WHOEVER applied the new

electrical tariff structure and

increases for Matjhabeng, is acting

outside of the ambit of the law,

says Andr Styger, DA councillor

serving on the Finance Committee

of the Matjhabeng Municipality.

Residents must be credited with

any excess increase over that

which was approved by council

(7,8%) in the 2014-15 budget. The

official or officials who implement-

ed these changes must be brought

to task. Nothing in this regard has

been approved by council, he says.

From billing changes contained

in the July end municipal accounts

just received by ratepayers, it has

become apparent that the

Matjhabeng Municipality has

separated its electricity billing

structure into winter and summer

tariffs, with virtually unaffordable

tariff increases in both divisions.

Vista became aware of this when

we received a readers letter from

Paul Randall in Virginia (see

page 4). He wrote, amongst others:

On the statement new tariffs are

quoted for winter and summer and

increases range from 34% to 52%.

This can only be described as

blatant robbery.

Vista previously reported about

the approved 7,8% tariff increase

on the new budget. This was

preceded by 5 000 residents of

Matjhabeng signing a protest

petition, which the executive

mayor of Matjhabeng, Sebenzile

Ngangelizwe, and his ANC cohorts

chose to ignore.

In an urgent media enquiry in

this regard, Vista asked not to be

ignored.

Vista asked Ngangelizwe, who

decided to split the tariff structure

to include winter and summer

tariffs, who decided to circumvent

the 7,8% approved budget tariff

increase and who decided to

implement uneconomical and

unaffordable increases. These

increases range between 18% and

23,6% (this was calculated for Vista

by the Matjhabeng Ratepayers

Association).

Vista also enquired if any form of

consultation with the residents was

followed. Vista also asked when the

mayor was going to respond to the

5 000 residents who signed the

petition protesting the 2014-15

budget and its unconstitutional

increases.

The silence from the municipali-

ty is deafening.

Evyn Thorne, president of the

Matjhabeng Ratepayers Association

(RPA), says this turn of events is

unconstitutional, criminal and

totally unacceptable.

The RPA is now going to

approach the Department of

Co-operative Governance (Cogta) to

step in and take over Matjhabengs

financial affairs.

Cogta must seriously investigate

these breaches of financial malad-

ministration, says Thorne.

He says Ngangelizwe treated the

receipt of the 5 000 signature

petition with the utmost disdain.

This proved to the RPA that the

mayor and his municipality has a

total disregard for the wishes of the

consumer.

Thorne says the huge and

draconian increases come because

of the Matjhabeng financial

departments inability to pay the

huge Eskom bill.

This is tantamount to malad-

ministration, and this is why the

RPA is to request Cogta to step in.

We have already contacted them

and will apply to have Matjhabeng

placed under administration. We,

the residents, have strong grounds

for a dispute with the municipality.

This problem must be brought to

the attention of the national

treasury.

We are way past asking the

province to help us, says Thorne.

THE annual Eskom Expo for Young Scien-

tists is on target in the Goldfields and will

take place tomorrow and Saturday at the

Welkom High School.

For months now the participants have

been working on their projects to get ready

for the Welkom Regional Expo. The learners

will register and set up their projects

tomorrow at the Welkom High School from

15:00 to 17:00. The pre-judging will already be

done by Friday evening and should be

finished by 20:00.

On Saturday the participants will be

properly judged and interviewed on their

projects. This main judging will start from

08:00 up until 11:30. The public and parents

will be able to view the expo exhibition on

Saturday from 11:30 until 13:00. The prize-gi-

ving will take place directly thereafter.

schools and the public to come and support

the learners and see what talents the

learners of our region have to offer in the

world of science and technology, says Anina

Nel, chairperson of the Goldfields Expo. She

says early pointers indicate that the quality

of projects has increased. She is also very

terrein beskikbaar is en teerstroke aange-

bring.

Die tweede aanloopbaan is reeds jare

gesluit. Hy s geen vliegtuie kan saans daar

land nie, omdat daar geen ligte is nie en die

toring onbeman is.

Onderhoudwerk aan die lughawe word al

jare nie meer gedoen nie. Die lughawe het

die potensiaal om n waardevolle bate vir die

munisipaliteit te wees.

Di bekende sakeman s die aanloopbaan

begin verbrokkel. Dit is ook nie meer

vreemd indien troppe beeste vliegtuie inwag

nie.

Die alternatiewe aanloopbaan is ook al jare

in onbruik. Di aanloopbaan is gebruik

wanneer die wind sterk gewaai het.

