FOREWORD

Government College Peshawar is one of the most prestigious institutions of Khyber Pakhtunkhwa, established in 1957. The college has immense contribution for the promotion of quality higher education to equip the youth to face the challenges of the new millennium. As per vision and mission of the government, the college strives to provide quality higher education at the door step to the poor lot. The fulfillment of the aims and objectives of this college in this technological and scientific era as per quality standards of higher education commission as well as higher education department, Khyber Pakhtunkhwa will bring laurels to the Islamic Republic of Pakistan, INSHALLAH.

Brief History of the College The need to establish an educational institution for the people of this historical city was felt intensively since long and it led to the establishment of this college for inter level studies in June, 1959. Before shifting to its present building in 1961, it had been functioning in the Provincial Assembly building on Shahrai-e-Quid-i-Azam for four years.

The close proximity of the college with the historic ShahiBagh provides environmentally suitable location for academic activities. The famous ShahiBagh is spread on a vast area of verdurous lawns and lovely gardens to its North West. To the South East is a network of roads which connects the college to the adjacent areas. The college building spreads over an area of almost 40 canals. The college comprises well-ventilated classrooms, well-equipped laboratories, a library, a common room for students, and a Masjid. Beautiful playgrounds and green lawns add to the beauty and grace of the building. This pleasant and congenial academic atmosphere is felt all around.

The main objective of the college is students’ intellectual and moral grooming by which to develop an overall balanced personality of the students. In line with the policy of the State, great efforts are made to introduce Islam as a momentous force in the lives of the students. To make exemplary Muslims and human beings, knowledge about Quran and Hadith are imparted to students on regular basis.

Co-curricular activities are equally paid special attention. Declamation contests, debates, discussions and sports competitions are few of the co-curricular activities in which students actively participate.

Special attention is paid to enhance the national integrity and solidarity among the students so that social, patriotic and civilized citizens pass out of this institution and lead Pakistan toward the path of success and prosperity.

The college is affiliated with Board of Intermediate & Secondary Education Peshawar and University of Peshawar at Intermediate and Degree levels respectively. Along with this, the college has also its affiliation with University of Peshawar for its BS 4 years Academic Program.

The college offers courses at intermediate level (Science & Arts) and Degree level (B.A and BS-4 year Programme).

A) INTERMEDIATE LEVEL

Award of scholarships to the students of BS 04 year degree

Rs. 300 Millions have been allocated by the Government of Khyber Pakhtunkhwa for 1456 BS 04 year students studying in the public sector colleges running under Department of Higher Education @of Rs.1500 per eligible student.

(Admission will be granted as per Higher Education Commission criteria)

ADMISSION

Admission to the college is conducted strictly in accordance with the rules and regulations, framed by the Provincial Higher Education Department, BISE Peshawar and University of Peshawar. Admission forms to the candidates will be made available just after the declaration of results by the Board / University. The College Admission Committee will announce the last date for the submission of the application forms in each case.

GENERAL ADMISSION RULES AND REGULATIONS

1. Admission process starts on the date announced by the admission committee and continues according to the schedule of BSE Peshawar / University of Peshawar at the relevant levels.

2. In case of availability of online admission facility for a particular level of studies, candidates shall apply online and hard copies of their application forms along with required documents shall be submitted to the college.

3. The application form duly filled by the candidates shall be supported by attested photocopies of the following documents: a. SSC Certificate for admission at any level of studies b. Detailed Marks / Provisional Certificate of the last exam passed c. Character Certificate issued by the learning institution last attended: Where the

candidate has passed the last examination in private capacity such certificate shall be signed by a gazetted officer.

d. Domicile Certificate e. Self / Father CNIC / Form B f. Three passport size colored photographs g. Quota eligibility certificate in case a candidate applies for a specified quota notified by

the government, e.g. sports, Disable or Higher Education Department Employees Khyber Pakhtunkhwa (College subsector) quotas, etc.

h. Migration Certificate for candidates having passed their examination from other than BISE Peshawar /University of Peshawar.

i. Affidavit as per specimen

Note: Migration certificate-(h) and affidavit in light fo Supreme Court decision for

refraining from politics-(i) will be obtained from the candidates at the time when their admission is confirmed.

