The final two qualifying slots would be decided in the proposed mini-tournament played in the November before the World Cup as a test event, a move that puts the Confedera- tions Cup’s long-term future at risk. The idea was announced on Thursday as part of the FIFA Bureau’s proposal to award each of the six continental con- federations extra places at the World Cup, which will expand starting in 2026 when North America is expected to host. If agreed in May, the playoffs would give the 2026 hosts four more games to stage, adding to an 80-game tournament that has been 64 games since 1998. UEFA is set to get the three extra guaranteed slots it wanted, bringing its total to 16 quali-fying slots. The proposal also increases Africa to nine, Asia to eight, South America to six, North America and Central America and the Caribbean to six and Oceania to one guaran-teed slot.

Europe would be “fairly rep-resented” by the quotas, said UEFA President Aleksander Ceferin, whose members cur-rently fill 26 of the top 48

places in FIFA’s ranking of 211 national teams.

Excluding Europe, the other five confederations would send one team for the playoffs. The World Cup host continent would provide the sixth playoff team.

Before coming into effect, the FIFA Council must approve

ANAHEIM, Calif. (AP) — Ricky Nolasco has pitched nearly 300 major league games, and he’s had a good spring. That resume earned the right-hander a prime spot in the Angels rotation. Los Angeles manager Mike Scioscia named Nolasco the Angels’ opening day starter after a 3-2 win over the Dodgers in the Freeway

Series opener Thursday night. “There are a number of guys we could have chosen,” Scioscia said. “But looking at how he finished last year and how well he’s been pitching for us, I think Ricky can handle the opening day hoopla and give us a chance to win.”

The Angels lacked a defined ace, but Nolasco has already made three opening day starts in his 11-year career.

Still, he’s 108-103 with a 4.52 ERA. After coming to the Angels in a trade-deadline deal last season, he went 4-6 in 11 starts but with a 3.21 ERA. He went 1-1 with a 3.52 ERA in four spring appearances to earn the opening day honor.

“It would mean a lot to anyone,” Nolasco said. “But it’s one start in 34. I’ll be mentally focused.”

The Angels did not appear focused at the plate early against the Dodgers. Kenta Maeda, Ross Stripling and Luis Avilan combined to hold the Angels hitless through six innings.

But they put together three runs on four hits and a walk in the seventh. Yunel Escobar led off with a single against Brandon Morrow, and C.J. Cron later singled in a pair to make it 2-1. Cameron Maybin added an RBI single.

The Dodgers opened the scoring with an unearned run in the third after third baseman Escobar threw away Enrique Hernandez’s grounder for a two-base error. Hernandez scored on Andrew Toles’ double.

The Dodgers’ Austin Barnes smacked a solo homer in the ninth inning.

Angels reliever Blake Parker, a 31-year-old jour-neyman, struck out the side in the fourth. His last 14 outs have come via strikeout.

AS-EPA beach advisories inform the public about current water conditions. When a beach advisory is issued, it is because water samples indicate that the American Samoa Water Quality Standard for Enterococci has been exceeded. This advisory is in effect until further sampling and laboratory analyses indicate that Enterococci concentrations are within acceptable water quality standards.

The presence of Enterococci in the water indicates contamination by human and/or animal wastes. Swimming in water with high levels of Enterococci may cause stomach problems, skin rashes, and ear, eye, and wound infections. To reduce your risk: avoid swallowing beach water, be sure to rinse or towel off after a swim, and shower once at home. ATLANTA (AP) — Workers scurried around base-ball’s newest stadium Thursday, screwing in a row of seats, stocking up the concession stands and hauling away con-struction debris.

In the surest sign that the first pitch was just 24 hours away — they also watered down the infield. Amid the flurry of last-minute touches, the Atlanta Braves held their initial workout at SunTrust Park, tuning up for an exhibition game Friday night against the New York Yankees.

The $622 million stadium appeared largely ready for a game that will serve as a tuneup for the regular season, giving team officials a chance to discover any kinks and make adjustments where necessary.

The players certainly rev-eled in the chance to move into a brand new facility.

“I don’t care how much money they’re making or how long they’ve been in the game, it’s a fun thing,” manager Brian Snitker said. “For a lot of these guys, it’s their first time here.”

The exhibition game is lim-ited to season-ticket holders, meaning the 41,500-seat facility will only be about half full. The first regular-season home game, April 14 against the San Diego Padres, is a sellout.

The Braves moved to the suburbs after 20 years at Turner Field near downtown Atlanta, taking advantage of a sweetheart deal from Cobb County that included some $400 million in public funding and the land to build a mixed-used development adjacent to the new stadium.