Voordat van die vliegtuigeienaars n

brandstofdepot daar ingerig het, moes

vlieniers vir brandstof na klein lughawens

in die omgewing ry.

Sestien van die vliegtuigloodse word van

die munisipaliteit gehuur. Vyf is egter in

private besit. Die eienaars het di loodse self

gebou.

Die vliegtuigeienaar s verskeie vergade-

rings is al tussen werknemers van Matjha-

beng en die vliegtuigeienaars gehou. Beloftes

word gemaak, maar niks gebeur nie.

Om snags te mag vlieg moet n vlienier

elke drie maande getoets word. Dt moet nou

by n ander lughawe gedoen word.

Brian Emmenis, wat al 34 jaar by die

lugvaartbedryf betrokke is, s die opknap-

ping van di lughawe sal n groot geldinspui-

ting vir die streek beteken.

Die munisipaliteit besef blykbaar nie die

lughawe is n juweel wat in onbruik is nie.

I MENTIONED that poverty is cultivated

by and through various organisations.

Many of the organisations are giving a

helping hand to materially poor people

without realising that they are actually

hurting the same people they are trying to

help. They cultivate poverty through

helping.

In order to understand and grasp how

poverty is cultivated I suggest that readers

whom so wish should keep these bits of

information as clipping in a book or file for

references.

Poverty is the result of relationships that

do not work. If my memory does not fail

me, the last nationwide census reflected

80% of South Africans claimed they are

Christians.

Poverty is the absence of Shalom in all

its meanings. The root meaning of shalom

is to be whole or sound and this leads to

translations that speak of wholeness,

wellbeing, welfare and peace. Shalom

includes the idea of heartiness and liveli-

ness in all proportions of life to be safe,

sound, healthy, perfect and in harmony.

When you can afford the luxury of time,

it will be worth your while to find a quiet

corner and start your own evaluation of

relationships in your life that doesnt work.

Broken relationships with either family

members, friends, ward counsillor, church

deacon, pastor, your employer, your church

or even your relationship with God. You

may find that you are not only poor in

relationships but you are also defined as a

materially and financial poor person as

defined by world standards. We live in a

broken world where government, organisa-

tions, Samaritans and individuals promise

to fix poverty. With all the plans and

actions in place we are facing the biggest

single challenge against the growing levels

of poverty in South Africa. This alone is

course for enough reason to evaluate your

relationship and behaviour with the people

and organisations in you circle of influence.

Poverty should be eradicated

BY now residents of Matjhabeng have

received their municipal accounts dated 27

July 2014.

Residents include paying ratepayers,

electrical thieves and non-payers.

As usual the paying residents are

expected to subsidise the others.

Why? Because of our municipalitys poor

collection record.

On the statement, new tariffs are quoted

for winter and summer and increases range

from 34% to 52%. This can only be de-

scribed as blatant robbery.

The municipality claims these increases

have been approved by Nersa. To my

knowledge Nersa regulates tariffs charged

by generators like Eskom.

Nersa approved an 8% annual increase

for Eskom until 2018. Municipalities add on

their own increases.

According to my records, ten years ago

the electricity tariff was 0,33 c per kWh.

It is an increase of 470% to the tariff of

R1,55/kWh. Much of this revenue goes to a

bureaucracy earning ridiculously-inflated

pay packages.

Gone are the days of part-time mayors

and councillors who were paid a nominal

gratuity.

Hopefully the Ratepayers Association and

the Chamber of Commerce are not going to

accept this.

It is time for the paying public to revolt.

THE Harmony Gold Mining Company

announced on Tuesday that it is to place its

Target 3 operations on care and maintenan-

ce.

Despite initiatives by management and

organised labour to return Target 3 to

profitability, it has continued to record cash

flow losses. Given the current gold price

environment, and the capital investment

required to sustain operations at this shaft,

Target 3 is predicted to continue to make a

loss in the foreseeable future, says Graham

Briggs, Harmony chief executive officer

(CEO).

Target 3 made a cumulative loss of

approximately R260 million in the past four

and a half years. It employs approximately

1 500 people, and the cessasion of operations

will have an impact on employees and

contractors.

As far as possible measures will be taken

to minimise. This includes offering voluntary

separation packages to eligible employees,

early retirement, transferring employees

where skills match vacancies at other

Harmony operations and re-skilling employ-

ees for redeployment into alternative jobs

where possible within the company.

Goldfields and Vista Junior Miss Goldfields

finalists will compete for the title at this

event.

These little girls and their parents will be

tickets for the Candy Carnival Cuppa for

Cansa.