4. Applications which are not registered within due date, whether online or manually, shall not be considered for admission.

5. The principal may keep 10% of the total number of seats in each faculty for 15 days for meritorious students who may nor turn up for admission within the prescribed time for admission due to unavoidable circumtrances. The minimum marks declaring a candidate as meritorious will be determined by the concerned committee of the college.

6. If a student applies for admission one or more years late (maximum upto three yeasrs) then he shall produce an affidavit to the effect that he has not been admitted to any college / institution previously and he is availing the opportunity for admission for the first time.

7. Students passing in supplementary examination are not eligible for admission in the academic year in which he has passed the examination.

8. Students who failed in any class or did not appear in the examination or discontinued their studies are not allowed readmission in the same or lower class.

9. Students failed in one or more subjects are not allowed to take admission in Part-I of Intermediate, Degree or BS Ist Semester.

10. Students placed in “E” grade in SSC exam are not allowed admission in Ist Year in any faculty / group. Candidates who obtain less than 45% in the last examination passed are not allowed admission to 3rd year/Degree Part-I or BS Ist Semester.

11. General conditions as well as conditions specific to particular faculty / group or subject for admission to the intermediate, Degree, BS are those set by the concerned Education Board or University for the relevant level, faculty or subject.

12. No regular admission in any class is allowed to a candidate who has already passed equivalent examination in another faculty / group or subject.

13. Candidates who fail to confirm their seats by depositing the required fee within the specified period shown on any merit list shall lose their right of admission and his seat will be allotted to the next candidate in order to merit.However, if such candidate(s) turn for admission at a later stage and vacant seats are available then such candidates may be given opportunity before offering admission to next candidate(s) having lower stage on the merit list.

14. A. For Internediate Part-I/Ist year and Two years Degree Part-I / 3rd year, admission are

awarded on the basis of the following allocations: i. Seventy eight percent (78%) of the total number of seats are reserved for local candidates of the area in which the college is situated/

A candidate is defined local to a college if he:

a. is domiciled of district Peshawar. b. is child / spouse of an employee of the Federal or Provincial Government

serving in the district of Peshawar. c. has passed the last exam from a feeding school / college of the area situated

in district Peshawar. ii. 10% seats are reserved for candidates of areas other than district Peshawar provided

they have obtained A or A1 or A+ Grade in the last examination passed. iii. Five percent (5%) seats at each level are reserved for the children of the employees

of the Higher Education Department Khyber Pakhtunkhwa (collee subsector) on Provincial basis.

iv. Two percent (2%) seats are reserved for disable candidates on Provincial basis. v. Five percent (5%) seats are reserved at each level for sports quota on provincial

basis. These sears are reserved only for the games which are available and offered by the college.

vi. Seats failing vacant under any quota will be allocated to quota for local candidates.

B. i. In case of admission to the BS classes, 50 % of admissions at each level , i.e. BS Ist

Semester shall be made on the basis of open merit while 50% shall be reserved for local candidates of the area as defined under 14:A (i)(a,b,c) above.

ii. ii. Seats failing vacant under one quota as defined under 14:B(i) shall be allocated to the other quota.

C. One seat in each faculty over and above the allocated total seats is reserved for Afghan Refugees. However, such candidates shall submit their application through proper channel.

15. Twenty extra marks are awarded to Hafiz-e-Quran. Such candidates shall not only support their claim by the relevant certificate but they shall also have to pass the recitation test conducted by the relevant admission committee.

16. Five marks per year are deducted from the obtained marks of a candidate who has passed the last examination in the previous year(s). Such procedure is limited for the candidates who failed to get admission during the previous three consecutive years only.