The massive complex, known as The Battery Atlanta, includes restaurants, shops, a music venue, apartments, an office tower and even a hotel. But much of it remains a work in progress, scheduled to open in phases during the season and perhaps into 2018, which was apparent from the giant crane looming beyond the center-field scoreboard.

But Mike Plant, the Braves’ executive who oversaw the project, pointed out that the stadium was built in just 2 1/2 years and most parts of the com-plex will be completed within three years. He added that the first apartment residents were set to move in Friday, while that unsightly crane will come down before opening day.

“We’ve pushed the envelope on the timeline, which is very aggressive,” Plant said. “I made sure everyone that signed up for us understood there was no grace period here.”

Former Braves manager Bobby Cox was running the team when it moved into Turner Field in 1997.

He is impressed with the new stadium, which has four decks and a more intimate feel than its predecessor.

“I think it turned out beauti-

fully,” Cox said. “I thought it would be hard getting one better than Turner Field, to be honest with you. But they did. They got it right.”

While a boost in attendance is expected in Year 1, there are plenty of concerns about how SunTrust Park will be received by the team’s fan base. Most of the uncertainty stems from Atlanta’s notorious traffic, which only intensified Thursday night when a massive fire caused an interstate overpass to collapse just north of downtown.

The new stadium — which is about 12 miles northwest of Turner Field — sits alongside two of the metro area’s most congested interstates and isn’t served by MARTA, the city’s mass transit system. Many fans, especially those east and south of the city, could be facing a

nightmarish commute to games.That will only get worse now

that Interstate 85 is shut down in both directions “for the foresee-able future,” according to state transportation officials. Even though I-85 is not one of the

freeways that serves serve Sun-Trust Park, traffic throughout the metro area will be affected by motorists seeking alternative routes around and through the city. Nevertheless, the Braves are looking forward to a new era.

The team is optimistic about contending for the playoffs after a massive rebuilding job that led to consecutive seasons with more than 90 losses and a last-place finish in the NL East a year ago.

PORTLAND, Ore. (AP) — The Portland Trail Blazers are finishing the regular season on a good note, and the Houston Rockets are the latest to be frus-trated by them.

Damian Lillard had 31 points and 11 assists, leading the Trail Blazers past the Rockets 117-107 on Thursday night. Lillard is the first player in franchise history to score 30 points eight times in a calendar month.

Jusuf Nurkic had a team-high

11 rebounds to go along with 19 points for the Trail Blazers, who have a season-high five-game winning streak and a 1 ½-game lead over the Denver Nuggets for the eighth seed in the Western Conference.

“They’ll be a handful in the playoffs,” Rockets coach Mike D’Antoni said of the Blazers.

James Harden finished with 30 points and eight rebounds to lead the Rockets. Harden’s 3-pointer at the end of the first quarter gave the Rockets 1,078 3s, an NBA single-season record.

Portland held a 96-85 lead into the fourth, but Houston made a run early in the quarter. Trevor Ariza’s dunk tied the game at 105 with 2:29 left, but Nurkic’s post-up gave Portland the lead right back with 2:05 remaining.

Allen Crabbe sealed the win with steal on Harden, taking it coast-to-coast to give the Blazers a 113-105 lead with 1:12 left.

Harden had three turnovers in the fourth quarter.

After recording 13 turnovers or more in four straight games, the Blazers have had 12 or fewer in the past two games.

“We’ve been really in tune with every possession,” Blazers coach Terry Stotts said of his team’s low turnover total in the past two games. “Consistency in the first half of the season was a challenge. I think we are valuing each possession at both ends much better.”

After Eric Gordon’s 3-pointer gave the Rockets a two-point lead early in the second quarter, the Blazers out-scored Houston 19-6 to reclaim the lead and push it to as high as 12 before taking a 65-56 lead into halftime.

Portland’s supporting cast, particularly Crabbe, Al-Farouq Aminu and Maurice Harkless, were crucial in creating the lead, helping them survive a 4-of-15 night from CJ McCollum.

The trio combined for 49 points and six 3-pointers.

“I think we’re tough to beat

when we’re playing like that,” Harkless said.

ROCKETS LACK OF URGENCY

Following the loss, D’Antoni expressed his concerns with his team’s play.

“There’s not an urgency to what we’re doing,” D’Antoni said. “We’ve got to figure a way that even when you’re not shooting well you’ve got to win.” Houston shot 8 of 34 (23 percent) from long range.

“You’ve got to come out to play no matter what,” Ariza said. “No matter who you’re playing against, you’ve got to come out and be ready.”