Goldfields and the Vista Junior Miss

Goldfields finalists.

The well-known radio and television

personality Darren Scott, who is himself a

cancer survivor, and his model wife,

Sarah-Kate, will be the celebrity guest-spea-

kers at the event.

Sarah-Kate was recently crowned Mrs

South Africa 2014-15 at a star-studded event

at the Emperors Palace.

She is bound to bring with her glitz and

glamour to the event. Sarah-Kate is not

only the wife of a cancer survivor but also

the mother to one, her son Mark being a

survivor as well.

Mark Scott suffered from cancer at the

tender age of two. The family overcame

both these ordeals, they love to inspire and

share their story.

the Zoe Life Centre, has

joined the National Go

Purple awareness campaign

which supports rape survi-

vors.

Go Purple for Hope,

Healing ,Victory against Rape

and Violence was launched

in Matjhabeng in July.

Take back your life after

a rape or a violent episode

and become the voice and

face that shouts. Send a clear

message of hope, healing and

victory to thousands of

victims, says Maureen Nel,

organiser of the Melitas in

Welkom.

According to South African

statistics there is a rape

every 26 to 36 seconds.

Nearly three out of four men

who admitted to having

raped, said they had first

forced the female into sex

before the age of 20. Nearly

one in ten men admitted to

forcing a young girl under

the age of ten into a sexual

act. Male rape is under

reported. As many as one in

six young males will be

raped or somehow abused

before they reach the age of

18 , says Nel.

In Matjhabeng the Melitas

Rape Victim Support pro-

gramme is run from the Zoe

Life Centre as one of the

outreach programmes of the

House of Hope Project.

THE young Mozambican artist Vandra

Pinto came to live in Welkom with her

family in 1997.

She never took art as a school subject,

but she used to watch her father, Domingo

Pinto, a local mine worker and artist, while

he worked on his paintings. When he

decided to put his paint brushes away, she

decided to seriously focus on working as an

artist and let his legacy live on.

Her art speaks of the beauty of the

African continent with African colours

combined with the light and vividness that

is typical of the continent.

Tourists from Australia, England and

Brazil come to Welkom to see her work and

invest in her paintings which they take

back home.

She uses acrylic water paint to create

landscapes, faces, gift cards and still lifes.

She also does commission work from

photographs.

People can visit her gallery at 465 Long

Road if they want to see her work.

Millions of people take an HIV test every

year. The New Start health programme

brings a special couples HIV counselling and

testing (HCT) campaign into the heart of

Welkom this month, setting up mobile

testing units in busy shopping areas.

Branded love taxis will be available to

shuttle couples from residential areas to the

testing sites. The campaign offers people in

intimate relationships the opportunity to

give your partner the greatest gift.

The New Start testing units will be

available in Welkom at:

) Central Park every day until Friday, 22

August, excluding Sundays, between 09:00

and 17:30 on weekdays and 09:00 and 17:00 on

Saturdays.

)Goldfields Mall from Saturday, 23 August,

to Saturday, 30 August, excluding Sundays,

between 09:00 and 17:30 on weekdays and

The couples HCT service is free of charge

and is provided by experienced counsellors

and healthcare workers from the New Start

centres, says Nhlabathi.

Where individuals test positive for HIV,

New Start can immediately perform an

additional test (known as a CD4 count) to see

how far the infection has progressed and

advise them if they need ARV treatment.

We always try and offer a service that

goes beyond the HIV test itself so that people

feel capable of taking care of themselves in

future, regardless of whether they test

negative or positive, says Nhlabathi.

With couples testing our counsellors are

also able to assist partners together to deal

with the emotional impact of one or both of

them testing positive. We recognise that

couples are all too often left to manage these

difficult situations on their own.

FOR most people it is difficult to feel

optimistic about the future after the loss of

a spouse, child, family member or a friend.

They find there are not many people who

understand their pain.

That is the reason why Grief/Share, a

special support group, was formed. This

support group helps people who are

grieving the loss of someone close. The

group is led by trained leaders who have

suffered loss and who understand what

people are experiencing. They offer comfort,

encouragement and hope during difficult

times. Grief/Share seminars will be held at

the Erfdeel Church in Riebeeckstad,

Welkom, starting on 26 August. Registration

will start at 18:45.

The seminars will be held on Tuesdays

between 19:00 and 21:00. Each session

includes a DVD featuring top leaders on

grief recovery subjects.

People who attend the seminars will also

have the opportunity to interact with others

who have experienced the same kind of

loss.