17. Merit list of sprts quota for the game(s) the facility for which is available in the college will be prepared on the basis of performance of candidates in sports, which will be measured as below: i. Previous Participation Marks 35

Note: candidates having more than one of the above certificates shall be awarded marks of only the highest certificate that he has.

ii. Trail Marks 65 iii. Total Sports Marks (a+b) 100 iv. Students admitted on sports basis shall be required to submit an undertaking that

they will actively participate in the college sports team failing which their admission shall stand cancelled.

18. UPPER AGE LIMIT i. The upper age limit for candidates for admission to various levels / classes,

except sports quota, shall be as under and shall be counted with respect to the closing date for receipt of applications for admission to the concerned level or faculty.

a. Ist year 19 years b. 3rd Years / BS Ist Semester 22 years

ii. For admission on sports quota maximum age shall be considered one year less than the age limits shown above.

19. AGE RELAXATION

i. Overage candidates (except under sports quota) can apply for relaxation in the upper age limits for upto three years by giving cogent reasons for availing such relaxation. Applications for age relaxation must be submitted before the closing date of submission of application forms, whether online or manual.

ii. The provisional admission shall stand cancelled id the relaxation in upper age limit is not granted by the competent authority within 30 days of making such a request.

20. Cancellation of Admission Admission in the college shall stand cancelled under the following circumstances: i. If any information given by the student in his admission form is found to be incorrect

at any stage. ii. If a student fails to attend the classes within 10 days of the start of the session. iii. If a student is found to be professional agitator, or has been struck off from any

educational institution on disciplinary grounds. iv. If a student is practically involved in politics. v. If a student admitted on sports basis either does not submit an undertaking that he

will actively participate in the college sports team, or does not participate in the sports activities of the college.

vi. On the request of the student provided the request is made within a specified time period notified by the admission committee.

21. Struck off on Account of Absenteeism

A student who remains absent for more than six consecutive days without approved leave shall be struck off the college rolls without any notice.

22. Re-Admission A student whose admission is cancelled or whose name is struck off on the basis of long absence can apply for re-admission to the Principal within 15 days of the issue of such notification. The Principal may allow his re-admission on payment of the re-admission fee / Admission Fee and any other outstanding dues. Re-admission for the second time in a current academic session shall not be generally allowed. However, genuine and deserving cases may be submitted to the Director, Higher Education on the basis of valid documentary proof with the condition that the applicant can make up for his shortages and can fulfill the requirement of 75% attendance during the remaining period of the session. Such students shall pay all the Government fees and Pupils Fund except security and BISE / University charges.

23. Change of subject Change of faculty is not allowed. However, change of subject is allowed subject to the following conditions. i. The student must apply for change of subject within 21 days of the start of the

classes at each level of studies. ii. Change of subject is allowed only within a faculty or group of subjects.

24. Migration Migrationto or from the college may be allowed by the Principals of both the colleges subject to the conditions:

i. That the applicant is seeking migration from a college situated beyond 16 kilometers fo this college.

ii. That the request is based on genuine go=rounds like parents / spouse transfer, family shifting, family enmity or marriage duly supported by documentary proof.

iii. Marks obtained by the candidates in the last examination passed are not less than the minimum marks obtained by a regular student of that class.

iv. The migration is within th prescribed time period of BISE Peshawar/University of Peshawar.

The college has a hostel, which can accommodate about 100 students of far-flung areas. The following dues are charged from the boarders.

HOSTEL ADMISSION RULES

• Candidates desirous of taking admission in the hostel should apply for accommodation at the time of submitting college admission form. Hostel application forms can be obtained from the college office. Date for admission to college hostel will be announced by the hostel warden.

• A boarder cannot change the room allotted to him by the hostel warden at his own discretion.

• The boarder has to abide by the rules and regulations of the hostel. He who violates these rules may face fine/expulsion or both.