TIP-INSRockets: Expect to get big

man Montrezl Harrell back in the lineup Friday, when they face the Golden State War-riors, after he attended to the birth of his child. D’Antoni praised Harrell for how he has handled being the team’s third center. “You can sweet-talk it, but reality is what it is and he’s accepted it,” D’Antoni said. “He keeps working with John Lucas, keeps getting better. He’s trying to improve his 3-point shooting. That way we can move him over to the 4 some. If he can do that, that will open up some space for him. I have nothing but good things to say about him. He’s been terrific.” ... D’Antoni said the Rockets plan to rest backup center Nene on Friday.

Blazers: They’ve impressed D’Antoni, who praised his coaching counterpart, Stotts, saying the Blazers are a much different team than the one they faced on Nov. 27. “Nurkic has helped give them new life,” D’Antoni said. “They’re a lot different now, they’re a lot better right now. Terry has done a great job, as he always does. This is really good what he’s done.”

UP NEXTRockets: Head to Oakland

on Friday to face the War-riors, who beat them 113-106 Tuesday in Houston.

PHOENIX (AP) — The Los Angeles Clippers, worn down from a tough game the previous night, still had enough energy to send the Phoenix Suns to their 10th straight loss.

But it was no blowout.Blake Griffin scored 31

points, Chris Paul added 29 points and 10 assists and the Clippers held on to beat the Suns 124-118.

“Back to back, all these games, me and Blake talked about it,” Paul said. “How to push through and find a way to win, and this goes in the win column. I’m not going to watch the film and dissect too much of it. We got the win.”

Devin Booker returned to the Suns’ lineup and scored 33 points while playing in front of his former college coach, Kentucky’s John Calipari, and matched his season high with nine assists, but fouled out with 4:45 to play.

The Clippers (46-31), coming off a 133-124 home win over Washington on Wednesday night, pulled within a game of Utah (46-29) for the No. 4 playoff spot in the Western Conference.

“We didn’t necessarily play great. We won the game,” Los Angeles coach Doc Rivers said. “We’ll take that.”

Booker, three games removed from his 70-point out-burst in Boston, missed Tues-day’s game in Atlanta with a sore right ankle.

Rookie Tyler Ulis, who also

played for Calipari, had 16 points and matched his career best with 12 assists. Marquese Chriss scored 20 for the Suns, and Jamal Crawford had 19 for the Clippers.

The Suns, just back from a six-game road trip, trailed 113-106 when Booker fouled out but managed a 6-1 spurt to cut Los Angeles’ lead to 114-112 on Chriss’ inside basket on an underhanded pass from Ulis with 3:43 left.

But Paul sank a pair of free throws and found Griffin underneath for a dunk and Los Angeles was back up 118-112.

“That was a big shot,” Paul said. “That’s got to be our bread and butter. Me and Blake talk about it all the time. We’ve got to have something that me and him can go to to close out games.”

The Suns’ T.J. Warren missed four straight free throws before Griffin and Paul sank consecutive jumpers to seal it at 124-116 with 48 seconds to play.

Los Angeles made 24 of 34 free throws to the Suns’ 13 of 24.

Despite the losses, Phoenix coach Earl Watson likes what he’s seen from his exceedingly young lineup.

“I think our players are growing in all areas,” he said. “They’re getting an opportunity, and we all know opportunity in this level is the most important thing for growth and develop-ment and just improving.

CHARLOTTE, N.C. (AP) — Cam Newton is at home recovering from surgery to repair a partially torn rotator cuff in his right shoulder on Thursday.

Dr. Pat Connor performed the surgery on the Pan-thers quarterback’s throwing shoulder at Carolinas Medical Center in Charlotte.

“Dr. Connor was pleased with the results of the surgery and Cam is at home resting,” Panthers head athletic trainer Ryan Vermillion said.

Vermillion said Newton will begin his rehabilitation on Monday.

Newton, the NFL’s Most Valuable Player in 2015, suf-fered the injury last December in a win over the San Diego Chargers. The Panthers hoped that rest during the offseason would allow the shoulder to heal naturally, but when it didn’t respond as expected Newton decided to have sur-gery .

The Panthers have said they expect Newton will be ready for training camp .

Panthers general manager Dave Gettleman isn’t second-

guessing the team’s decision to allow Cam Newton to continue to play last season despite a partially torn rotator cuff in his right throwing shoulder.

“Cam is a football player and he wanted to play and the medical people felt it was fine, so we did,” Gettleman said Friday.

Newton played the final three games of the 2016 season even though Carolina’s playoff hopes were essentially over because of its 5-8 record.

