bill 1753 or the Social Security Act of 2018.”

“I am thankful to the Senate and the House of Representatives contingents for their leadership, and for sponsoring and shepherding this bill. Hopefully, this will be signed by the President and be-come a law,” Dooc added.