• If a boarder fails in 1st year or 3rd year, he will not be allowed to stay in the hostel any more.

• Guests or outsiders are not allowed to visit the boarders in the hostel except parents/guardians; however, even parents/guardians are not allowed to stay in the hostel.

• Boarders are not allowed to keep with them arms, intoxicants, radio or T.V sets, VCRs, CD players and heaters in the hostel. Breach of this discipline may lead to expulsion from the hostel.

• Boarders are not allowed to stay in the hostel during the vacations or after termination of their examinations.

• After termination of the examination, the boarder has to immediately vacate his room, otherwise the hostel warden will unlock the room in which case the warden will not be held responsible for any loss caused to the boarder’s/boarders’ belongings.

• Every boarder is bound to observe the study hours fixed by the hostel warden. During these hours no one is to roam about in or outside the hostel. Further, any kind of disturbance or noise which might affect other students is strictly prohibited.Hostel facility is not provided to 2nd shift students.

F. Instructions Regarding College Dues

• All dues must be paid in advance by the students seeking admission to the Part-I of their respective courses.

• 2nd year and 4th year students have to deposit all the dues before the commencement of their classes

• Roll Numbers of Board/ University examination are issued only when a student clears his dues and has the required number of attendance at his credit

• BISE registration fee and sports fee is payable by Ist Year students only

• University Registration Fee, Social Work Fee and Sports Fee, if any, is payable only by 3rd Year/Ist Semester only.

• Students studying Computer Science at any level shall also pay the computer stationary charges in every year/semester of their studies

• Security shuld be claimed within one month of the termination of the public examination, otherwise it will be forfeited in favour of the government.

26. Fee Concession and Scholarship i) Deserving students within the ambit of 10% of the total strength are

given fee concession. ii) Deserving and meritorious students are also granted financial assistance

/ prizes from Pupil’s Fund. iii) Besides these, scholarships like MORA, Fauj Foundation and FATA etc

are also floated from different agencies iv) Only one financial assistance is to be availed at one time

v) Any of the above priviliges is withheld in case a student is short of the required attendances, remain wilfully absent from the class tests or internal examinations or shows poor result.

Note: The College adminstration reserves the right to prevent any student dressed in improper uniform from entering in to the college premises. College uniform if obligatrory for all students.

28. Minimum Required Class Attendance At least 75% attendance of the delivered lectures is compulsory for a student in theory and practical classes in each subject. Student falling short of 75% attendance in any subject shall not be allowed to take the annual public examination of the board /univeristy. Leaves Rules • Up to six days a leave will be granted by the concerned teacher, up to 15

days by Controller of Examinations and more than 15 days by the Principal. • A student or his parents/ guardian will send a written application to the

principal well in time reporting his son’s/ ward’s illness or cause of absence.

• Sick leave for more than three days must be supported by a valid medical certificate.

• Any kind of leave, other then leave on medical grounds, exceeding three days will be granted if the leave application is properly signed by the parent/guardian

• So far as the percentage of attendance is concerned, a student will avail himself of leave at his own risk even medical certificate will not condone his shortage in attendance.

29. IDENTITY CARD

The college identity card is issued to all students within 15 days of their admission It is binding upon every student to obtain the college identity card and display iton their chest during the college hours. In case of loss or spoilage, a duplicate Identity card is issued on payment of a fine of Rs.50/-

30. SOCIAL WORK Some work of social welfare for at least three weeks during two academic years is a must for the degree students. Social work may include cleanliness and beautification of an area,look after the play grounds and lawns or some other assignments of social interests inside /outside the college premises.

CO-CURRICULAR ACTIVITIES

To expand the mental horizon and vision of the students, the students are divided in small tutorial groups and each group meet once a week under the guidance of the members of teaching staff. Students discuss literary, educational, individual and collective problems in the informal manner with their tutor. This creates an atmosphere of better understanding. Tutorial groups may arrange tours / excursions.