Although the team never disclosed the partially torn rotator cuff in the media, coach Ron Rivera did limit the quar-terback’s reps in practice and included him on the injury report for the remainder of the season.

“The bottom line is my integrity and the organization’s integrity is very important,” Gettleman said. “Our owner is old school and I’m old school so it makes it easy for me. At the end of the day it is what it is. We have been very trans-parent. I know that Ron is as transparent as any head coach in this league and I know I am as well.”

CHICAGO (AP) LeBron James and the Cleveland Cav-aliers just might be at their lowest point since the King came home three years ago. Either way, they’ll have to do better than this if they’re going to be crowned again.

Nikola Mirotic tied season highs with 28 points and six 3-pointers, Jimmy Butler scored 25, and the Chicago Bulls beat the Cavaliers 99-93 Thursday on a night when James moved into seventh place on the NBA’s career scoring list.

James passed Shaquille O’Neal, finishing with 26 points. That gave him 28,599 for his career three more than O’Neal. But the big night by the four-time MVP couldn’t prevent the Cavaliers from matching a season high with their third straight loss.

That dropped the defending champions a half-game behind Boston for the Eastern Confer-ence lead and left them with a 6-10 record in March.

“Just in a bad spot right now,” said James, who had 10 rebounds and eight assists. “I’m not disappointed with the effort. Just in a bad spot. We need to figure it out.”

For Mirotic, it was his second straight game with 28 points and six 3s. He also had 10 rebounds, finishing a strong March.

“I feel it’s my time now. It’s never too late,” he said. “It’s a very important moment for the team.”

Rajon Rondo added 15 assists, Robin Lopez had 10 points and 11 rebounds, and the ninth-place Bulls moved within a game of Miami and Indiana in the Eastern Conference standings.

They also finished 4-0 against Cleveland to complete their first sweep of the Cavaliers since they took all three games during the 2011-12 season.

Kyrie Irving scored 20 for the Cavaliers, while Tristan Thompson added 15 points and nine rebounds. But the Bulls dominated Cleveland 37-21 in the third quarter to wipe out a nine-point halftime lead and hung on down the stretch.

“We won’t be perfect in one day,” Irving said. “But it’s no time to hold your head, I’ll tell you that. ... We’re gonna be just fine. It’s ugly right now. It’s real, real ugly.”

James entered needing 23 points to tie O’Neal and matched him when he scored on a layup with 7:29 left in the game. He took sole possession of seventh place when he hit one of three free throws to make it 90-83 with 4:28 remaining.

But it was not an easy night for the Cavaliers.

Kevin Love fouled out with

eight points and 10 rebounds when he got whistled on a basket by Butler moments after James tied O’Neal.

Rondo was able to get into the paint, particularly in the third quarter. That didn’t hurt Butler or Mirotic, who was con-necting all game.

“I definitely want to get back into the playoffs, and these young guys haven’t experi-enced it,” Rondo said. “I’m trying to push every day to find a way to get in. We can’t worry about other teams winning and losing. We need to go out every night and win these next seven to put ourselves in a position to get in.”

Drug defendant, Gerhard Haleck

Otto is facing one criminal count of

unlawful possession of a controlled

substance, marijuana, in connection

with the latest drug bust at the Post

Office last week.

Samoa News notes the court docu-

ment identifies the defendant as —

Gerhard Haleck Otto — however,

sources say the defendant is known as

“Gerhard Otto Haleck”.

The criminal count is punishable

for between five to ten years in jail and

or a fine of $5,000 up to $20,000 or

both. According to the government’s

case, on January 3, 2017 the Criminal

Investigation Division (CID) was con-

tacted for assistance by the Custom’s

K9 Supervisor regarding a young man

who picked up a package at the post

office containing a green leafy sub-

stance that tested positive for THC or

marijuana.

The court filing says that when

CID Detectives arrived there were

four sandwich-plastic baggies. The K9

handler informed the Detectives that

their dog alerted near the parcel during

usual inspection and the following day

Haleck picked up the parcel.

The package was addressed to

Gabriel Otto Haleck, PO BOX 1138,

96799 and the sender’s address was

from a Haleck, 17214 24th Avenue,

CT E Tacoma, Washington, 98445.

According to court documents, on

January 3, 2017 the defendant walked

into the post office to claim the package

and when the defendant was asked if

he was Gabriel he noted that he wasn’t

— it was his little brother. The box

was then inspected by Customs and the

defendant told the Customs agents, “It

was his supplements”.