TUTOR

A tutor maintains the academic, co-curricular, personal and family record of each student attached to him. He examines his training and educational evaluation and through chief tutor, keeps contact with parents of each student.

SPORTS

Mental growth and physical development are must for a vigorous mind. To enhance mental abilities and physical potentialities of the students, all facilities of sports and training are provided. The college students have been showing commendable performance in the national and provincial games for the last few years and have won distinctions in many games.

To sharpen the intellectual ability of the students and to inculcate in them a skill of writing the college publishes a magazine every year by the name of “GANDHARA” which is the expression of the students’ thoughts in four languages viz. English Urdu Pashto, &Hindko.

LIBRARY AND READING ROOM

The College Library boasts of thousands plus books. A mind can quench its thirst in its peaceful and serene reading environment. Books are lended to the college students as per library rules.

PROCTORIAL BOARD

The College has a Proctorial Board which tries to provide a peaceful and congenial atmosphere to students and inculcate discipline and good manners in students to promote and develop a National character. A proctorial board is, therefore, organized to persuade students to observe perfect discipline. It has two main chapters—Staff Proctors and Student Proctors. Staff Proctors are appointed from among the teaching staff while the other chapter works under the supervision of the first and comprises of the senior students. A suitable person from amongst the teaching staff is appointed as the head of the proctorial board known as the Chief Proctor.

Proctorial monitors keep a vigilant eye on the general attitude and behavior of the students and help in the maintenance of discipline. They have to perform the under-mentioned duties:

• To make sure that discipline is properly maintained.

• To be present in the college during functions, board/university examinations and sports competitions

• To make sure that students are in proper uniform and representing the college in appropriate manner in all functions and on all occasions.

Note: In the best interests of the college, the Chief Proctor and the Staff Proctors may extend the range, their duties of the proctorial monitor, to check indiscipline and indecency among the students even outside the college premises.

31. Code of Conduct It is binding upon every student of the college to follow the following rules and regulations: i) Every student is bound to observe the religious obligations and to show

tolerance for other religions, beliefs, customs and traditions. Promoting communal, regional and religious disharmony among students or college staff is strictly prohibited.

ii) Every student has to be loyal to the ideology of Pakistan and is not allowed to commit any actions which may damage the honourand integrity of the motherland.

iii) Every student has to demonstrate tolerance, patience, and politeness in his dealing with teachers and fellow students.

iv) Every students should respect the college teachers and college administration and abide by the rules and regulations introduced from time to time. Any form of harassment of any student or other employee of the college or visitor is strictly prohibited.

v) Every student should pledge to keep his mind and body clean and must demonstrate good manners and should develop the spirit to help and serve his fellow students.

vi) Every student must receive his education keenly and participate in sports and co-curricular activities with honesty and sincerity.

vii) Every student must take care of public and college property and persuade others to do so.

viii) Every student, for any personal concern, has to directly contact the concerned Incharge. Improper interference in the academic, administrative, sporting, social or other activities is strictly prohibited.

ix) Every student shall regularly observe the college and class timing and shall ensure his regular presence in the classes such that his attendance

shall not fall short of the required attendances of the public examining bodies.

x) Every student shall regularly take class tests and home examinations. xi) Every student must come to the college in the college prescribed

unifrom. xii) Every student must provide correct information to the college

administration, whenever required. xiii) Every student must observe all the rules regulations related to the

class-room, common room, library,lawns, playgrounds and hostel. xiv) Every student must abstain himself from using unfair means in the class

tests, home examination and public examination. xv) Somking, consuming or possessing alcoholic drinks or other intoxicants,

gambling, possessing or using any weapons in the college premises and unauthorised audio/video recording/ photography is strictly prohibited.

xvi) Every student shall pay all the college, board, or university dues well in time.

xvii) Taking part in politics or wearing of any badge or cap of political parties/ federations within the college premises is strictly prohibied.

xviii) Display of any sort of poster/banner in the college building or boundary wall is not allowed

xix) No student shall facilitate unauthorized entry of any perosn into the campus or unauthorized occupation of any portion college premises, including hostels either himself or by any person.

xx) Every srudent shall observe the cultural and social norms of the society xxi) Parents / gaudians of the regular students and ex-students can visit the

college after 11:00 AM for any official work.

In order to ensure the code of conduct and discipline, the Chief Proctor, and the staff Proctor may extend the range of duties of the Proctorial Monitors to check indiscipline and indecency among the students even outside the college premises.

32. Accountable Irregularities Students are required to observe and maintain reasonable standard of conduct. Any act of misconduct committed by a student inside or outside the campus shall mean the violation of the college descipline resulting in penalties of different intensities including expulsion, restication, or struck off from the college Committing any or more of the following will be considered as misconduct and violation of college discipline. i) Disruption of, or improper interference with, the academic, administrative,

sporting, social or other activities of the college including any attempt to

prevent any staff member, student or visitor of the college from carrying on his work.

ii) Violent, indecent, disorderly, threatening, defamatory or offensive behavior or language and use of abusive and derogatory slogans or intimidatory language whilst on college premises or elsewhere.

iii) Any form of harassment of any student or other employee of the college or visitor to the college whether in person, in writing, by email, via the internet or otherwise, whilst on college premises of whilst engaged in any college activity.

iv) Fraud, deceit, deception, dishonesty or forgery, tempering with or misuse of the college documents or records, identification cards, etc

v) Furnishing false certificate or false information to any office under the control and jurisdiction of the college

vi) Action which causes or is likely to cause injury or impair safety on college premises

vii) Misuse or unauthorized use of college premises or item of property or damage to, or defacement of college or associated property or the property of other members of the college community caused intentionally or recklessly or by negligence, and misappropriation of such property

viii) Engaging in any attempt at wrongful confinement of teachers, offices, employees and students of the college or camping inside.

ix) Breach of the provisions of the policies, codes, rules and regulations of the college

x) Smoking, consuming or processing alcoholic drinks, dangerous drugs or other intoxicant in the college premises

xi) Indulging in acts of gambling in the college premises xii) Possessing or using any weapons such as knives, laities, iron chains, iron

rods, sticks, explosives and fire arms of any kind in the college premises xiii) Unauthorized audio / video recording / photography of a learning or other

activity xiv) An act of ragging which includes the action of teasing, playing a practical joke

upon someone, display of noisy, disorderly conduct, teasing by rough or rude treatment or handling, including such activities which causes or likely to cause annoyance, undue hardship, physical or psychological harm or raising apprehension or fear in a fresher or asking the students to do any act or perform something which cause him shame or embarrassment or danger to his life.

xv) Conduct which constitutes a criminal offense (including conviction for an offence) where that conduct : (a) took place on college premises, or (b) affected or concerned other members of the college community, or (c) damaged the good name of the college, or (d) itself constitutes misconduct within the terms of this code

xvi) Any act of moral turpitude

xvii) Failure to disclose name and / or other relevant details to an officer or employees of the college in circumtrances when it is reasonable to require that such information be givern

xviii) Failure to comply with a previously imposed warning under this code or any other policies, codes, rules and regulations of the college

xix) The deliberate false activation of a fire alarm or fire extinguisher xx) Unauthorized occupation of hostel, rooms or unauthorized acquisition or use

of college furniture in one’s hostel room or elsewhere xxi) Causing or colluding of any portion of college premises, including hostels by

any person xxii) Arousing communal, caste or regional feelings or creating disharmony among

students or college staff xxiii) Tearing of pages, defacing, burning and destroying of books of the college

library xxiv) Any offense under law xxv) Using or committing an attempt for using unfair means in class test and home

examination xxvi) Pasting or posters or distributing pamphlets, handbills etc. of an objectionable

nature or writing on walls and disfiguring buildings xxvii) Disobeying teachers or college administration xxviii) Neglects his academic work or other assignments and without any

reason absents himself from the class

xxix) Does not clear his college dues in time xxx) Indulges in politics xxxi) Any other act which may be considered by the Principal or the college