Court filings further say that the

Customs agent opened a bottle, which

contained powder and the Custom

agent saw a clear plastic baggie inside

AUGUSTA, Ga. (AP) — The drive home from Augusta National was quiet, a rarity when Jordan Spieth is in the car.

He was wearing a blue shirt, not a green jacket.

It wasn’t supposed to be this way. Only three hours earlier on Sunday at the Masters, he was coming off four straight birdies and stood on the 10th tee with a five-shot lead. No one who had won a major was remotely close to Spieth.

Three holes later, his head was spinning. A shot in the bunker (No. 10). A shot in the trees (No. 11). Two in the water (No. 12). And just like that, Spieth was three shots behind and never caught up. He was in Butler Cabin, just like everyone expected, only he was there to help Danny Willett into a green jacket.

What could anyone say?“Everybody waited,” Spieth

said. “It was just quiet while we drove home. I wasn’t doing too well at the start because it was so recent. It was like: ‘Why couldn’t I have just done this or done that? Why did this have to happen?’ I was trying to figure out why. That was my whole thing that night. Why didn’t it work when I was in the same position the year before.”

A year later, he still doesn’t have the answers, and it already is weighing on him.

Two weeks before he was due to arrive at Augusta, Spieth

said he couldn’t wait for this particular Masters to be over. There is no escaping the ques-tions about what happened last year. He didn’t have answers during that drive home. He doesn’t have them now.

“Whether I can grab the jacket back or I miss the cut or I finish 30th, it will be nice having this Masters go by,” he said. “The Masters lives on for a year. It brings a non-golf audi-ence into golf. And it will be nice once this year’s finished from my point of view, to be brutally honest with you.”

Spieth already has returned to the scene of his worst moment in golf.

He was at Augusta National last December with two mem-bers when he stepped on the 12th tee for the first time since the final round of the Masters. He hit 8-iron over the bunker to 15 feet. He made the putt. “I was walking around with my hands up like, ‘Demons gone,’” he said.

If only it were that simple.He still has to face the media

on Tuesday. He goes to the Tuesday night dinner for Mas-ters champions that Willett, not Spieth, will be hosting.

“This hopefully will end Thursday when he gets to the 12th hole,” three-time Mas-ters champion Nick Faldo said. “He’ll get up there, know what he did wrong. He knows how to deal with it. Hopefully, he

stands up there and says, ‘Right, nice swing, put it in the right spot.’ And I think that will be big.”

Spieth is not the only player to suffer an inexplicable col-lapse in a major.

Adam Scott had a four-shot lead with four holes to play, made four bogeys and lost the 2012 British Open at Royal Lytham & St. Annes. He won

his first major nine months later at Augusta National. Jason Dufner had a five-shot lead on the 15th tee of the 2011 PGA Championship and lost in a playoff to Keegan Bradley.

“Things can change quickly out here,” Dufner said. “One bad break, one bad situation and your head can get spinning. But he (Spieth) is in a totally dif-ferent situation from me. He’s one of the best players in the world. He’ll be fine heading into the Masters.”

The Masters has served up its share of players who left with one arm in a green jacket. Greg Norman in 1996 lost a six-shot lead, still the largest ever blown in PGA Tour history. Ed Sneed made bogey on his last three holes in 1979 and lost in a playoff. Not to be overlooked is Rory McIlroy, who had a four-shot lead in 2011 and shot 43 on the back nine, starting with a tee shot on No. 10 behind the cabins that led to a triple bogey.

The difference?Spieth still has a green jacket,

a spot upstairs in the Champions Locker Room, a seat at the table Tuesday night for dinner. Even so, bad memories don’t fade easily, especially at the Masters.

“No matter what happens this year, those questions will still be there and linger a little bit,” McIlroy said. “I still get ques-tioned about the back nine at Augusta in 2011. It’s just some-thing you have to deal with. It’s something that happened. It’s not going to go away. It’s there and it always will be. Of course, I sympathize with him. The guy had a chance to win the green

jacket. But he can console him-self by opening up his wardrobe and seeing one hanging there.”

In the days after the Masters, Spieth would switch off the TV whenever he saw footage of him on the 12th hole. He went to Las Vegas with a group of friends from high school, and that was good.

When he returned to The Players Championship a month later, he knew what kind of questions to expect.

If he got into contention, would he be thinking about Sunday at the Masters? If he didn’t play well, how tough would it be to get over the Masters?

It never goes away.His biggest test was in Feb-

ruary, when Spieth took a six-shot lead into the final round at Pebble Beach. Not since the Masters had a tournament been his to lose. He never let anyone get closer than three shots. He never made anything worse than a par.

Is this year’s Masters the ultimate test?