Discipline Committee to be an act of violation of discipline 33. Officers Authorized to Take Disciplinary Action

The following persons are authorized to take disciplinary action by way of imposing penalties as specified under the heading “Range of Penalties” i) The Chief Proctor ii) Disciplinary Committee iii) Principal of the College iv) College Council

Any penalty enumerated under the heading “range of Penalties’ may be imposed by the Principal of Chief Proctor of the college upon the recommendation of a Teacher, Head of Department, Librarian, Imam-e-Masjid, Hostel Warden, College Controller of Examination, Incharge Sports, Head of any College Society, Discipline Committee and College Council.

THE COLLEGE COUNCIL

The College Council comprises senior staff members of the college. Further, the Chief Proctor, the hostel warden and the Controller of Examination are the

ex-officio members. The Council discusses all grievous offences and other matters of serious nature in detail. The decision(s) of the College Council is implemented at all cost.

34. Range of Penalties The following penalties may, for act of indiscipline or misconduct or for sufficient reasons, be imposed on a student, namely i) Written warning and information to the guardian ii) Fine from Rs. 100 to Rs. 5000 iii) Suspension from the Class / Department / College/ Hostel / Mess/

Library or availing of any other facility iv) Suspension or cancellation of scholarships, fellowship or any financial

assistance from any source or recommendation to that effect to the sanctioning agency

v) Recovery of pecuniary loss caused to college property vi) Debarring from participation in sports, debates, different societies,

academic or refreshing tours and other such activities vii) Disqualifying from holding any representative position in the

class/college/hostel/mess/sports/clubs and in similar other bodies. viii) Hostel shift and between Morning / Evening Shifts ix) Expulsion from the College / Department / Faculty / Hostel / Mess /

Library / Club for a specified period

x) Debarring from an examination xi) Issue of migration certificate xii) Issuance of character certificate with adverse remarks xiii) Prohibition of further admission or re admission xiv) Struck off the college rolls for the current academic year / session or for

any extended period 35. Suspension of Studentship

Any student against whom a charge of misconduct has been initiated may be suspended from the college by the Principal which shall continue till the final decision of the competent authority. A review of disciplinary action/actions initiated against a student would lie with the officer issuing the orders, within seven days, and an appeal would lie against the orders of the authorities mentioned in these Rules to the College Council.

COMPENSATION FOR DAMAGES

If a student damages the college property or private possessions of a fellow student or of an employee of the college, he has to pay compensation for the damage within a definite period. Otherwise he will be struck off the roll.

36. Amendment and Annulment of Rules

The principal in consultation with the College Council is competent to amend the rules or regulations, except those related to admission policy, in the interest of the institution.

37. Ban on Political Activities

In the light of the Supreme Court verdict which reads as under: “Students’ indulgence in political activities in the college shall be strictly prohibited”. “We, therefore, hereby direct that at the time of admission to an educational institution the student and his parent / guardian shall give an undertaking that the student shall not indulge in politics failing which he shall not be allowed admission. And if after the admission, he violates such undertaking i.e. indulges himself in politics” he shall be expelled from the institution without any further notice. All the educational institutions shall henceforth seek and obtain similar undertaking in respect of all existing enrolled students. It is explained that the finding with regard to “Indulgence in politics” given by the Head of Institution under his seal and signature shall be final and shall not be questioned except only before the Supreme Court”. The specimen of undertaking given on the following page has to be filled and signed by the student and his father /guardian on Judicial paper and attested by a competent authority to be produced at the time of interview / admission.

Unless a candidate is granted admission to the college, there is no need of producing the undertaking along with Admission Form. It should be produced at the time of Interview / Admission.
